The Commission for Reforms in Electoral Code under Prime Minister made important decisions during its second session.

First Deputy PM AraraT Mirzoyan informed the reporters after the session of the Commission that two important decisions have been made referring to the election system and electoral threshold. “The Commission has stated that the electoral system should be fully proportional with closed lists. The electoral threshold for parties and coalitions will be lowered by 1%”, Mirzoyan said.

The First Deputy PM mentioned clear reasons for eliminating the ranked voting system that were discussed during the session. “At this moment it’s impossible to effectively apply the ranked voting system in Armenia”, Mirzoyan said, adding that the amended electoral code will give women more opportunities, since almost in all cases men are elected when the ranked voting system is applied.

In the current Electoral Code electoral threshold for parties is 5% and 7% for coalitions.

WASHINGTON—Armenian Americans visiting the nation’s capital for the centennial of the First Republic of Armenia and the Smithsonian’s landmark “Armenia: Creating Home” program took to Capitol Hill Wednesday to advance the Armenian National Committee of America’s policy priorities: a qualitative strengthening of U.S.-Armenian relations, security and status for the independent Republic of Artsakh, and justice for the Armenian Genocide.

The advocacy day is a precursor to nationwide meetings scheduled in congressional districts across the U.S. during the “August Recess,” when Senators and Representatives reconnect with constituents through local meetings and events.

“We were pleased to be able to arrange face-to-face congressional advocacy opportunities for so many Armenians from around the Eastern United States who gathered this week in Washington for the Smithsonian Folklife Festival and the Centennial of the First Armenian Republic,” ANCA National Board member Greg Bedian, who travelled from Chicago to lead advocacy teams, said.

“It’s great to be in our nation’s capital with so many Armenians from across the Western United States — celebrating the first century of U.S.-Armenia relations, visiting the Smithsonian’s remarkable Armenia: Creating Home program, and sharing our policy priorities with our elected officials,” ANCA Western Region Communications Coordinator Dickran Khodanian said.

Khodanian, along with ANCA-Western Region Government Affairs Coordinator Serob Abrahamian and Community Development Coordinator Simon Maghakyan, traveled to Washington, D.C. to join in constituent meetings.

Local advocates were joined by 2018 ANCA Leo Sarkisian Summer Internship members and Hovig Apo Saghdejian Capital Gateway Program interns in meetings across Capitol Hill.

ANCA advocacy day was part of a three-day Capitol Hill celebration of a century of U.S.-Armenia friendship, which was launched on Tuesday evening with a special congressional reception headlined by President of the Republic of Armenia Armen Sarkissian. June 28 will feature the planned unveiling of Armen Garo’s (Garegin Pastermadjian) bust at the Armenian Embassy followed by a reception honoring President Sarkissian. Pastermadjian served as the first ambassador to the U.S. from the First Republic of Armenia between 1919 and 1920. The events will culminate in the kick-off of the 2018 Smithsonian Folklife Festival on June 28, where Armenian culture and history take center-stage along with Catalonia.

AN AUDIOLOGIST from Crowborough is returning to Armenia on his second hearing mission with Starkey Hearing Technologies.
 
James Owen, from Owen Hearing, on Croft Road in the town has been invited by Starkey to take part in the project.
 
Joining 14 other hearing audiologists from across the UK and Ireland – and a six-strong team from the hearing device manufacturer's European headquarters in Cheshire – James will travel 2,400 miles to Yerevan, the capital of Armenia.
 
James's visit is part of the worldwide Starkey Hearing Foundation initiative, which has provided over 1.9 million hearing devices in more than 100 countries. Its mission is to give the gift of hearing to those in need, helping them to achieve their potential. High-profile supporters include Richard Branson, Bill Clinton and Elton John.
 
An initial visit was undertaken last summer to carry out hearing screening tests and take ear impressions to identify recipients. Then in October, James and other audiologist volunteers flew out on phase one of the mission to fit over 1,800 people with hearing instruments – as well as counselling patients and supporting them with that all-important aftercare.
 
This month's visit will further build upon the work already undertaken.
 
James said: "I'm very pleased to be asked back to give the gift of hearing in Armenia.
 
"It is great to be involved in something that means so much more to the recipients who haven't got the facilities in the own communities.
 
"This is proof that the Starkey Hearing Foundation doesn't just visit once and leave with no support, it shows that what is given is for the long term with aftercare provided.
 
"When we last visited we fitted over 1800 people with hearing aids and that only scratched the surface. It's wonderful to be involved in continuing the support of the Armenian people."
 
According the World Health Organisation, more than 360 million people have disabling hearing loss, with the greatest number living in developing countries.
 
Unfortunately, less than three per cent can afford hearing aids or access to care.

Attended by RA President Armen Sarkissian, today, for the first time in Armenia’s history, the members of the new government were sworn in at the Presidential Palace.

Prime Minister Nikol Pashinyan was the first to take the floor and read out the text of the oath: “For the sake of achieving the national goals and strengthening the Homeland, I swear to fulfill in good faith all the duties assumed before the people, observe the Constitution and laws, promote the sovereignty and the interests of the Republic of Armenia, remain committed to the high office of member of government.”

Then the other members of government took turns to swear solemnly to the nation. At the end of the oath-taking ceremony, President Sarkissian congratulated the Prime Minister and the Cabinet members, wishing them fruitful and productive work for the benefit of the Homeland and the Armenian people.

Note that the government’s oath-taking comes as a novelty in our country’s political and public management culture.

Azerbaijani president to suffer ‘total fiasco’, Armenian official says

The current Azerbaijani president is doomed to another complete failure, Tigran Balayan, a spokesman of Armenia’s Foreign Ministry, said in a post on Twitter, commenting on the recent statement made by Ilham Aliyev at the ceremony marking Heydar Aliyev's 95th birth anniversary.

In his address at the event, Aliyev said in particular that the Azerbaijani people and state “will never allow the creation of a second Armenian state.” “The Azerbaijani flag will be raised in all the occupied territories, including Shushi and Stepanakert,” he said.

“It is symbolic that this statement is made at an event dedicated to a person who thought in the same way, but suffered a total fiasco. The same destiny is facing his son. The father acted smart enough to ask for a ceasefire. The Azerbaijani people can hope that intelligence can be inherited,” Balayan concluded.

Victoria Baghdasaryan, the Ambassador of Armenia to Italy and concurrently to Malta—with diplomatic residence in Rome, told Armenian News-NEWS.am that Armenian-Italian relations have developed more dynamically over the past one and a half years.

In the ambassador’s words, then Italian Foreign Minister—and incumbent PM—Paolo Gentiloni paid an official visit to Armenia in 2016. During the visit he had expressed a wish to set up an intergovernmental committee, which has been formed.

“An Armenian-Italian business forum also has been created,” Baghdasaryan added. “As a result of this forum, an agreement was signed regarding the IT sector.”

“We have many projects on the economic part, and I’m extremely optimistic,” the Armenian diplomat noted, in particular. “Also, we have a large number of cultural projects. (…). In addition to that, the president of Italy is expected to visit Armenia.”

As for the tourism industry, the ambassador said the flow of Italian tourists to Armenia has increased by 21 percent.

Թավշյա հեղափոխության առաջնորդը նշեց, որ հստակ է` այս շաժման որևէ արժեք մի միլիմետր անգամ չպետք է տուժի և որևէ քայլ չեն նահանջելու.

«Եվ մենք ակնկալում ենք, որ ԱԺ բոլոր խմբակցությունները ճանաչեն ժողովրդի հաղթանակը անվերապահորեն առանց պայմանների ու նախապայմանների, որովհետև ժողովուրդը հաղթել է և այդ հաղթանակը պետք է արձանագրվի նաև դե-յուրե»,- ընդգծեց նա: 

Նա կոչ արեց հավաքել ու կենտրոնացնել ուժերը մայիսի 1-ին ընդառաջ, երբ ԱԺ-ն վարչապետ պիտի ընտրի: Այդ օրը, հայտարարեց Փաշինյանը, Հայաստանի ժողովուրդը պետք է ցուցադրի իր հզորությունն ամբողջ թափով.

«Ես ՀՀ վարչապետի պաշտոնը կստանձնեմ միայն այնպիսի պայմաններում, երբ ՀՀ յուրաքանչյուր քաղաքացի ինքն իրեն կզգա ՀՀ վարչապետ. ուրիշ տարբերակ չկա»:

Անդրադարձավ նաև բանակցությունների նախորդ փուլին, որը ձախողվեց: Փաշինյանը նշեց, որ այդ օրերին ՀՀԿ-ականներն ասում էին, որ Կարեն Կարապետյանն իրենց չի ներկայացնում, բայց հիմա որոշել են նրան լիազորել, որպեսզի բանակցի իր հետ.

«Մենք այդ որոշումը ընդունում ենք ի գիտություն և պատրաստակամություն ենք հայտնում շարունակել բանակցային գործընթացը մեր օրակարգի շրջանակներում: Եվ ես վաղը ժամը 12.00-ին Կարեն Կարապետյանին հրավիրում եմ Մարիոթ հյուրանոց` սկսելու բանակցային գործընթացի երկրորդ փուլը: Բայց մենք ունենք կոնկրետ պայման` բանակցությունը պետք է տեղի ունենա լրագրողների ներկայությամբ, որպեսզի հանրությունը տեղյակ լինի, թե ինչ ենք քննարկում: Մենք ՀՀԿ հետ փակ դռների ետևում չենք բանակցելու, բանակցելու ենք ժողովրդի աչքի առաջ, որովհետև ժողովուրդը իշխանություն է և մեր ղեկավարն է»,- հավելեց նա:

President of Artsakh Bako Sahakyan has weighed in on the ongoing unrest in Armenia.

The President released a statement, saying : “These days all Armenians are focused on the ongoing developments in Yerevan and a number of cities of Armenia. Artsakh cannot remain indifferent for ongoing developments in Mother Armenia and is also following this all.

For our homeland, which is in a complex geopolitical situation and threatened by an insidious enemy any second, any attempt of destabilization and undermining of unity is dangerous and fraught with the worst consequences, which can’t not impact of security, defense-ability and the situation at the borders.

Any citizen of Armenia is entitled with presenting his opinion or vision about the present or future of the country. This is an inseparable Constitutional right.

However, this right must be exercises exclusively within the law, never forgetting that the most important factor of guaranteeing security of the two Armenian states has been and is domestic stability.

Dear countrymen, I call on you all to unconditionally adhere to the law, to settle disputed issues through dialogue, display restraint and high level of responsibility.

We must not make mistakes the consequences of which can be fatal for our people and the free and independent statehood, which is the supreme value for any Armenian, in Armenia, Artsakh or the Diaspora”, the statement says.

Karabakh is a small country, but it doesn’t serve a basis to say that it doesn’t have a right to live freely. People lived here for thousands of years and will continue living, 3rd President of Armenia Serzh Sargsyan, the ruling Republican Party’s candidate for Prime Minister, said in an interview to the Russian Izvestiya news agency.

He stated that although the active stage of the Nagorno Karabakh exists for already three decades, this conflict existed previously.

“25 out of 30 years have passed through the mediation of the OSCE Minsk Group. In 1994, by the mediation of Russia, a trilateral termless ceasefire agreement was signed. Unfortunately, since 2014 Azerbaijan almost every day violated the ceasefire regime.

In April 2016, failing in the negotiations, the Azerbaijani side, by violating all its commitments through the agreement, launched a large-scale aggression against the Nagorno Karabakh Republic by using a large number of air force, armored vehicles, large caliber artillery, missile and artillery systems, most of which has been acquired from Russia. But they failed to solve any serious issue, and on the 5th day the sides met by Russia’s mediation and agreed to restart the implementation of the provisions of the agreement signed earlier”, Sargsyan said.

He recalled that during the period following this a number of summits were held during which agreements were reached to create investigative mechanisms for ceasefire violations and expand the powers of the Personal Representative of the OSCE Chairperson-in-Office.

“But the Azerbaijani side, returning to Baku, refused to implement the agreements. In 2007 the Minsk Group proposed to solve the conflict based on the three principles of international law – non-use of force of threat of force, equal rights and self-determination of peoples, and territorial integrity. We think that this is a balanced approach of mutual concessions. This is not what we have dreamed of. This is not the best option for us. But understanding that the issue can be settled only based on a mutual concession, we agreed to negotiations. And it seemed in 2011 we were close to the signing in Kazan. But Baku put forward additional demands, and the signing didn’t take place”, the 3rd President of Armenia said.

Serzh Sargsyan stated that the Azerbaijani leadership has an illusion according to which the mutual concession is possible only by Armenia and Artsakh. According to its leadership, it is due to this that the status-quo remains unchanged. “But here a response mutual concession is needed. Azerbaijanis still hope for the military settlement of the conflict. As the practice showed both in early 1990s and in 2016, this is impossible. There will be great losses, casualties, but the situation will not change in any case. Nevertheless, sooner or later we should come to any settlement. The sooner the better.

And the future of Karabakh is the free life. Yes, it’s a small country, but this is not yet a reason to say that you have no right to live freely. People lived there for thousands of years and will continue living also in the future. Of course, the OSCE Minsk Group Co-Chair countries – Russia, the United States and France, do a lot for the conflict settlement. Five statements were made at the presidents level, and all these speak about the fact that the conflict can be settled based only on these three principles. These principles are inseparable. And this is very important”, Serzh Sargsyan said.
