Secretary Blinken’s Call with Armenian Prime Minister

Washington, DC (STL.News) The US Department of State released the following statement:

Secretary Antony J. Blinken spoke with Armenia’s Prime Minister Nikol Pashinyan.  The Secretary underscored the continuing importance of the U.S. – Armenia bilateral partnership and U.S. commitment to promoting a peaceful, democratic, and prosperous future for the South Caucasus.  Noting recent reports of escalation between Armenian and Azerbaijani forces, the Secretary called for the sides to show restraint and intensify diplomatic engagement to find comprehensive solutions to all outstanding issues.  The Secretary urged continued democratic reforms in Armenia.  The Secretary highlighted the U.S. commitment, alongside other partners, to continue to hold Moscow and its supporters, including the Lukashenka regime in Belarus, accountable for the Kremlin’s unprovoked and unjustified war against Ukraine.

Bayramov: Azerbaijan has sent 5-point proposal to Armenia for normalizing relations

Azerbaijan has sent a document, consisting of five points, to Armenia on normalization of relations, and is waiting for a response. The statement came from Azerbaijani Foreign Minister Jeyhun Bayramov in an interview to Anadolu Agency.

"If Armenia sincerely wants to normalize relations [with Azerbaijan], this is a very good opportunity for them," he added. "It has been about a year since there is no response from Armenia to our proposal. In order to show its good will, the Azerbaijani side has recently made a new proposal to Armenia. The proposal is a comprehensive document … We have proposed to the Armenian side some basic principles which, in fact, include the normalization of relations between Azerbaijan and Armenia. We have expressed and confirmed our opinion in accordance with the basic principles and traditions of normalization of relations between the states."

Noting that this proposal was sent recently, Bayramov said: "The document is one page long. If the Armenian side wants the relations to be normalized, it must express its approach to this proposal. I must say that all the principles enshrined in this document are principles of international relations; there is nothing unusual [in it]."

Turkey, Armenia agree to press ahead with mending fences

ANTALYA, Turkey (AP) — Turkey and Armenia have agreed to press ahead with efforts to establish diplomatic relations “without conditions” and continue the normalization efforts that could lead to the reopening of their shared borders for trade, their foreign ministers said Saturday.

Ararat Mirzoyan met with his Turkish counterpart Mevlut Cavusoglu, on the sidelines of a diplomacy forum near the Turkish Mediterranean city of Antalya during a rare visit to Turkey.

Mirzoyan said he welcomed Turkey’s invitation to the forum “as a positive signal” for improved relations between the two countries that have had decades of bitterness and have no diplomatic ties.

“I can say that it was a very productive and constructive meeting,” Cavusoglu said.

Turkey, a close ally of Azerbaijan, shut down its border with Armenia in 1993 in a show of solidarity with Baku, which was locked in a conflict with Armenia over the Nagorno-Karabakh region.

In 2020, Turkey strongly backed Azerbaijan in the six-week conflict with Armenia over Nagorno-Karabakh, which ended with a Russia-brokered peace deal that saw Azerbaijan gain control of a significant part of the region.

Turkey and Armenia also have a more than century-old hostility over the deaths of an estimated 1.5 million Armenians in massacres, deportations and forced marches that began in 1915 in Ottoman Turkey.

The two countries have appointed special representatives who have so far held two rounds of talks in Moscow and Vienna to improve ties.

It is their second attempt at reconciliation. Turkey and Armenia reached an agreement in 2009 to establish formal relations and to open their border, but the agreement was never ratified because of strong opposition from Azerbaijan.

This time around, however, Azerbaijan has given the nod for the reconciliation efforts. Cavusoglu has said that Ankara would “coordinate” the normalization process with Azerbaijan.

Cavusoglu told reporters in Antalya: “Azerbaijan is also pleased with the steps that are being taken and the normalization process between Turkey and Armenia.”

As a first step toward reconciliation, charter flights between Yerevan and Istanbul resumed earlier this year.

HRD: Azerbaijan accumulates tanks near Karabakh village

PanARMENIAN.Net - Azerbaijan has "demonstratively" accumulated tanks near the Nagorno-Karabakh village of Khramort, after intimidating residents for weeks, Human Rights Defender Kristinne Grigoryan said.

Grigoryan said she is constant contact with the Ombudsman and the Prosecutor General of Artsakh (Karabakh).

"Yesterday, there were intensive shootings in the direction of Khramort village of Askeran region and Karmir Shuka and Khnushinak villages of Martuni region. During the day, the shootings in the direction of Khramort were accompanied by the criminal acts of exerting psychological pressure against the civilian population, by giving "warnings" in Armenian language over a loudspeaker for the population to leave the village," Grigoryan said.

"This criminal act against the civilian population intensified overnight in the direction of Khramort village, where the Azerbaijani armed forces implemented the use of mortar. One civilian has been wounded. The enemy also demonstratively accumulated heavy equipment (tanks) in the direction of the village. For the purpose of the security of the civilian population, women and children were evacuated overnight to a more secure location, however, according to the information provided by my colleagues, they have returned to the village in the morning."

The Armenian Human Rights Defender condemned the ongoing criminal policy of the Azerbaijani military-political leadership, which she said is aimed at violating the life and security of people living in their homeland, terrorizing them, and causing them constant crisis.

"It is clearly evident that the ultimate goal of such acts is to remove the Armenian communities in Artsakh from their native Armenian population, which is a manifestation of the ongoing policy of Armenophobia and ethnic hatred," the Ombudswoman said.

"On the other hand, the irresponsible behavior of the Azerbaijani state is aimed at damaging the reputation of the Russian peacekeeping mission and undermining the enormous efforts made to ensure the peaceful life of the civilian population."

The Defense Army said earlier that the Azerbaijani military used mortars to fire on civilian settlements in Nagorno-Karabakh throughout the night. In total 23 shells were fired towards the villages of Khnushinak and Khramort since March 9, when ceasefire violations began to intensify.

Asbarez: Armenian, Russian Defense Ministers Meet in Moscow

Armenia’s Defense Minister Suren Papikyan, on his first trip to Moscow in his role as minister, met with his Russian counterpart Serigey Shoigu on Friday and discussed issues related to the defense cooperation between the two countries.

Papikyan, who became defense minister in November, visited Moscow two days after President Vladimir Putin of Russia ordered military operations in Ukraine. No mention of that conflict was made in official press statements.

According to Armenia’s defense ministry, Shoigu and Paplikian discussed international and regional security issues. A number of issues related to bilateral and multilateral military cooperation between Armenia and Russia were also discussed.

“The parties praised the dynamics of the Armenian-Russian allied cooperation and the political dialogue, the role and efforts of the Russian Federation aimed at stabilizing the military-political situation in the region, as well as the effectiveness of the Russian peacekeeping mission in Artsakh,” said the defense ministry press statement.

During the discussions, reference was made to the modernization of the Armenian Armed Forces and the process of reforms.

In August, during a meeting with Papikyan’s predecessor, Shoigu pledged Russia’s readiness to assist Armenia in modernizing its armed forces. This angered Aliyev who protested Moscow’s posturing on Armenia’s military capabilities. In the end, Moscow said that it was Russia’s right as a sovereign nation to develop military cooperation with Armenia.

Violinist Diana Adamyan to share a stage with Armenian State Symphony Orchestra

Violinist Diana Adamyan, who won the top prize at the 16th Khachaturian International Competition, will share a stage with the Armenian State Symphony Orchestra as a soloist.

The concert is scheduled to be held at Yerevan’s Aram Khachaturyan Concert Hall on March 3, the Symphony Orchestra said.

The program features Violin Concerto by Jean Sibelius and Carmen Suite by Georges Bizet adapted by Rodion Shchedrin.

The conductor is Sergey Smbatyan.

Hungarians have always shared the grief of Armenians over the painful event of the murder of Armenian officer Gurgen Margaryan in 2004, but they also feel it is time to open a new page and look towards a more hopeful future, State Secretary for the Aid of Persecuted Christians and the Hungary Helps Program H.E. Tristan Azbej said in a joint interview together with Deputy Prime Minister of Hungary H.E. Dr. Zsolt Semjén exclusively for ARMENPRESS.

ARMENPRESS: Mr. Deputy Prime Minister, how would you describe the cultural-historic ties between the Armenian and the Hungarian peoples, and the contribution of the Armenians and the Armenian community to the centuries-old history of Hungary?

H.E. Dr. Zsolt Semjén: The Armenian community has been present in Hungary for centuries. Our king, Andrew II has visited Armenia, where he almost arranged the marriage of his son to the daughter of King Levon II. The origin of the names of the localities around Esztergom – the capital of Hungary in that time – is also a proof of the Armenian presence. In Transylvania, the Armenians obtained permission to settle and various privileges from Duke Mihály Apafi in the 17th century. In the middle of the 19thcentury, we can assume a population of cca. 12-15 thousand who had Armenian identity: language, religion and origin. Two of the 13 generals executed after the Hungarian revolution of 1848-49 were of Armenian origin: Ernő Kiss, and Vilmos Lázár. After the system change in 1989, the Armenian societal, cultural and religious life started to revive in Hungary.

ARMENPRESS: Mr. State Secretary, the well-known events of 2012 resulted in the suspension of the diplomatic relations between Armenia and Hungary, upon which the then Foreign Minister of Hungary expressed sorrow and regret. However, the violent murder of Gurgen Margaryan in 2004 remains a painful issue among the Armenian society. Meanwhile in 2021, we observed the moral gesture of the Government of Hungary mediating for the repatriation of 5 Armenian prisoners of war held in Azerbaijan. Do you think it might be an attempt to open a new page in the relations of Armenia and Hungary?

H.E. Tristan Azbej: Hungarian-Armenian solidarity is based on our common Christian faith, our cultural, religious and educational ties and last but not least on the Armenian diaspora in Hungary and their descendants. This fraternal bond is so strong that it has existed even during the suspension of diplomatic relations; for example, in the form of cooperation between universities and the realization of Armenian cultural events in Hungary. This holds true for the manifestations of human solidarity also. In recent years, through the Hungary Helps Program I’m leading, the Hungarian government has supported the reconstruction of a damaged school of the Armenian Apostolic Church in Syria, the restoration of a church in the Iraqi city of Zakho and has provided help for Armenian Catholic families in Lebanon. In Armenia, we have supported the humanitarian and charity work of the Armenian Apostolic Church and faith-based NGOs. The Armenian community of Budapest is also quite active in keeping their traditions and the religion of their ancestors. A few months ago, in December 2021, His Beatitude Patriarch Raphael Bedros Minassian XXI celebrated Armenian liturgy in the church of the catholic community. The Armenian Faculty at our Péter Pázmány Catholic University is also becoming more and more popular. The Government of Hungary provides all support for our local community in order for them to continue thriving.

ARMENPRESS: Mr. Deputy Prime Minister, how important is the normalization of Armenian – Hungarian relations in Hungary, including among the public?

H.E. Dr. Zsolt Semjén: Armenia is the first Christian nation in the world, so it is our brotherly duty to cooperate in all possible fields for a better, more brotherly world. The Hungarian people await with a hopeful heart the re-strengthening of the centuries-long friendship and brotherhood between our nations on the diplomatic level, which in our view has become well-established on scientific, cultural, religious and humanitarian levels in the past year.

ARMENPRESS: Mr. Deputy Prime Minister, what perspective directions can you outline?

H.E. Dr. Zsolt Semjén: Most recently, the Hungarian government successfully mediated the release of 5 Armenian citizens detained in Azerbaijan. In addition to their release, the Hungarian government also provided Covid-19 vaccines to Armenia. These results represent an active _expression_ of solidarity between the Hungarian people and government and the Armenians. The original bond has not been destroyed during recent years and we are pleased that all this contributes to making the relations between our peoples more complete and to hopefully resume diplomatic relations.

ARMENPRESS: Mr. State Secretary, Hungary is among the few countries in the world that have taken up the mission on a government level to openly speak about the plight of Christians being persecuted around the world because of their belief. Why is this issue so important for Hungary and how are you helping?

H.E. Tristan Azbej: Undoubtedly, the Government of Hungary was the first administration in the world to raise the issue of helping persecuted Christians to government level. The reason for this is the fact that Hungary was one of the first countries to recognize that the persecution of Christians is the most significant – and most concealed – humanitarian crisis of our time: 360 million people worldwide are persecuted and discriminated for being Christian. The objective of the Hungary Helps Program is to provide direct humanitarian assistance on the spot thus making it possible for crisis-hit communities to remain and succeed in their ancestral lands.

Editor's Note: Armenian military officer Gurgen Margaryan was murdered by Azerbaijani military officer Ramil Safarov during a February 2004 training course organized by NATO in Hungary.

Gurgen Margaryan was asleep in his room when Safarov attacked him with an axe.

During the trial in Hungary, Safarov admitted in court to having killed Margaryan because of his hatred towards Armenia and Armenians. He was sentenced to life in prison by the Hungarian court. However, in 2012 Hungary extradited him to Azerbaijan upon Baku’s request. He was released upon arrival, glorified on the state-level and pardoned by President Aliyev. On the same day, then-President of Armenia Serzh Sargsyan severed diplomatic relations with Hungary.

The pardon and glorification of Safarov in Azerbaijan received widespread condemnation around the world.




Aircompany Armenia’s Yerevan-Moscow flight diverted to Samara airport

YEREVAN, FEBRUARY 24, ARMENPRESS. The partial closure of the Russian airspace due to the Russian-Ukrainian conflict impacted the Yerevan-Moscow-Yerevan flights, the Aircompany Armenia said in a statement, adding that changes have been made in the schedule.

“Dear colleagues and passengers, we are informing that currently Aircompany Armenia’s flights in the Yerevan-Moscow-Yerevan route are carried out with a nearly 1-hour deviation from the timetable. As a result of the military operations the airspace of Russia is partially closed, which led to operating the flight in another, longer route. At this moment flight NGT930 operating the Yerevan-Moscow route made an unplanned landing in the Samara city airport at the instructions of Russian air traffic control. After receiving the respective permit, flight 930 will continue towards the Vnukovo airport in Moscow,” the airline said.
