Maria Zakharova: Russia historically proved to be responsible intermediary in Nagorno-Karabakh conflict settlement

Yerevan July 31

Naira Badalian. Russia in every possible way welcomes contacts between Armenia and Azerbaijan, contributing to the development of a mutually respectful dialogue between the two countries, Official Representative of the Russian Foreign Ministry Maria Zakharova stated in an interview to Sputnik Azerbaijan.

"Moscow welcomes contacts between Baku and Yerevan, and we are sincerely glad that these contacts continue on the agreement of the two sides, and we have always welcomed and always contributed to the development of a mutually respectful dialogue between the two countries. We have always considered that through dialogue, through stimulation of this communication between the two capitals and the achievement of positive results, it is possible to move forward and resolve the existing problematic issues. Russia, being a mediator in the settlement of the Karabakh problem, as well as friend of both Armenia and Azerbaijan is interested in the settlement'', Zakharova said. At the same time, as she pointed out, historically, Russia has proved to be a responsible intermediary, who repeatedly demonstrated in practice its constructive intermediary role. "This will continue in the future," she added in response to a request to comment on the recent statement of Armenian Prime Minister Nikol Pashinyan that "Russia has all the levers, all the possibilities to prevent the war in Karabakh."

Moscow clearly states its official position related to the Karabakh settlement. This position is consistent, Zakharova believes. The representative of the foreign ministry also touched upon the recent visit to Azerbaijan of a group of Russian experts and deputies who visited positions on the contact line with Karabakh and voiced a number of statements in support of the "territorial integrity of Azerbaijan." According to Zakharova, in any country with a democratic society, there are many experts and politicians who express their point of view. This is not a state opinion, but they have the right to express it. "But every time questions arise about Moscow's official stance, you can be sure that our position on the Karabakh issue is clear, it has never been ambiguous, has never been aimed at flirting, all efforts have been focused on an intermediary role, the ultimate goal of which is the achievement of mutually acceptable agreements, "Zakharova added.

As of today, consist¥ncy of stances of the large states and major players in international affairs is one of the most important factors of world stability. And Russia is among these states, she added. According to her, both Baku and Yerevan know that Moscow is a reliable partner in this sense. The parties have confidence in Moscow and its role.

Armenian Prime Minister: Russia will not allow war in the region

JAM News

Nikol Pashinyan spoke with journalists about Armenia’s foreign policy in the context of complex relations between Russia, the European Union and NATO

Armenian Prime Minister Nikol Pashinyan said today that Russia will not allow war in the region:

“I do not believe that Russia, a strategic partner and friend of Armenia, will not resort to its levers to prevent the resumption of hostilities in the region.”

Pashinyan meanwhile stated his readiness to continue the negotiation process on the settlement of the Karabakh conflict with Azerbaijani President Ilham Aliyev. However, he excluded the possibility of unilateral concessions:

“The aggressive militaristic rhetoric of Azerbaijan is unacceptable to us. We periodically tell the co-chairs that we are ready for a settlement, but for this we need an atmosphere of confidence which Azerbaijan is destroying. You will not see any such step from Armenia. When we receive a signal that Azerbaijan is ready for mutual concessions, we will discuss, not only at the government level, but wholly as a people, what the limits of concessions are for us.”

Pashinyan also commented on his participation in the NATO summit and the resulting negative reaction from Russia. He noted that he did not participate in events that would contradict the general line of Armenia’s foreign policy.

Pashinyan once again stressed that Armenia will not be making any drastic changes in its foreign policy vector. Armenia will remain in the Collective Security Treaty Organization (CSTO) which operates under the auspices of Russia.

This was said in the context of Belarus, a CSTO member, selling weapons to Azerbaijan which is not part of the organization and is in conflict with Armenia:

“As for the meeting with the President of Belarus, this issue [arms sales to Azerbaijan – ed] was raised, and I voiced my concern. This issue will remain on the agenda. If we are in the CSTO, then you have obligations towards us, as we do to you.

Our task is to raise the productivity of our participation in the framework of the Collective Security Treaty Organization, and, consequently, to increase the productivity of the CSTO, and for this we will do everything.”

As for relations with the European Union, Pashinyan believes that not everyone in Brussels notices changes in Armenia:

“Many EU partners stated at meetings with me that they expect changes in Armenia. I am surprised that there are officials in the European Union who do not notice the changes in Armenia.

We did nothing, and do not intend to, for the sake of financial assistance [from European structures]. All that we do, we do to justify the mandate that the people entrusted to us. I want this to be clear.”

Pashinyan also commented on the scandalous calls of Russian pranksters Lexus (Alexei Stolyarov) and Vovan (Vladimir Kuznetsov) on his behalf to high-ranking EU officials. The pranksters talked with the chairman of the European Commission Jean-Claude Juncker, and then the EU High Representative for Foreign Affairs and Security Policy Federica Mogerini for almost 20 minutes:

“In addition to humor, I see a desire to clarify certain political information. I think the makers of these calls are trying to understand how, for example, the European Union has contributed to the revolutionary processes in Armenia. I hope they clarified it and are finished. I asked our diplomats to inform our European partners that I did not speak with them on the phone.”

Armenian Prime Minister Nikol Pashinyan met with President of the European Council Donald Tusk at the NATO headquarters.

PM Pashinyan said the goal of the new Armenian government is to strengthen the victory of democracy, ensure rule of law in the country, the independence of judiciary, and that on this path Armenia’s attaches importance to the EU support and is ready for close cooperation with the Union.

Donald Tusk highlighted expanding the Armenia-EU partnership volumes and welcomed the recent national unity in Armenia. “I have always been the friend of Armenia. What happened in Armenia was unique, I would say, was very European. Your example was very promising and you can expect the EU’s support on the path of implementing the reforms”, Donald Tusk said.

During the meeting the officials also exchanged views on different issues aimed at developing the Armenia-EU ties. Touching upon the Nagorno Karabakh conflict, the Armenian PM said Armenia is committed to the negotiation process being carried out under the auspices of the Minsk Group Co-Chairs and stated that any attempt to solve the conflict through military means will be an encroachment against the regional security, democracy and human rights. “Like any democratic country, Armenia strives for peace and does everything for ensuring regional security and stability”, Nikol Pashinyan said.
