YEREVAN, AUGUST 2, ARMENPRESS. The ferry communication will be launched in August. The schedule will be released in coming days. As for the Upper Lars border checkpoint, the clearance capacity for Armenian cargo has increased by around 10% in July compared to June. Support is envisaged for some sectors that were affected from the appreciation of the Armenian dram, Minister of Economy of Armenia Vahan Kerobyan said in an interview to ARMENPRESS.

Talking about the macro-economic indicators in the first half of 2022, as well as the 11.8% growth in economic activity index in six months, the minister noted: “11.8% is the best one in the past 15 years. However, we can’t, of course, say that everything ahead is very bright because both the whole world and particularly our region are full of challenges. And in this regard, we should strengthen, not weaken, our work in order to enhance the registered results also for the next quarters and years”.

As for the 5.5% decline in agriculture in the first half of the year, the minister mentioned the problem of collection of data and absence of digital data. “I think, it is not in accordance with the reality as we see that the export and release of agricultural goods have really been increased, this could not happen if agriculture declined”, Vahan Kerobyan said.

The minister informed that at this moment law on agriculture is being drafted which aims at better managing the sector.

Commenting on concerns that this growth in economy is short-term, there will be problems in economy if tourism flow stops, the minister stated: “We are confident that this growth, the output are not a short-term, but quite the opposite, they are a long-term. In addition, the potential, which will allow us to grow in next years, is also growing. The government aims at raising the productivity, thus, the potential of Armenian companies”. He highlighted the economic upgrading program by which companies can purchase devices, equipment, and the government will finance the interest rates of these loans, leasing.

As for the problem of queues in the Upper Lars border checkpoint, the Armenian Minister of Economy said that he and his Russian counterpart have tried to give solutions to the problem on the spot and have agreed that a second space should be provided for customs clearance, which has been done.

“And the clearance capacity of Armenian cargo has increased by around 10% in July compared to June. This is less than we expected because we believed that it should have increased by at least 30%. I am going to share this data with my counterpart. As for the queues, we have a progress, but not to the extent we expected. The discussions and works continue from this perspective”, the minister stated.

As for the launch of the ferry communication, Mr. Kerobyan said: “I think we will definitely launch it this month. It seems, all problems have been solved. And now, the only problem that should be agreed upon is that we should receive permits only for each product in order to be able to transfer this or that cargo. But generally, it seems, we are ready for the release of the schedule. It will happen in coming days”, he added.

Coming to the appreciation of the dram and some areas affected, the minister said that it affects the most important sectors, including investors, exporters, IT and constructors. We understand that there is a “red line”, below which the dram appreciation will be a painful blow to our economy. And in our view, that red line is 450 drams for 1 dollar. We also see the concern of the finance ministry and are trying to find the solutions that will mitigate the blow to our sectors in danger and that they could move forward in a profitable way”, he added.

He said that the first decisions on this direction already exist, adding that other decisions will be made also next week. These decisions and tools will help companies get the necessary “oxygen” thanks to which they will be able to develop effectively in this new environment.

Operation Vengeance: Azeri Bayraktar TB2 drones strike Armenian positions

War lurks again in Nagorno Karabakh. Azerbaijani Bayraktar TB2 drones attack Armenian fortified positions as part of operation Qisas (Vengance).

According to the Azerbaijani Government press release, the drone attacks on Armenian positions are in response to incursions of Armenian armed groups into Azeri territory.

On August 3, members of Armenian armed groups of the Artsakh Defense Army reportedly penetrated into the territory of Azerbaijan, where the peacekeeping contingent of the Russian Federation is temporarily located, violating the provisions of the Ceasefire Declaration of November 9, 2020 and committed an act of sabotage against units of the Azerbaijani army, where an Azerbaijani serviceman was reportedly killed.

In addition, elements of the Armenian armed groups reportedly tried to seize the Kyrghgiz hill, located in the mountain range covering the territory of the Kalbajar and Lachin regions, and establish new fighting positions there.

As a result of this situation, the military command in Baku launched the retaliatory operation «Qisas» (Vengance), whereby Turkish-designed Bayraktar TB2 drones (used with great success by Azerbaijan in the past and by Ukraine at present) were used to attack fortified positions and destroy Armenian war material.

Azerbaijani army forces have reportedly managed to seize several important hills and heights along the Karabakh chain of the Lesser Caucasus mountain range from the Artsakh Defense Army. Currently, Azerbaijani divisions are reportedly engaged in engineering work on the construction of new posts and construction of supply routes.

According to the press release, several fighting positions of Armenian armed elements were destroyed and an air strike was carried out against the military unit in the settlement of Yukhari Oratag in the former region of Aghdara. As a result, several Armenian military personnel were reportedly killed or wounded, and several D-30 howitzers, military vehicles and a large amount of ammunition were reportedly destroyed.

According to this version, Azeri forces had launched at least two unprovoked attacks on positions of the Artsakh Defense Army (Artsakh is the Armenian name for Nagorno Karabakh) at 9am and 3pm (local time), using drones and grenade launchers. Two Armenian soldiers were killed and 15 others were wounded.

RA MoD reports that reservist Atom Harutyunyan died in his sleep

"The Ministry of Defense of the Republic of Armenia shares the  bitterness of loss and expresses its support to the family members,  relatives and colleagues of Atom Harutyunyan.  "A forensic medical  examination has been appointed to determine the cause of death," the  defense department concluded.

“We express our gratitude to all supporters of Artsakh and, consequently, of justice. This kind of political and moral support is very important for Artsakh. It is also important for the international community, where extremely serious and worrying changes in the system of values are noticeable.

Unfortunately, a number of countries, as well as international organizations, the activities of which are directly related to democracy, international #law and protection of human rights, were not similarly steadfast and have issued indirect statements regarding the military aggression unleashed by Azerbaijan against Artsakh․ This is more than worrying”.

The Armenian Assembly of America calls upon His Excellency Mr. Abdulla Shahid, President of the 76th session of the United Nations General Assembly (UNGA) and current Minister of Foreign Affairs of the Maldives, to affirm the Armenian Genocide following the deletion of his original statement on Twitter about his visit to the Armenian Genocide Memorial (Tsitsernakaberd) and Museum-Institute in Yerevan on July 27, 2022, ARMENPRESS was informed from the Armenian Assembly of America.

In response, Congressman Frank Pallone, Jr. (D-NJ) stated that “The UN should not be complicit in Turkey's rejection of history. UN General Assembly President Abdulla Shahid was wrong for deleting his tweet and capitulating to pressure from Turkey.”

To date, 31 countries and dozens of international organizations recognize the genocide of the Armenian people committed by the Ottoman Turkish Empire from 1915-1923, which resulted in the loss of 1.5 million Armenians and the dispossession of a nation from its three millennia-old Western Armenian homeland. The UNGA codified the crime of genocide by adopting the Convention on the Prevention and Punishment of the Crime of Genocide (the “Genocide Convention”) in December 1948, heeding many of distinguished international human rights lawyer Raphael Lemkin’s ideas, who coined the term genocide in 1944 and referenced the 1915 Armenian Genocide as a seminal example of the act of genocide.

The UNGA President’s actions are demonstrative of genocide denial, which is the worst form of hate speech. To honor the 50th anniversary of the Genocide Convention in 1998, over 150 distinguished scholars and writers issued a statement to commemorate the Armenian Genocide and condemn the Turkish government's denial of this crime against humanity. In the statement, the scholars emphasized that the “denial of genocide strives to reshape history in order to demonize the victims and rehabilitate the perpetrators. Denial of genocide is the final stage of genocide. It is what Elie Wiesel has called a ‘double killing.’ Denial murders the dignity of the survivors and seeks to destroy remembrance of the crime.”

UNGA President Shahid’s action undermines the international community’s trust in and responsibilities towards upholding the letter and spirit of the UN Genocide Convention. The Armenian Assembly of America urges UNGA President Shahid to issue a public explanation and retraction with respect to his deleted tweet, and affirm his commitment to recognize the Armenian Genocide and condemn its denial.

Artsakh Health Minister: Number of injured has reached 19, some of them moved to Yerevan

The number of soldiers wounded as a result of Azerbaijani shelling in Artsakh is 19 people, Artsakh Health Minister Mikayel Hayriyan told Azatutyun.

"Four injured are in a serious condition, one of them is in an extremely serious condition. The condition of the others is assessed as moderate to light," Mikael Hayriyan said.

The minister answered the question, "Is there a need to move to Yerevan?" "There is a need, we have already moved some of the wounded, they are on their way now."

He noted that the soldiers who received medium and light wounds have been transferred to Yerevan, while the soldier who is in an extremely serious condition continues to stay in the Republican Hospital.

The minister said the servicemen suffered shrapnel wounds. "In other words, this is a consequence of the UAV."

Oppositionist Avetik Chalabyan again rejects trumped-up charges against him

Opposition activist Avetik Chalabyan on Friday again rejected the charges levelled against him as trumped-up and politically motivated, echoing his allegations against Prime Minister Nikol Pashinyan.

Speaking to reporters ahead of a court hearing in his trial, he reiterated Pashinyan is “persecuting” him and his family.

Chalabyan, a co-founder of the Arar Foundation and a member of the Consolidation Movement, was placed under arrest on 14 May for allegedly trying to pay students of the Armenian National Agrarian University to participate in anti-government protests in Yerevan. He was released from custody after his arrest period expired on Wednesday.

“This is obviously political persecution against me ordered by Nikol Pashinyan, which also targets some members of my family,” he said.

The oppositionist stated that his brother, Ara Chalabyan, who led the Armenian Central Bank’s Corporate Services and Development Directorate, was forced to step down on Thursday under strong pressure from the government.

Chalabyan reiterated that he had been illegally held in custody for more than two months, adding he was released on Wednesday because the duration of his arrest period expired while the prosecutors could not ask presiding judge Arusyak Aleksanyan to extend it after a court hearing in his case was postponed. He said he may be rearrested at Friday’s hearing.

Yerevan Wants to ‘Actively’ Separate Karabakh Issue from Armenia-Azerbaijan Relations

A notion introduced by Prime Minister Nikol Pashinyan who suggested to separate the Karabakh conflict settlement issue from the effort to normalize relations between Armenia and Azerbaijan, was revived on Friday when Armenia’s National Security chief Armen Grigoryan proposing that such an approach must be “actively discussed.”

“We have repeatedly said that the Karabakh issue is not a territorial issue for us. In that sense, the security and rights of Karabakh Armenians are fundamental for us,” Grigoryan told Armenpress in an interview published Friday. “In one of his speeches in the National Assembly, Prime Minister Pashinyan mentioned that there is an idea to separate the Nagorno-Karabakh issue from Armenia-Azerbaijan relations. We must now actively discuss that option and decide how to proceed.”

Grigoryan invoked the government’s stated “peace agenda” policy as a strategy, and claimed that an opportunity to normalize relations with Azerbaijan exists.

“That possibility becomes even more grounded when we consider that the Armenian government—the political majority—is taking responsibility for the implementation of the peace agenda, realizing that it is not an easy way. I think the commitment of the Armenian government and the political majority to the peace agenda is an important factor for the assessments coming from different international platforms,” Grigoryan told Armenpress.

Grigoryan’s interview is another sign of the government’s ongoing effort to distance itself from Artsakh, constantly invoking the November 9, 2020 agreement, which ended the military aggression but saw Armenian territorial concession to Azerbaijan. Earlier this month, the government announced that by September the Armenian Armed Forces would completely pull out from Artsakh.

The National Security chief was opaque when asked about the fate of Artsakh and its Armenian residents, saying that there was a possibility that a peace agreement would be signed with Azerbaijan, without a final status determination for Karabakh.

As for security guarantees for Artsakh Armenians, Grigoryan claimed that there were “international guarantees” in place to ensure the security of Artsakh residents, which he said “is the presence of the peacekeeping troops of the Russian Federation. We need to work on the further improvement of that guarantee, but the demilitarization of the Nagorno-Karabakh problem is an important idea.”

Grigoryan said that the government is following a roadmap to advance normalization of Armenia-Azerbaijan relations. That so-called roadmap includes the processes of delimitation of borders, as well as the opening of transit routes being ironed out by two separate commissions. He announced that the delimitation commission will hold another meeting in mid-August in Moscow.

However, he did acknowledge that Azerbaijan has accused Armenia of delaying the opening of the transit links, but added that Armenia has expressed its willingness to open regional communications.

When asked about whether the so-called peace treaty would include Armenia recognizing Azerbaijan’s territorial integrity, Grigoryan said that in 1991 Armenia already passed legislation to that end.

“We have said many times that Armenia and Azerbaijan have recognized each other’s territorial integrity and inviolability of borders by the agreement on the formation of the CIS signed in 1991 and later ratified. And this is part of the legislation of both Armenia and Azerbaijan today. It should be expressed at the bilateral level as well. And as we said, there is nothing unacceptable for us in such a perspective, and Armenia, yes, has no territorial claims from Azerbaijan,” said Grigoryan.

He also touched on the humanitarian toll of the 2020 war saying that resolving those issues “is a necessary component of peace. Including issues of preservation of cultural heritage.”

“All those questions, of course, need to be addressed. By the way, in the last two years, Armenia has transferred 130 bodies of Azerbaijanis missing since the first Karabakh war to Azerbaijan. We are ready to cooperate actively on this issue as well and we expect the same from Azerbaijan. The Armenian side has more than 770 missing persons since the first Karabakh war. The number of our missing persons in the 44-day war is 203,” announced Grigoryan.

As for the normalization process between Turkey and Armenia, Grigoryan reflected on the agreements reached on July 1 between the special envoys, who decided that the land border between the two countries would open to third country citizens and air cargo transportation will also commence.

“It is clear that we will remain committed to those agreements, especially given that Russia, the United States, France, Iran, Georgia, and the EU support the process of normalization of Armenia-Turkey relations,” said Grigoryan.

Turkish press: Norway, Canada start fundraising to buy Bayraktar TB2s for Ukraine

Following similar steps by Lithuania and Poland, the people of Norway and Canada have started crowdfunding campaigns to buy Turkey-made Bayraktar TB2 unmanned combat aerial vehicles (UCAVs) for Ukraine.

Norwegians plan to collect 55 million kroner (about $5.5 million) and transfer it to the aid fund at the Ukrainian Embassy, media reports said.

The related campaign was published on the Spleis fundraising website.

“Give a Bayraktar from a Norwegian to the Ukrainian people – show solidarity with Ukraine’s fight against (Russian President Vladimir) Putin. Lithuania collected one Bayraktar in three days, Poland collected three Bayraktars and Ukraine collected three Bayraktars in a few days. Of course, Norway must do at least the same,” the statement on the website read.

Canadians meanwhile aim to raise C$7 million (around $5.5 million) to buy the drone for Ukraine before the country’s Independence Day.

Poland and Lithuania both raised the target amount but drone maker Baykar said it would give the drones to these countries free of charge, asking for the money raised to be used to aid the Ukrainian people.

Pictures shared by the Lithuanian government a week ago showed the drone, featuring the logo of a hawk in Lithuania and Ukraine's colors, has already been delivered.

Ukraine has bought more than 20 Bayraktar TB2 armed drones from Baykar in recent years and ordered a further 16 on Jan. 27. That batch was delivered in early March.

Baykar late last month said it would be donating three drones to Ukraine after a crowdfunding campaign there raised enough funds to buy “several” of the Bayraktar TB2 model.

The company said the crowdfunding campaign in Ukraine had reached the milestone in a few days and that business leaders as well ordinary people contributed to the fund.

Meanwhile, the Canadian government previously imposed an embargo against Baykar for the Bayraktar TB2’s subsystems following its use by Azerbaijan in Karabakh, previously referred to as Nagorno-Karabakh.

In April 2021, Canada canceled export permits for drone technology to Turkey after concluding that the country sold the equipment to the Azerbaijani military forces during fighting in Armenian-occupied Karabakh. Export licenses were initially suspended in 2019 during Turkish military activities in Syria. Restrictions were then eased but reimposed during the conflict in the Caucasus.

Among its claims, the Canadian government asserted that the drones used by Azerbaijan in the conflict had been equipped with imaging and targeting systems made by L3Harris Wescam, the Canada-based unit of L3Harris Technologies Inc.

Baykar’s Bayraktar TB2s played a vital role during the conflict that erupted between Azerbaijan and the fellow ex-Soviet republic of Armenia, Turkey’s counterterrorism operations in Syria and retaliatory moves against the country's Russia-backed regime, and most recently in Ukraine where they have been used against Russian heavy military gear, from air defense systems to even naval platforms.

Following Canada's export decision, the Turkish company said that the UCAVs have been equipped with the Common Aperture Targeting System (CATS) developed by leading defense contractor Aselsan, replacing those acquired from abroad, namely from Canadian companies.

BAKU, Azerbaijan, July 20. The Armenian armed forces have begun work on creating combat positions in the direction of Azerbaijan’s Shushakand village, Khojaly district, Trend reports.

On July 19, the Armenian armed forces began to carry out engineering and construction work. In response to this illegal activity, units of the Azerbaijani army opened warning fire. The command of the contingent of Russian peacekeepers was also informed about this.

A group of peacekeepers who arrived on the scene sometime later, instead of stopping this illegal activity of the Armenian armed forces, ensured their safety and, moreover, created conditions for the continuation of work.

The question arises: where is the command of the Russian peacekeepers looking?
