Armenia`s Parliament in the first reading adopted a bill on criminal liability for violation of self-isolation

ArmInfo.By the decision of the Chairman of the National Assembly Mirzoyan, in accordance with Article 100 of the Constitution of the Republic of Armenia and  Article 41 of the RA Constitutional Law "Rules of Procedure of the  National Assembly" on March 20, an extraordinary sitting of the  National Assembly was convened on the agenda "Package of draft laws  on introducing amendments to the RA Criminal Code and the RA Code of  Administrative Offenses (first, second reading)".

The parliament adopted a draft decision of the National Assembly "On  a special procedure for discussing the issue of an extraordinary  sitting of the National Assembly convened on ",  according to which the second reading of the issue will be organized  on March 23, at 11:00am.

Deputy Minister of Justice of Armenia Vahe Danielyan, head of the  Bright Armenia faction Edmon Marukyan spoke on the agenda of the  meeting.

In the closing statement, the Deputy Minister of Justice of the  Republic of Armenia Danielyan addressed the issues of concern to the  MPs and emphasized that, based on the situation, the requirements are  changing every minute. 102 MPs voted in favor of the draft law.

To note, according to the government's initiative for violating the  requirements of the isolation regime, a citizen faces a fine of 300  to 500-fold of the minimum wage.

Thus, during a state of emergency, violation by individuals and legal  entities of restrictions on the publication or dissemination of  information regarding information on coronavirus will be punished by  a fine in the amount of 50 to 300 times the minimum wage. Moreover,  in the event that a violation of the requirements of isolation or  self-isolation leads to a mass illness of the population, a citizen  will be punished by arrest for up to 3 months or imprisonment for up  to 5 years.

The parliament will continue the work of the extraordinary meeting on  March 23, at 11:00am.

200 people are in quarantine throughout country, while a number of airlines have canceled flights to Yerevan

The number of coronavirus cases in Armenia is growing daily – 20 cases have now been recorded in the country, and one of those infected has pneumonia. Around 200 people are being held in quarantine.

Prime Minister Nikol Pashinyan and his wife Anna Akopyan have been tested for the virus. During their recent visit to Brazil, Anna Akopyan hugged the Brazilian president’s wife. After this encounter, news agency O Dia, citing a government source, reported that the Brazilian president had tested positive for coronavirus.

Later, it was discovered that the result was actually negative. However, Nikol Pashinyan and Anna Hakobyan decided to go through all the necessary procedures and isolated themselves until they received the results from their own tests.

On the evening of March 14, it was reported that they were both in good health.

The number of infected people continued to grow throughout the day on March 14.

First, the Minister of Health Arsen Torosyan said that the total number of infected had reached 15, and that 200 people were in quarantine:

We just tested 38 more people, 36 of which turned out to be negative, and two positive. Patients who tested positive are epidemiologically related to the case in Echmiadzin and were isolated from the beginning.”

The case in Echmiadzin refers to a coronavirus patient who was diagnosed on March 11. She returned to Armenia from Italy and refused to stay home in quarantine. In the 10 days before her diagnosis, she attended a number crowded events, including an engagement party.

Now, the several dozen people invited to this celebration are in quarantine, and some were infected.

Until March 11, there had only been one case in Armenia. The infected had traveled from Iran, and all those who had contact with him were in quarantine. Now, the number is growing exponentially.

As of the evening of March 14, there are 20 confirmed coronavirus cases in Armenia.

In light of the growing number of COVID-19 cases, more and more people are beginning to discuss cancelling, or at least postponing, the constitutional referendum scheduled for April 5.

The question of whether to terminate the powers of six judges and the head of the Constitutional Court, who took office under the previous administration, will be put to a popular vote. The authorities also intend to adopt a declaration based on the results of the referendum, which includes an official assessment of the activities of the former authorities over the past 30 years.

According to current legislation, a referendum can be canceled or postponed if a state of emergency or martial law is declared. Whether this will be the case with the virus is not yet clear.

Minister of Healthcare of Armenia Arsen Torosyan has announced that citizens arriving from Italy, France, Germany, Spain, Japan, China, Iran and South Korea – the hotspots of the novel coronavirus (COVID-19) outbreak – must self-quarantine themselves for 14 days and avoid contacts.

Torosyan called on employers to ensure remote work for employees who have arrived from the abovementioned countries. He called on citizens to avoid going on business trips to these countries and overall to travel on business trips only when highly essential.

“Avoid organizing international events in Armenia with participation of people arriving from the mentioned countries”, he added.

He advised anyone who has arrived to Armenia in the past 14 days displaying flu-like symptoms to contact healthcare authorities at 060 83 83 00 or the 8003 hotline.

Armenian Scouts thank Syria for recognizing the Armenian Genocide

The Armenian Scouts in Damascus carried out a march of appreciation towards members of the People’s Assembly for adopting a unanimous resolution recognizing and condemning the genocide committed against the Armenians by the Ottoman Empire at the beginning of the twentieth century, SANA reports.

The scouts performed the Syrian Arab national anthem and scout performances, expressing greetings and appreciation to the members of the Assembly.

During a meeting with the scouts, Speaker of the People’s Assembly Hamouda Sabbagh said “our Armenian brothers are an essential part of the Syrian social fabric and efficient members in all aspects of life in Syria including the People’s Assembly, and therefore we salute you on every occasion.”

Sabbagh affirmed that the People’s Assembly’s decision to recognize and condemn the Armenian genocide came in its correct historical context because this heinous crime is condemned by all standards.

He reiterated that such crimes will stay alive in our memory, therefore the unanimous decision of the People’s Assembly had a special meaning because it is one of the rare decisions that was issued unanimously and not by majority, confirming that whoever does not recognize this genocide is considered a partner in this crime.

In turn, Dean of the fifth regiment of the Armenian Scouts, Mahran Ghazelian noted that Syria was the first destination for the genocide survivors of, so the Armenians still look at Syria with a love, affection, and gratitude for receiving and standing by them.

Head of the Syrian-Armenian Parliamentary Friendship Society in the People’s Assembly, Dr. Nora Arissian underlined the importance of the action, which expresses gratitude and appreciation to members of the People’s Assembly for their unanimous resolution.

In mid-February, the People’s Assembly unanimously adopted a resolution condemning and recognizing the genocide committed against the Armenians by the Ottoman Empire.

Nine suspected cases of coronavirus currently pending test results in Armenia

YEREVAN, MARCH 2, ARMENPRESS. 9 suspected cases of the novel coronavirus are currently being tested, Prime Minister Nikol Pashinyan said at the governmental task force meeting on prevention of the disease.

“We will inform the public as soon as the results are available. We hope the cases won’t be confirmed, but if God forbids they are confirmed we will inform about it. If the cases are confirmed, it shouldn’t be an occasion for panic, because let’s note that this is a surmountable disease,” Pashinyan said.

He said that after the first confirmed case in Armenia on March 1, several suspected cases have been tested and came back negative.

Pashinyan emphasized that the first confirmed patient is doing well and doesn’t even require medical intervention.

“He had fever, and then the fever subsided on its own, now the man is simply watching television at the isolation ward in the hospital,” he said, adding that all the direct contacts of the patient who have been quarantined are also doing well and have no symptoms so far. “Yesterday we had a couple of suspected cases, but all tested negative”, he said.

YEREVAN, MARCH 3, ARMENPRESS. Armenian Prime Minister Nikol Pashinyan’s spouse Anna Hakobyan, the Chairman of the Board of Trustees of the My Step and City of Smile charity foundations, will travel to the United States on a visit, where at the invitation of the State Department she will participate at the annual International Women of Courage awarding ceremony on March 4.

US First Lady Melania Trump is scheduled to deliver remarks at the event.

During the visit the Armenian PM’s wife will have a meeting with Assistant Administrator for USAID’s Bureau for Europe and Eurasia Brock Bierman, Hakobyan’s Office said.

On the same day, Anna Hakobyan will attend a concert at the Washington National Cathedral dedicated to the 100th anniversary of establishment of Armenian-American diplomatic relations.

On March 6th, Hakobyan will travel to Brazil. She will have a meeting with First Lady Michelle Bolsonaro in Brasilia. Later on the same day, Anna Hakobyan will meet Armenia’s Honorary Consul Hilda Burmaian in Sao Paulo.

On March 7, Anna Hakobyan will travel to Argentina and have a meeting with First Lady Fabiola Yáñez in Buenos Aires.  Anna Hakobyan will return to Yerevan on the same day.

In Memoriam: Our Katcho

We Lost a Titan of our Community.

Words will not do justice for the loss I felt when I hard that former California State Assemblyman, Former Congressional Candidate Katcho Achadjian had left us.

I had a flood of so many good memories of the man that was Assemblyman Katcho Achadjian, that I feel compelled to tell you, the reader. While a simple google search can show you voluminous information about the work he did for Californians everywhere, I’d like to share with you how the man, who became everyone’s uncle, impacted me.

I first met Katcho Achadjian at a meet-and-greet sponsored by the ANCA Western Region as an intern. I was very green; a kid still trying to figure it out. I was there representing an organization I had officially joined as an intern just one week before this event. I saw a kind, spirited, yet soft-spoken man standing in the corner, away from the main crowd, just talking to people. I had not been to many functions like this before, so I was doing what any ANCA intern would do; I struck up a conversation with this man, who was wearing his ARF “zinanshan,” knowing he would be safe to talk to. Just minutes later, he introduced himself to the people there as “Katcho.”

He was in my hometown of Glendale, and came to visit from the California’s central coast, his home town Arroyo Grande to be exact. He told his story… a story of a person, much like my own father, who came to the United States with a dream.

But behind that story was a man who had a deeper, more inspiring story. He moved to the United States from Lebanon. He was the offspring of genocide survivors. He went to Cal Poly San Luis Obispo. He ran a successful business, which later became several successful businesses.

But he took it many steps further, as one of the most beloved elected officials of the central coast, in all of California, as a well-respected Republican who worked with people across the aisle, a person loved by his colleagues, and a giant for the Armenian cause.

For me, the most inspiring and beautiful thing about him was his love for Armenians everywhere. You could not get him to say something about the Armenian cause without him breaking a tear. When the Turkish Lobby would visit Sacramento, Assemblyman Achadjian would politely decline meetings with them, but sternly remind them of the terrible wrongs that they were continuing to perpetrate. Same with the Azeris. Same with anyone who had the nerve to paint our community in a less-than-stellar light.

Over the years, through my activism, I had the privilege of seeing him in Sacramento through Advocacy Day. He wasn’t just another politician; he was the man who would run point for the ANCA. Through the Western Region’s Government Affairs Committee, we developed an intimate working relationship with him and his staff. His office was our home base.

Walking in and introducing him to constituents was a distinct privilege, as I would tell them that they would be pleasantly surprised, just before the assemblyman would show us to his office.

It was definitely a wonderful office, but with a familiar twist. He had a wall clock made of petrified wood, and I promise you if you go to any Armenian household in Hollywood, you will see the same clock.

He had an ARF “zinanshan” to the right of his desk, which I’m sure was common in every Armenian office from Beirut to Baalbek, from Ainjar to Aleppo. It felt more like the office of a private Armenian School principal. Of course, it would not be complete without Saroyan’s “See if They will not Create a New Armenia” passage, in the form of a framed poster. In that corner of his office, you would see a memento about every three inches that was related to his Armenian roots; a tri-color, the coat of arms of Armenia… There was just the feeling of, at any minute, someone from the staff showing up with mezze and sourj. Of course, that last part was wishful thinking, until the first time I visited him in his hometown of Arroyo Grande.

When the ANCA-WR wanted to branch out deeper into into the central coast, several of my colleagues and I were tasked with reaching out to the community, and that meant none other than having Assemblyman Achadjian’s support. I knew the area well, because I went to UC Santa Barbara, and any town on the central coast was similar in character to where my alma mater is located.

I have to confess. At that point, he wasn’t even Assemblyman Achadjian anymore. He just became “Amo.” Katcho was just like an uncle, a composite of an Armenian man who had lived a similar life to my or your uncle.

It was surreal. I was talking to someone who was essentially a family member at that point, yet having to remind myself that this man was an elected official. But that was Amo. Everything about him was so genuine and wholesome. While in town, everyone would greet him by first name when we went to have lunch together. With each discussion of legislation or policy, it was interwoven with a lighthearted memory of his times in Lebanon, his stories as an assemblyman n Sacramento… He even offered me a cigar, which I politely declined.

Not long after, when he ran for congress, several Armenian community activists, including Hasmik Baghdasaryan and I, had the privilege of being at the Santa Barbara courthouse as he made his announcement, in familiar hues of Spanish architecture, just minutes from where I graduated. It was one of those proud moments you get to experience as an activist: knowing that a good person, a kind spirit, is about announce his run for federal office.

Katcho Achadjian was one of the lions of our community; educating, donating books, quietly proud of his roots, and always making sure everyone felt welcomed around him. You would never even hear a peep about his advocacy for our cause, because he did it quietly and proudly, without being boastful like so many others who hold elected office. He let his work do the talking.

Of my many dreams, one was to share a scotch and a cigar with him and talk shop, when I earned that privilege. That never happened, but I was certain that one day it would.

But I will tell you the things that would happen. He would, even with his busy schedule, take time to comment on my Facebook posts, message me privately and encourage me to keep fighting the good fight, and would often say “I’m proud of you.”

Amo, our entire community will forever be proud of you. May you forever rest in power.

YEREVAN, MARCH 3, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan met with the representatives of the Armenian community in Tbilisi. Not only Armenians from Tbilisi, but also from Samtskhe–Javakheti attended the meeting.

As ARMENPRESS was informed from the Office of the Prime Minister of Armenia, greeting the people, Nikol Pashinyan reminded that his 1st foreign visit as the Prime Minister of Armenia was to Georgia. “I recall with warmth our meeting at the Armenian Church of Tbilisi. I cannot forget also our meeting in Samtskhe–Javakheti. During that visit I suggested that we should shape our relations according to a new principle – Georgia and the Georgian people should be confident that Armenia and the Armenian people will never be involved in an anti-Georgian conspiracy and have no negative mood towards Georgia and the Georgian people, and vice the versa, Armenia is interested to see a developed and stable country. And according to that same principle, Armenia and the Armenian people should be confident that Georgia and the Georgian people will not be involved in an anti-Armenian conspiracy, have no negative mood and are interested to see a developed Armenia”, Pashinyan said, adding that in the last 1.5 years the Armenian-Georgian relations were based on that principle.

The PM emphasized that the there is exclusively good atmosphere between the two countries and bilateral relations have never been as good as now. “This creates new opportunities for Armenia and Georgia. Our next proposal is that we should view our relations 100 years ahead and should have common visions about that future from now, because we have lived next to each other in this region for millennia”, Pashinyan said, noting that the two peoples faced common challenges and had to withstand them together during the history and it would be better if the two countries think about their future from this perspective.

During the meeting Nikol Pashinyan conveyed special greetings to Tbilisi-Armenians, who, according to him, had a very important role in the life of the Armenian people. “Many giants of our culture and identity grew and worked here”, he said.

PM Pashinyan once again thanked the Government of Georgia for their attitude towards the Armenian heritage.

Nikol Pashinyan emphasized that one of the most important features of our today's activities should be that today we create the future where our generations will live after 50 and 100 years. “The Armenian state will exists forever and there will be no force to be able to close the page of the history of Armenia. Armenia is the motherland not only of the citizens of Armenia, but also the motherland of all Armenians, irrespective of the fact that they are citizens of other countries. We are interested that the Armenians living in Georgia be responsible citizens of Georgia, because it’s one of the key preconditions for the normal development of our relations, but we also think that the attitude of Armenia towards Armenians living outside Armenia should change, and vice the versa”, Pashinyan said, emphasizing that Armenians have the potential to ensure the existence of a sovereign and powerful state.

During the meeting PM Pashinyan and the members of his delegation answered the questions of the Georgian-Armenians, referred to the Armenian-Georgian relations, repatriation, the economic policy of the Government of Armenia, fight against corruption and other questions.
