Asbarez: President, Prime Minister Discuss Armenia’s Domestic Issues

President Armen Sarkissian (left) met with Prime Minister Nikol Pashinyan on Oct. 9

YEREVAN—A meeting was held between President Armen Sarkissian and Prime Minister Nikol Pashinyan on Tuesday focusing on Armenia’s domestic political issues, chief among them the planning of snap parliamentary elections, which Pashinyan wants to hold in December.

According to the press offices of both leaders, Sarkissian and Pashinyan agreed that issues must be resolved through political discourse with Pashinyan reporting some optimism about the upcoming elections.

Sarkissian reported that he had held a similar meeting with Armenia’s Parliament Speaker Ara Babloyan, a member of former president Serzh Sarkisian’s Republican Party of Armenia, which technically still holds a majority in parliament.

Pashinyan briefed Sarkissian on the inroads being made to hold snap elections in December, specifically singling out his meeting on Monday with chairman of the Prosperous Party of Armenia Gagik Tsarukyan, who signed an agreement pledging his parliamentary faction’s support for a December vote.

Pashinyan also cited a petition signed Tuesday by lawmakers, predominantly representing the Republican Party of Armenia, who have voiced their support for elections to be held in December.

“I think that the process is headed toward de-escalation, which is positive,” said Pashinyan.

“I am also very happy that the process is moving forward in an atmosphere tolerance and through dialogue,” said President Sarkissian. “I am happy to hear that during the last one or two days some results have been achieved through negotiations and dialogue and that a solution is imminent.”

Sarkissian expressed hope that the public and the political forces will continue to be sensible and will be guided by the interests of the country, the Constitution and the laws.

Armenian radical group sets up party

[Armenian News note: The below is translated from the Russian edition of News.am]

An armed Armenian group has set up a political party

The group, Sasna Tsrer (Daredevils of Sassoun), is best known for its attack on a police station in Yerevan's Erebuni district on 17 July 2016.

The group demanded that then President Serzh Sargsyan free the jailed leader of the radical opposition Founding Parliament movement, Zhirayr Sefilyan, and step down. The gunmen laid down their arms following a two-week standoff with Armenian security forces, which left three police officers dead. Most of the Sasna Tsrer members are veterans of the Nagorno-Karabakh war with Azerbaijan of 1988-94.

Members of the group involved in the attack were jailed following the police station standoff.

After the change of power in Armenia in April-May, most of the gunmen were released from custody on bail pending a final court decision. Sefilyan was also freed on bail. His sentence was commuted from 10.5 years to 5.5 years by the Court of Appeals, pending his appeal to the Court of Cassation to drop all charges.

Snap parliament elections

The newly-set up party will be managed by a seven-member board, with Varuzhan Avetisyan being the coordinator. Avetsyan noted that a similar party would be established in Nagorno-Karabakh as well, the website said.

Sefilyan, who is not an Armenian citizen, cannot become member of the party. He said that he had already applied for citizenship and expressed confidence he will receive it under the current government.

Speaking to journalists, Avetisyan said the group has repeatedly stated it supports Prime Minister Nikol Pashinyan and his government, at least until the holding of an early parliamentary election in the country. At the same time, he noted that the victory in the revolution belonged to all people and not only Pashinyan. Earlier, the Sasna Tsrer members announced the group would run in the snap polls.

Vahan Badasyan, a former field commander of Karabakh army and ex-MP of the Karabakh parliament, said in his speech that the "velvet revolution" in Armenia did not happen in a day and that the Sasna Tsrer members played a role in it, News.am said.

"We must put an end to the previous regime's actions that kept Artsakh [Karabakh] as a separate unit, which was in their personal interests. For the sake of a stable peace in the region, we must have one united Armenian state called the Republic of Armenia," Badasyan was quoted as saying at the party's congress.

Political ambitions

He also called for creating a Sasna Tsrer party in Karabakh as a symbol of a dream of Armenia's and Karabakh's unification.

Avetisyan described the presence of the Russian border guards on Armenia's state border as a "shame". He also called for reconsidering existing agreements on the presence of the Russian base in Armenia and the joint air defence system. He said in relations with Russia, Armenia should be ready for "alternative solutions", the website said.

Badasyan said that there were "anti-national forces" in the Armenian parliament and other forces serving them. He said the parliament did not reflect people's will and that the "national forces" should have their place in the upcoming parliamentary election, the website said.

In his speech, member of the Founding Parliament Garegin Chugaszyan also spoke for Karabakh's de jure unification with Armenia, saying it would prevent further tension in the region. He said that Russia's military presence in Armenia should be reconsidered and that Russian border guards should be withdrawn, the website said.

Police don’t give up on missing boy 4 months into the investigation

People who have contacted police to report possible sightings of the 14-year-old missing boy from the village of Ayntap have been questioned by law enforcement agencies, according to the General Prosecutor’s Office.

14-year-old Hayk Harutyunyan (pictured above) has gone missing on June 8, with massive search operations leading to nowhere.

“At the beginning of the investigation the people who had given information about sightings have been questioned. The locations were people [purportedly] spotted the child have been searched,” spokesperson of the prosecution Arevik Khachatryan told ARMENPRESS.

A local office of the prosecution in the native province of the child is regularly maintaining contact with the boy’s parents.

“Hayk’s mother has said that an unknown person has phoned her, but did not speak. She called the number back, but no one answered the call. The identity of the caller is being clarified,” Khachatryan said.

The daughter and granddaughter of legendary British comic actor, filmmaker and composer Charlie Chaplin, who rose to fame in the era of silent film, will visit Armenia this October for the world premiere of their joint silent play in capital Yerevan.

Their play titled Bells and Spells will be performed at Yerevan’s Hakob Paronyan State Musical Comedy Theatre on 3 and 4 October.

They have received the invitation to visit Armenia from Chairman of Armenia’s Union of Theater Workers Hakob Ghazanchyan.

“Victoria Thierrée Chaplin and Aurélia Thierrée Chaplin were set to arrive in Armenia in March, but after talks they were decided to visit the country in October and hold the world premiere of their new performance in Yerevan,” Ghazanchyan told Panorama.am.

The play is staged by Victoria Thierrée Chaplin and performed by Aurélia Thierrée Chaplin and Jaime Martinez.

Italy’s Spoleto festival hosted the world premiere of the performance on 9 and 15 July of the running year. A surreal spectacle of physical theatre, comedy, magic and dance, Bells and Spells is the tale of a kleptomaniac who falls under the influence of the objects she steals.

Political events showed that early elections of parliament must take place ASAP, says PM Pashinyan

The Yerevan City Council election was unique, a full opportunity existed for citizen to freely go and vote without any coercion, Prime Minister Nikol Pashinyan said in a live broadcast on Facebook from New York City.

“This is an extremely important event for our political life. I want to congratulate us all on this election, because this election was unique since the citizens had no coercion and were able to freely go to polling stations and fulfill their civil duty,” Pashinyan said.

Congratulating Hayk Marutyan, the PM wished productive work to the future mayor. The PM also congratulated the Prosperous Armenia Party and the Luys bloc, who also made it to the city council.

He said that the observers’ reports about the election should be closely followed in order to elevate the electoral system to a higher level.

“The turnout issue is being greatly discussed. Many are trying to say that the majority did not participate and that conclusions must be drawn. In this regard I want to say that these arguments are ridiculous. The turnout was less in the previous city council election, and this in the event when people were being forcefully brought to polling stations in [buses] and with bribes. Second of all, our electoral lists do not reflect the true picture that exists. Many of our compatriots have left the country 20-25 years ago, but are still in the lists. In addition, during the bribed elections they didn’t even take into consideration one fact, they were bringing bedridden senior citizens to polling stations,” he said, adding that the participation of the citizens in this election leaves no space for any doubts.

“I highly value the fact that mayoral candidate from the Luys alliance Artak Zeynalyan congratulated the My Step alliance, and that Prosperous Armenia leader Gagik Tsarukyan, the Heritage party, Rule of Law have congratulated. This is a new political culture, which is very important. I would like to say that mayor-elect Hayk Marutyan, the city council will engage in the city affairs, and that we will commence discussions with political forces in order to see how and in which timing we will hold early elections [of parliament]. Political events have shown that early elections of parliament should take place very quickly. Political uncertainty is braking the attraction of investments in our economy.

This election showed that the incumbent parliament essentially doesn’t have the mandate to function. All parliamentary forces taken together garnered very little votes. We need to enable the people to authorize their desired political force with a new election,” Pashinyan said.

Pashinyan highly appreciated Republican faction leader Vahram Baghdasaryan for expressing readiness to negotiate, as well as the Prosperous Armenia party. He stressed that the election results showed that the government has great resource of trust. “I am proud, I bow before the people, this is the exclusive victory of the people. This election showed that political processes are in the hands of citizens. I am sure that we will all consider this a value,” he said.

He said that he is planning to head to the UN headquarters where he will take part in several events. Pashinyan is expected to deliver remarks at the summit dedicated to the 100th anniversary of birth of Nelson Mandela. He will also deliver a speech at the opening of the Armenia! Exhibiton at the New York Met. Pashinyan will hold a meeting today with UN Secretary General Antonio Guterres.

Nor Keghi Celebrates Renovation of Kindergarten Auditorium

On July 6, 2018 The Paros Foundation’s staff and SERVICE Armenia 2018 participants joined the mayor, staff, parents and children of Nor Keghi in Kotayk province to celebrate the opening of the newly renovated kindergarten auditorium.

The Arakelyan Kindergarten facilitates the early education of more than 85 children.  The renovation of the multipurpose room, stage, ready room, adjacent hallway and stairwell was made possible by the generosity of the Detroit based Nor Keghi Association which sponsored the project.   The Paros Foundation had previously renovated two bathrooms at the kindergarten as part of its 100 for 100 Projects for Prosperity initiative in 2015 with the support of the Nigoghosianfamily.

“We were able to help Nor Keghi’skindergarten solve another important issue with the help of the Nor Keghi Association and its fundraising efforts,” said Peter Abajian, Executive Director of The Paros Foundation. “The village population is increasing, and the kindergarten principal has requested we help them expand by renovating additional rooms.”

For the auditorium project, The Paros Foundation team installed new doors and windows, resurfaced the existing wood parquet floors, installed laminate flooring in the ready room and stage area, added new electrical and lighting throughout and repaired and painted the walls and ceiling.  The team also worked with the mayor to bring proper heating to the facility.  Following the renovation, 80 high quality stackable chairs were delivered to outfit the multipurpose room. A plaque will be installed in the auditorium acknowledging sponsorship of the project by the descendants of Keghi through the Nor Keghi Association in association with The Paros Foundation.

“It is so heartwarming to see pictures of the renovated multipurpose room of the Arakelyan Kindergarten,” said Nor Keghi Association President, Richard Norsigian. “When my son, Shant and I entered the room in person last September, we were devastated – it looked like a tornado had hit it!  It was unusable.  We were deeply saddened to think our little Armenian kindergartners did not have an indoor facility for activities.  The pictures of the now completely renovated multipurpose room brought tears of joy to my eyes.  To our generous Keghetzis and friends who made the renovation possible, I say vartzkernees gadarand God willing, we have only just begun!”

Interpol assists Armenian police in locating fugitive nephew of ex-president Sargsyan

Category
Society

Interpol is assisting Armenian law enforcement to locate Narek Sargsyan, the fugitive nephew of former President Serzh Sargsyan, Police Chief of Armenia Valeri Osipyan told reporters today.

Osipyan said they are cooperating with both the central bureau and international structures of Interpol.

“I think we will succeed,” he said.

Narek Sargsyan is the son of Alexander Sargsyan, the younger brother of former President Serzh Sargsyan. He is wanted since early July this year.

Law enforcement agencies searched the home of Narek Sargsyan amid an ongoing investigation and discovered large amounts of cash and jewelry of unknown origin. A court later issued an arrest warrant for Narek Sargsyan and one of his bodyguards.
