SRC publishes list of top 1000 tax payers of Armenia

YEREVAN, APRIL 21, ARMENPRESS. The State Revenue Committee of Armenia has published the list of top 1000 tax payers of Armenia. ARMENPRESS reports in the 1st quarter of 2020the taxes paid by the top 1000 tax payers amounted to 245 billion and 633 million AMD.

The largest taxpayer in Armenia is “Gazprom Armenia”. The company paid 17.7 billion AMD taxes.

“Grand Tobacco” ranks second. The company over 15 billion AMD taxes.  

International Masis Tabak ranks 3rd with over 5 billion AMD payments.

CPS Oil is the 4th with over 4 billion AMD payments and MTS Armenia is the 5th – over 3.8 billion AMD payments.

PM chairs consultation on draft 5-year development strategy of healthcare system

YEREVAN, APRIL 20, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan today chaired a consultation discussing the draft five-year development strategy of the healthcare system, the PM’s Office told Armenpress.

Minister of Healthcare Arsen Torosyan introduced the strategic principles of the draft, its main goals, the problems in the healthcare sector and the strategic directions. It was reported that among the priorities of the draft are going to be raising the level of public health, average life expectancy, reducing the causes of child and maternal mortality, population’s mortality, preventing more widespread diseases, ensuring high-quality medical care, etc.

The consultation participants exchanged views on the draft, discussed the problems in the field and the possible steps to solve them.

Prime Minister Nikol Pashinyan said the actions envisaged by the draft should be more specified and the importance of solving the problems for ensuring maternity and child health should be highlighted. “The strategy should be human-centered, and our strategic task is to ensure public health. With our actions we must maximally promote birth, reveal health problems based on ages, carry out respective actions to solve them and contribute to people’s longevity and ability to work”, he said.

The PM tasked to amend the draft, present action plan and a concrete timetable for the expected actions.

Yerevan My Love Foundation supports 500 needy families

YEREVAN, APRIL 17, ARMENPRESS. Due to the novel coronavirus (COVID-19) pandemic Yerevan My Love Foundation is implementing a social assistance program in Yerevan and Chinari, Movses, Aygepar, Nerkin Karmiraghbyur bordering villages of Tavush province, the Foundation said in a statement.

“More than 500 families are provided with food, natural juices, sweets, hygiene items, medicines, stationary and painting supplies.

Chairman of the Board of Yerevan My Love Foundation, President of Armenia Armen Sarkissian has always urged to show special attention to the military disabled, children having special needs and citizens living in bordering communities, therefore the Foundation considers a priority to provide assistance to these people and their families. This program beneficiaries are over 250 socially needy families living in bordering communities of Tavush province, families of 150 disabled children getting service in our Lousé children’s rehabilitation center, and 100 military disabled who are involved in the Foundation’s Fatherland’s Defender program”, Director of the Foundation Arshak Karapetyan said.

Coronavirus cases in Russia increase by 4,785 in one day

YEREVAN, APRIL 18, ARMENPRESS. The number of people infected with the novel coronavirus (COVID-19) in Russia has increased by 4,785 in one day, RIA Novosti reports citing the anti-coronavirus crisis center.

Thus, the total number of confirmed coronavirus cases in Russia has reached 36,793. These cases have been recorded in 85 regions of the country.

The death toll is 313.

A total of 3,057 patients have recovered.

EUR exchange rate up by 0.22 drams to 531.52 drams. Russian Ruble exchange rate down by 0.04 drams to 6.57 drams. GBP exchange rate down by 0.66 drams to 608.62 drams.

The Central Bank has set the following prices for precious metals.

Gold price up by 989.70 drams to 27224.36 drams. Silver price up by 5.53 drams to 242.41 drams. Platinum price up by 420.54 drams to 11893.76 drams.

Armenian engineers to start manufacturing ventilators

YEREVAN, APRIL 16, ARMENPRESS. The government of Armenia has allocated 90,000,000 drams to the high tech ministry for it to provide the funds as a grant to the Engineering Association NGO to launch the manufacturing of ventilators.

The High Tech Ministry had accepted around 300 bids and proposals in a call for designs and research of ventilator productions.

The production is expected to begin in 4-6 months with an output of 40-50 devices in a month.

Speaking about the possibility of the coronavirus pandemic dying out sooner, healthcare minister Arsen Torosyan said even if that were to happen the healthcare system will still need the ventilators for other patients.  

Deputy PM Tigran Avinyan admitted that the project is risky in terms of spending public funds on something they aren’t sure will bring the expected results, but called it a “justified risk”.

Turkey asked China for clarification about the message on aid packages sent to Armenia that alluded to Mount Ağrı (Ararat) in eastern Turkey that borders Armenia, Foreign Ministry spokesperson Hami Aksoy said Saturday.

The Turkish Foreign Ministry said China's Ambassador to Ankara Deng Li and Beijing's Foreign Ministry have shown efforts to resolve the issue.

"Ambassador Deng said their aid packages to Armenia were prepared by a local authority and were sent to Yerevan," said Aksoy. "The aforementioned authority only wrote Chinese scripts on the packs, and there are no references to Mount Ağrı in them. The references, which were written in English, were added later."

Deng is currently investigating the situation, and Turkey will be informed about the results. "With this incident, (Deng) said he has full respect for Turkey's sovereignty and unity of land," Aksoy added.

The aforementioned message on the aid packages read: "May our friendship (be) higher than Mountain Ararat and longer than the Yangtze River."

A dispute between Turkey and Armenia dates to Turkey's position on the events of 1915, which saw the deaths of Armenians in eastern Anatolia when some sided with invading Russians and revolted against Ottoman forces. A subsequent relocation of Armenians resulted in numerous casualties.

Turkey objects to the presentation of the incidents as "genocide" but describes the 1915 events as a tragedy in which both sides suffered casualties.

Ankara has repeatedly proposed the creation of a joint commission of Turkish and Armenian historians, plus international experts, to examine the issue.

Azerbaijani press: Opening of Armenian embassy in Tel Aviv to negatively affect regional security

The number of efforts which are made by Armenia to strengthen relations with Israel has greatly increased recently.

In accordance with the Armenian government’s decision made in 2019, a diplomatic mission of Armenia is planned to be opened in Tel Aviv in the first half of 2020.

“The opening of an embassy in Tel Aviv will not benefit the region’s security in the future,” Ex-ambassador of Iran to Azerbaijan Mohsen Pakayeen told Trend.

"Therefore, Iran must delicately express its attitude to the opening of the Armenian embassy in Tel Aviv and carefully evaluate the possible negative impact of this event in the region," Pakayeen said.

Armenia maintains extensive trade and economic ties with Iran – 2.5 billion cubic meters of natural gas are annually exported through the Tabriz-Meghri pipeline.

Iranian political analyst Tavakkol Lotfi told Trend that the opening of the Armenian embassy in Tel Aviv may create problems in Armenia’s relations with both Iran and Arab countries.

"Armenia’s pro-Western policy may also be assessed as a factor disturbing Russia,” Lotfi added. “If Armenia continues to develop ties with the US and Israel, a number of problems will arise in relations with Russia."

A number of experts said that if Armenia loses Iran’s support, as well as the aid of the Armenians living in various countries which is delivered through this country, then Armenia may face even more economic and social problems. If Iran reconsiders relations with Armenia and makes adjustments, Armenia will face a deep crisis.

“By opening an embassy in Tel Aviv, Armenian Prime Minister Nikol Pashinyan wants to strengthen his position as a politician capable of managing Armenia and its foreign policy,” Iranian expert Elyas Vahedi said.

"Pashinyan, having no experience in governing the country, came to power with populist statements,” Vahedi added. “Up till now, he could not prove that he is worthy to rule Armenia, which for many years has faced incredible difficulties.”

“This casts doubt on the legitimacy of Pashinyan’s power,” Vahedi added. “Apparently, he thinks that by strengthening relations with Israel, he will demonstrate success, at least in diplomacy. But this, of course, will ruin relations with Iran."

Hossein Amir Abdollahian, special assistant to the speaker of the Iranian parliament for international affairs, severely criticized Armenia on March 15.

“Armenia’s intention to open a diplomatic mission in Tel Aviv is surprising and this step will negatively affect security in the region,” Abdollahian added.

It turns out that Iran is aware of Armenia’s two-faced and hypocritical policy, with which it traditionally maintains strategic relations. Geopolitical realities and political history testify to the fact that the relations with Iran have always been of strategic importance for Yerevan due to its isolation as a result of aggressive politics and geographical location in the region.

Therefore, Iran’s assistance is important from the point of view of the existence of Armenia as a state. Relations between the two countries since Armenia's independence have been developing well thanks to Iran’s good-neighborly policy. Armenia receives huge benefits from these relations, covering many spheres (including trade, energy, etc.).

From a geographical point of view, the neighborhood with Iran is a “happy ticket” for Armenia. After all, Armenia’s most influential patron – Russia does not border it directly. Relations with Turkey and Azerbaijan have been destroyed due to the occupation of Nagorno-Karabakh region and seven surrounding districts by Armenia. Armenia’s ties with Georgia are also weak. That is, moving away from Iran, Armenia puts itself in a difficult position.

Of course, it is still difficult to talk about Russia's immediate reaction. However, it is obvious that Moscow will not want Yerevan’s rapprochement with Israel and the US, having left its zone of influence.

“The opening of the embassy is the contribution to the expansion of bilateral relations and protection of Armenia’s interests in the region,” Armenian Foreign Minister Zohrab Mnatsakanyan said.

Armenia, which occupied 20 percent of the Azerbaijani lands and carried out ethnic cleansing on these lands, thinks that the opening of an embassy in Israel will serve to the development of relations with this country and balance Azerbaijan’s political and economic superiority in the South Caucasus region.

Briefly, the Armenian political elite will approve Pashinyan’s this step in the short term while in the long term this will lead to Armenia’s strategic isolation.

“The uncertainty reigns in the foreign policy of aggressor country Armenia,” Azerbaijani MP Elman Nasirov said. “A country with a syndrome of uncertainty will sooner or later put itself into a dead end in the international politics and this is only a matter of time.”

“All the signs of such a situation are clearly visible in Armenia,” Nasirov said. “Therefore, trying to maneuver, Pashinyan’s government rushes in search of new “patrons” by turning away from old “friends”. So, the Armenian leadership is zealously trying to bring some warmth into the traditionally cold relations with Israel."

“Iran will never forgive Armenia for its treachery,” Azerbaijani political expert Bahruz Guliyev said. "If Armenia continues to make efforts to open an embassy in Tel Aviv, it will receive a powerful political and economic blow. So far, Armenia has only been warned. Otherwise, Iran will severely punish Armenia."

“Taking into account Iran’s assistance to Armenia, regional projects between the two countries, including economic and political ones, Armenia’s desire to get closer to Israel testifies again that Armenia easily sacrifices friends for the sake of its own interests,” Ilyas Huseynov, chief consultant of the internal policy analysis department of the Azerbaijani Social Research Center, political analyst, said.

Of course, Armenia’s intention to strengthen ties with Israel, that is, a state having serious political contradictions with its “vital” neighbor testifies to the cynical political hypocrisy.

Obviously, Armenia will fail to maintain the relations with its strategic partner – Iran and to develop the relations with Israel as an independent player.

Azerbaijan fires nearly 1200 shots at Artsakh positions in one week

STEPANAKERT, APRIL 11, ARMENPRESS. The Azerbaijani military have breached the ceasefire more than 120 times and fired approximately 1200 shots from various caliber small arms at the Artsakh military between April 5-11, the Defense Ministry of Artsakh said in a news release.

The Artsakh military said they are in control of the “tactical-strategic situation and continue confidently carrying out their combat mission”.
