Saghatelyan: 54 votes are needed to remove PM from National Assembly, process will last 48-72 hours

There are two ways to get rid of these powers which are resignation and removal through parliament. We can succeed that way only through widespread popular pressure, said Ishkhan Saghatelyan, coordinator of the Resistance Movement, an MP from the "Armenia" bloc, at the September 2 rally of the Resistance Movement in France Square in Yerevan (photo report).

According to him, in order for the Prime Minister's resignation to be put into circulation in the National Assembly, 1/3 of the deputies need to vote – 36 signatures. The two de facto opposition factions have 35 mandates. In order to actually dissolve the parliament, 50+1% of the votes are needed, i.e. 54 deputy votes.

The oppositionist also stressed that two conditions stipulated by the Constitution – political-legal grounds and the candidacy of the Prime Minister – are necessary for the removal. "The political-legal grounds are obvious," Sagatelyan said, adding that the process of removing the head of government must begin as quickly as possible, but at a precise time so that everything is effective.

"When we secure 36 signatures, the process will take 48 to 72 hours. We need tens of thousands of citizens in those 72 hours, around the clock. Just 72 hours," the lawmaker said and added that they would not start the process just to get it started because if they fail to succeed, they won't be able to use the toolkit until six months later.

"From tomorrow morning we start the initiative with all Armenian political forces, analysts, experts, intellectuals, we start consultations with all capable people on 2 main directions – the development program "Armenia after Nikol" and even more expansion of the movement," the oppositionist concluded.

EU-Armenia Civil Society Platform adopts statement at inaugural meeting, refers also to Artsakh issue

YEREVAN, SEPTEMBER 1, ARMENPRESS. On 1 September 2022, the EU-Armenia Civil Society Platform established on the basis of the Comprehensive and Enhanced Partnership Agreement (CEPA) held its inaugural meeting in Yerevan, the Platform told Armenpress.

The members of the Platform discussed the progress of implementation of CEPA, the position and role of civil society in the process, and the Rules of Procedures of the Platform.

At the end of the meeting the members of the Platform adopted a Statement, which stressed that with regard to the implementation of the EU-Armenia Comprehensive and Enhanced Partnership Agreement the CSP members:

1. Recognize the Comprehensive and Enhanced Partnership Agreement as an important milestone for enhancing the comprehensive political and economic partnership between EU and Armenia, based on common values and the desire to further strengthen the links and co-operation established in the past;

2. Welcome the full application of the Agreement as of 1 March 2021, and note with satisfaction the ratification of the Agreement by all parliaments of the EU Member States;

3. Acknowledge the efforts undertaken by the Republic of Armenia in adopting the Roadmaps for the implementation of the Comprehensive and Enhanced Partnership Agreement; however, express serious concern about the slow pace in implementing the commitments undertaken by the Armenian side under the CEPA, and urge it to implement these commitments swiftly and efficiently with a view to achieving tangible results for the people of Armenia;

4. Emphasize that a broad and deep reform process is a precondition for Armenia's closer relations and cooperation with the EU; in this regard, urge the Armenian authorities to step up their reform efforts to restore the trust of the people of Armenia and of the EU in the capacity of the Armenian authorities to implement profound reform;

5. Stress that respect for the democratic principles, the rule of law, human rights and fundamental freedoms as enshrined in the relevant international human rights instruments constitute an essential element of the Agreement and undertake to keep the efforts of the Armenian Government in this area in particular focus of the Platform’s attention throughout its existence;

6. Acknowledge the progress made by Armenia in the protection of the Armenian citizens’ right to free and fair elections, still recognise that elections are only one pillar of democracy, and call on the Armenian Government to step up its efforts in achieving full-fledged democracy in Armenia, including through fostering and maintaining dialogue with civil society, employing effective mechanisms for meaningful public participation and ensuring integrity, accountability and transparency of elected and appointed bodies.

7. Stress that the most pressing reforms pertain to the judiciary and public administration, preventing and fighting systemic corruption, ensuring transparency, accountability, resilience and good governance in the management of public finances, improving the competitiveness of Armenian goods, and promoting active labor policies for productive and decent work for all;

8. Highlight, that for the promotion of the fair and decent employment, as well as for fair, just and inclusive economic growth it is imperative to ensure the full and functional implementation of the ILO Declaration on Fundamental Principles and Rights at Work of 1998 1 and the UN 2030 Agenda for Sustainable Development, including the ratification and full implementation of the ILO International Labour Standards and international agreements defined by the Article 274 of the CEPA, and occupational health and safety. This shall include the improvement and strengthening of the social dialogue, including the collective bargaining between employers (and the government as employer) and the trade unions, effective cooperation and consultation between social partners during the initiation, development and implementation of the public policies, as well as the establishment of mechanisms to prevent and combat the violation of the rights of the workers’ representatives by the employers and state actors. Further steps to ratify and to improve the effective implementation of ILO priority conventions, for example by making labour inspection system functional;

9. Express a serious concern that the timeline for the approximation and implementation of the Directives regarding the Safety and Health at workplace has not yet been decided by the Partnership Council and calls on both Parties to the Agreement to set the mentioned timeline as soon as possible;

10. Recall that freedom of media is one of the fundamental human rights, furthermore, note that under conditions of hostile propaganda aimed towards discrediting the EU and European values, it is important to support media development to equip it adequately as regards its technical level, and its independence and informative performance;

11. Underline the need for the EU to step up its mediation efforts towards reaching a comprehensive and peaceful settlement of the Nagorno Karabagh conflict that will respect the sovereignty and territorial integrity of Armenia, the right of the Armenians of Nagorno Karabagh to self-determination and to living in their homeland without any threat to their lives, health and property, thereby bringing lasting peace and stability to the South Caucasus region as an important condition for the effective reform implementation and development of bilateral cooperation between Armenia and the EU;

12. Call on both Parties to the Agreement to create appropriate mechanisms which would render the benefits of the Agreement available to the people living in the territory of Nagorno Karabagh; commit to engage with the CSOs across the administrative boundary lines;

13. Stress that social and civil dialogue are important prerequisites for the effectiveness of reforms and welcome the Armenian Government's commitment to involve and consult the CSP in the intended reform process; in order for the Platform to be able to bring a meaningful contribution towards it, invite the Government and the EU to identify solutions to ensure the necessary financial and logistical support for the sustainability of this Platform;

14. Recall that the Platform shall be informed of the decisions and recommendations of the EU- Armenia Partnership Council, and look forward to regular contacts with representatives from the Parliamentary Partnership Committee and the Partnership Committee.

EU Armenia Civil Society Platform is a body established under Article 366 of the Comprehensive and Enhanced Partnership Agreement signed in Brussels on 24 November 2017. It enables civil society organisations on both sides to contribute to the implementation of CEPA by advice to decision-makers, monitoring of the implementation of reforms undertaken by the Government and raising awareness of interested parties of the CEPA and its implementation.

Pashinyan, Putin discuss situation around Nagorno Karabakh

YEREVAN, AUGUST 29, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan held a telephone conversation with Russian President Vladimir Putin on August 29, the PM’s Office said.

The sides congratulated each other on the occasion of the 25th anniversary of the signing of the Treaty on Friendship, Cooperation and Mutual Assistance, which marks today. They expressed confidence that the Armenian-Russian allied mutually beneficial relations will continue developing and strengthening in an efficient way.

Nikol Pashinyan and Vladimir Putin exchanged ideas about a number of issues of the Armenian-Russian agenda.

The situation around Nagorno Karabakh was also touched upon. In particular, the importance of consistently implementing the trilateral agreements of 2020 November 9, 2021 January 11 and November 26 was emphasized.

ANCA calls on Congress to investigate Biden Administration`s aid blockade on Artsakh

ArmInfo.In letters sent this week to Congressional leadership and rank and file members of the U.S. Senate and House of Representatives, Armenian National Committee of America (ANCA) Chairman Raffi Hamparian called for Congressional inquiries  into the Biden Administration's effective blockade on humanitarian  aid to Armenian families of Artsakh – an at-risk population facing  aggression, ethnic-cleansing, the obstruction of access to food,  water, fuel, and other vitally needed resources.

 Citing the "Azerbaijani government's ambition to see Artsakh's Armenians starved  out of existence," Hamparian underscored that "the Administration has  sent almost no humanitarian assistance at all to help Armenian  families living in Artsakh." "America must not be complicit in the  ethnic-cleansing of Artsakh by Azerbaijan," he stressed.  The ANCA  letter called on legislators to demand answers from the Biden  Administration – via Secretary of State Antony Blinken and U.S.  Agency for International Development (USAID) Administrator Samantha  Power – to the following four questions:

ANCA Chairman Raffi Hamparian's Letter to U.S. Senate and House   Members 

Dear Senator/Representative:  

I am writing to request that you investigate the Biden  Administration's refusal to provide meaningful levels of U.S.  humanitarian aid to the vulnerable Armenian population living in   Artsakh (Nagorno Karabakh).  

As you know, the indigenous Armenians of Artsakh – victims of  ethnic-cleansing and an ongoing genocidal drive by Azerbaijan and  Turkey to drive them from their ancestral homeland – remain at-risk,  isolated and effectively blockaded, seeking to survive without  sufficient food, fuel, energy or other resources.  

The Biden Administration has provided some token aid to Armenians  driven from Artsakh into Armenia, and – as a result of Congressional  leadership -provided modest funding for de-mining and UXO clearance.   Consistent, however, with the Azerbaijani government's ambition to  see Artsakh's Armenians starved out of existence, the Administration  has sent almost no humanitarian assistance at all to help Armenian  families living in Artsakh.  

The Administration's aid blockade stands in sharp contrast to  established U.S. policy, which, since Federal Fiscal Year 1998, has  provided tens of millions of dollars of direct aid to Artsakh,  helping its peaceful inhabitants with maternal health care, clean  drinking water, and life-saving demining.  

In light of the escalating existential crisis facing the Armenian of  Artsakh, I call upon you to ask the Biden Administration – via  Secretary of State Antony Blinken and USAID Administrator Samantha  Power – the following four questions.

What specific actions has the Biden Administration taken to help  at-risk Armenians living within Nagorno- Karabakh? (Please provide  programs, partners, budgets, deliverables and other relevant  information.)

The survival of an ancient Christian nation on its indigenous  homeland is at stake. Congress needs to act now  - demanding answers  and delivering aid.

By all accounts, the Administration – under pressure from Azerbaijan  – has effectively cut off desperately needed U.S. humanitarian aid to  Artsakh. Without this aid, Azerbaijan will starve Artsakh's at-risk  Armenian population of food, water, and other life-sustaining  resources. America must not be complicit in the ethnic-cleansing of  Artsakh by Azerbaijan, an oil-rich regime that has received over  $164,000,000 in U.S. military aid. Very simply, this dictatorship  does not deserve a veto over U.S. humanitarian aid policy.

Armenia to host next session of Eurasian Inter-governmental Council this October

YEREVAN, AUGUST 26, ARMENPRESS. The heads of government of the member states of the Eurasian Economic Union (EAEU) agreed during their August 26th meeting in Kyrgyzstan’s Cholpon-Ata to hold the next session of the Eurasian Inter-governmental Council in Armenia this October, reports TASS.

In particular, Chairman of the Board of the Eurasian Economic Commission Mikhail Myasnikovich proposed to hold the next meeting on December 1-2. In response, Russian Prime Minister Mikhail Mishustin said that his Armenian counterpart Nikol Pashinyan earlier proposed to hold the next session on October 21-22. The EEU Prime Ministers once again discussed the issue and made a collective decision to hold the next meeting in October.

New border bridge inaugurated on Armenia-Georgia border

TEHRAN, Aug. 20 (MNA) – A new bridge on the border of Armenia and Georgia, aimed at easing travel and cargo transit between the two countries, was inaugurated on Friday.

The prime ministers of Armenia and Georgia, Nikol Pashinyan and Irakli Garibashvili attended the ceremony for what is being called the “Friendship Bridge.”

The bridge, which was partly funded by the European Union, connects Armenia’s Bagratashen region with Georgia’s Sadakhlo, Asbarez reported.

The project modernized the old infrastructure that has been blocking traffic at the border between the two countries.

In his remarks, Pashinyan praised the “historic” allied relations with Georgia and pointed to an uptick in trade between the two countries.

“Nevertheless the Armenian-Georgian trade-economic relations have greater potential. There are serious opportunities for deepening cooperation in industry, agriculture, pharmaceuticals, information and communication, transport, energy, tourism, and other sectors. It is obvious that connection routes have key significance for developing trade relations, which enable us to integrate into the world economy and ensure vital connection on the national, regional, and international levels,” said Pashinyan.

“The priority of the transport sector in our bilateral cooperation and partnership in several international transport organizations enable us to take realistic steps not only in the Persian Gulf-Black Sea International Transport Corridor but also other initiatives ensuring nodal connection in the transport sector,” added Pashinyan.

The two prime ministers later held a meeting to discuss further cooperation on economic and regional issues.

Turkish press: Türkiye appoints 1st Armenian-origin district governor

ANKARA

In a first, Türkiye on Wednesday appointed an Armenian-origin man as governor of a district.

Berk Acar, 27, will serve as the government's top representative in the Babadag district of the southwestern province of Denizli.

Acar worked as a lawyer after graduating from the Istanbul Bilgi University in 2020.

He qualified for the post after clearing with flying colors an exam conducted by the country's Interior Ministry.

MOSCOW, Aug 4 (Reuters) – The Kremlin on Thursday called for restraint from both sides after Azerbaijan said its forces had crushed an Armenian attack near the disputed enclave of Nagorno-Karabakh. read more

The dispute over the region, a mountainous territory inside Azerbaijan controlled since the 1990s by ethnic Armenians, flared in 2020 into a six-week war in which Azeri troops regained swathes of territory.

Both sides accused each other of violating the terms of a Russia-brokered ceasefire on Wednesday, which prompted international calls for an end to the 30 years of fighting.

"We are watching very closely, we are naturally concerned about the situation worsening," Kremlin spokesperson Dmitry Peskov told reporters. "We ask the parties for restraint and most importantly to implement all provisions of the trilateral documents."

Armenia and Azerbaijan agreed to work on a peace plan after a ceasefire but the two sides periodically accuse each other of firing shells.

Peskov said there were currently no plans for President Vladimir Putin to speak to his Azeri counterpart Ilham Aliyev, but that any contact could be quickly arranged.
