European Commission President said that the EU is a committed partner of Armenia

MOSCOW, February 18. /TASS/. The European Union plans to send a 100-strong civilian mission to Armenia next week, European Commission President Ursula von der Leyen wrote on Twitter.

"Next week, the EU will send a 100-strong mission contributing to peace and stability," she said. "We welcome progress made on democratic reforms and will develop further the potential in our Economic Investment Plan."

The European Commission president said she was glad to meet with Armenian Prime Minister Nikol Pashinyan, adding that the EU is a committed partner of Armenia.

Pashinyan and von der Leyen met on February 17 to discuss various aspects of cooperation between Armenia and the EU.

On January 23, the foreign ministers of the European Union have agreed to establish a civilian European Union Mission in Armenia (EUMA) to promote settlement in the Caucasus. The two-year mission will be mandated to "conduct routine patrolling and report on the situation, which will strengthen the EU’s understanding of the situation on the ground," the European Union External Action Service (EEAS) said. Experts in Brussels say that the establishment of the mission has a special significance amid the EU’s confrontation with Russia as it will help strengthen the European Union’s influence in the South Caucasus.

Canada’s House of Commons committee urges Azerbaijan to open Lachin Corridor

Canada's House of Commons Standing Committee on Foreign Affairs on Tuesday unanimously adopted a motion tabled by MP Stéphane Bergeron, calling on Azerbaijan to open the Lachin Corridor, guarantee freedom of movement and avoid further deterioration of the humanitarian situation, reported the Armenian National Committee of Canada (ANCC).

The motion will be referred to the House of Commons and will request a response from the Canadian government.

“Thank you to MP Bergeron for his leadership on this urgent matter and to all committee members for their support,” ANCC said.

Large groups of Azerbaijanis posing as eco-activists have blocked the Lachin Corridor, the sole road linking Artsakh (Nagorno-Karabakh) to Armenia, since December 12.

Remembering War in Stepanakert

Stepanakert, the capital of Artsakh, once again celebrated its eponymous day without festivities. Two years ago, the city woke up to strong explosions the morning after these annual celebrations. Still sleepy, residents did not understand what was going on. The screams of women and children running down the stairs to the basement in panic could be heard from the entrance to our five-story Soviet-era building. A cluster bomb had exploded in our yard. Cars were on fire. It was around seven in the morning on September 27, 2020. It is terrible to imagine if the shelling had started two hours later, and the children were already in the yard. A black cat had been lying near the burning cars. Its intestines were laid bare, the fragments crushed and its dark blood spilled on the ground. It was the only living creature outside out at that hour. 

A living, bustling city became desolate in one day. For 44 days, the silence was periodically interrupted by air raid sirens, which still blare in our ears.

The wave of the blast shattered windows. The men stood stunned, and one of them uttered, “The war has begun.” The women, for some reason, started sweeping broken glass.

The man was right. The war lasted 44 days. Thousands were killed, tens of thousands of Artsakh citizens were displaced, and hundreds of villages and cities came under the control of Azerbaijan. The reality in Artsakh changed in one morning. Two years later, the city is an open wound. The war has yet to end in Artsakh. Today, we see that it has even been transferred to the sovereign territory of the Republic of Armenia (RA).

It seemed that the entry of Russian peacekeepers would bring peace to the region, at least temporarily for five years, but many concerning events have taken place, which continue to worry all Armenians, especially Armenians living in Artsakh.

December 14, 2020: Azerbaijan occupies the still remaining villages of Hin Tagher and Khtsaberd of the Hadrut region of Artsakh and captures Armenian servicemen.

May 12, 2021: Azerbaijan launches attacks in Gegharkunik (Upper Shorzha) and Syunik (Black Lake, Khoznavar), capturing more than 40 kilometers of RA territory.

August 26, 2021: Azerbaijan demands and receives from Armenia sections of the Goris-Kapan road, paralyzing the Armenia-Iran interstate land connection. 

November 16, 2021: Azerbaijan launches an attack in the direction of Ishkhanasar mountain in the Syunik region. The Armenian side had seven victims, ten captured.

March 2022: Azerbaijan attacks in the direction of Parukh village in the Askeran region of Artsakh and captures the nearby strategic Karaglukh heights. Three Armenian soldiers are killed in the battles. The populations of Parukh and Khramort villages are evacuated.

March 2022: Azerbaijan interrupts the gas supply from Armenia to Artsakh twice during an unprecedented, unbearably cold month, creating a humanitarian crisis.

August 1-3, 2022: Azerbaijan launches attacks in the direction of Armenian positions in the western parts of the Martakert region in Artsakh and the Berdzor corridor. Armenia has at least two victims and 19 wounded. Azerbaijan demands the town of Berdzor and the villages of  Aghavno and Nerkin Sus and receives them as of September 1.

September 13-14, 2022: Azerbaijan launches the largest offensive since the 2020 war, from Gegharkunik to the Armenian-Iranian border. Azerbaijani forces shell RA cities and villages, occupying at least 10 square kilometers of RA territory. As of September 19, the Armenian side has at least 207 dead and missing.

During this entire period, Azerbaijan’s Armed Forces have regularly shot at the border villages of Artsakh, particularly in the direction of the villages of Taghavard and Karmir Shuka.

Along with non-stop fighting, the socio-psychological situation in Artsakh remains very difficult. The government of Artsakh has only been able to provide housing for 1,200 displaced persons. To this day, people live in hotels, garages and shops, hoping that one day they will receive housing from the government. This issue is considered one of the most urgent in Artsakh. Every day, people are looking for a house for rent in Stepanakert, but there are none.

Grandpa Gurgen lives in a former shop with his 12 family members. “I worked as a builder for 40 years,” he says. “I built two houses in Stepanakert, but during the first Artsakh war, when they were shelled from Shushi, my house was razed to the ground. The product of my whole life’s work became zero in just a minute. We moved to Shushi after it was liberated. Now we have been evacuated and live in this shop with 12 people. The owner of this area says that we have to vacate it on the first of October. We don’t know what we will do. We will end up on the street like dogs. I can’t fight anymore. I can’t build another house. I am too old now. My grandson is a participant in the war. His friend, who is also from Shushi, lost his leg as a result of war and still hasn’t received a house from the government. If an injured person didn’t get a home, we just should stay silent and wait. But for how long? We have relatives in Russia, but we didn’t want to go to them. We want to live here, on our land. It’s hard. I don’t know.”

There are many stories like this in Artsakh. In addition to social problems, there is always fear of war. 

“The Republic of Artsakh and the Republic of Armenia both face short-term and long-term security issues, which are the pivotal challenges of the present day,” Artsakh President Arayik Harutyunyan said in his address on September 19, 2022. “We must honestly admit that the Armenian state is standing on the threshold of a new and catastrophic war, which could have no less serious consequences than the 44-day war.”

Despite this imminent danger, the people of Artsakh continue to be optimistic. We have lived here for one-thousand years, and we will live here for another thousand, people say. There is no better place in the world than here. We just want peace.

Azerbaijani press: President Ilham Aliyev’s visit to Italy: new impetus to development of strategic relations

BAKU, Azerbaijan, September 2. Azerbaijani President Ilham Aliyev is on a working visit to Italy at the invitation of Italian President Sergio Mattarella, Trend reports.

The visit is dedicated to the 30th anniversary of the establishment of diplomatic relations between the two countries.

The purpose of the visit is to discuss current issues in a number of areas in the process of implementing the Joint Declaration on strengthening a multifaceted strategic partnership signed between Azerbaijan and Italy during the state visit of President Ilham Aliyev to the country in February 2020, further expanding cooperation in these areas, and determining the next steps oriented on results.

It’s expected that President Ilham Aliyev will take part as the main guest in the international forum held annually in Cernobbio (Italy) by the The European House – Ambrosetti analytical center, founded in 1965. The center is a leading think tank in the field of management and consulting services in Italy. It’s expected that President Ilham Aliyev will make a speech on ‘Azerbaijan's role in ensuring energy security’ at the main plenary session of this forum.

The visit is carried out during the interim government of Italy. Traditionally, during such periods, no foreign visits to Italy are made, no meetings with foreign official delegations are held, and no decisions are made on domestic and foreign policy issues. The fact that the visit of President Ilham Aliyev took place despite the limited activity of the government, testifies to the great importance that Italy attaches to strategic relations with Azerbaijan.

Italy is the number one political, economic and trade partner of Azerbaijan among the member states of the European Union. In particular, Rome actively supports the strengthening of Azerbaijan's cooperation with the European Union and NATO.

Relations between Azerbaijan and Italy reached a new, higher level with the signing of the ‘Joint declaration on strengthening the multifaceted strategic partnership between Azerbaijan and Italy’ during the state visit of President Ilham Aliyev to the country on February 19 through 21, 2020.

Within the framework of this document, the parties expressed their readiness to further strengthen the strategic partnership in all areas. Another important aspect of the joint declaration is that it was the first such document signed by Azerbaijan with a G7 country.

Trade and economic cooperation is of particular importance in relations between Azerbaijan and Italy. In 2021, the volume of trade between the two countries reached the level of the pre-COVID-19 period ($9 billion), and in the first eight months of 2022, it amounted to more than $11 billion, growing compared to the same period of last year.

Azerbaijan is Italy's largest trading partner among the countries of the South Caucasus. More than 90 percent of Italy's trade in this region accounts for Azerbaijan.

The energy cooperation is at a high level. Azerbaijan ranks first in terms of oil supplies to Italy and third in terms of gas supplies. The Southern Gas Corridor and its section Trans Adriatic Gas Pipeline (TAP) are an important factor in strengthening bilateral energy cooperation and Italy's energy security.

TAP currently supplies about 10 percent of Italy's gas needs. As a result of the agreement reached with the European Union on increasing the volume of gas transported by Azerbaijan to Europe, this figure will double.

Currently, more than 100 Italian companies operate in Azerbaijan in such areas as industry, construction, trade, and agriculture. A number of companies are engaged in restoration and construction work in the Azerbaijani territories liberated from Armenian occupation, and negotiations are underway with other interested companies.

In recent years, cooperation between the two countries in the field of culture and humanitarian activities has been dynamically developing. Before the COVID-19 pandemic, the projects and events organized in Italy by the Heydar Aliyev Foundation made a great contribution to the development of relations and contacts between the peoples of the two countries in the field of culture.

As an indicator of the high level of cultural ties between Azerbaijan and Italy, 2020 was declared the Year of Azerbaijani Culture in Italy.

Relations between Azerbaijan and Italy in the field of education began to expand on June 1, 2002 with the signing in Baku of the agreement on cooperation in the field of culture, science and technology between the governments. The most significant achievement between the two countries in the field of education was the agreement on the establishment of the Italian-Azerbaijani University in Baku during the state visit of President Ilham Aliyev to Italy in February 2020.

As part of that visit, a Memorandum of Understanding was signed between ADA University and Luiss Guido Carli University in Italy. Over the past period, conceptual and strategic documents of the Italian-Azerbaijani University have been prepared, the University of Bologna, Polytechnic University of Turin, Polytechnic University of Milan and the University of Rome La Sapienza, as well as the Luiss University, have been identified as partners.

Following this successful cooperation, a ceremony of exchanging signed agreements on academic cooperation between ADA University and five leading Italian higher educational institutions – Luiss Guido Carli University, Sapienza University of Rome, Turin Polytechnic University, University of Bologna and Polytechnic University of Milan was held in Rome on September 1 in connection with the definition of the framework for cooperation on the Italian-Azerbaijani University, and the creation of faculties and programs.

The event, which took place in the new building of the Azerbaijani Embassy in Italy, was attended by President Ilham Aliyev. As the head of state noted in his speech, the ceremony testifies that in the future Azerbaijan and Italy will act as strategic partners in the field of education as well.

Given all the above, this visit of the Azerbaijani president, which has already begun very successfully, will open a new page in cooperation in various fields.

YEREVAN, AUGUST 29, ARMENPRESS. The Ministry of Labor and Social Affairs of Armenia has developed and put into circulation a bill on providing assistance to the victims of the Surmalu trade center explosion.

In response to a query from ARMENPRESS, the ministry said the assistance will be given to the families of those who were killed in the blast and to those who were injured.

“The circle of those eligible for the assistance has been clarified. The assistance will be provided to the families of those who died in the explosion and those who suffered injuries, were maimed, and were treated for these injuries in hospitals. Upon receiving recommendations from our partner ministries we will mention the size of the assistance and procedural details,” the ministry said.

16 people were killed and over 60 others were injured in the August 14 explosion at the Surmalu trade center. 1 person is presumed missing in the blast.

French diplomatic offices congratulate Georgian, Armenian PMs on Friendship Bridge inauguration

The French embassies in Armenia and Georgia on Tuesday “warmly congratulated” the prime ministers of the two countries on the occasion of the inauguration of the Friendship Bridge, a joint project built over the border of the states.

In a statement over the matter, the diplomatic offices noted the bridge would serve the development of the two countries.

This bridge, made possible among other things by the support of the European Union, will serve the development of these two countries that are friends of France by facilitating their integration into international trade”, the statement said.

At the launch ceremony on Friday, Georgian Prime Minister Irakli Garibashvili said the Bridge of Friendship "symbolises the success of our cooperation and friendship".

The Armenian Government's resolution of August 19 is a violation of Armenia's  Constitution and international law, as the processes described in the  resolution must be enshrined in international agreements, which, in  turn, requires that the nations recognize each other as legal  entities, Ara Papyan, Head of the Modus Vivendi center, said in an  interview with ArmInfo. 

On August 19, Armenia's Government decided to establish customs  control near the Sotk, Yeraskh and Karaunj customs, which will  "guarantees the safety of transport links between Azerbaijan and  Nakhichevan" to Ilham Aliyev" under Point 9 of the trilateral  statement of November 9, 2020. 

"Armenia and Azerbaijan do not have such relations. So no document  can be signed. If it is the border, a document must be signed  mutually recognizing the border – a document on border demarcation  and delimitation. However, any issue related to Armenia's territory  must only be settled by means of referendum," Mr Papyan said. 

The August 19 resolution is obviously one on surrender of  territories. It is unclear what political preferences Armenia will  enjoy in exchange. Is it symmetrical? Numerous problems involving  passenger and cargo traffic between Armenia and Azerbaijan remain  unsolved. 

"In other words, it is one more attempt to resolve grave problems by  means of a false statement, which, however, has not only failed to  resolve them, but has complicated their resolution. And it can cause  even graver problems in the future, especially with no guarantees of  who and what is going to move along the roads. How can the transit  of, for example, weapons be ruled out? So Pashinyan's initiative  remains unclear, though it could be the result of pressure on the  part of Moscow, Ankara and Baku," Mr Papyan said.
