BAKU: OSCE’s Zannier: no one to blame for Yerevan office closure

The OSCE acts within a consensus and does not blame the one who broke the consensus, OSCE Secretary General Lamberto Zannier told a press conference in Yerevan, commenting on the closure of the OSCE office in Armenia, aysor.am news website reports.

The OSCE Permanent Council failed to reach a consensus on the issue of extending the mandate of the organization’s office in Armenia, reads a message on the OSCE website.

The OSCE office in Yerevan will stop operating on August 31, according to the message.

Lamberto Zannier noted that the organization does not blame anyone who did not join the consensus.

He said the OSCE will try to find ways to continue cooperating with Armenia.

Previously, Baku repeatedly expressed concern over the activities of the OSCE Yerevan office, which contravene the mandate, and, as a result, the consensus on the continuation of its operation was not reached.

Serzh Sargsyan has visited the Ministry of Defense unexpectedly and had a meeting with the leadership of the Ministry. The official website of the president published only scarce information without a single photo. After Serzh Sargsyan’s visit the head of the Military Police and the Head of Artillery were discharged. The mass media informed that more terminations will come. Serzh Sargsyan is “reorganizing” the army. He started with the top command. The minister, the first deputy minister and the chief of general staff were discharged. Now the middle command is replaced. These changes are related to Serzh Sargsyan’s domestic plans. He is forming loyal agencies in government, including the ministry of defense. On the other hand, a new political-military situation has occurred in Karabakh, the “quality” of war and the level of arms has changed. Recently Armenia has acquired modern weapons and systems which make Azerbaijan’s traditional methods, i.e. reconnaissance-in-force and air attacks, obsolete. In addition, weapons were received not only from Russia because Russia does not have some systems that have been used at the line of contact. In addition, Armenia and Azerbaijan have made their positions clearer and tougher, at least in the current stage, which makes negotiations meaningless. This means that the confrontation may enter a new stage. There are two problems in the Armenian army – discipline and proper training to be able to use the new weapons. In addition, the stakeholders have announced that they will not impose anything on the sides, hinting that the sides are “alone” with their problem. This means that reaching a new political-military haven may take a new stage of escalation, and the positions of the conflict sides at this new heaven will be determined by the results of the escalation. What is the aim of the ongoing changes in the Armenian army? In the new situation, the Armenian army has received the possibility and legitimate right to deep strikes.

Naira Badalyan. Armenian Government is intended to drive additionally
collected assets at AMD 50 bln to the infrastructure development
projects. " I think, today it would be more justified to invest the
amount stated and to generate the added value, which, in its turn,
could be led for maintaining the state debt, " Vardan Aramyan,
Armenian Ministry Charge D'Affair stated in his interview to ArmInfo.

According to Aramyan, as far as budget tax incomes based on the
results of QI have already exceeded those planned for AMD 13 bln, the
Government took a decision to review the item of capital expenditures
to the increase of those. The economic activity has also exceeded the
expectations, marking the level of 6- 6,6%. " Already in annual view
the Government expects for additional tax-based incomes forming about
AMD 50 bln, and accordingly plans to increase the capital expenditures
respectively, which will give an option to plan higher indicators of
economic growth for 2018," Aramyan said, mentioning that for today
Government goes for GDP growth higher indicators, than those set in
2017 budget.

At the same time, according to him, the Government does not forget
that similar targets Armenian economy has taken also in the first
semester of 2016, which was followed by the period of economic
slowdown. Aramyan himself had stated many times that the economic
activity indicator could drop down a bit proceeding from basic effect
of its growth from the middle of last year. Besides, according to the
head of Armenian Financial Entity, Armenian economy has a traditional
"postponed" effect depending on Russian one, and negative tendencies
there impact the local economy with a certain delay. " Let's suppose
for a moment that international market shows a sharp drop[down, which
is reflected on export, financial flows and, as a result, we get lower
speed of economy growth. In this case, within the framework of anti-
cycle policy, when the demand has already fixed its natural dropdown,
the Government has to go in other way - reasonably increasing the
capital expenditures through involving new loans, allowing with that
some increase of budget deficit, of course," the Finance Minister
stated.

He accentuated that within the framework of this policy, the
additional income of the budget forming AMD 50 bln, will be led first
to infrastructure projects - improvement of roads and irrigation
systems. " this strategy has its philosophy. But today, despite all
our calls for private sector to make investments in the development,
within the absence of appropriate quality of roads and other
infrastructure units, one could hardly hope for that. The investments
should be motivated by highly developed infrastructure," Armayan
accentuated.

To recall, according to Armenian State revenue Committee Head Vardan
Harutyunyan estimates. Armenia in 2017 QI an unprecedent level of
state incomes - AMD 255 bln instead of 242 bln planned. The volumes of
shadow economy have also essentially decreased - from 48,8% down to
33,2%. From October 2016 and until April 2017 the Committee secured
AMD 653,8 bln. Tax collections, which is 7,6% higher if that for the
similar periods of 2015-2016. AMD 500,3 bln of the amount collected
was provided by tax authorities, and AMD 153,5 bln - by customs
entities. In respect to tax incomes the growth formed AMD 43,1 bln or
9,4%, in respect to tax fees - AMD 3 bln, or 1,9%.

Number of customers increases in Armenian banks, credit accounts decrease



YEREVAN, MAY 20, ARMENPRESS. The number of Armenia’s banking system
customers in March 2017 amounted 2 million 421 thousand 181 people.

According to the Central Bank of Armenia, the number of customers has
increased by 44 thousand 16 people compared to the previous year’s
same period.

The number of natural persons among the total number of customers
increased nearly by 43 thousand – amounting 2 million 343 thousand
225, while legal persons increased by over one thousand – amounting 77
thousand 956.

At the same time, the number of credit accounts in Armenian banks
amounted to 857 thousand 530 – a decrease of 32 thousand 106.

The number of term deposit accounts in March of 2017 amounted to 194
thousand 216 – increasing by 4 thousand 573 in a year.

Russia guarantees the implementation of Permyakov’s verdict

Russian serviceman Valery Permyakov, sentenced to life in prison over the murder of seven members of the Avetisyan family in Gyumri, Armenia, was transferred to Russian on Thursday to serve his sentence at home.

Armenian justice ministry said in a release the transfer was implemented in accordance with the procedure, established by the 1998 Moscow Agreement on the transfer of the sentenced persons for the enforcement of custodial sentences.

According to the source, an arrangement was reached in consultation with law enforcement bodies of Russia, to provide the Armenian side with information about the course of his sentence upon receiving a corresponding request.

Earlier, the ministry received the decision of the Court of the Russian Federation on recognizing the verdict over massacre of Gyumri’s family of Avetisyans issued by General Jurisdiction Court of First Instance of Armenia’s Shirak Province on 23 August 2016 and implementing that verdict in the Russian territory. The statement read that
“The decision of the Russian Court guarantees the full and unconditional implementation of the verdict of the life sentence against the Russian citizen Valery Permyakov as prescribed by the international agreements between the Republic of Armenia and the Russian Federation.”

To remind, on January 12, 2015, Permyakov, a private serving at the Russian military base in Armenia, fled his post carrying arms and cartridges, broke into a house and shot dead a family of six, including a two-year child, and wounded a six-month baby, who died in a hospital a few days later.

He was convicted under the Armenian Criminal Code’s Article 104 part 2 points 1, 5, and 8 (contract murder of two or more people committed with cruelty, for mercenary motives, and combined with extortion, robbery or banditry), Article 175 part 2 points 3 and 4 (robbery committed after a break-in, with the use of weapons or other objects used as a weapon), and Article 34-329 part 1 (an attempt to violate the state border of the Republic of Armenia without the necessary documents or permission).

Karen Karapetyan appointed Prime Minister of Armenia

Armenian President Serzh Sargsyan has signed on Thursday a degree, appointing Karen Karapetyan as Prime Minister of the Republic of Armenia.

“Guided by Part 4 of Article 55 of the RA Constitution of the 2005 amendments, I decide: To appoint Karen Karapetyan as Prime Minister of the Republic of Armenia,” reads the President’s decree available on the official website of the President’s office.

To add, the new cabinet will be formed within a period of twenty days upon the recommendation of the Prime Minister.

European Commission publishes report on ENP implementation

On 18 May, the European Commission published a reviewing the implementation of European Neighbourhood Policy (ENP). The report detailed results following a new approach based on differentiation, joint ownership and flexibility.

The revised European Neighbourhood Policy (ENP) reinvigorated the relations between the European Union and its neighbours to the East and South, with a greater focus on stabilisation, resilience and security. Today’s neighbourhood-wide Joint Report on the implementation of the European Neighbourhood Policy demonstrates that the new policy approach ensures stronger joint ownership and more flexibility by recognising different aspirations and diversity of each partner. The report is a follow-up to the European Neighbourhood review which was adopted in November 2015.

“The European Union has been investing a lot in economic development, resilience, security, democracy and the rule of law in our Eastern and Southern neighbours. One year and a half after the review of the European Neighborhood Policy, we have managed to build – in cooperation and full partnership – a tailor made approach with each and every country, to ensure it addresses the real needs and interests, for the sake of all our citizens.” said Federica Mogherini, High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission, upon publication of the joint report.

”We consulted widely before updating the Neighbourhood Policy – and this report shows how we are really putting into action the results of that consultation: a stronger focus on mutual interests, greater differentiation to reflect the diversity of our partners, a greater sense of shared ownership of the policy and more flexibility in how it is implemented,” added Johannes Hahn, EU Commissioner for Neighbourhood Policy and Enlargement Negotiations.

The reviewed ENP has mobilised significant support to reforms in four priority areas: good governance, democracy, rule of law and human rights; economic development for stabilisation; security; migration and mobility.

The news of Permyakov serving sentence in Russia comes as no surprise, says lawyer

 

 

 

Armenia and Russia continue discussing legal solutions to ensure the execution of Valery Permyakov’s sentence in Russia, Armenia’s Deputy Minister of Justice Vigen Kocharyan has said.

Russian soldier Valery Permyakov, who was sentenced to life for murdering a family of seven in Armenia’s second largest city of Gyumri, will serve the sentence in Russia, RIA Novosti reported today.

“In a situation, where there are two verdicts by the Armenian and Russian courts, we’re holding discussions with the Russian side to find necessary legal solutions to ensure the execution of Permyakov’s sentence,” Vigen Kocharyan said.

Yervand Varosyan, the lawyer who represents the legal successors of the Avetisyan family, says the news should come as no surprise. He reminded that Permyakov had been under Russian jurisdiction from the day of his detention, as he was detained by Russian law-enforcers.

The legal successors are preparing to file an appeal to the European Court of Human Rights connected with Russia’s responsibility, the lawyer said.

Valery Permyakov from Russia’s military base was sentenced to life for killing a family of 7 in Armenia’s second largest city of Gyumri.

The family, including a six-month-old baby, was killed as a result of an armed assault on January 12, 2015.

Permyakov was arrested and later charged with the murder of two or more persons under the Armenian Criminal Code.

On August 12, Permyakov was found guilty of desertion, theft of weapons and sentenced to 10 years in prison.

The murder case was singled out for considering it in a separate procedure and passed to the Armenian authorities.

On October 13, Permyakov was found sane. According to experts, he was not in the heat of passion while committing the crime. He also could recognize the consequences of his actions.

On October 16, Permyakov was additionally charged with armed assault, home-invasion robbery and attempted border crossing.

India’s Vice-President visits Armenian Genocide Memorial

India’s Vice President Mohammad Hamid Ansari visited the Tsitsernakaberd Memorial today accompanied by Armenian Foreign Minister Edward Nalbandian.

The Vice-President laid a wreath at the memorial to Armenian Genocide Memorial and paid tribute to the memory of victims with a minute of silence.

Mohammad Hamid Ansari visited the Armenian Genocide Museum-Institute (AGMI), watched the displays and left a note in the Guest Book.

AGMI Director Hayk Demoyan presented him the English edition of the “Armenian Genocide: Frontpage coverage in the world press” and an album of French Armenian artist Jean Jansem’s works.

Armenian church in Haverhill opens $2.7M family center

– It’s been years in the works, but the church that serves Armenians across the region has completed the first phase of its new complex in Haverhill near the North Andover line.

The Armenian Apostolic Church at Hye Pointe will open its new Family Life and Cultural Center this weekend, less than a year after construction began. The center cost $2.7 million, church officials said.

While plans are being made to build a new sanctuary on the grounds, the new family center will allow church members to attend “Badarak” — Armenian for church service — until the actual church is completed next to it on 9 acres that the parish bought in 2000.

Parish members have been attending Sunday Mass at Sacred Hearts Church, ever since their former church, St. Gregory the Illuminator across from City Hall, closed last fall. St. Gregory is expected to be demolished to make way for a proposed restaurant.

“Our first service in the new building will be held on Sunday,” said the Rev. Vart Gyozalyan, pastor of Armenian Apostolic Church at Hye Pointe.

Gyozalyan said the new building is a testament to the dedication of Armenians whose ancestors survived the genocide of 1915 and came to America to build a new life.

“Their decedents continue in their footsteps by building a new church and family center, to pass on to their children their faith, their culture and their history,” he said.

“There is a sense of relief, and there are a lot of emotions involved in the opening of our new center,” Gyozalyan said. “One parishioner dropped by on Wednesday and started to cry. She told me, ‘I never thought I’d see this day.’

“I knew there would be excitement, but I did not expect tears of joy,” Gyozalyan said. “People love the building. Especially our older members, as the building is one level and they don’t have to climb stairs as they did at St. Gregory. I had some parishioners who could not climb those stairs at all, so they stayed downstairs in the church hall.”

Gyozalyan, the church’s pastor since 2011, said his congregation has been counting the days until they could set foot in the new center.

He said his parishioners should love the new sound system, especially those who had difficulty hearing him speak during Masses at St. Gregory.

“I was getting complaints … We didn’t have the right equipment to deliver God’s message,” he said. “Now we have a system where everyone will be able to hear me, no matter where they sit.”

The church has about 120 members hailing from Portland, Maine; several Southern New Hampshire communities; Haverhill; Methuen; Dracut; North Andover and Andover; Reading and North Reading; Stoneham;  Lynn and Lynnfield; Groveland; Georgetown; and Manchester, New Hampshire.

The next phase of the complex, the worship area, will cost $1.5 million to $1.9 million, church officials said.

In addition to temporarily serving as a sanctuary for Masses, the Family Life and Cultural Center has six classrooms for Sunday school, three parish offices, a meeting room, a fellowship hall for 75 people, a large, commercial kitchen with appliances and a great hall that can accommodate 390 people.

The entire 15,000-square-foot Family Life and Cultural Center can accommodate 788 people.

A grand opening celebration for the Family Life and Cultural Center takes place on Saturday, beginning with a ribbon cutting at 5 p.m.

The sold-out event will include special guests Armenian Achbishop Khajag Barsamian, Armenian Olympic Gymnast Houry Gebeshian. Armenian clergy from throughout the region, Haverhill clergy members, and city and state officials.
