Opposition MP slams ‘provocation’ by pro-government colleagues

ARF Armenia chair Ishkhan Saghatelyan, an MP from the opposition Hayastan faction, took to Facebook on Friday to condemn the detention of his fellow MP Mher Sahakyan following a conflict with Vladimir Vardanyan, a senior MP from the ruling Civil Contract party.

A scuffle erupted between the lawmakers at a closed meeting of the parliament’s Standing Committee on State and Legal Affairs on Friday morning. Sahakyan was detained shortly after the incident.

Saghatelyan blamed his pro-government colleague for the conflict and accused the police of using excessive force to detain the opposition MP. He denounced the incident as a “provocation” by the ruling faction MPs.

“The provocation by the Civil Contract faction MPs is aimed at diverting the people’s attention from the Azerbaijani advance into Armenian territory,” the deputy stated.

Armenia expects active steps from the allied countries to exclude the use of force by Azerbaijan – FM Mirzoyan

YEREVAN, MARCH 17, ARMENPRESS. On March 17, the Minister of Foreign Affairs of the Republic of Armenia Ararat Mirzoyan received Imangali Tasmagambetov, the Secretary General of the Collective Security Treaty Organization, ARMENPRESS was informed from MFA Armenia.

At the beginning of the meeting Minister Mirzoyan congratulated Imangali Tasmagambetov on assuming the position of the CSTO General Secretary, wishing him efficient work and success.

The interlocutors exchanged views on the current military-political situation in the region.

Foreign Minister Ararat Mirzoyan emphasized the need for a clear and targeted response of the organization to the military aggression carried out by Azerbaijan against the sovereign territory of Armenia, which is a member of the CSTO.

The humanitarian situation in Nagorno-Karabakh resulting from the blockade of the Lachin corridor by Azerbaijan was touched upon. The Minister of Foreign Affairs stressed the imperative to implement the provisions of the November 9, 2020 Trilateral Statement and the decision made by the International Court of Justice on February 22 regarding the request for provisional measures against Azerbaijan.

During the meeting the General Secretary of the CSTO shared his impressions from his visit to the city of Jermuk the day before.

The Foreign Minister underlined that the Azerbaijani side with its continuous provocations is disrupting the efforts to establish peace and stability in the region, while Azerbaijan's bellicose rhetoric is aimed at preparing ground for the use of large-scale force against the sovereign territory of the Republic of Armenia, as well as Nagorno-Karabakh. In this context, the importance of the need to undertake active steps by the allies and partners of the Republic of Armenia towards fulfilling Azerbaijan’s obligations and excluding manifestations of the use of force by Azerbaijan was highlighted.

In the morning of the same day the CSTO General Secretary, accompanied by the Deputy Minister of Foreign Affairs of Armenia, visited Yerablur pantheon.

YEREVAN, MARCH 11, ARMENPRESS. President Rumen Radev reported on Saturday that the State Oil Company of the Republic of Azerbaijan (SOCAR) will open an office in Bulgaria in May 2023, the President's press secretariat said. Radev held a videoconference in Baku with his Azerbaijani counterpart, Ilham Aliyev, after Radev tested positive for COVID-19.

The Bulgarian President was subsequently given two more tests that were negative. Although he feels well and has no symptoms, he cancelled his participation in the 10th Global Forum in Baku.

According to Radev, the SOCAR's office in Bulgaria is a sign of Azerbaijan's serious intentions for further deepening of cooperation between the two countries in the energy sector. The opening of the office was agreed during Aliyev's visit to Sofia in September 2022. The two presidents discussed the progress of the preparation on Saturday.

The Azerbaijani side showed interest in the Solidarity Ring (String) project, which is to unite the capacity of the gas transmission networks of Bulgaria, Greece, Romania, Slovakia, and Hungary to create real energy diversification. Radev said that he invited his Azerbaijani counterpart to Sofia, where the two can discuss having Azerbaijan join the project, which is fully in line with the European vision of guaranteeing supplies, their security and diversification.

Radev said: "We are already receiving the full quantities of Azeri gas through the interconnector between Greece and Bulgaria on very good terms, but this is only the beginning". He pointed out that political dialogue at the highest political level is an important condition for deepening the cooperation between the two countries in all areas of mutual interest, not only energy.

Earlier Saturday, the Bulgarian head of State met in Baku with local business representatives, which was organized by the Bulgarian – Azerbaijan Chamber of Commerce and Industry.

Lowell ARF celebrates 128th anniversary of its founding

HAVERHILL, Mass.—Braving the falling snow and below-freezing temperatures, more than 80 friends and supporters of the Lowell ARF and Armenian National Committee (ANC) gathered on Saturday, February 25, to enjoy an informative program, delicious dinner and warm Armenian hospitality on the occasion of the 128th anniversary of the Lowell ARF’s founding.

Held at the Ermonian Hall of the Armenian Apostolic Church at Hye Pointe, the anniversary celebration of North America’s oldest ARF branch featured an inspiring talk by the church’s pastor, an informative presentation titled “Unseen Armenia” and an update of activities by the ANC of the Merrimack Valley (ANC-MV).

The night’s program began with an invocation by Rev. Father Stepan Baljian of St. Gregory Armenian Church in North Andover, followed by the singing of the US and Armenian national anthems by attendees and a reading of the ARF’s anthem, Mshag Panvor, in translation, by Master of Ceremonies and ANC-MV co-chair Ara Jeknavorian.

“The Lowell gomideh, now in its 128th year, spans some six generations of members devoted to serving the Armenian people and Armenian Cause,” said Lowell ARF chairperson Stepan Dulgarian in his opening remarks, adding that the organization’s effectiveness is, in large part, dependent on the support it receives from the Armenian community.

Having led the Merrimack Valley ANC delegation to Washington, DC for Advocacy Days in February, Dulgarian stressed the importance of political activism as a critical way of protecting Armenian rights worldwide.

ARF Central Committee chair Ani Tchaghlasian welcomed supporters and congratulated the Lowell ARF and ANC for their consistently effective work year in and year out.

She highlighted the difficulties that the Armenian nation is once again facing, including the threat of genocide against the Armenians of Artsakh.

Tchaghlasian pointed out that the ARF is present and working wherever and whenever Armenian rights and interests are in danger—on the front lines of battle, literally, but also figuratively—from the halls of Congress in the US to the European Parliament and elsewhere—applying all resources at its disposal.

As an indication of the ARF’s important role, she noted that one need only go to any social media platform to see that the main target of Azerbaijanis and Turks is not the present regime in Armenia, but the ARF worldwide and its efforts to defend Armenian rights.

She called on those gathered to continue supporting the ARF and ANC in that sacred task of ensuring that Armenia and the Armenian nation have a bright future.

The featured speaker of the anniversary event was Rev. Father Vart Gyozalyan, pastor of the Armenian Apostolic Church at Hye Pointe.

In his talk titled “Current Life and Conditions in Armenia,” Father Vart underscored the resilience and perseverance of the Armenian people, who, despite centuries of hardship, continue with fierce determination and optimism to pursue the ideals of freedom and self-determination.

“For the Armenian people, the trauma of centuries of oppression, culminating with the horrific genocide of 1915-1923, only emboldened our people to have a steadfast commitment to sustaining a vibrant Armenian community life and cultural identity both in our Armenian homelands of Armenia and Artsakh and in the Diaspora,” reflected Father Vart.

Rev. Gyozalyan, originally from Armenia and appointed to his US parish by the Catholicos of All Armenians in Etchmiadzin, spoke from both personal experience and knowledge acquired through his studies at the Gevorkyan seminary in Armenia as well as US institutions of higher learning. 

Titled “Unseen Armenia: A Brief Glimpse of People, Places, Projects,” a presentation by longtime ANC activist Joe Dagdigian painted a picture of an Armenia that most visitors do not see—from small villages and their inhabitants to scenic sites that tour companies do not visit, and to cultural and religious monuments that local villagers revere but outsiders are unaware of.

Dagdigian also listed and outlined a number of projects in which Armenian citizens are taking the initiative to solve personal and societal problems.

The presentation concluded with a number of notable sites in Artsakh, some of which remain under Armenian control, others recently lost to Azerbaijan.

During an update on recent initiatives of the local ANC chapter. Jeknavorian spoke about the ANC-MV’s participation during the ANCA-ER’s Advocacy Days in Washington, DC. The ANC delegation met with US Representative Lori Trahan and the office staff of Rep. Seth Moulton and US Senators Ed Markey and Elizabeth Warren to sound the alarm bells of a genocide against the Armenians of Artsakh, as well as to encourage the lawmakers to introduce measures to sanction Azerbaijan for its illegal blockade and aggression against Artsakh and the Republic of Armenia.

Jeknavorian also highlighted ongoing ANC-MV programs: in-class seminars about the Armenian Genocide at local high schools; Armenian flag raisings and proclamations issued in remembrance of the Armenian Genocide in some 25 cities and towns in the Merrimack Valley.

Throughout the evening, attendees enjoyed delicious appetizers and a homemade meal prepared by the Lowell Armenian Relief Society (ARS) “Lousintak” Chapter.

ARF supporters and friends enjoyed each other’s company and the warm Armenian atmosphere created under the roof of a hospitable Armenian church.

Russia’s Envoy Says Purpose Of EU Mission In Armenia To Gain Foothold In Post-Soviet Space

The European Union's goal when sending a mission to Armenia is to gain foothold in the post-Soviet space, taking advantage of the results of Moscow-brokered normalization of ties between Yerevan and Baku, Kirill Logvinov, the acting head of the Russian mission to the EU, told Sputnik

BRUSSELS (UrduPoint News / Sputnik – 08th March, 2023) The European Union's goal when sending a mission to Armenia is to gain foothold in the post-Soviet space, taking advantage of the results of Moscow-brokered normalization of ties between Yerevan and Baku, Kirill Logvinov, the acting head of the Russian mission to the EU, told Sputnik.

"This is nothing but Brussels' attempt to gain foothold in the post-Soviet space using the results of the normalization between Armenia and Azerbaijan achieved with Russia's mediation, playing some kind of a mediator," Logvinov said.

The envoy expressed certainty that there was as well a "significant anti-Russian component" which is to neutralize the "historical role of Russia as a security guarantor" in the region.

On February 20, the EU announced the start of its civil mission on the Armenian side of the Armenian-Azerbaijani border.

The mission was officially established by the decision of the EU Council on January 23 at Yerevan's request after an escalation on the border. The declared purpose of the mission is to promote stability in the border regions of Armenia and to facilitate conditions conducive to the normalization between Armenia and Azerbaijan.

The total number of the mission's exclusively civil personnel will be about 100, including around 50 unarmed observers.

Russia has a peacekeeping contingent deployed on the border between Armenia and Azerbaijan in Nagorno-Karabakh under a trilateral ceasefire declaration brokered by Moscow in November 2020, following a 44-day armed conflict between Yerevan and Baku.

France MP calls for international investigation team to be sent to scene of Azerbaijan attack on Karabakh policemen

Anne-Laurence Petel, member of the French National Assembly and head of the France-Armenia friendship group, commented on the attack by Azerbaijanis on the vehicle of the Artsakh (Nagorno-Karabakh) policemen.

“I condemn the intolerable ambush which claimed the lives of 3 police officers in Nagorno-Karabakh. Azerbaijan must respect the decision of the ICJ [(International Court of Justice)] and ensure free movement in the Lachin corridor. An international investigation team must be sent to the scene,” Petel wrote on Twitter. 

Earlier, Armenian News-NEWS.am reported that at around 10am on March 5, a sabotage group of the Azerbaijani Armed Forces targeted and opened fire on a staff shift vehicle of the Passport and Visa Department of the Artsakh Police. Three Artsakh policemen were killed and one was injured as a result.

Azerbaijan continues the blockade of Artsakh under the environmental pretext.

The information headquarters noted that in the event of the opening of the road, an official message will be distributed, urging people not to yield to misinformation.

On February 22, the International Court of Justice published the decision on Armenia's request to indicate provisional measure regarding the unblocking of the Lachin Corridor. The court ordered Azerbaijan to take all measures within its power to ensure uninterrupted movement of people, vehicles and goods through the Lachin Corridor in both directions.




Mirzoyan and Bashar al-Assad discuss the work of overcoming the problems in the disaster-affected regions of Syria

Armenian, Azerbaijani leaders meet for truce talks in Munich

The leaders of Armenia and Azerbaijan met for the first time since October at trilateral talks with U.S. Secretary of State Antony Blinken at the Munich Security Conference. Works are underway to reach an agreement on monitoring mechanisms designed to prevent war in the Nagorno-Karabakh region.

Tensions have escalated between the two South Caucasus nations over a two-month blockade of the Lachin corridor, the only land route giving Armenia direct access to the disputed Nagorno-Karabakh region – the bone of contention between the two states since 1917.

Blinken said he welcomed the meeting between Armenian Prime Minister Nikol Pashinyan and Azerbaijan President Ilham Aliyev. The politicians are attending the three-day Munich Security Conference.

"The United States is committed to doing anything we can to support these efforts, whether it's directly with our friends or whether it's in a trilateral format such as this or with other international partners, but I'm very grateful for the presence of both the President and the Prime Minister today and look forward to a good conversation," Blinken said.

As per the statement of Prime Minister of Armenia Nikol Pashinyan: “A project of a comprehensive agreement has been handed to Azerbaijan. The document has to be acceptable to Azerbaijan… its signing must bring about a lasting peace”.

Nagorno-Karabakh is internationally recognized as part of Azerbaijan, but its 120,000 inhabitants are predominantly ethnic Armenians, and it broke away from Baku in a first war in the early 1990s. Azeri civilians identifying themselves as environmental activists have been facing off since Dec. 12 with Russian peacekeepers on the Lachin corridor. Saturday's meeting was the two leaders' first face-to-face encounter since late October, when Russian President Vladimir Putin hosted talks in the Black Sea city of Sochi. A Dec. 7 meeting in Brussels was scrapped.

At the beginning of february Azerbaijan opened a new front against Armenia — but this one does not include warfare – it involves legal briefs and claims of environmental damage. Azerbaijan is alleging that Armenia despoiled the environment of Nagorno-Karabakh, an ethnically Armenian enclave within Azerbaijan that has been warred over for 30 years; in 2020, a surprise offensive by Azerbaijan recaptured large chunks of the region which came out to be in tragic ecological state. According to Azerbaijani Deputy Foreign Minister Elnur Mammadov, over 500 species in Nagorno-Karabakh are now at risk, including leopards, brown bears, gray wolves and eagles.
