YEREVAN, AUGUST 31, ARMENPRESS. The meeting of the Prime Minister of the Republic of Armenia Nikol Pashinyan, the President of the European Council Charles Michel and the President of Azerbaijan Ilham Aliyev has ended in Brussels. It lasted about four hours behind closed doors. Details about the results of the negotiations are not yet known.

Three meetings in the same format have already been held in Brussels. The first meeting took place on December 14, 2021, the second on April 6, 2022, and the third on May 23, 2022.




Sports: Academy player Dylan Mirakian joins Armenia U-15 national team

Sporting Kansas City Academy player Dylan Mirakian has joined the Armenia U-15 Boys National Team for a training camp at the National Technical Centre and Football Academy in Yerevan, Armenia.

Mirakian, who is from Fairway, Kansas, has been a member of the Sporting Kansas City Academy since 2018 when he made the move from Sporting Blue Valley. He currently competes for the Sporting KC U-15s, led by head coach Luis Pacheco.

Mirakian developed in the Sporting KC Academy Center of Excellence while playing for Sporting Blue Valley, then entered the Academy ranks at the U-12 level. He was part of the Sporting KC U-12 side that won the 2019 LA Galaxy Cup, the same year he set a world record for the four-mile run in his age group. In addition to excelling on the soccer field, Mirakian is a two-time USA Triathlon national champion.

Under the guidance of newly appointed Academy Director Declan Jogi, the Sporting Kansas City Academy will kick off the 2022-23 MLS NEXT season in September as six teams from U-12 to U-19 square off against other MLS academies from across the country. Before the mass began in Etchmiadzin, Bishop Vazgen Mirzakhanyan, the Director of the Conceptual Affairs Office of Mother See of Holy Etchmiadzin, called on Armenians to be united and support one another in overcoming these difficult times.

National days of mourning are declared in Armenia August 17-18 in memory of those who died in the Surmalu trade center explosion.

Garo Paylan appeals to Ankara Prosecutor’s Office

The lawyer of Garo Paylan, an Armenian deputy in the Turkish Parliament, provided details online about an assassination attempt on his client, which was planned several years ago.

According to Turkey's Bianet, Paylan himself said in connection with the post that an assassination attempt was attempted on him in 2016, but some people prevented it. "After the assassination attempt was reported, law enforcement agencies have been very slow, which is why I went to the Ankara Prosecutor's Office," he said.

The deputy's lawyer Mehmet Incen, on the other hand, noted in his entry that weapons were sneaked into the parliament building in 2016 to organize an assassination attempt on Garo Paylan.

ANIF Chairman of Board of Directors calls for ban on fireworks

YEREVAN, AUGUST 16, ARMENPRESS. The Chairman of the Board of Directors of ANIF (Armenian National Interests Fund ) Tigran Avinyan is calling for a ban on the use of fireworks and restriction on the sale of pyrotechnics after the deadly Yerevan explosion.

“Back in 2020 we were discussing the issue of heightened regulations for fireworks,” Avinyan, a former deputy prime minister, said in a statement on social media. “In 2021 the initiative gained the government’s consent and was submitted to parliament. Realizing the economic interests of businesses, nevertheless I believe that the free trade of pyrotechnic products must be banned as envisaged in the regulations we had proposed.

The bill we had proposed would allow fireworks to be used only in governmental and municipal events and the free sales of pyrotechnic products would be banned. Their free use not only breaches public life and peace but also often leads to injuries. Fireworks continue being used even during these days, causing anger among our citizens.

I am convinced that the free use of fireworks must be banned and I am calling on our colleagues in parliament to initiate this.

I extend condolences to the families of those who died and I wish swift and speedy recovery to those injured,” Avinyan said.

Demand to resettle outrages Akhavno villagers

Residents of the village of Akhavno in Nagorno-Karabakh have called on presidents of France and the United States to intervene in the situation with their forced resettlement. They demanded to include their village into the area of the new transport corridor built 1200 meters off Akhavno.

The "Caucasian Knot" has reported that Armenian authorities announced the start in August of the construction of a road bypassing the Lachin Corridor linking Nagorno-Karabakh with Armenia. The villagers of the communities of Akhavno, Sus and Berdzor were told that they should leave their homes by August 25, as the Lachin Corridor would be handed over to Azerbaijan.

In social networks, the Armenian Council of the National Democratic Pole has published a letter signed by 56 Akhavno villagers addressed to presidents of France and the USA – the co-chairing countries of the OSCE Minsk Group – Emmanuel Macron and Joe Biden.

The authors of the letter are sure that the forced resettlement of Armenians from the communities is undertaken under a secret agreement of Yerevan, Baku and Stepanakert.

Andranik Chaushyan, the head of the Akhavno community of 200 people, said that half of the villagers hope they won't be kicked out of their homes, while others are gradually packing up.

Asbarez: Efforts Underway for Handover of Aghavno and Entire Berdzor (Lachin) to Azerbaijan

Residents of Artsakh's Aghavno village in Berdzor (Lachin) have been told to evacuate by August 25


Since it was announced last week that the residents of the Aghavno and the adjacent Nerkin Sus villages in Artsakh’s Berdzor (Lachin) region have until August 25 to leave their homes, Artsakh authorities have begun the process of compiling list of residents in the area to determine whether they will relocate to other areas in Artsakh or move to Armenia.

Artsakh Territorial Administration Minister Hayk Khanumyan told Armenpress on Tuesday that some 100 families live in the area in question.

“In the coming days, the mayors will submit the lists and subsequently the issue of providing apartments to those families who are moving within Artsakh will be solved,” Khanumyan said.

“Families who want to move to Armenia will receive certificates for buying apartment, and before that they will receive compensation for rent. According to preliminary reports, around 25 to 30 percent of the affected population has expressed willingness to move [elsewhere] in Artsakh,” added Khanumyan.

The Artsakh minister said that logistics of moving the residents are being coordinated with various international organization with the assistance of the Artsakh government.

“We are now negotiating with our partners in order to receive assistance in the organizing issue. Technical details are being discussed,” Khanumyan told Armenpress, adding that there are no problems pertaining to the evacuation. He said they can manage to organize the evacuation by August 25.

He told Armenpress that Artsakh’s Culture Ministry is currently working to move important cultural and historical artifacts from the area.

Residents of Berdzor on Monday had observed Artsakh National Security Secretary Viraly Balassanyan touring the area, accompanied by Azerbaijani officials and members of the Russian peacekeeping contingent.

Berdzor residents told Aravot.am that Balassanyan was pointing to houses and other residences in the areas that are to be handed over to Azerbaijan after August 25.

Satig Asatryan, a Berdzor resident, told Aravot.am that residents were gathered at the village center when they observed Balasanyan, accompanied by what she called “Azerbaijani generals” approach the area.

According to Asatryan, Balasanyan was attempting to assure the Azerbaijani contingent that residences were not damaged or set on fire, as was the case when other areas that went under Azerbaijani control were.

According to Asatryan, a woman approached Balassanyan and admonished him, reportedly telling him that “it’s not enough that you have sold our lands and now you are ordering us to not damage any properties? What have you sold us along with Lachin?” Asatryan told Aravot.am that Balassanyan was taken aback and immediately drove off.

Aravot.am attempted to corroborate the story with Balassanyan’s office, however, the publication has not received a response.

The rumored government order to resident to not damage property was also brought up by Armenpress when speaking to Khanumyan, the Artsakh minister.

He cited examples from the harried days of the post November 9, 2020 agreement, when residents of some villages set their homes on fire only to find that the village was not going to be under Azerbaijani control. Khanumyan explained that in those instances, the government was forced to allocate funds to rebuild the damaged property.

Khanumyan also cited the example of the Aghanus village, which was surrendered to Azerbaijan a year and a half ago. He announced that the village will be taken out of Azerbaijani control and returned to Armenians, adding, however, that structures there have been burnt by the residents who were forced to evacuate. He explained that if the houses were left intact in Aghanus, residents could easily move back there, instead “there are only burnt structures and ruins.”

Khanumyan explained that Aghavno is located near the rerouted road connecting Artsakh to Armenia that is supposed to form a new corridor.

“If everything were to proceed in our favor, I wouldn’t want to see burnt ruins upon returning to Aghavno. Therefore, I am strongly against burning anything, looting or destroying,” Khanumyan told Armenpress.

The minister provided specifics of the new road, explaining that it will begin the Tasy Verst village and pass through Mets Shen, Hin Shen and Kashatagh region’s Aghanus village to reach the border with Armenia.

“The 11-kilometer section of the road to Kornidzor is not built yet. Until then, we will temporarily pass through a four-kilometer track section which is connected to the current highway, right above Aghavno,” Khanumyan said, adding that the alternative road will function as a corridor.

According to him, the road from the border of Armenia to Kornidzor is planned to be built in around 250 days.

He explained that the Russian peacekeeping contingent will be deployed along the five-kilometer stretch of the new road to ensure safe passage of vehicles.

Speaking about new infrastructures, namely the construction of communication and power lines supplying Artsakh along the alternative road, Khanumyan said the projects are already underway and will soon be completed.

In November 2021, RA Prime Minister Nikol Pashinyan instructed the  Ministry of Defense to actively use direct communication with  Azerbaijan. President of the European Council Charles Michel also  spoke about the establishment of a direct connection between the  defense ministers of Armenia and Azerbaijan when he received Ilham  Aliyev and Nikol Pashinyan at the end of last year.
