SOLVANG, Calif.,—By the initiative of the Friends of Maria Jacobsen Committee, the annual tribute to Maria Jacobsen was held at Bethania Lutheran Church in Solvang. The event, which took place on Sunday, May 5, was in honor of Maria Jacobson, the founder of the Bird’s Nest Orphanage in Jbeil, Lebanon.

On behalf of Western Prelate Archbishop Moushegh Mardirossian, Rev. Movses Shannakian participated in the commemoration.

The program began with prayer in front of the Maria Jacobsen bust in the church courtyard. Committee Chair Dr. Garbis Der Yeghiayan welcomed and thanked the guests for their participation.

Rev. Movses conveyed the Prelate’s message, conveying gratitude to Maria Jacobsen and all humanitarians who saved and cared for orphans of the Armenian Genocide. Pastor Christ Brown expressed his appreciation for the tribute and affirmed that his church is always open to this and similar events. The program also included cultural performances.

The tribute concluded with the singing of “Cilicia” after which attended were hosted to lunch by the organizing committee.

YEREVAN, APRIL 9, ARMENPRESS. The Court of Appeal has cancelled the examination of the complaint filed by Robert Kocharyan’s lawyers against the decision of the court of first instance to prolong Kocharyan’s pre-trial detention by another 2 months, ARMENPRESS reports Kocharyan’s lawyer Hayk Alumyan told the reporters.

ARMENPRESS reports the hearing will continue on April 10 at 12:30.

Robert Kocharyan was present at the hearing and presented his position on a number of issues.

“Robert Kocharyan will issue a statement at the end” lawyer Orbelyan told the reporters.

“Kocharyan is alone in the ward. He is in good mood since he is confident in his innocence”, Orbelyan said, adding that the former President reads books, sometimes has opportunity to walk around and exercise.

On February 15 the court of 1st instance satisfied the motion of the Special Investigation Service to extend Kocharyan's detention for another two months. Kocharyan is charged for breaching the constitutional order in 2008 and taking bribes of particularly large amount.

YEREVAN, APRIL 8, ARMENPRESS. Armenia’s Tourism Committee and the Federal Agency for Tourism of Russia on April 4 signed the 2019-2021 joint action plan within the framework of the session of the Armenian-Russian inter-governmental commission on economic cooperation held in Moscow, Armenia’s ministry of economic development and investments told Armenpress.

The document has been signed by deputy minister of economic development and investments of Armenia Albert Babayan and Deputy Head of the Federal Agency for Tourism Alexey Konyushkov.

The action plan aims at strengthening the friendly ties between the peoples of the two states and contributing to the economic development and tourism potential growth between the two countries.

One of the goals of the action plan is to increase the tourism flows between Armenia and Russia, facilitate the procedures linked with tourist visits and establish ties between the Armenian and Russian tour companies.

The following information was released by the International Committee of the Red Cross:

In Armenia, the ICRC focuses on providing civilians living along the international border, missing persons and their families, mine victims and people deprived of their liberty with assistance. In addition, we promote the dissemination and implementation of the International Humanitarian Law (IHL) among national authorities, academics, students and military personnel. Our key partner in Armenia is the Armenian Red Cross Society (ARCS) with whom we coordinate activities aimed at helping people affected by the conflict.

In 2018, we continued helping the most vulnerable households in communities located along the international border between Armenia and Azerbaijan, where the socio-economic situation is particularly challenging. As a result, 145 families in Dovegh and Aygepar villages of Tavush region received financial assistance to start small-scale businesses. Additionally, we provided multipurpose cash assistance to 50 extremely vulnerable families who were unable to manage business activities because of their age, health condition or other circumstances.

We supported the border villages of Sarigyugh, Baghanis, Koti and Aygepar through construction of a pumping station and a water intake, installation of plastic reservoirs, water meters, public taps, pipelines, concrete manholes and other technical components.

3300 people gained better access to water.

In the Soviet times, Sarigyugh received its drinking and irrigation water from a reservoir in neighboring Berkaber. As a result of the Nagorno-Karabakh conflict, water supply networks in the village were badly damaged and the residents were left without this critical resource for about 20 years. We also continued to construct safer spaces, wall in exposed windows, and build protective walls for kindergartens, schools and other public buildings, part of which were done thanks to a partnership with the ARCS and the German Red Cross.

1335 people enhanced their safety and benefited from reduced exposure to conflict-related hazards.

Along with instructors of the ARCS, we organized first-aid courses, provided life-saving skills and first-aid boxes to around 200 members of civil protection rescue teams of the Ministry of Emergency Situations.

We continued to collect biological reference samples in the form of buccal swabs from blood relatives of those who had gone missing in connection with the Nagorno-Karabakh conflict. Until now, in Armenia, we have collected samples from 1,122 blood relatives of 344 missing persons.

In 2018, over 320 mine victims and members of their families improved their living conditions through our supported micro-economic initiatives, the house repair programme and unconditional cash grants.

In November, the Government of Armenia approved a bill enabling Armenian and foreign detainees without possibility of short family visits to contact their families via a video-call service. We supported the implementation of a video-call service pilot project as well as donated computers and IT accessories to penitentiaries across the country.

3000 detainees were visited for monitoring of their treatment and conditions and supported to maintain family contact.

We introduced the rules of IHL to members of the Armenian Armed Forces, trained and briefed around 390 military instructors, commanders and deputy commanders of border units as well as troops departing for peace support missions abroad. In addition, we ran four sessions on the ICRC mandate and IHL basics to troops stationed along the international border in Tavush region.

In 2018, we expanded the scope of our national-level summer course on IHL and launched the first Regional Summer School. We also organized the national moot court competition and supported the 11th edition of the IHL International Conference for Young Researchers in Yerevan, thus engaging students, experts and practitioners from Armenia and across the world.

Armenia takes part in the Ancient Civilizations Forum

Armenia is represented at the Ancient Civilizations Forum that kicked off in La Paz, the capital city of Bolivia. Our country is represented by the Director of the “Matenadaran” Mesrop Mashtots Institute of Ancient Manuscripts Vahan Ter-Ghevondyan and senior specialist at the Institute of Archaeology and Ethnography of RA NAS Arsen Bobokhyan.

The Ancient Civilizations Forum was launched in 2016 at the initiative of Greece and China and serves as a platform of cooperation and dialogue aimed at preserving cultural values and encouraging cooperation in the sphere of cultural heritage. Bolivia, Egypt, Iraq, Iran , Italy, and Peru are the founding members of the Forum. India and Mexico have an observer status. Armenia joint the Forum as a full member in July 3, 2018.

As the press service at Matenadaran reported, Vahan Ter-Ghevondyan will present a report on the topic of Old Armenian and its role in forming culture.

Edgar Janoyan – head of the department of media at the Police, told Armenpress that the Police always carry out operations related to bodyguards.

According to certain media reports the Police detained Gagik Khachatryan and his bodyguards for touring with an escort.




Asbarez: Prophetic Death?

Tahir Elçi was killed by a single billet to the back of his head on November 28, 2015. He was the president of the Diyarbekir Bar Association and a staunch supporter of Armenian concerns. He was Kurd.

Interestingly, his last name means ambassador, envoy, or prophet.

Why is this relevant, and specifically, relevant to Armenians, 39 months after his tragic death?

Elçi’s longstanding support of Armenians at all levels, his outspokenness on Armenian rights in Turkey, recognition of the Genocide in unequivocal terms, always opening doors for us, and speaking at our April Genocide commemorations (in Turkey) mark him as a friend of our nation.

There’s also the astounding fact that the Los Angeles Times have reported on the results of an investigation conducted by “Forensic Architecture” (FA) at the behest of the Diyarbekir Bar Association. These are presented in a half-hour video which is well worth watching. It seems this newspaper, which rarely publishes items that are of interest to, and cast in a positive light, Armenians and Kurds, couldn’t disregard the compelling outcome of the investigation or, dare we hope, people are coming to realize the plain and simple truth about Turkey’s hard-heated leadership.

Elçi was killed in the aftermath of an attack by members of PKK’s (Partiya Karkeren Kurdistan – Kurdistan Workers Party) youth wing whereby two Turkish policemen were killed. Their escape route went right past the spot where Elçi was holding a press conference to call for a cessation of the fighting in Diyarbekir/Dikrangerd (especially in the historic Sur district where the population is heavily Kurdish) then going on between government forces and the PKK. Shots were fired by both police and the escaping PKK members. Somewhere along the line, Elçi was shot dead.

Then Prime Minister Ahmet Davutoğlu promised there would be a thorough investigation. That never happened. The investigation has been piecemeal and much delayed. But, unsurprisingly, in relatively short order, the Turkish government took advantage of the coincidence and blamed Elçi’s death on the PKK. FA’s work makes it look most likely that a Turkish policeman’s bullet was responsible for the killing. This puts Ankara squarely in the hot seat. The shell for the lethal bullet has been found. But, contrary to Davutoğlu’s promises, ballistics testing has not been done. Neither have the police involved in the gunfight been properly questioned.

In this cauldron of confusion, everyone is blaming everyone else in line with their political interests. It behooves Turkey to conduct a thorough and proper investigation. Now that FA’s study results are public, Ankara’s job is easier. Do it right. Let the chips fall where they may.

But, it would be no surprise if Erdoğan continues his obfuscation and use of this tragedy for political purposes. Local elections are coming up in Turkey and he is a master political manipulator. No depth of political deception or misdirection should be put past him. If he sees a way to use Elçi’s death to benefit his agenda, Erdoğan will use it.

The international community, Armenians/Assyrians/Greeks/Jews/Kurd/etc. worldwide, and Turkish citizens must pressure the appropriate law enforcement bodies in Turkey to do their jobs. Perhaps one important pressure-point is the Khashoggi mess. Erdoğan has used this murder to burnish his image as a “defender” of decency. Elçi’s murder cries out for decent investigation.

Let’s use this moment, given the coverage that has begun in the media, to convey to our elected representatives the importance of a thorough and proper investigation. Government officials the world over should conveying this demand to Turkey’s ambassadors. This is also a good way to show pro-Armenian Kurds that we appreciate their actions and words and will reciprocate. Let’s make this happen.

Lydian warns: Armenian government bears full responsibility for possible environmental degradation at Amulsar deposit

ArmInfo.The Armenian government bears full responsibility for the deterioration of the environment, water and air in the Amulsar field in case any  environmental problem occurs. This is stated in the warning of  "Lydian" company received by the ArmInfo.

 According to the source,  since June 2018, Lydian, because of the blockade of roads, has not  been able to resume work at the Amulsar field. Not only the  construction work was not carried out, but also the construction of  protective environmental protection systems, in order to manage  erosion due to heavy spring precipitation and surface water, in  accordance with the conditions and permits issued to the company.  Lydian informed the government that the company was not responsible  for any environmental problems, including the exclusion of surface  waters, the occurrence of which was the result of the government's  inability to take measures to eliminate the illegal blockade from  June 2018.

"Lydian" has repeatedly applied to the government to take the  necessary actions. This winter, heavy snowfall was recorded at the  Amulsar deposit. Under the conditions of illegal blocking, it was not  possible to build systems to prevent the appearance of surface water.  These activities had to be  carried out before snowfall. In the event  of resumption of work, it will take months to complete the  construction of water management systems. In this situation, the  Armenian government bears full responsibility for the deterioration  of the environment, water and air in the Amulsar field in case any  environmental problem occurs, the company warns. 

To note over the recent six months, protest actions were held against  several mining companies, including the Amulsar program, protesters  blocked roads and created obstacles for employees. The protests  against the Amulsar project led to a confrontation with the staff of  Lydian Armenia, who demanded that the protesters not interfere with  their right to work. Participants in the protest declared that there  are environmental problems, which the company refutes.

Lydian Armenia is a subsidiary of British Lydian International, whose  shareholders are major international institutional investors. The  Amulsar project is the largest industrial project in Armenia today  for the development of the Amulsar gold deposit, with a total value  of $ 370 million. Preparatory work has been going on since 2006. The  life of the Amulsar deposit should have been 10 years and 4 months;  it was planned to mine an average of 200 thousand ounces of gold  (about 10 million tons of ore) annually. The Amulsar program  envisaged the creation of 1,300 jobs during construction  (construction work will last about 2 years) and 650-700 jobs during  the entire field operation.

Armenian parliament adopts government program

The Armenian National Assembly adopted today the government’s action plan for the next five year.

A total of 82 lawmakers voted for the program, while 37 voted against.

Earlier the Bright Armenia faction announced its intention to vote against the document, while Prosperous Armenia faction said it would vote in favour of the program if their proposals are accepted.
