STEPANAKERT, Nagorno-Karabakh — At least three civilians were killed in the latest shelling of Nagorno-Karabakh cities Friday as Azerbaijan pushed its offensive to reclaim control over the separatist territory for a sixth straight week, territorial authorities said..

Azerbaijani rockets and artillery shells hit residential areas in Nagorno-Karabakh's regional capital, Stepanakert, and the city of Shushi in the hills just south, according to Nagorno-Karabakh authorities. They said at least three people died, including a woman and her two grandchildren in Stepanakert.

Azerbaijan's Defense Ministry denied targeting civilian areas, as it has on previous days of fighting, and accused Armenia of targeting the city of Terter and nearby villages in Azerbaijan.

Nagorno-Karabakh lies within Azerbaijan but has been under the control of ethnic Armenian forces backed by Armenia since a war there ended in 1994. The latest outbreak of fighting started on Sept. 27 and has left hundreds — if not thousands — dead, marking the worst escalation of the decades-old conflict between the two ex-Soviet nations in over a quarter-century.

According to Nagorno-Karabakh officials, 1,177 of their troops and 50 civilians have been killed. Azerbaijani authorities haven't disclosed their military losses, but say the fighting has killed at least 92 civilians and wounded over 400. But Russian President Vladimir Putin said on Oct. 22 that the actual death toll was nearing 5,000, according to the information Moscow had at the time.

Over 130,000 residents have been displaced since the fighting flared up, the U.N. children's agency UNICEF has reported.

The fighting has continued to rage despite international attempts to end hostilities, with two Russia-brokered cease-fires and a U.S.-negotiated truce failing instantly after they took effect.

In the most recent mediation attempt a week ago, Russia, the United States and France persuaded Armenia and Azerbaijan to make a mutual pledge not to target residential areas, but that agreement also collapsed within hours.

Azerbaijani President Ilham Aliyev has said that for hostilities to end Armenian forces must withdraw from Nagorno-Karabakh. He repeatedly criticized the international mediators for failing to offer a settlement after three decades of talks and insisted that Azerbaijan has the right to reclaim its territory by force.

Azerbaijani troops, which have relied on strike drones and long-range rocket systems supplied by Turkey, have reclaimed control of several regions on the fringes of Nagorno-Karabakh and pressed their offensive into the separatist territory from the south.

Karabakh President: I want to assure Lavrov that we have succeeded in killing more than half of terrorists

President of Artsakh (Nagorno-Karabakh) Arayik Haroutyunyan posted the following on his Facebook page:

“Dear compatriots,

Today Minister of Foreign Affairs of the Russian Federation Sergey Lavrov made an interesting statement in which he stated that there are almost 2,000 terrorists who have been brought to the region. I would like to assure Mr. Lavrov that Artsakh has succeeded in destroying more than half of those terrorists during the fight against terrorism (they have either been killed or wounded), and we will lead a more resolute battle in the near future in order to eliminate those who have stayed alive.

As a matter of fact, during the battles, Azerbaijani units send those terrorist groups in the front, controlling their movement through weapons from the rear and firing at them in case they retreat.

This is our last war, and we’re going to fight until the end.

P.S. Spreading this information among Syrian users is encouraged since the relatives of the terrorists fighting against the peace-loving people of Artsakh must know the truth.”

YEREVAN, OCTOBER 28, ARMENPRESS. Responding the claims of the defense ministry of Turkey, the Foreign Ministry of Armenia noted that  Armenia and Artsakh, unlike its two neighbors (Azerbaijan and Turkey – edit.) do not host, but fight against terrorists, ARMENPRESS reports spokesperson of the Foreign Ministry of Armenia Anna Naghdalyan wrote on her Facebook page.

''Unable to conceal the undeniable fact of deploying international jihadist terrorists from Syria and Libya to the South Caucasus region, Turkey once again resorts to the policy of blatantly misleading the international community with fake and provocative allegations.

The false allegations of Turkish Ministry of Defense that foreign mercenaries are supporting Armenia and Artsakh reflect the dishonorable nature of the military-political leadership of Turkey.

The Armenian side stands for the immediate withdrawal of international terrorist organizations from the South Caucasus and resolutely rejects Turkey’s actions aimed at further destabilization of the region.

We strongly condemn the joint efforts of Turkey and Azerbaijan – terrorist supporting countries, to turn their countries into a hub of international terrorism and to spread that plague throughout the region. In order to confront this threat, close cooperation among all parties interested in regional security is required.

Armenia and Artsakh, unlike our two neighbours, do not host, but fight terrorists,'' reads the statement.

The Azerbaijani armed forces are diligently establishing bases for terrorist groups, the activities of which can further escalate and destabilize the situation not only near the borders of Armenia and Artsakh, but pose a serious threat to the entire region.

Armenian, Russian security chiefs discuss situation in Nagorno-Karabakh

Armenia’s defense ministry reported on Monday morning that Baku had violated the ceasefire, opening artillery fire at the positions of the Nagorno-Karabakh defense army in the northeastern section of the contact line

YEREVAN, October 26. /TASS/. Armenian Security Council Secretary Armen Grigoryan has highly estimated Russia’s role in the settlement of the Nagorno-Karabakh conflict, the press service of the Armenian Security Council said on Monday after his telephone conversation with his Russian counterpart, Nikolai Patrushev.

"During the conversation with Patrushev, Grigoryan touched on the situation at Artsakh’s (the unrecognized Nagorno-Karabakh republic – TASS) border with Azerbaijan stressing that that the war had been unleashed by Azerbaijan and pointing to Turkey’s destabilizing interference. He also highly estimated Russia’s role in the conflict settlement. Russian Security Council Secretary Nikolai Patrushev stressed the necessity of peaceful and diplomatic settlement of the conflict," it said.

Armenia’s defense ministry reported on Monday morning that Baku had violated the ceasefire, opening artillery fire at the positions of the Nagorno-Karabakh defense army in the northeastern section of the contact line.

On Sunday evening, Azerbaijan and Armenia, with the United States’ mediation, agreed another humanitarian ceasefire in the Nagorno-Karabakh conflict zone that entered into force from 07:00 Moscow time on October 26.

Renewed clashes between Azerbaijan and Armenia erupted on September 27, with intense battles raging in the disputed region of Nagorno-Karabakh. The area experienced flare-ups of violence in the summer of 2014, in April 2016 and this past July. Azerbaijan and Armenia have imposed martial law and launched mobilization efforts. Both parties to the conflict have reported casualties, among them civilians. Fighting continues in the region despite the previous ceasefire agreements.

The conflict between Armenia and Azerbaijan over the highland region of Nagorno-Karabakh, a disputed territory that had been part of Azerbaijan before the Soviet Union break-up, but primarily populated by ethnic Armenians, broke out in February 1988 after the Nagorno-Karabakh Autonomous Region announced its withdrawal from the Azerbaijan Soviet Socialist Republic. In 1992-1994, tensions boiled over and exploded into large-scale military action for control over the enclave and seven adjacent territories after Azerbaijan lost control of them. Talks on the Nagorno-Karabakh settlement have been ongoing since 1992 under the OSCE Minsk Group, led by its three co-chairs – Russia, France and the United States.

YEREVAN, OCTOBER 23, ARMENPRESS. Armenian Minister of Foreign Affairs Zohrab Mnatsakanyan had a meeting on October 22 with Philip Reeker, the US Assistant Secretary of State in the Bureau of European and Eurasian Affairs.

Mnatsakanyan mentioned that his visit is taking place during a difficult time for Armenia and the region. He said that Azerbaijan has unleashed a large-scale war against Artsakh, which is accompanied with deliberate targeting of the Artsakh peaceful population and civil infrastructure – constituting war crimes with their volume and essence – aimed at the extermination of the indigenous people of Artsakh.

Mnatsakanyan noted the fact that Turkey is directly involved in the Azeri aggression, manifested with both direct military participation and the transfer of foreign militant terrorists from the Middle East to Azerbaijan, and that it is a serious threat for regional security and peace.

Both sides emphasized the necessity for immediately bringing to life the agreements on cessation of hostilities. In this context the Armenian FM highlighted the OSCE Minsk Group Co-Chairing countries’ unity in this issue.

Mnatsakanyan reiterated Armenia’s commitment to the October 10 and 17 agreements and the establishment of a stable ceasefire observed with verification mechanisms.

Mnatsakanyan is scheduled to meet Secretary of State Mike Pompeo later in the day.
