Azerbaijan threatens Armenia defense minister

Azerbaijan has made threats against Defense Minister Arshak Karapetyan of Armenia.

The Armenian Ministry of Defense had announced Monday about Karapetyan's upcoming visit to Artsakh (Nagorno-Karabakh), and this announcement caused a nervous reaction in Azerbaijan—even a hysteria by its Ministry of Defense.

A respective statement from the Azerbaijani defense ministry assesses Karapetyan's forthcoming visit to Artsakh as "illegal" and "provocative," and aimed at "destabilizing the situation in the region and casting a shadow over the activities of Russian peacekeepers."

"The Ministry of Defense of Azerbaijan warns the military-political leadership of Armenia that in case of repetition of such illegal visits to Azerbaijani territories, necessary measures will be taken to prevent the aggressive separatism and provocations," threatens the Azerbaijani defense ministry.

Armenia condemns “violation of ceasefire” at borders with Azerbaijan Republic

Armenia’s foreign ministry has strongly condemned what it calls blatant violation by the Azerbaijan Republic’s military of a ceasefire agreement signed between Yerevan and Baku last year.

The ministry said the Azerbaijan Republic’s forces opened fire on civilians doing construction work near the Stepanakert-Shushi road, which is under the control of Russian peacekeepers. 

The ministry said the incident took place on November 8 and left one civilian dead and three others injured.

“We strongly condemn the gross violation of the ceasefire regime by the Azerbaijani armed forces, which was established by the Statement of November 9, 2020. It is noteworthy that the incident took place on the eve of the first anniversary of the signing of the Trilateral Statement and on the day of the visit of the President of Azerbaijan Ilham Aliyev to Shushi, wherein another statement full of Armenophobic rhetoric and threats of use of force was delivered,” the ministry said in a statement.

The ministry stressed that the attack was the second by the Azerbaijan Republic’s armed forces within a month that caused human casualties. 

Armenia has repeatedly accused the Azerbaijan Republic of violating the ceasefire, brokered by Russia, at border areas, which Baku denies.

Baku had earlier issued a statement to mark the anniversary of the “victory in Karabakh conflict”. In the statement, it called for normalization of ties with Yerevan and implementation of the trilateral ceasefire.

Azeri forces destroyed Madatashen school, war monument, damaged village church – Monument Watch

According to satellite images captured on October 10, Azerbaijani forces have destroyed the school in the village of Madatashen in Artsakh's Askeran district after its occupation, the Artsakh Monument Watch, an independent academic platform, reported, adding the adjacent church is also in danger.

The school was renamed the Madatashen School SNCO in 2015, which also houses the village municipality and the House of Culture. The Madatashen House of Culture was built in 1969 and renovated in 2012.

A monument to the victims of the Artsakh Liberation War located close to the church was also destroyed by the enemy immediately after the occupation of the village.

“A video circulated by Azerbaijanis clearly shows an armed Azerbaijani soldier breaking up the monument to the Artsakh war heroes, destroying their photos and gleefully taking pictures against the background of the destroyed cultural heritage. Notably, the video captured before the Azerbaijani occupation shows that both the school and the monument were intact,” the Monument Watch said.

The history of Madatashen village dates back to the mid-17th century. The village got its name from Russian army general Valerian Madatov, whose cowsheds were located on this very territory. The community is located in the southern part of the Artsakh Republic, 50 km away from the Askeran regional center and 24 km away from the capital, Stepanakert. St. Astvatsatsin Church of the village was built in 1904. The wall of the church, as well as its roof, were damaged, the academic platform noted.

Opposition MP: ‘Armenia’ Alliance will launch resistance movement with rally on Nov. 8

I definitely understand why that day was selected for the referendum. This is what deputy of the opposition “Armenia” faction of the National Assembly of Armenia said during a conversation with Armenian News-NEWS.am.

Hakobyan recalled that that day marks the anniversary of the signing of the disgraceful document, adding that the “Armenia” Alliance is launching a resistance movement. “The rest will be announced during the rally. I don’t want to let people in on secrets,” he stressed.

On November 8 at 6 p.m. “Armenia” alliance will hold a rally at Freedom Square in Yerevan.

On September 27, 2020, the Armed Forces of Azerbaijan, by grossly violating the norms of international humanitarian law and the logic of the process of peaceful negotiations over the settlement of the Nagorno-Karabakh conflict, used missiles and artillery weapons and aircraft, targeting the combat positions of the Defense Army and the peaceful settlements of Nagorno-Karabakh along the entire length of the line of contact.

The hostilities ended with the signing of a trilateral statement of the leaders of Russia, Armenia and Azerbaijan on November 9, 2020. As a result of the war, Azerbaijan occupied over 70% of the territory of the Republic of Artsakh.

Azerbaijan violated Armenian captives’ right to life: ECHR releases judgments

YEREVAN, NOVEMBER 4, ARMENPRESS. The European Court of Human Rights (ECHR) has released the judgments of the cases relating to resident of Armenia’s Karmiraghbyur village Mamikon Khojoyan and resident of Chinari village Karen Petrosyan who have been captured and tortured by Azerbaijan in 2014.

The Court concluded that Baku has violated Articles 2 (right to life), 3 (prohibition of torture) and 5 (right to liberty and security) of the European Convention on Human Rights.

The Court obliged Azerbaijan to pay 40,000 Euros for each cases.

77-year-old Mamikon Khojoyan was captured by Azerbaijan in January 2014. On March 4 he was handed over to Armenia and died at home ten weeks later. The cause of death was, according to the post-mortem forensic report, a general intoxication of the organism.

Karen Petrosyan was captured by the Azerbaijani troops on August 7, 2014. On 8 August 2014 the Azerbaijani authorities announced that Mr Petrosyan had died unexpectedly, according to preliminary information due to “acute cardio-pulmonary and myocardial failure”.

Turkish press: Azerbaijani envoy hails Baku-Ankara ties, investments to serve for centuries ahead

Azerbaijan's envoy to Turkey on Tuesday praised the two countries' cooperation and mutual investments that he said will serve both countries for centuries to come.

Ankara and Baku support each other with mutual investments, said Rashad Mammadov, Azerbaijan's envoy to Turkey at an event organized by the Istanbul-based Azerbaijani Business Association (TAIB).

These are "strategic investments" to meet Turkey's energy needs and build roads to connect Turkey to Central Asia, Mammadov added.

"These investments will serve the people of the two countries for centuries. The investments will also enable the two countries to transfer technology," he said.

Turkish President Recep Tayyip Erdogan received the credentials of Baku's newly appointed Ambassador Mammadov on Oct. 14.

The Azerbaijani envoy also said his country has invested over $18 billion in Turkey.

Noting that the investments between the two countries were not only focused on "making money," he said: "Today, Azerbaijan is building hundreds of kilometers of roads, tunnels, and smart villages and cities in the lands it liberated. Turkish companies do all this."

He was referring to areas in the Karabakh region that Azerbaijan liberated from decades of Armenian occupation last year.

One of the two countries' mutual investments, the Baku-Tbilisi-Ceyhan pipeline, will contribute greatly to their economies, he said, adding that this line will carry 50 million tons of naphtha.

The Baku-Tbilisi-Ceyhan (BTC) oil pipeline delivers Azeri light crude — mainly from the Azeri-Chirag-Guneshli field — through Georgia to Turkey's Mediterranean port of Ceyhan for further export via tankers.

– Shusha Declaration

Mammadov also hailed the Shusha Declaration signed between Azerbaijan and Turkey on June 15 and said it made the two states "politically, militarily and economically whole."

Under the declaration — signed in June in the city of Shusha, Nagorno-Karabakh — Ankara and Baku declared the expansion and deepening of Turkish-Azerbaijani relations in all aspects.

"With the Shusha Declaration, we drew up a roadmap of our relations for the new era," Turkish President Recep Tayyip Erdogan had said during the event .

For her part, TAIB president Neslihan Tombul said the organization aims to act "as a bridge between two brotherly countries," and "strengthen our social, commercial, cultural and economic ties, to offer new commercial opportunities to our members and to deepen our network."

"At the same time, we aim to make the economic contribution of Azerbaijan in Turkey better known," Tombul added.

Among the visitors were Samil Ayrim, a Turkish lawmaker who chairs the Turkey-Azerbaijan Parliamentary Friendship Group, as well as Erdal Bahcivan, the head of Istanbul Chamber of Industry.

Liberation of Karabakh

Relations between the former Soviet republics of Azerbaijan and Armenia have been tense since 1991, when the Armenian military occupied Nagorno-Karabakh, also known as Upper Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.

When new clashes erupted on Sept. 27 last year, the Armenian army launched attacks on civilians and Azerbaijani forces, violating several humanitarian cease-fire agreements after the clashes erupted.

During the 44-day conflict, Azerbaijan liberated several cities and nearly 300 settlements and villages.

On Nov. 10, 2020, the two countries signed a Russia-brokered agreement to end the fighting and work toward a comprehensive resolution.

The cease-fire is seen as a victory for Azerbaijan and a defeat for Armenia, whose armed forces withdrew in line with the agreement.

No talks with Turkey at the moment, Armenian FM says

There are currently no negotiations between Armenia and Turkey, Foreign Minister Ararat Mirzoyan said in an interview with Nouvelles d’Armenie.

He noted that the government’s program stipulates that Armenia is ready to normalize relations with Turkey without preconditions.

“The lack of diplomatic relations between Armenia and Turkey, the closed borders, as well as Turkey’s open involvement in the 44-day war, the recent statements from Turkey about the so-called “Zangezur Corridor” have a negative impact on stability in the region,” the Foreign Minister stated.

Nevertheless, he said, “Prime Minister Nikol Pashinyan in his public speeches has voiced the view of the Armenian side that in case of Turkey’s readiness to normalize relations and appropriate actions, Armenia is ready to discuss the possibilities of building bilateral relations.”

At the same time, he stressed that that no negotiations with Turkey are underway at the moment.

Russian, Turkish FMs discuss 3+3 mechanism for South Caucasus

Russian Foreign Minister Sergey Lavrov and his Turkish counterpart Mevlut Cavusoglu focused on the prospects of a regional ‘3+3’ platform in the South Caucasus at their meeting on the margins of the G20 summit in Rome on Saturday, TASS reported.

"The coordination of the two countries’ efforts to further stabilize the Balkans and the South Caucasus was the main focus of the conversation. They discussed potential joint steps to facilitated Bosnian settlement, including the use of multilateral formats. They exchanged views on prospects for launching a 3+3 regional mechanism in order to unblock economic and transport ties and to promote mutually beneficial infrastructure projects in the South Caucasus," the Russian Foreign Ministry said in a statement released after the meeting.

Additionally, the two ministers touched upon other international issues and the key issues of the Russian-Turkish ties.

The presidents of Azerbaijan and Turkey – Ilham Aliyev and Recep Tayyip Erdogan – earlier put forward a proposal to hold six-party talks (Armenia, Azerbaijan, Georgia, Russia, Turkey and Iran) on Karabakh and on the unblocking of economic and transport communications in the region. Iran welcomed the idea assuring of its willingness to help seek peace for the region. 

Hampig Sassounian arrives in Armenia

In a message to the Armenian people, Hampig Sassounian announced on Friday that he is in Armenia, Asbarez reported.

“With the utmost happiness I am writing to you from Armenia. After almost 40 years, I have the honor to be on Armenia’s soil, drink Armenia’s water, breathe its air and feel in a familial environment," he said.

“The support you have shown throughout the years has always encouraged me and has had a positive impact during my most difficult days.

“I want to express my deepest gratitude to all those who wrote to me, visited me and have always kept me in their hearts. Finally, I am home,” reads the message.

Sassounian has been serving a life sentence when he was convicted in 1984 for the 1982 murder of Turkish Consul General to Los Angeles Kemal Arikan. In 2002 a federal appeals court overturned a special circumstances finding in his sentence, making Sassounian eligible for parole after serving a minimum of 25 years.

On December 27, 2019, the Board of Parole Hearings found Sassounian suitable for release on parole. However, on May 25, 2020, Governor Newsom rejected the Board’s decision based on the prisoner’s crime, “outsized political import,” and that his insight was “relatively new.”

The Los Angeles County Superior Court on February 24 reversed a decision by Governor Newson who rejected the parole eligibility and application of Hampig Sassounian.

LA County Superior Court Judge William C. Ryan vacated Newsom’s decision to reject Sassounian’s parole and reinstated the California Parole Board’s decision to grant Sassounian parole.

Speaker of Parliament hosts Armenian Catholic Patriarch of House of Cilicia

Congratulating the Patriarch on election, Speaker Simonyan wished success to his mission.

Alen Simonyan and Raphael Bedros Minassian discussed issues relating to the Diaspora-Armenians and the Armenian Catholic communities, as well as the ways of further intensifying the connection with the homeland.

They also exchanged ideas about Armenia’s actions for solving the issues of the Lebanese-Armenian community.

Raphael Bedros Minassian thanked for the reception and wished productive work to the Speaker and the Parliament.
