Armenia National Assembly majority faction blocks adoption of draft statement on Artsakh situation

The MPs of the ruling majority "Civil Contract" Faction of the National Assembly (NA) of Armenia blocked the adoption of the draft statement tabled the NA opposition, and which condemns Azerbaijan’s aggressive actions that have caused a humanitarian catastrophe in Artsakh (Nagorno-Karabakh).

The parliamentary majority faction abstained from the respective voting.

Solely the opposition "Armenia" and "With Honor" Factions—that is, only 30 of the 107 NA lawmakers—voted for this draft.

Four killed in US military plane crash in Norway

YEREVAN, MARCH 19, ARMENPRESS. All four people on board a US military aircraft were killed when it crashed in northern Norway, the local police said in a statement.

The aircraft, which belonged to the US Marine Corps, was taking part in a Nato exercise when it came down on Friday, BBC reports.

“It is regrettably confirmed that all four on board the plane have perished”, the statement says, adding that the victims were all US nationals.

An investigation into the cause of the accident was paused due to bad weather, but police said it would resume once the weather improves.

Armenia improves its positions in fight against human trafficking – deputy PM

YEREVAN, MARCH 18, ARMENPRESS. Deputy Prime Minister of Armenia Hambardzum Matevosyan chaired today the session of the Council on fight against human trafficking and exploitation, the deputy PM’s Office said.

The deputy PM welcomed the session participants and said that Armenia has registered significant achievements in the fight against human trafficking and exploitation, which, according to him, turned into reality thanks to the efforts of the Council and the working group attached to the Council.

The deputy PM also emphasized the high level of the inter-agency cooperation as one of the guarantees for the progress in the fight against this phenomenon, as well as the efforts of Armenia’s partners – the Council of Europe, the US government and international organizations, NGOs.

“Despite the progress in the field, the challenges facing Armenia lead us to make more efforts and work more actively for improving the positions”, the deputy PM said, wishing a productive work to all the participants.

According to the agenda, Deputy Minister of Labor and Social Affairs Tatevik Stepanyan presented the activities carried out in 2021 in the fight against human trafficking and stated that all 19 actions envisaged by the 2020-2022 national program have been implemented.

Then, Head of the Migration Service of the ministry of territorial administration and infrastructure Armen Ghazaryan, who is also the secretary of the Council, presented the current challenges of the field, the actions on resisting them.

Representative of World Vision Armenia Tigran Hovhannisyan presented the goals of the program “Together Against Human Trafficking” and the activities done so far.

YEREVAN, MARCH 11, ARMENPRESS. Armenian Minister of Economy Vahan Kerobyan participated in the opening of the AgriteQ 2022 international agriculture expo together with Abdulla bin Abdulaziz bin Turki Al Subaie, the Minister of Municipality of Qatar.

Kerobyan also toured the pavilion of Armenia at the expo.

After touring the AgriteQ 2022 expo, Kerobyan and Abdulla bin Abdulaziz bin Turki Al Subaie held a meeting and addressed the importance of the issues of food security and in this context the opportunities of Qatari investments in Armenia.

Minister Vahan Kerobyan invited the Qatari side to visit Armenia to explore investment opportunities, especially in the agricultural sector, and to specify directions for cooperation. The Qatari side expressed interest regarding the opportunity of importing lamb meat from Armenia. As an interesting direction for investments Minister Kerobyan pointed out the establishment of greenhouses and intensive gardens, noting that these are currently rapidly developing directions in Armenia.

The sides also signed a memorandum of intent on cooperation.

Armenia parliament to not debate on draft statement condemning ‘Shushi Declaration’

The parliamentary majority of Armenia—the MPs of the ruling "Civil Contract" Faction of the National Assembly (NA)—on Tuesday refused to put on the NA agenda the draft statement condemning the ratification of the "Shushi Declaration" by the legislatures of Azerbaijan and Turkey.

The draft statement was prepared and tabled by the opposition "Armenia" Faction.

The respective position of the Armenian authorities was presented by MP Gurgen Arsenyan of the "Civil Contract" Faction. He, in particular, stated that the Ministry of Foreign Affairs of Armenia had already given an assessment to the "Shushi Declaration."

The proposal to put the aforesaid draft statement on the agenda of the current four-day sessions of the NA was approved by only 26 lawmakers. One MP voted against it, and 57 others abstained.


Next round of Russian-Ukrainian talks to take place on March 2

YEREVAN, 1 March, ARMENPRESS. The next round of talks between Russia and Ukraine will take place on March 2, ARMENPTRESS reports a Russian source told TASS.

"As previously agreed, the meeting has to take place tomorrow," he said.

The first round of talks between Russia and Ukraine took place on February 28 in the Gomel region of Belarus. It lasted 5 hours. After the meeting, the Russian side announced that the parties had reached a preliminary agreement to hold the next round of talks in Belarus.

Human Rights Defender of Armenia receives Special Envoy of Canada to EU and Europe

YEREVAN, MARCH 1, ARMENPRESS. Human Rights Defender of Armenia Kristinne Grigoryan received today Special Envoy of Canada to the European Union and Europe, Stéphane Dion, the Defender’s Office said.

The Human Rights Defender presented the framework of her powers and the actions and programs for the exercise of these powers.

She also touched upon a number of post-war humanitarian problems, specifically focusing on the return of captives and civilians held in Azerbaijan, the importance of fighting hate speech, the prevention of torture and ill treatment, and the protection of rights of women and children.

The sides touched upon the institutional capacity development of the Defender’s Office.

A number of priorities of the bilateral cooperation and the situation of human rights in Armenia were also discussed.

Stéphane Dion highly appreciated the role of the Human Rights Defender’s Office in protecting human rights, strengthening democracy and rule of law.

Water sources of some villages of Armenia’s Gegharkunik Province are under Azerbaijani control

Several villages in Geghamasar community of Gegharkunik Province of Armenia have been deprived of irrigation and drinking water since May 12 of last year, when the Azerbaijani military had advanced in the direction of Sev Lake.

The head of Geghamasar enlarged community, Hakob Avetyan, told Armenian News-NEWS.am that this problem exists in six of the 18 villages of this community, some villages have partially, and others—completely—lost their water resources.

The prefect of Geghamasar noted that the residents of the villages that are now deprived from their water resources bring water from the neighboring villages—every day.

"We have repeatedly applied to the provincial hall and the Ministry of Territorial Administration and Infrastructure, but no alternative has been developed yet," Avetyan stressed.

According to him, however, the water problem is not the only one faced by the residents of these villages ever since May 12 last year, as many villagers have lost their pastures, too, and many of them had been invested in.

"Not all of our residents are adjusting to this situation. There are families in almost all villages who have moved to Yerevan or emigrated to Russia," Hakob Avetyan added.

Ombudsmen of Armenia and Artsakh Kristine Grigoryan and Gegham Stepanyan issue statement on the occasion of the 34th anniversary of the Sumgait massacres. As reports Armenpress statement runs as follows:

"The February 20, 1998 decision of the Council of People's Deputies of the Nagorno Karabakh Autonomous Oblast to combat through peaceful means for the right to life of the Armenians of Artsakh, and their right to live free in dignity and security in their own homeland, few days later found its response in the city of Sumgait, located in the distance of 27 kms from Baku. On February 27-29, at the direct provocation of the Azerbaijani authorities and organized by them, the Armenian population of the city was subjected to torture, mutilation, arson of people (both alive or after death), gang rape, while their property was destroyed and looted.

As a result of the massacres committed on the grounds of nationality the rights of the 20.000 Armenian residents of Sumgait, to life, to be free from torture and discrimination, to freedom and security, to private property, to fair trial, other rights were directly and irrevocably threatened. 

Although the Sumgait massacres were documented by the relevant Soviet authorities, the perpetrators and the organizers of the crime have not been brought to justice.

The anti-Armenian massacres of Sumgait instigated a series of crimes against humanity committed by Azerbaijan- a practice which continues to this day. Within the context of this consistent policy during the period of 1988-1991, thousands of Armenians were killed, while another 500,000 thousand were forcibly displaced from the cities of Gandzak (Kirovabad), Baku, and other cities in Azerbaijan, as well as in the Nagorno Karabakh Autonomous Oblast.

Aiming to forcibly suppress the right to self-determination of the population of Artsakh, and to annihilate them, Azerbaijan  launched a war against the Armenian population lasted 1991-1994, during which the  vivid evidence of the genocidal actions of the Azerbaijani authorities is the massacre of the Armenian population in the village of Maragha in the region of Martakert in April 1992, as a result of which more than 50 peaceful civilians were killed and  Armenians were completely annihilated from the village. 

The Republic of Azerbaijan fully inherited, further improved the policy of Armenophobia of Soviet Azerbaijan, aimed at the forceful displacement of Armenians from Artsakh, and the annihilation of the Armenian people in its cradle. The practice of glorifying murders purely on ethnic grounds, which was instigated with the Sumgait massacres, became the signature of the Azerbaijani authorities. As a result, the region “was enriched” with “heroes” such as Ramil Safarov, Mubariz Ibrahimov, and others who were taking revenge against the civilian population during the April war of 2016 and were beheading and dismembering Armenian servicemen in the style of terrorist organizations, and as a result were encouraged at the highest levels of the Azerbaijani state. 

The Armenophobia disseminated in the Azerbaijani society by their authorities over the years got its worst manifestation during the September 2020 war unleashed by Azerbaijani against Artsakh, during which the peaceful civilians, kindergartens, schools and hospitals became the primary targets of Azerbaijani army. 

The war crimes committed by Azerbaijan during the 44-day aggression, the gross violations of international humanitarian law and human rights are documented in the reports of the Human Rights Defenders of Armenia and Artsakh, in the reports of several human rights organizations, and have been raised by the representatives of various international organizations.  

Impunity breads and perpetrates new crimes based on ethnic hatred.

The Armenophobia of the Azerbaijani authorities does not bypass Armenian cultural and religious heritage: An attempt is made to apply the methodology of complete displacement of Armenians and the destruction of the medieval Armenian heritage of Nakhichevan in the regions of Artsakh that have fallen under Azerbaijani control. A working group has even been officially set up with the clear aim of destroying Armenian religious, historical and cultural monuments and falsifying their identities.

Armenophobia, the evidence of which is growing daily, is being implemented by the authorities of Baku as a method to form the collective identity of the Azerbaijani population. However, history has repeatedly demonstrated that an identity based on hatred on ethnic and national ground firstly destroys its bearers, it threatens the normal, peaceful and secure life of the people of the region and disrupts the development and progress of societies. 

As a first step  to quit this policy, we call on the Azerbaijani authorities to show political will, to assess with credibility the anti-Armenian massacres in Sumgait, Gandzak (Kirovabad), Baku, and other places, and to refrain from a policy of denial; to bring to justice those who committed violations during and after the 44-day war against the civilian population, and those who committed and organized the torture and mutilations of captured and killed Armenian servicemen, to release immediately the Armenian POWs and other captives still held in Azerbaijan, and to stop the acts of vandalism committed against the Armenian historical and cultural heritage of Artsakh. 

We call on the international community to give a proper legal assessment of the violence committed in Sumgait in February 1988, based on fundamental principles of international law and international norms, as well as take effective measures to assess and stop the continued policy of Armenophobia in Azerbaijan.

We pay tribute to the memory of the innocent victims of the massacres of  Sumgait and other  settlements, and stress that impunity for commitment of human rights violations and crimes leads to new and more heinous crimes."

Putin, Pashinyan discuss situation over Ukraine

YEREVAN, FEBRUARY 21, ARMENPRESS. A telephone conversation between the Prime Minister of the Republic of Armenia Nikol Pashinyan and the President of the Russian Federation Vladimir Putin took place on February 21, ARMENPRESS was informed from the Office of the Prime Minister.

The two leaders discussed the implementation of the agreements reached in the trilateral statements of November 9, 2020, January 11 and November 26, 2021.

The President of the Russian Federation invited the Prime Minister of Armenia to pay an official visit to Moscow in the spring. The Prime Minister of Armenia, in turn, invited Vladimir Putin to Armenia.

The interlocutors also discussed the situation in Russian-Ukrainian relations and regional security issues.
