  • Continued Artsakh (Nagorno Karabakh) demining and rehabilitation assistance and support for the implementation of the Royce-Engel proposal to deploy gunfire locators along the line-of-contact were key components of the Armenian National Committee of America’s (ANCA) testimony, submitted earlier today to the U.S. House panel drafting the Fiscal Year 2021 foreign aid bill, said News.am. The request for Artsakh aid was part of a broader $100 million targeted assistance package which would bolster U.S-Armenia economic and military partnerships and support for Armenia. ANCA Government Affairs Director Tereza Yerimyan shared with appropriators how the ANCA’s proposals advance U.S. interests and suggested concise, draft legislative language for their consideration. She reaffirmed the ANCA’s commitment to Armenia’s aid-to-trade transition, asking Members of the Subcommittee to encourage the Trump Administration to make full use of the U.S.-Armenia Trade and Investment Framework Agreement (TIFA) and Economic Task Force, and, most urgently, to move forward with the long-overdue negotiation of a modern U.S. Armenia Double Tax Treaty.

  

  • RFE/RL’s Armenian Service (Azatutyun.am) reported, a newly formed government commission tasked with drafting wide-ranging amendments to the Armenian constitution met for the first time on Friday amid uncertainty about the outcome of its work. Prime Minister Nikol Pashinian announced plans to set up the commission in December. It was decided then that the ad hoc body will comprise 15 members, including Armenia’s justice minister, human rights ombudsman, a representative of the country’s judges, members of the three political forces represented in the parliament and legal scholars chosen by the Justice Ministry. The commission’s members were appointed late last month just days before Pashinian’s political team unexpectedly drafted its own constitutional amendments and put them on a referendum slated for April 5.They call for replacing seven of the nine members of Armenia’s Constitutional Court locked in a dispute with the government.

  

  • President of the Republic of Artsakh Bako Sahakyan addressed a congratulatory message on the Artsakh Revival Day, the Presidential Office told Armenpress. The message says: “Dear compatriots, On behalf of the Artsakh Republic authorities and myself personally I extend my most heartfelt congratulations on the Artsakh Revival Day. On the 20th of February 1988 an extraordinary session of the Regional Council of the Nagorno-Karabakh Autonomous Region was held in Stepanakert and lent legitimacy to our people’s perennial aspirations and announced the start of realizing their cherished dreams and goals…This day became the symbol of our people’s courage, determination and love for freedom, our nation-wide solidarity.”
  • The real agenda in Armenia continues to be the need to adopt a new Constitution as the basis of the state building process. Such an opinion was expressed to ArmInfo by political analyst Saro Saroyan. “Unfortunately, the current administration directed the post-revolutionary processes in the wrong direction.  As a result, they did not lead to a coordinated, fundamental resolution of the key issues facing the country.  In the conditions of abandonment of the evolutionary path of development, extinguishing the “fires” periodically arising here and there with palliatives is impossible,” he said. According to the analyst, it was the new Constitution that would allow the people to conclude a social contract on the basis of a dialogue that promotes the formation of public consensus. In turn, a social contract would open up the possibility of implementing institutional changes in Armenia and the establishment of state institutions, “he emphasized.

  

  • The Presidential Office informed, President Armen Sarkissian received today the Ambassador of the United States to Armenia Lynne Tracy. The parties exchanged views on the issues related to cooperation between the Republic of Armenia and the United States in different areas. In particular, among prospective areas were mentioned modern technologies, especially implementation of joint programs in the area of artificial intelligence. In this context, possible cooperation in the framework of the ATOM Presidential initiative aimed at the development of science and technology in Armenia was mentioned. The program is directed at making Armenia a leading center in the area of artificial intelligence and mathematical modeling. The parties discussed also opportunities of cooperation on a number of Presidential initiatives which are aimed at the enhancement of Armenia’s international standing and the boost of interest towards our country. The interlocutors exchanged also views on the referendum on the Constitution of the Republic of Armenia to be held on April 5.
  • Prime Minister Nikol Pashinyan received EU Special Representative for the South Caucasus and the Crisis in Georgia Toivo Klaar. Head of EU Delegation to Armenia, Ambassador Andrea Victorin was in attendance, the Prime Minister Office Pleased with the current status of EU-Armenia relations, the Prime Minister noted that the ongoing cooperation is of intensive nature. The Premier advised that our country is in the process of holding a referendum on constitutional amendments and presented its rationale and objectives. The interlocutors discussed issues related to the settlement of the Nagorno-Karabakh conflict. Nikol Pashinyan assured of Armenia’s commitment to achieving a peaceful settlement in the OSCE Minsk Group format. He reflected on his vision of the negotiated settlement. The Prime Minister highlighted the involvement of Artsakh’s civil society in confidence building measures, which will help shape a constructive atmosphere in the negotiation process.

  

  • The Armenian and Azerbaijani leaders’ recent talks, on the sidelines of the 2020 Munich Security Conference, were a useless format in terms of pushing ahead with serious processes in the Nagorno-Karabakh (Artsakh) conflict settlement talks, according to an expert in international affairs. “Such a format did not exist at all on the level of the former leaders. To the best of my understanding, the Armenian authorities previously made proposals of the kind, which were later rejected. “I don’t think the format is useful given that the parties, by and large, voiced theses which have been raised for decades. And they practically did not say anything new at this meeting either; they did not discuss new ideas, approaches and thoughts, and hence the meeting itself cannot possibly have any effectiveness,” President and Founer of the Armenian Center for American Studies Suren Sargsyan told Tert.am.

  

  • Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev are holding a discussion on the Nagorno-Karabakh conflict on the sidelines of the Munich Security Conference. The session was presided by a conversation between Pashinyan and Aliyev, News.am informed.

Lebanon reports first confirmed novel coronavirus case

YEREVAN, FEBRUARY 21, ARMENPRESS. Lebanon has reported its first confirmed novel coronavirus case.

The country’s healthcare minister Hamad Hassan told al-Mayadeen TV that the patient is a Lebanese woman who arrived to Beirut from Iran on an airplane Friday morning.

The patient was hospitalized in the Rafik Hariri Hospital.

On February 21, Iranian authorities said they have 18 confirmed cases of the covid-2019 in 4 cities. 4 people have died in Iran from the disease.

“Dear Compatriots,

Today is Artsakh’s Revival Day, and I congratulate us all on this occasion.

The very name of the day conveys completely what was happening on February 20, 1988 on the central plaza of Stepanakert. On that day not only Artsakh was revived but the Armenian dream itself, the idea of independent statehood. That day solidified our unity, and a strong message was sent that the time for restored justice and victory of freedom had come.

The Artsakh movement, which spread with the lightning speed in Armenia and resonated with every Armenian no matter where they lived, was the premonition of Artsakh’s and Armenia proper’s independence. Very soon it became a beacon which multitudes of the people of the Soviet Union, who were striving for freedom and democracy, turned their glances to.

Elections of the President of the Republic of Artsakh and National Assembly, which will take place a little more than one month from now, are anchored in the Artsakh movement, in the decision proclaimed 32 years ago at the central plaza of Stepanakert, the decision to be free and independent. Yesterday it was momentous, today it is irreversible, tomorrow it will be permanent, eternal.

The world is changing constantly and continuously, and Artsakh is part of that world. Thirty-two years ago the Artsakh movement was able to turn the wheel, which seemed to be immovable, was able to change mentality, was able to expand the boundaries of freedom and justice and because of all that to create a state with heroic people.

Artsakh earned and now has the right to live a free and independent life, the right to empower its historical fatherland on the world map.

Long live the free and strong Artsakh!

Long live the heroic Armenian nation!” reads the President’s congratulatory message.

Asbarez: Armenia Fund’s 2019 Telethon Donations Continue to Grow


Hayastan All Armenia Fund’s 2019 Telethon has raised more than $11 million

Three months after Armenia Fund’s 2019 Telethon, the flow of donations continues, with the total reaching $11,155,985 as of February 12. Since the beginning of December, the pledges have increased by $920,138․ A number of these funds have already been transferred into the bank accounts of the Hayastan All Armenian Fund and its affiliate organizations.

This year, an unprecedented number of people participated in the All Armenian fundraising, with 10,000 individuals and organizations from Armenia and Artsakh alone. Given the number of individuals involved in these organizations, the actual participation rate is much higher. Around 25,000 people from the Diaspora contributed to the Fund. According to the Fund’s new mission, emphasis is placed on participation, hence this year’s encouraging numbers. We are grateful to each and every donor. Together, we will create a stronger homeland.

As for online donations, the global network of the Armenian Fund has 5,000 online donors – 1,550 of them are registered on the website of Armenia Fund, Inc. Los Angeles – with $560,000 annual total donations. In total, around 1,938 of these individuals joined our innovative recurring donation system, supporting the idea of #OneCupofCoffee.”

Incidentally, several public figures from both Armenia and the Diaspora joined the #ArmeniaFundChallenge, among them Prime Minister Nikol Pashinyan, RA National Assembly Speaker, National Assembly Deputy Speakers, Serge Tankian, Alexis Ohanian, Erik Esrailian, Vahe Berberian, Iveta Mukuchyan, Khoren Levonyan, and others. The slogan of the 22nd annual Telethon was “To my beloved Armenia … Water and Sun for Communities.” Consequently, the funds raised will primarily be spent on the installation of potable water systems and solar panels in Artsakh and some regions of Armenia.

Hayastan All Armenian Fund’s mission is to create an all-Armenian network for the sole purpose of ensuring the proportional and sustainable development of Armenia, Artsakh, as well as Armenian communities worldwide, based on common identity.

Armenian-German relations intensively develop – Merkel

YEREVAN, FEBRUARY 13, ARMENPRESS. Armenia-Germany relations develop quite intensively, German Chancellor Angela Merkel announced during a press conference, the correspondent of ARMENPRESS informs from Berlin.

“Great changes have taken place in Armenia. Changes are being carried out today in the legal system. We know it’s not an easy task and wish success to Armenia in its efforts”, Angela Markel said.

She recalled her visit to Armenia and emphasized that she was impressed by her visit to TUMO center, the result of which is that in autumn a TUMO center will be opened in Berlin. She noted that intensive cooperation continues in various spheres.

Angela Merkel highlighted the Armenian peacekeeping mission in Afghanistan and thanked for it. She also referred to Armenian-Azerbaijani relations and added that she will continue the meeting with PM Pashinyan with a rich agenda of discussions.

King Abdullah II of Jordan, Sarkissian Dine at Yerevan’s Derian Restaurant


YEREVAN (Armenpress)—Cuisine is perhaps one of the best ways of reflecting the hospitality and culture of any nation, and Armenia boasts some of the finest traditional cooking in the world.

Derian, a cozy Syrian-Armenian restaurant located in Downtown Yerevan, hosted two very special patrons on February 10. President Armen Sarkissian and King Abdullah II of Jordan dined at the restaurant on the first day of the King’s first-ever visit to Armenia.

In an interview with Armenpress’ Norayr Shoghikyan, Hakob Azelyan, the Syrian-Armenian owner of Derian, reflected on how it felt to host King Abdullah II, and revealed what was on the menu.

“We were informed that the President will be hosting a guest at our restaurant, but we didn’t know who that guest would be. It was kept a secret due to security reasons,” Azelyan said. Hakob and his wife Mirey run the restaurant as a family. On the day of King Abdullah II and President Sarkissian’s visit, the entire Azelyan family took part in the special occasion.

“We were quite anxious in the beginning, but King Abdullah II was warm and welcoming. President Sarkissian introduced us to King Abdullah II, explaining that our family migrated from Syria. After shaking hands with the king, our anxiousness subsided. He created a warm atmosphere,” remarked Mirey.

When asked about the menu, Hakob noted that there was nothing extraordinary served. The dinner comprised of Armenian and Arabic cuisine.

“We served our entire menu. There was nothing unusual. The menu consisted of veal and chicken barbeque, ghaurma, ishli kofte, manti, Armenian cheeses, strained matzoon, olives, tabbouleh, dolma, hummus, and mutabal. We served caramel cake, a fruit assortment, and Arabic kanafeh for dessert,” he said.

Mirey Hamalyan said King Abdullah II thoroughly enjoyed the food and thanked the staff for their hospitality.

The owners of Derian were pleased with their high-profile guests, which also included celebrities Elton John and Michael Caine, as well as government officials.

Heir of Armenian Genocide survivors plans making claims on Turkish economy

YEREVAN, FEBRUARY 12, ARMENPRESS. American-Armenian asset manager Mark Chenian is a heir of genocide survivors. His parents were born in Western Armenia and were saved by German and American missionaries. The two fortunate babies ended up in Egypt. ARMENPRESS reports in an interview with “Cyprus-mail” Mark Chenian, presenting the story of his family, noted that during that time when 1.5 million Armenians fell victim of the genocide, the two orphans grew up in different families and then joint, forming a family.

Mark’s mother was a wedding-gown designer, his father an electrical engineer; the family name was Chechenian, but he shortened it – just as he Anglicised his own name, Nishan (which literally means ‘mark’), when he went to the US.

He’s lived in California for decades, working as an asset manager and investment consultant; his office is in Beverly Hills, his home about three miles away on the Los Angeles side.

The reporter notes that Chenian uses the word “Armenian” very often in the interview. His CV includes stints on various outfits with names like ‘Armenian Business Forum’ and ‘Armenian Educational Foundation’.

Continuing the topic of the Armenian Genocide, Mark Chenian noted that the assets of the Armenian was one of the key reasons of the genocide, since the Turks were able to take ownership of the Armenian assets.  “Indeed if you look at big business empires in Turkey, they’ll often have their genesis in the early 20th century. These companies didn’t start at ground zero. There’s a lot of fighting for recognition of the genocide and so on – but my thoughts are completely in another direction. I would like to go and make claims on today’s Turkish economic system – that I have vested interests in these empires that you built, because you acquired my farms, my factories and so forth”, he said.

To the question of the reporter if he is speaking about restitution, Chenian answered, “It’s not restitution, I’m not talking about restitution… That asset [which was taken in 1915] has present value. I would like to be an equivalent stockholder. It’s ownership rather than restitution.”

Saying ‘claims’ Mark means legal claims, and in fact he’s already “engaging some scholars to really look at it”. It’s like another of the grand schemes he’s working on, a plan to repatriate Armenian antiquities.

“In major museums in the US, there are a lot of artefacts where the provenance is questionable,” he explains – so the plan is to hire art historians to scan museum catalogues, identifying items which are clearly of Armenian origin but not labelled as such. “That is first phase,” he says coolly. “Second phase, bring in attorneys. Because I always believe that, when you’re dealing with institutions, legal language has teeth.”

California Legislators Announce Scholarships to Raise Armenian Genocide Awareness

The California Armenian Legislative Caucus is holding two scholarship contests for the 2020 commemoration of the Armenian Genocide. California high school students in 9th through 12th grades are invited to participate in an essay contest and/or a visual arts contest to increase greater awareness of the Armenian Genocide on its anniversary.

All winners will be contacted directly and announced to mainstream and Armenian media by the California Armenian Legislative Caucus on Friday, April 16. Winners will be awarded scholarships and a trip to the State Capitol in Sacramento to be acknowledged at the California Armenian Legislative Caucus’ annual Armenian Advocacy Day during a press conference on April 27. They will also receive special recognition from the members of the Armenian Caucus. Original artwork will be requested from visual arts applicants if they are selected as a finalist, for display in the California State Capitol.

Criteria for each contest are detailed below. Students may enter both contests, but submissions must be entered separately.

Essay Scholarship Awards include: $1,000 for First Place, $750 for Second Place, and $500 for Third Place.

Visual Art Scholarship Awards include: $1,000 for First Place, $750 for Second Place, and $500 for Third Place.

Submission Deadline for both contests is Monday, April 6.

Essay Criteria:
This year’s writing prompt will call upon students to assume that:

  1. They have been asked to nominate a notable Armenian American to the California Hall of Fame, located at the California Museum in Sacramento CA.

Authorities to investigate what Nairi Hunanyan told PM Pashinyan in letter

YEREVAN, JANUARY 31, ARMENPRESS. Prime Minister Nikol Pashinyan has sent Nairi Hunanyan’s letter addressed to him to the Prosecutor General of Armenia. In turn, the prosecution said they have forwarded the letter to the National Security Service to investigate whatever Hunanyan has said in it as part of the re-opened proceedings into a separated criminal case of the October 27 case.

Nairi Hunanyan, the 1999 Armenian parliament attack ringleader, sent a letter from prison addressed to Prime Minister Nikol Pashinyan on January 17.

Unconfirmed media reports earlier said Hunanyan has reportedly expressed willingness in the letter to participate in the re-opened investigation into a separated criminal case of the October 27 case.

On October 27, 1999 a group of five armed gunmen led by Hunanyan stormed into the parliament while it was in session and assassinated Prime Minister Vazgen Sargsyan, Speaker Karen Demirchyan, Deputy Speakers Yuri Bakhshyan and Ruben Miroyan, as well as three lawmakers and a Cabinet member. The gunmen held the remaining MPs in parliament hostage until surrendering to authorities the next day.

The five perpetrators, which include Hunanyan’s younger brother and uncle, were sentenced to life in prison in 2003.
