Մեզ մոտ կացնային սկզբունքով է քաղաքականության մեջ. կամ` կաս, կամ` չկաս: Եթե դու 
իշխանություն չդարձար, ապա դու չկաս: Ծեծված բառով ասած` քաղաքական դիակ ես: Ու 
վերջ. քեզ ճար ու ճամփա չկա քաղաքականություն վերադարձի: Նույնիսկ կարծիք հայտնել 
էլ չես կարող. չէ՞ որ այլևս ձիու վրա չես: 

Ու դրա համար այնքան կոպիտ ենք ու այնքան բռի ենք: Կոպիտ ու բռի ենք մեր 
տեսակետների մեջ, մեր մտածողությամբ: Որովհետև մեր տեսահորիզոնն է փոքր, ու մեր 
սիրտն է վախեցած ու նեղ դարձած: Ուստիև քաղաքական մեր տեսակետների կամ 
քաղաքագիտական մեր գնահատականների մեջ պետք է գերիշխի էմոցիան: Եվ հիմնականում` 
բացասական էմոցիան: Ի վերջո, երեկ նա քո մրցակից հակառակորդն էր, ու դու հաղթեցիր 
նրան: Չէ՛, դու գետնեցիր նրան: 

Ինչո՞ւ այսքան երկար նախաբան եղավ: Որովհետև լսեցի Րաֆֆի Հովհաննիսյանին ու 
հասկացա, թե որքան է մեր քաղաքական, հասարակական, նաև հենց լրագրողական միտքը հետ 
մնում իր պատկերացումների մեջ: Հասկացա, որ կա մի աստիճան, որից մենք այլևս չենք 
կարողանում բարձրանալ: Դեմ ենք առնում բարոյական մի պատնեշի ու սկսում ենք 
տեղապտույտ տալ:

Ու այդ տեղապտույտի մեջ ենք ահա արդեն քանի տարի կամ տասնամյակ:
Րաֆֆի Հովհաննիսյանն ինչի՞ մասին էր խոսում: Խոսում է այնպիսի արժեքների մասին ու 
այնպիսի բարձրությունից, որ, կներեք, ինձ մի պահ թվում էր, թե խոսքերը քամուն են 
տրվում: 

Նախ` Րաֆֆու աղոթքի այդ չարչրկված թեման: Ով չալարեց այս տարիների ընթացքում, դա 
հիշեց: Պատկերը պարզ էր, բառերը հասու էին ամենքին. Րաֆֆին գնաց ու 
Ծիծեռնակաբերդում աղոթեց, երբ ժողովուրդը հորդացած էր հրապարակներում:
Բայց այստեղ խոսքն ավարտվում էր, այլևս չէին շարունակում, որ պետական ոստիկանական 
մեքենան իր մկաններն էր ցույց տալիս ու ամբողջ դաժանությամբ պատրաստվում էր գործի 
մեջ նետվել:

Դե, հեշտ է ասել` գնայի՛ր մինչև վերջ, Րաֆֆի:
Բայց, ա՛յ, եթե գնար, ու հատկապես եթե արյուն թափվեր, իսկ մեր երկրի պատմությունից 
հայտնի է, որ արյուն թափվելն էլ արդյունք չի տալիս. իշխանությունը մնում է իր 
տեղում նստած, ապա` ի՜նչ հայհոյանք, ինչ` է՛ս , է՛ն:

Մի խոսքով` կեղծ է խոսակցությունը, և ավելի վատը` անազնիվ է իր բուն էությամբ:
Կամ` Րաֆֆին, ասում են, որ քաղաքական դիակ է: Այդ ո՞վ մի օր քաղաքական դիակ չի 
դառնում. իսկ շատ հաճախ մարդկանց` դիակ դառնալու հաշվին չէ՞, որ ինչ–որ բան է 
կատարվում, զարգանում, ծնվում ու ընթանում առաջ: Սերմն էլ է մի օր դիակ դառնում, 
որպեսզի ցորենի հասկը ծփա: 

Րաֆֆի Հովհաննիսյանը խոսում է այն մասին, թե այդ ովքե՞ր են, որ բարոյական իրավունք 
ունեն հրել մարդկանց, հրել Ժիրայր Սեֆիլյանին, հրել իրեն, հրել ցանկացած մարդու: 
Թեկուզ հրողները լինեն ոստիկաններ (երևույթի ամենամեղմ կողմն է մատնացույց անում 
խոսքի մեջ. ծեծելը, խոշտանգելը անտեսում է):

Բանն այն է, որ այս թեման կարևորում է Րաֆֆի Հովհաննիսյանը, ի զարմանս շատերի: Դա 
էլ հա՞րց է, որ դրա մասին խոսես, էլ կարևոր թեմա չկա՞ այս երկրի քաղաքական 
դաշտում` կմտածեն շատերը: Բայց Րաֆֆի Հովհաննիսյանը այս հարցն է կարևոր համարում: 
Մենք չգիտենք, բայց նա գիտի, թե` ինչու: Գուցե սա՞ է մեր և նրա տարբերությունը: 
Մեր և արևմտյան քաղաքական դպրոց անցած, քաղաքական քաղաքակիրթ հարաբերություններ 
դավանող այս մարդու:

Երեսպաշտությունն ու կեղծիքը ամեն տեղ է վատ: Վատ է նաև քաղաքականության մեջ: Ա՛յ, 
որ Րաֆֆիին մեղադրում են ապրիլի 9–ի համար, որ շարժումը մարեց, նա էլ մեղմ ձայնով, 
ժպտալով, համարյա ներողություն խնդրելու պես հարց է տալիս` եթե մեզ մեղադրում են , 
ապա որտե՞ղ էին մեղադրող ուժերը, ինչո՞ւ հրապարակում չէին: Ո՞ւր էր 
Հանրապետություն կուսակցությունը` իր լիդերով, ու՞ր էր Դաշնակցությունը, ո՞ւր էր…. 
Եվ այսպես շարունակ:

Եթե ձեզ, իրոք, պետք էր, որ այս երկրում համակարգ փոխվեր, ու այն առաջ գնար, գայիք 
հրապարակ: Հնարավորություն էր ստեղծված, հնարավորությունը բաց չթողնեինք:
Հիմա քաղաքական հնարավորությունների վերաբերյալ Րաֆֆու խոսքը` մոտավոր շարադրմամբ` 
եթե հաջորդ անգամ հնարավորություն լինի, ես չեմ լինելու: Բայց այդ 
հնարավորությունը չմսխենք:

Պատկերացնո՞ւմ եք հայաստանյան քաղաքական դաշտում մի ուժ այդպես ասի: Ասի` թեկուզ 
առանց ինձ, բայց փոփոխություն լինի երկրի կյանքում: Իմ հավատը չի գալիս. ձերը` 
չգիտեմ:

Հետո նա խոսեց էտի մասին: Ամեն ինչը պետք է էտվի, որպեսզի նորանա–թարմանա: Էտվեց 
նաև իրենց կուսակցությունը (ինչ ճիշտ ու գեղեցիկ բառ է ընտրված): Ու պատկերացնո՞ւմ 
եք` Րաֆֆին սիրով խոսեց իր կուսակցությունը լքած անձանց մասին: Խոսեց հարգանքով` 
բարի ժպիտը դեմքին: 

Հետո Րաֆֆին խոսեց հանրային ծառայության մասին: Խոսեց նոր վիճակի ու քաղաքական նոր 
բովանդակության մասին: Հետո վախեցրեց մարդկանց կուսակցապետությունից ու 
սերժապետությունից: Հետո զարմացավ, թե ինչպե՞ս կարելի է մարդը` հայրենիքի համար 
կռված ու այն ազատագրած մարդը, խանգարի այդ հայրենիքի առաջընթացին: Այնքան անկեղծ 
էր իր զարմանքի մեջ:

Եթե մենք` ամենքս, Րաֆֆու նման մտածենք, մեր երկիրը կդառնա երկիր: Եվ այդ ժամանակ 
է արդեն, որ խորամուխ կլինենք Րաֆֆու սիրելու բանաձևի մեջ ու այն մի օր 
կբացահայտենք:

In an era of increasingly synthetic, programmed music, Richmond,
Virginia's Spacebomb Records collective operates with a refreshingly
analogue sensibility. Describing themselves as "a unified crew of
arrangers and musicians, artists, scribes, vibe-gardeners and business
men who feel it takes a village to produce a record", Spacebomb apply
a detailed attention to the mood and meaning of each song, using a
huge complement of local musicians to realise the lush, distinctive
orchestrations devised by arranger Trey Pollard for Matthew E White's
meticulous productions.

Whatever a "vibe gardener" does - perhaps something akin to Bez's
indefinable contribution to Happy Mondays and Black Grape? - I think
every record label ought to have one, given Spacebomb's aesthetic
hit-rate. Certainly, the label has developed a signature sound that's
equally effective for smooth soul outings like White's own albums and
his cover-versions collaboration with Flo Morrissey on Gentlewoman,
Ruby Man, and more folksy, singer-songwriter projects such as Natalie
Prass's eponymous debut album.

It's the latter category into which Azniv Korkejian's equally sublime
debut falls. Born in Aleppo of Armenian descent, Korkejian has every
right to the sobriquet Bedouine, her nomadic upbringing having taken
her from Syria to Saudi Arabia to America, where she eventually
settled in LA as a sound-editor - skills employed here in the montage
of street-noises at the end of "Summer Cold", a re-creation of the
Syrian streets of her youth. But it's her voice that immediately grabs
you, a warm, grounded delivery oozing devotional calm on the opener
"Nice And Quiet", where lines like "When I'm on my way, I keep my feet
nice and quiet for you" have the enigmatic charm of hermetic tribal
spirituality. There are obvious affinities with the likes of Norah
Jones and Katie Melua in Bedouine's tone and timbre, anchored here by
loping bass and lightly brushed with tints of oboe and strings, before
the crisp restraint of Smokey Hormel's guitar break brings the song
home.

It's a simply lovely start to the album, reinforced by the languid
"soon-come" message of "One Of These Days", a plea for patience as
regards both love and money. Its anti-materialist tone is taken up
later in "Heart Take Flight", where fingerpicked acoustic guitar and
what sounds like the crystalline high tones of glass harmonica
accompany her ruminations. "Any more than what I have would be too
much for me to feel free," she muses, an attitude reflected elsewhere
in the nomadic instincts and drifting sensibility of "You Kill Me" and
the repressive dread afflicting "Mind's Eye" ("I'm trapped and I can't
find my way out of graven doubt").

The centrepiece of the album, however, is the impressive "Solitary
Daughter", an affirmation of self-sufficiency and rejection of worldly
distractions which in both its poetic locutions and vocal delivery
seems to channel Laura Marling. "I'm not an island, I'm a body of
water/Jewelled in the evening, a solitary daughter," sings Bedouine
over a delicate web of fingerpicking, strings and occasional distant,
yearning horn, adding warily, "If picked at by noon, by midnight I'm
mined". It's the standout track on an album heralding a talent as
intriguingly fully-formed and distinctive, in its own way, as Marling,
Mitchell and Bush.

Sports: Three Armenian divers brace for European Championships in Kiev

PanARMENIAN.NetArmenia’s national diving team is preparing to participate in the European Championships, to be held in Kiev, Ukraine on June 12-18.

Chief coach Hrachya Chandiryan on Friday, June 9 revealed that Lev Sargsyan and Azat and Vladimir Harutyunyan will represent Armenia in Kiev.

“The Harutyunyan brothers will compete in the synchronized diving event, while Sargsyan and Vladimir Harutyunyan will climb the 10-m platform,” Chandiryan explained.

“Making it to the top six would be an excellent result for us.”

The Armenian divers will depart for Ukraine on June 12.

The French ambassador in Armenia has announced that the status quo in the area of the Karaback conflict can no longer be maintained. France has recently repeated this several times, including at the Hollande – Serzh Sargsyan meeting. If the status quo cannot be maintained, there are two ways of changing it – negotiations and war. Currently no negotiations are going on, Armenia has put forth preconditions for their continuation to which Azerbaijan does not agree – the status of Artsakh and the investigation mechanisms. Both Armenia and Azerbaijan have made their points which are absolute opposites. So, the war is left and in this case there are a lot of circumstances and questions relating to the domestic affairs of the sides and foreign affairs. The domestic situation in Armenia does not suppose a war. At best, it is a threat which is usually needed at important havens of domestic developments. Currently a similar haven is there where the issue of the government is being solved for a few months. Serzh Sargsyan brings a “security concept” for his upcoming plans. There is a different problem in Azerbaijan where the economic and political situation is flammable which they still can handle. Many say the only way out of this situation for the ruling regime is the war, which is true. On the other hand, however, solving problems through a war is too big a risk because it may produce a quite different effect depending on the outcome of the war. To avoid such risks the side that will start the war, in this case Azerbaijan, must have fast and clear external guarantees, at least from one Minsk Group co-chair that the war can be stopped at the right time and in the right place. Last April Azerbaijan obviously had such guarantees. In addition, Armenia’s behavior was one of those guarantees through Russia. By that time, the war had been matured through enough factors and most of them were eliminated in the result of the military actions in April but part of them still persists and some more new circumstances are there too. The other issue is the interests of a great power. The Minsk Group remains the only platform where the United States, Europe and Russia have a more or less agreed policy and positions. However, recently the relations between the United States and Europe, namely Germany and France on one side and Russia on the other side have become complicated. Is this the condition for the resumption of war? Russia’s stance and behavior is essential in the Karabakh issue and the general situation in the area of the conflict, and the issue of resuming the military actions depends much on this. Can Russia or the other co-chairs of the Minsk Group give Azerbaijan guarantees for the outcome of the war independently from each other? Although, is it possible that new clashes are provoked at the border which will change the status quo on the one hand and enable the solution of a series of domestic and foreign issues on the other hand? In fact, is a fully controlled war possible when only one of the co-chairs is in the game. The change of the status quo does not mean only change of the line of contact or territories. Moreover, the change of the status quo on the Armenian side is perceived in the form of territorial concessions by Azerbaijan. The international recognition of Artsakh is also a change of status quo. For example, a scenario is possible when the Armenian side takes Azerbaijani territories under control, and then these territories are exchanged for some agreement with Azerbaijan. Recently Azerbaijan has been trying to cause escalation at the border, as well as over the internet, the Armenian side announces that the situation at the border is calm, at the same time blocking the daily flow of information. This expresses the attitude of the sides, and at the same time the uncertainty of the situation and even expectations. The war ends with agreement between the sides, as the saying in the movie is. Armenia and Azerbaijan are far from this “level”.

Sports: Mkhitaryan wins Goal of the Month again

Henrikh Mkhitaryan has continued his recent domination of Manchester United's Goal of the Month award by scooping the final accolade of the 2016/17 season.  

The Armenian has won May's prize for his clever hooked finish for the Reds' second goal in the Europa League final against Ajax, helping United to sign off the campaign in style with European glory in Stockholm and making history as the only man ever to score in five different European games on the road for the club in a single campaign.

In a poll conducted on ManUtd.com, his instinctive effort in the showpiece in Sweden earned a whopping 68% of the final vote – ahead of Josh Harrop's fine strike against Crystal Palace (21%) and Marcus Rashford's sublime free-kick against Celta Vigo (8%).  

Remarkably, it's the fifth time in the last six months that Mkhitaryan has landed the award after topping the vote with his scorpion kick against Sunderland in December and a breakaway effort against Wigan in the Emirates FA Cup in January before brilliant solo goals against Leicester City and Sunderland came out on top in February and April respectively.

It marks an impressive debut campaign for the former Borussia Dortmund playmaker – who has not only caught the eye with his goalscoring feats alone, having found the net 11 times in all competitions, but his overall contribution and influential displays too. 

Mkhitaryan's success comes as fellow midfielder Paul Pogba, who also struck in the Europa League final against Ajax, has been named as May's Player of the Month.

Interview with Ashot Yeghiazaryan, economist Mr. Yeghiazaryan, China is discussing the Silk road projects, Georgia starts economic cooperation with China. What is going on and where is Armenia? In fact, China started implementing the Silk Road project a few years ago. It is the road between China and Europe because this country mainly connects with the world by the sea. In the recent years China was expanding in Central Asia actively, boldly and extensively. For China they are vital projects because they can thereby create an alternative path and increase their area of influence, not only get the gas and oil from this area but also develop its relatively less developed Western regions. This road to Europe envisages three directions. The first direction remains as it was. It runs across Russia. However, the central and southern directions to Europe are an alternative to Russia, and this alternative certainly strengthens China. And the two alternatives run across the South Caucasus. One direction is the Caspian-Azerbaijan-Georgia in the Black Sea area and the other runs Iran-Black Sea, the Georgian part. This road will pass across the Black Sea ports of Georgia. In this sense, it should be noted that not only China is interested in gaining access Europe via the Black Sea port cities. Iran is also a stakeholder, and it is not accidental that Iran also proposes a new transportation corridor connecting the Persian Gulf and the Black Sea. Europe is also a stakeholder which gets a road to Iran and China. In this general context, it is not accidental that a new port is being created in Anaklia, Georgia on American investments. It should be noted that the tender for the construction of the port has not been awarded to China, it will be built jointly by the Americans and Georgians. It means that all cargo will be transported via a port controlled by the American capital. This is a very interesting moment. The total capacity of this port will be 100 million tons. It requires a huge flow of cargo. It will be implemented stage by stage during 10 years but shipments will start already in 2018.What are the chances that Armenia will benefit from these projects? In this sense, the only chance, the way out that Armenia will also be involved in cargo shipments is its involvement in the Persian Gulf-Black Sea transportation corridor proposed by Iran. Look how many players there are: China, Iran, Europe, the United States. In other words, the region has a big importance for transportation, and this may have a big importance for the development of the countries in this region.Will Armenia be able to participate in these projects considering that it has joined the Eurasian Economic Union? Limitations are obvious, the issue of resources due to these limitations is also obvious. There are problems for Armenia but the implementation of these projects means that the geopolitical and economic arrangements in the region will change. And the sooner Armenia becomes an active participant in these projects, the more it will benefit. However, since Armenia is not independent in its foreign policy and foreign trade, this is obviously negative.How can Armenia benefit from these projects, what will they bring to the country? The Persian Gulf-Black Sea transportation corridor means that Armenia could join the pan-European transportation channels and become part of the transportation infrastructure. This is natural for Armenia, considering the geographical position of Armenia, its blockade in the east and in the west. This is the only chance for Armenia to connect with the world. Once there is access to the sea via two neighbors, Georgia and Iran, the blockade will be over. The problem is that this transportation channel bypasses both Turkey and Russia, and there are problems with the interests of Russia and Turkey. However, this objectively stems from the interests of Armenia, this is the natural path for Armenia, the alternative and the lifting of the blockade. There is no other option. This is spoken and written but there is no visible interest in the Armenian government. There have been expert meetings in Tehran, Sophia but we cannot see their coverage, advantages.

YEREVAN, MAY 20, ARMENPRESS. The addressed statement of the OSCE Minsk
Group Co-chairs was an ultimatum warning to Azerbaijan, expertin
MiddleEastandCaucasusaffairs Stanislav Tarasov told “Armenpress”,
commenting on the May 18 statement of the Minsk Group Co-chairs, which
says that according to information received from various sources, the
Azerbaijani side fired a missile on the contact line on May 15
targeting a military object of the Armenian side.

“Azerbaijan intentionally followed the policy of wrecking the current
phase of the negotiations, because there are preconditions that are
not in its interests. Azerbaijan deliberately pursues confrontation,
and it’s difficult to predict what it expects from that. There are
different versions. I would like to believe that it will not unleash a
war, but a sharp aggravation of the situation is expected. When it
will occur is unclear. It’s just necessary to be vigilant and be
ready”, Tarasov said, adding that the recent steps by Azerbaijan seem
to be a means to check the reaction of Moscow and Yerevan.

Stanislav Tarasov does not rule out that in case of a resumption of
another war it’s possible that the Minsk Group Co-chairs will
officially recognize Azerbaijan an aggressor state.

“The Minsk Group Co-chairs spoke out unprecedentedly sharply against
Azerbaijan, which means that demonstration of aggression by Azerbaijan
is expected. After the Minsk Group recognizes Azerbaijan an aggressor
it’s rather possible that the international community or some
countries recognize the independence of Nagorno Karabakh. The
statement of the Minsk Group Co-chairs means that maybe they are
preparing for a move”, the Russian expert said, adding that all the
Co-chair countries are UNSC members, and if they recognize Azerbaijan
an aggressor, Azerbaijan will not see Nagorno Karabakh even in its
dreams.

YEREVAN, May 18 (Xinhua) — Armenian President Serzh Sargsyan issued a decree on Thursday, accepting the resignation of the government led by Prime Minister Karen Karapetyan, Armenpress reported.

According to the Armenian constitution, the government has to resign on the first day of work of the newly elected parliament. The president then has to appoint a new prime minister within 10 days after the government's resignation, after which a new government must be formed within the next 20 days.

The newly elected parliament held its first session on Thursday.

Members of the incumbent government will continue fulfilling their responsibilities until their replacements are nominated.

Considering the recent agreement on forming a coalition between the ruling Republican Party and Armenian Revolution Federation Party, the new government could be formed by these two political forces.

On Wednesday, Eduard Sharmazanov, the spokesman of the ruling Republican Party, said that his party would suggest to the president that incumbent prime minister Karapetyan remain in office.

On April 2, Armenia held its first parliamentary elections following the referendum on constitutional changes that took place on December 6, 2015.

These changes have put the country on the course of becoming a parliamentary republic upon the expiration of the president's second term in April, 2018. The Republican Party of Armenia has a parliamentary majority, holding 58 of 105 seats.

Los Angeles County proclaims Armenian Genocide Day of Remembrance

Supervisor Kathryn Barger and the Board of Supervisors marked the 102nd anniversary of the Armenian Genocide by proclaiming a Day of Remembrance for one of the darkest chapters in human history, reports.

Earlier this month, Supervisors Barger and Hahn introduced a motion proclaiming April as “Armenian History Month” in Los Angeles County – the home to the largest population of Armenians in the United States. The Armenian community continues to enrich the region through their leadership in the fields of business, agriculture, academia, medicine, government, and the arts.

A number of celebrities and human rights defenders have joined the #KeepThePromise to speak out against injustice like genocide and other human rights violations.
