A concert dedicated to memory of the world-renowned French-Armenian chansonnier Charles Aznavour will take place on May 26 at Karen Demirchyan Sport Complex in Yerevan. The event, titled “For you, Armenia” is organized by French “Shahbazyan” and “Армцентр” production companies. The concert is dedicated to the 95th birthday anniversary of Charles Aznavour.

“Dealing with the name Aznavour is quite challenging. We have tried to make the best and most impressive,” Director Lusine Martirosyan told a press conference on Saturday, speaking of the preparation works of the event. In her words, no dance performances are planned at the event. “The evening will be dominated by Aznavour mood as we will try to pass it through lights and music dramaturgy to convey the Aznavour world to the audience,” Martirosyan said.

French-Armenian producer Hayk Shahbazyan, the co-author of the project, informed that the concert will feature six famous singers – Patrick Fiori, Helene Segara, Lea Castel, Slimane, Kate Rein, and French Armenian singer Raffi Arto.

The concert will be accompanied by Armenian National Philharmonic Orchestra conducted by Eduard Topchyan.

“The main challenge is that the invited singers will perform for the first time with the Philharmonic Orchestra, considering also they are pop singers. Over the past years the Orchestra has performed with number of stars, and I think it will overcome this issue as well to ensure a great event. If Aznavour were alive, he would definitely approve this initiative,” Ruzanna Sirunyan, the Director at the National Philharmonic Orchestra said.

YEREVAN, FEBRUARY 26, ARMENPRESS. The IMF predicts 4.5% economic growth for Armenia in 2019. The impact of the external environment was also an important factor for the prediction, ARMENPRESS reports Head of International Monetary Fund Armenia Mission Hossein Samiei said in a press conference.

“We have predicted 4.5% growth for Armenia’s economy in 2019. This prediction is based on 3-4 factors. The first of them is the potential for growth, or the so-called the potential growth that reflects the capacity of the economy for growth. In our opinion, it’s 4.5% in Armenia”, the Head of the Armenia Mission said.

According to him, the second factor is that the impact of the external environment can be quite serious for small open economies. According to the IMF, this year the external environment will be less favorable this year. “It will be mainly conditioned by the copper price and remittances that have quite an important role in the economic growth of Armenia”,  Hossein Samiei said.

He noted that Armenia’s economic growth in 2017 was significantly higher compared to the prediction of the potential growth of the IMF. In 2018 it was higher as well.

YEREVAN, Armenia – On February 12, 2019, the Entrepreneurship and Product Innovation Center (EPIC) of the American University of Armenia (AUA) organized the first Demo Day of the EPIC incubator program. The event enabled eight EPIC startups from the Fall 2018 batch to present their ventures to the entrepreneur community, investors, accelerator representatives, as well as AUA faculty, students, alumni, and supporters. The event was live-streamed around the world.

The Fall 2018 batch of 32 entrepreneurs started in the EPIC incubator program in October, 2018. They participated in intensive workshops, had one-on-one meetings with their mentors and advisors, and listened to inspiring presentations by local and international entrepreneurs. Each team was also assigned a legal advisor from the Technology and Innovation Legal Clinic (TIL Clinic) of the AUA Master of Laws (LL.M.) program to assist them in legal matters. After four months in the Program, the teams validated their ideas and began building business models.

Davit Mikayelyan, Founder of FinAssist, shared, “EPIC is not a ‘place’ or ‘facility’, it is the ‘people’ we were privileged to work with in the last three months and the fantastic atmosphere. The culmination of it was the Demo Day – eight startups pitching their great ideas on stage before an audience of over a hundred-people. Everything was superb and exciting.”

The pitching was followed by a reception where the teams had a chance to network and answer questions from interested investors and entrepreneurs.

Sona Sharoyan, Co-Founder of BeautyBook, said, “It was an exciting experience to present our startup in front of the entire auditorium. After the event, two girls approached us and literally begged us to accelerate the launch of the app. I want to give big thanks to the whole team of EPIC for providing this opportunity and for continually supporting us. Samson Avetian, previously my micro- & macro-economic lecturer, approached us and told us that he was a member of the Angel Investor Club of Armenia (AICA), and that we could apply for an investment in March. This was very valuable information.” BeautyBook is a mobile booking platform that helps clients to easily make beauty service appointments and acts as a versatile CRM business tool for beauty service providers.

Samson Avetian, AUA lecturer and private angel investor, remarked, “The rapid progress that EPIC has made is impressive. EPIC teams were passionate, their ideas were forward looking, and the atmosphere during the Demo Day was indeed exciting. The outlook for working with some of the teams is quite promising.”

“The Demo Day was great for our team. Many people liked our startup idea and the model overall. Two investors approached us afterwards. One of them is waiting for our financial model and the other one invited us to pitch to them without going through an application process. We are very excited to launch our startup idea. We just need some funding to cover initial startup costs and we really hope that we will start operating very soon,” told Naira Paronikyan, Head of Marketing at Evi, which helps food businesses to sell their surplus food at the end of the day at discounted prices to earn extra revenue and reduce food waste.

“I’m proud of all the teams. They made tremendous progress over the last four months. With further development of their venture models, a number of them could be positioned for investment and further growth,” added Dr. Michael Kouchakdjian, Director of EPIC.

Otri Trio ensemble of the Armenian State Symphony Orchestra has released its first CD album titled “Flight of Imagination” under the label of Halidon Music – one of the major music distributors in Italy.

Halidon Music has also concluded a five-year contract with the ensemble, under which the recordings of Otri Trio will be available on Amazon, iTunes, Spotify, and other music platforms, the Symphony Orchestra told Panorama.am.

The world-famous label will be dealing with the trio’s promotion and distribution of its performances in the next few years.

The first album will go on sale in Europe, US, Canada and Mexico, as well as in the Italian bookstore La Feltrinelli selling CDs of renowned musicians.

Otri Trio’s CD has been recorded with support of Armenian State Symphony Orchestra led by conductor Sergey Smbatyan.

Flight of Imagination features music pieces by Armenian, German, Austrian, French and Russian composers.

Otri Trio is comprised of the musician-laureates of national and international competitions – Ruzanna Tovmasyan (flute), Anzhela Hovhannisyan (violin) and Arevik Kosyan (viola).

The trio’s special and unique sound is the result of the combination of two different types of instruments – woodwind and strings. The name of the ensemble has Latvian origin, meaning ‘alternative’. Thus, Otri Trio suggests an alternative version of the classical trio.

Renewable Energy Producers Association of Armenia complains about illegal actions of officials

ARKA, Armenia
Feb 21 2019

YEREVAN, February 21. /ARKA/. The Renewable Energy Producers Association of Armenia complained in a statement today about ‘obstacles and illegal actions’ caused by officials, warning also about a looming crisis that may hit small hydropower plants of the country.

The Association said these concerns were conveyed by the chairman of the Association Roman Melikyan to Bella Andriasyan, who is chief coordinator of projects financed by the German KfW bank in Armenia.

According to the statement, Melikyan presented in detail the situation in the small hydropower plants sector, saying because of connivance, lack of supervision and non-compliance with the law, and also inconsistency and other reasons, the implementation of KfW-financed projects in Armenia are under threat.

More precisely, the Association complained that the breaches include failure to provide water for small hydropower plants, despite the requirement of the law and the availability of legal acts, water outages, and other illegal and anti-constitutional actions that could lead to the closure of plants. As a result, hydropower plants are likely to become unable to service the loans provided by KfW.

As an example, the statement cited illegal actions of the State Committee for Water Management against Green Energy Concern LLC last autumn, when without any legal and legislative substantiation the water supply to this hydropower plant was stopped for about 20 days, causing it huge financial damage.

According to the statement, Bella Andriasyan, sharing the concern of the Association, expressed readiness to look deeper into the problem. The parties were said to have agreed to include these issues in their cooperation agenda.

Arka news agency contacted the State Committee for Water Management for comments, presenting the arguments voiced by Bella Andriasyan. The head of the Water Supply and Drainage System Department of the Committee, Armen Sergoyan, requested confirmation of the mentioned facts saying they need also a written request for comments. -0

Security Service Details Fraud Case Against Kocharian’s Son

Armenia - A masked National Security Service officer escorts a criminal suspect
in Yerevan, July 4, 2018.

Armenia’s National Security Service (NSS) on Tuesday reported details of its
fraud charges brought against former President Robert Kocharian’s son Sedrak,
saying that he evaded nearly $2 million in taxes.

Sedrak Kocharian revealed on Monday that he has been charged with tax evasion
and money laundering. He rejected the accusations as “fabricated,” saying that
they are part of the Armenian authorities’ persecution of his arrested father
and broader family.

In a statement, the NSS said that the criminal case stems from $5.3 million
which had been donated to Kocharian Jr. by an unnamed “third person.” It
claimed that he used a complex fraud scheme to illegally avoid paying about 917
million drams ($1.9 million) in income tax which should have been levied from
that sum.

The NSS statement added that through one of his companies the ex-president’s
son legalized the “revenue obtained by criminal means” by adding it to his $5.7
million bank account. That money was then spent on the purchase of a three-star
hotel in downtown Yerevan, it said.

The statement said that the director of that company, Aleksan Vorskanian, has
also been charged with tax evasion and pleaded guilty to the accusation.

Armenia - Sedrak Kocharian.

The NSS stressed that its investigation is not yet over. “Large-scale
investigative actions are being taken to ascertain the legality of the
acquisition by Sedrak Kocharian and members of his family of numerous
properties and other assets,” it said.

The NSS director, Artur Vanetsian, said in September that his agency is
scrutinizing what he described as hundreds of millions of dollars worth of
assets belonging to former President Kocharian and his relatives.

Sedrak was subsequently questioned as a witness in that corruption probe. He
will risk heavy fines and up to 12 years in prison if found guilty of tax fraud
and money laundering.

Robert Kocharian was arrested in December on charges stemming the 2008
post-election violence in Yerevan which left ten people dead. He denies them as
politically motivated.

The 64-year-old ex-president, who ruled the country from 1998-2008, has also
denied enriching himself or his family while in office. He has only admitted
that his two sons are engaged in entrepreneurial activity.

Serzh Sarkisian’s Brother Prosecuted

        • Naira Bulghadarian

Armenia -- Aleksandr Sarkisian is taken for questioning by the National
Security Service, Yerevan, July 4, 2018.

A controversial brother of Armenia’s former President Serzh Sarkisian has been
formally charged with fraud, his lawyer said on Tuesday.

The lawyer, Mihran Poghosian, told RFE/RL’s Armenian service that the
accusation stems from over a dozen drawings by the 20th century Armenian
painter Martiros Saryan which were found in Aleksandr Sarkisian’s family house
in Yerevan in July. Poghosian dismissed it as baseless but did not go into
details. He also said that his client was not arrested pending investigation.

Officers of the National Security Service (NSS) confiscated the drawings worth
an estimated $280,000 when they searched the house in July. The NSS claimed
that Sarkisian’s elder son Narek had deceived Saryan’s descendants to get hold
of them. Narek, who fled Armenia June, was subsequently charged with illegal
arms possession and drug trafficking.

Aleksandr Sarkisian was briefly detained by the NSS after the nine-hour search.
Also in July, his second son, Hayk, was arrested on charges of attempted murder
and illegal arms possession. A Yerevan court freed him on bail in September.

During his brother’s 2008-2018 rule, Aleksandr Sarkisian, who is better known
to the public as “Sashik,” earned notoriety for his flamboyant behavior and
insults addressed to critics of Armenia’s former government. The 62-year-old is
thought to have made a big fortune in the past two decades. He held a
parliament seat from 2003-2011.

Sarkisian’s $30 million Armenian bank account was frozen this summer as part of
a separate inquiry conducted by the NSS. Prime Minister Nikol Pashinian
publicly demanded in September that he “return the money to the state budget.”

The ex-president’s brother rejected Pashinian’s demand as illegal. He said that
the authorities have not come up with any proof that the sum was earned
illegally. Still, he made clear that he will be ready to donate some of it to
the state if his and his family members’ assets are unblocked.

Citing an unnamed government source, Civilnet.am reported earlier on Tuesday
that Aleksandr Sarkisian has transferred $18.5 million to the state. His lawyer
refused to confirm or refute the report.

Armenia -- President Serzh Sarkisian (R) awards a medal to his brother Levon,
March 22, 2016.

Also facing prosecution is Serzh Sarkisian’s second brother, Levon. He and his
daughter were charged with “illegal enrichment” after tax inspectors discovered
in June that they hold millions of dollars in undeclared deposits at an
Armenian bank. Levon Sarkisian reportedly left the country around the same time.

Serzh Sarkisian stepped down in April 2018 amid Pashinian-led mass protests
sparked by his attempt to extend his rule by becoming prime minister. He has
not publicly commented on the embarrassing charges brought against his
relatives. But some of his associates have alleged political motives behind the
high-profile criminal cases.

Edmon Marukian, the leader of the opposition Bright Armenia Party (LHK) which
had also challenged Sarkisian, expressed concern at what he described as a lack
of transparency in the prosecution of individuals linked to the former regime.
In particular, he wondered why “Sashik” reportedly made the hefty payment to
the state without a court ruling.

“Don’t get me wrong, I welcome the fact that he returned [the money,]” Marukian
told reporters. “I just want us to understand what kind of a process it
resulted from.”

Armenian Speaker Opposes Return To Presidential Republic

        • Astghik Bedevian

Armenia - Newly elected speaker Ararat Mirzoyan is congratulated by parliament
deputies, Yerevan, January 14, 2019.

Parliament speaker Ararat Mirzoyan on Tuesday spoke out against the idea of
restoring a presidential system of government in Armenia which has been floated
by former President Levon Ter-Petrosian’s political party.

In a weekend statement, the Armenian National Congress (HAK) called for a
referendum on reverting to the “semi-presidential” system which gave sweeping
executive powers to the president of the republic. It said the referendum
should be held by February 2020 and followed by the conduct of a presidential
election within a year.

“I don’t support a return to the semi-presidential system at all,” Mirzoyan
said, commenting on the idea. “I think that we should keep moving forward. We
now have a parliamentary system and must do everything to make it a success.”

“Constitutional changes are possible, but they must not be so radical -- and
this is my personal opinion -- that they will switch the country from the
parliamentary to the semi-presidential model,” he told reporters. In
particular, he said, they could give more powers to the current, largely
ceremonial president of the republic.

Mirzoyan is a leading member of Prime Minister Nikol Pashinian’s My Step
alliance, which has not yet officially reacted to the HAK proposal. Another
senior My Step figure, Lena Nazarian, said on Monday that the authorities are
ready to discuss it.

Armenia became a parliamentary republic as a result of a controversial
constitutional reform in 2015 which was initiated by then President Serzh
Sarkisian. The transformation was widely believed to be aimed at enabling him
to extend his decade-long rule. Sarkisian provoked mass protests and resigned
in April 2018 after attempting to hold on to power.

The HAK’s idea has been rejected out of hand by Bright Armenia (LHK), one of
the two opposition parties represented in the current Armenian parliament. Its
leader, Edmon Marukian, said on Tuesday the parliament should on the contrary
be given more levers to hold the government in check.

Marukian announced in that regard that the LHK will propose constitutional
changes that would give more rights to the opposition minority in the National
Assembly.

Press Review

Lragir.am reacts to Russian defense analyst Igor Korotchenkov’s claim that
Prime Minister Nikol Pashinian’s wife, Defense Minister Davit Tonoyan and other
senior Armenian officials are members of an “unofficial club” sponsored by the
British Embassy in Yerevan. Korotchenkov has also said that Russia will not
tolerate Armenia’s “attempts to sit on two tables.” The online publication
links these claims to a series of anti-Armenian talk shows aired by Russian TV
channels in recent days. It says that Kremlin-linked commentators periodically
portray last year’s regime change in Armenia as a Western-backed “color
revolution” and that they are assisted by some “representatives of Armenia’s
former ruling regime” in that endeavor.

“Zhoghovurd” reiterates its belief that former President Serzh Sarkisian turned
Armenia into a parliamentary republic in a bid to extend his decade-long rule.
“Therefore, serious discussions on a change of the government system in Armenia
are really necessary, especially given that the authorities intend to enact
constitutional changes,” writes the paper. “A constitution adopted for one
person through a rigged referendum contains serious obstacles and pitfalls.”

“Aravot” disapproves of harsh verbal attacks on Pashinian voiced by his
political opponents and other critics. “Let us differentiate attacks from
criticism,” editorializes the paper. “When the target is a person, rather than
a practice, when something is said in an ill-tempered manner, that is an
attack. When you see nothing good in your target, that is an attack too.” The
paper says it is equally wrong for the authorities to respond to such attacks
in kind. The authorities should also realize that what they hear in the
parliament from opposition lawmakers is criticism, not attacks. “In this case,
the reactions of the prime minister and his allies were not adequate,” it says.

US Criticizes Armenia for Deploying Non-Combat Humanitarian Mission to Syria

Georgia Today
Feb 16 2019

The Department of State of the United States has criticized Armenia for deploying a non-combat humanitarian mission to Syria. In a statement released by the US Embassy in Armenia on February 13.

“We do not support any engagement with Syrian military forces, whether that engagement is to provide assistance to civilians or is military in nature,” said the document, adding, “nor do we support any cooperation between Armenia and Russia for this mission."

Armenia sent a non-combat humanitarian mission consisting of 83 doctors, sappers and other servicemen to Syria a week ago, on February 8. According to Armenian officials, the humanitarian mission will be deployed in Allepo, a city with a large ethnic Armenian community.

They allso say the humanitarian mission was requested by the Syrian president Bashar al-Assad’s administration.

However, the Armenia plans to support the Russian mission in Syria were not unexpected. Prime Minister Pashinyan announced his decision about deploying Armenian humanitarian mission to Syria in September 2018 after a meeting Russian President Vladimir Putin.

In October, Pashinyan’s administration discussed this topic with President Trump’s National Security adviser John Bolton during his regional visit to South Caucasus. However Bolton made a remark saying, that “It would be a mistake for anybody else to get involved militarily in the Syrian conflict at the moment.”

On Tuesday February 12, Defense Minister Davit Tonoyan in a press-conference reconfirmed the pure humanitarian nature of the mission but didn’t exclude the possibility of deploying combat mission in Syria in the future.

However, during the discussions in the Parliament PM Pashinyan rejected this possibility, saying, that “We have no such plans”.

Armenian Foreign Ministry spokeswoman Anna Nakhdalyan on Wednesday commenting the American statements said that the decision of deploying humanitarian mission to Syria is arranged by the desire to support the Armenian community in Aleppo. “Throughout the Syrian conflict the plight of civilians, minorities, including the sizable Syrian-Armenian community has consistently been a priority concern for the Armenian people worldwide. The Armenian public opinion strongly reflects deep compassion and concern for the sufferings of civilians and the devastation of the country. We speak about a country which has had an indispensable contribution for the survival of the Armenian nation in the wake of the Armenian Genocide.”-she said.

Foreign Affairs Ministry spokeswoman also assured that the mission is purely relief mission guided by the International Humanitarian Law and coordinates its work with the relief agencies and international partners present on the ground.

Former deputy foreign minister, the head of the foreign affairs commission of the Parliament Ruben Rubinyan, who considers to be one of the key figures of the ruling Civil Contract” Party lead by Pashinyan, on Thursday was optimistic, commenting the statement issued by the Department of State however saying that the American partners understand the logic and the motivations of the Armenian side. “Sending a team of specialists to Syria is very important for us because it is first of all aimed at ensuring the physical security of our compatriots living there and second of all the security of peoples living in Syria. So this was not a geopolitical or political or military move. This is a purely humanitarian move,” Rubinian said.
