Tigran Abrahamyan: Those opening ‘era of peace’ actually reinforce enemy’s victory

Armenian MP Tigran Abrahamyan from the opposition With Honor faction visited the church in Artsakh's Berdzor region under the control of Russian peacekeepers.

"This is the Berdzor church. It looks abandoned, the doors are closed. Trying to deceive ourselves, we walked around the area for a while, prayed silently and left,” he wrote on Facebook on Friday, sharing several photos of the church.

“The daily life in Berdzor, built stone by stone over 3 decades and symbolizing victory, is no longer the same today: there are ruined buildings, empty streets and few Armenians there.

“Those opening the "era of peace" actually reinforce the victory of the enemy, breaking the public struggle, and dashing any hope for victory and the future,” Abrahamyan said.

President of Armenia Armen Sarkissian held talks with US President Joe Biden, President of France Emmanuel Macron, German Chancellor Angela Merkel, Prince Albert II of Monaco, Emir of Qatar Sheikh Tamim ibn Hamad Al Thani, as well as leaders of a number of countries, on the sidelines of the UN Climate Change Conference (COP26) in Glasgow, Scotland, his Office said.

President Sarkissian will deliver speech today at the World Leaders’ Summit which will take place on the sidelines of COP26.

Sarkissian arrived in Glasgow yesterday, on November 1, for the COP26.

YEREVAN, NOVEMBER 1, ARMENPRESS. President of Armenia Armen Sarkissian arrived in Glasgow, Scotland, UK, to attend the 2021 United Nations Climate Change Conference (COP26).

The President held a brief talk with UK Prime Minister Boris Johnson and UN Secretary-General António Guterres.

Mr. Johnson and Mr. Guterres welcome the heads of state who arrived in Glasgow for taking part in the summit.

UK and Italy will co-chair the conference.

The Armenian President will deliver speech at the World Leaders Summit which will be held within the frames of COP26. Sarkissian is also expected to have bilateral meetings on the sidelines of the conference.

Ruling faction MPs block adoption of statement condemning aggression against Artsakh

The Armenian parliament did not pass a statement on Artsakh drafted by the opposition Armenia and With Honor factions after urgent debates on the border situation during a special session of the National Assembly held behind the closed doors on Tuesday.

The statement read out by With Honor faction MP Tigran Abrahamyan on Wednesday condemned the 2020 Azerbaijani-Turkish aggression against Artsakh, involving terrorist groups and mercenaries.

The gross violations of international law with regard to prisoners of war and civilian captives, even after the end of hostilities, as well as continuous provocations against Artsakh and the invasion of the sovereign territory of the Republic of Armenia were also condemned.

The statement highlighted that Azerbaijan continues to use hate rhetoric, incite Armenophobia, disseminate distorted information and make territorial claims against Armenia.

The state borders are determined on the basis of international law, the UN Vienna Convention, which stipulates, inter alia, that any agreement on borders using or threatening to use force is invalid. The right of the people of Artsakh to live on their historical land and the de-occupation of the territories of Artsakh is the key precondition for establishing peace in the region in the OSCE Minsk Group format, the draft statement said.

It also obliged the Armenian government to refrain from engaging in negotiations, written or verbal agreements, which would run against the Armenian Constitution and the will of the Armenian people enshrined in the Declaration of Independence.

In addition, accoridng to the document, the authorities had to provide information about the army reforms, as well as step up the modernization of security system to make it in line with the post-war challenges.

The head of the ruling Civic Contract party’s parliamentray faction, Hayk Konjoryan, said that  they received the draft document on Tuesday afternoon, and the political majority was not involved in drafting the statement.

He stated that the statement included certain wording of domestic political nature, reflecting the opposition’s political approaches. Meanwhile, he said, a document on such an important issue should be consensual.

Therefore, Konjoryan announced his facton’s decision not to take part in the voting.

The statement failed to be adopted after receiving 26 votes.

Armenian rights defenders urge ECtHR to help clarify POWs’ fate

The Washington-based "Armenian Legal Centre for Justice and Human Rights" has filed 16 lawsuits with the European Court of Human Rights (ECtHR) about the forced disappearance of 20 Armenian prisoners of war (POWs) in Azerbaijan, urging to oblige Azerbaijan to investigate the disappearances of these people.

In cooperation with the Yerevan-based "Centre for International and Comparative Law", proofs have been collected and presented that these 20 military servicemen were captured during the 44-day war in 2020, but then there was no information about them.

The above Washington Centre asserts that Azerbaijan has information about these people, but still has not recognized the fact of their captivity and failed to transfer any information about them to their relatives.

Besides, according to the message, both above Centres have filed two new claims concerning the murder of 10 Armenian militaries. "These 10 Armenian servicemen were taken POWs, severely tortured and killed. Nine of them were executed already after signing the trilateral agreement on Karabakh," the Centres have stated.

Baku doesn’t rule out possibility of new meeting between Armenian, Azerbaijani FMs

Baku does not rule out the possibility of new meeting between the Armenian and Azerbaijani foreign ministers, spokesperson for Azerbaijan's Foreign Ministry Leyla Abdullayeva said on Thursday.

"We consider it useful to discuss the issues of normalizing relations between Azerbaijan and Armenia in the post-conflict period. Earlier a meeting of the foreign ministers of the two countries took place in New York, and we don’t exclude the possibility of holding such meetings in the future," Azerbaijani media quoted Abdullayeva as saying.

She noted at the present stage it’s necessary to pay serious attention to the implementation of joint statements signed by the leaders of Azerbaijan, Russia and Armenia, highlighting the "opening of communications and border demarcation”.

Hague court announces dates for considering petition for Armenian captives’ return, urgent measures against Azerbaijan

This is the first time that Armenia has filed a lawsuit with the UN International Court of Justice (ICJ) in The Hague. The representative of Armenia before the European Court of Human Rights (ECtHR), Yeghishe Kirakosyan, who will represent Armenia's interests in this case at the ICJ, on Friday told about this to Armenian News-NEWS.am.

The hearing at Armenia's request to take urgent measures against Azerbaijan will take place at ICJ on October 14 and 15. Armenia asks the court to apply a number of urgent measures against Azerbaijan, including the return of all Armenian prisoners of war and detained civilians, and the closure of the "military trophy park" in the Azerbaijani capital Baku.

According to Kirakosyan, this lawsuit is an unprecedented step taken by Armenia. He said that the phase of ICJ examining this urgent measure will be followed by the phase of examining the lawsuit itself.

"The consideration of the actual case will take years. But there is an expectation that the decision on the matter of applying urgent measures will be made in one to 1.5 months," he added.

As per Yeghishe Kirakosyan, the respective submitted evidence is convincing.

"Just the fact that we already have an international legal process at the UN International Court of Justice, where Armenia very clearly presents its demands and legal grounds, I believe, will have in itself a quite significant impact on the formation of international public opinion, the right international public atmosphere," he noted.

Kirakosyan said that the evidence and claims in the lawsuit are extensive, and they refer to gross violations of the convention.

"And for this purpose, in addition to the main claim, Armenia has also submitted a demand to apply urgent or conditional measures. The hearings on that are scheduled for October 14 and 15, a group has been set up to attend it, which also includes well-known international experts who will help represent Armenia's interests," Armenia’s representative before the ECtHR added.

The country has struggled to build economic momentum and independence since breaking away from the Soviet Union in 1991, and these two events have only served to further delay Armenia’s prospects for economic recovery in the short to medium term.
