Ukraine-Armenia Business Council convenes founding meeting

YEREVAN, FEBRUARY 16, ARMENPRESS. The founding meeting of the Ukraine-Armenia Business Council was held today, AnalitikaUA.net reported.

The meeting was attended by heads of the Unions of Manufacturers and Entrepreneurs of Ukraine and Armenia, Anatoly Kinakh and Arsen Ghazaryan, Chargé d' Affairs of Ukraine in Armenia Denys Avtonomov, Armenia’s Ambassador to Ukraine Vladimir Karapetyan, etc.

During the session Chargé d' Affairs of Ukraine in Armenia Denys Avtonomov highlighted the readiness of the diplomatic service to contribute to the development of the Ukrainian-Armenian economic relations, bilateral trade and mutual investments with all means.

According to AnalitikaUA.net, a social program of Union of Armenians of Ukraine is being implemented in Armenia, aimed at opening charging stations for electric vehicles. The Ukrainian-Armenians have already opened 24 such stations in the country. In autumn 2021, a delegation including Ukraine’s political and public figures visited Yerevan. The visit was organized by the Union of Armenians of Ukraine. “Our goal is to give a new impetus to the relations of Yerevan and Kiev”, Chairman of the Union of Armenians of Ukraine Vilen Shatvoryan said.

Armenian military denies Azerbaijani defense ministry’s statement on opening fire

The defense ministry of Azerbaijan spread another disinformation, claiming that on February 11 the units of the Armenian Armed Forces opened fire at the Azerbaijani military positions located in the Karvachar section of the Armenian-Azerbaijani border, the Defense Ministry of Armenia said in a statement.

The ministry added that the situation on the Armenian-Azerbaijani border is relatively stable and is under the full control of the Armenian Armed Forces.

Human rights activist: I am announcing assembly in front of EU representation in Armenia Thursday

Ruben Melikyan—a human rights activist, Artsakh (Nagorno-Karabakh) former Human Rights Ombudsman, and co-founder of the “Legal Path” NGO of Armenia—has called for an assembly Thursday outside the office of the European Union (EU) Delegation to Armenia.

"[Yerevan court Judge] Davit Arghamanyan has decided to arrest Judge [Boris] Bakhshiyan for two months. I have no more questions for the Armenian authorities. Everything is clear. However, I have questions and I have something to say to those who record 'progress of democracy' in Armenia.

To this end, I am announcing an assembly in front of the EU representation in Armenia on Thursday, February 10, at 14:00. Those people must take accountability for their assessments," Melikyan stated on Facebook.

As reported earlier, a Yerevan court on Monday granted the petition by the National Security Service (NSS) of Armenia to remand suspended Judge Boris Bakhshiyan in custody.

The basis for prosecuting Bakhshiyan is that, according to the NSS, he had violated the procedure for precautionary measure. Accordingly, a defendant in a criminal case refused to appear in court, and Judge Bakhshiyan made a decision to have him arrested. According to the body conducting the proceedings, thus, Judge Bakhshiyan had not ensured the right of the defendant to be heard.

To note, Bakhshiyan is the judge who had commuted the pretrial measure of detention that was imposed against Ashot Minasyan—a.k.a. Ashot the Iron, the commander of the "Sisakan" detachment and a participant in the three wars—and released him on bail and a signature bond not to leave Armenia.

Judge Bakhshiyan’s lawyers consider these processes as a political persecution against him.

Azerbaijan always speaks about peace with threats to destroy Armenia, Human Rights Defender (Ombudsman) Arman Tatoyan said on Wednesday.

"This is not only and not so much a matter of rhetoric, but the country’s long-running state policy of Armenophobia (education, culture, sports, etc.), which is the real source of human rights violations and war crimes," he wrote on Facebook.

"We need real guarantees of our rights, everything else is an illusion,” the ombudsman stressed.

Tatoyan’s office has collected the parts of Azerbaijani President Ilham Aliyev's recent statements, which contain hatred and enmity towards Armenians, to submit them to international organizations.

Armenian president entitled to withdraw his resignation within one week, parliament speaker says

Armenian President Armen Sarkissian is entitled to withdraw his resignation within one week, National Assembly Speaker Alen Simonyan announced at a parliament session on Monday, citing the Constitution and the Rules of Procedure of the parliament.

If the president withdraws his resignation within a week, the parliament speaker will issue a corresponding statement. Otherwise, his resignation will be considered accepted and effective, he said.

Armen Sarkissian tendered his resignation on Sunday, January 23.

OSCE Minsk Group Co-chairmanship is the only format for settlement of NK conflict – Artsakh MFA

“In his recent interview to a number of media outlets, President of the Azerbaijani Republic Ilham Aliyev, touching upon the Azerbaijan-Karabakh conflict settlement and regional processes, once again used anti-Armenian, destructive, expansionary vocabulary and ideas, dwelling upon relevant programs and goals.

Such a policy is a gross violation of international law, international humanitarian law, and the agreements reached. It aims to torpedo peace and stability initiatives and dismantle the existing formats.

The Azerbaijani leader also specifically targeted the activities of the OSCE Minsk Group co-chairmanship and the peacekeeping mission carried out in Artsakh by one of the co-chair countries- the Russian Federation, voicing absurd accusations against their activities.

The OSCE Minsk Group Co-chairmanship is the only format for the settlement of the Azerbaijan-Karabakh conflict agreed by all sides.

We highly appreciate the mission of the Russian peacekeeping forces in Artsakh and consider unacceptable any attempt to cast a shadow on their activities.

The Ministry of Foreign Affairs of the Republic of Artsakh strongly condemns the behavior of Azerbaijan, being convinced that such a policy carried out at the state level should be properly assessed also by the international community”.

President Ilham Aliyev has revealed a previously unknown episode of the Second Karabakh War between Armenia and Azerbaijan, during which Yerevan planned to sacrifice Russian soldiers deployed in Armenia to drag Moscow into the war.

Armenia was planning this scenario on the Armenia-Azerbaijan state border in October 2020, when the Azerbaijani military was advancing toward the then-occupied Zangilan district of Azerbaijan.

“We received information that the Armenian side requested that Russia send a part of the contingent of the Russian military base in Gyumri there, to the border, to Zangilan,” the president told reporters on Wednesday.

“They wanted to justify this by claiming that Azerbaijan intends to seize the Mehri part of Armenia’s territory. We had no such intentions. However, a very limited contingent of the Russian base in Gyumri was sent there,” he added. 

According to President Aliyev, immediately after this, the Armenian armed forces began firing on Azerbaijani troops from behind Russian servicemen using mortars and causing casualties among Azerbaijani military.

“Of course, we responded and they immediately appealed to Russia claiming that Azerbaijan was allegedly firing on Russian servicemen. Can you imagine such ignominy? By the way, the Russian side, in subsequent contacts with us, accepted this incident the way I have described it. This is nothing but ignominy. In other words, they wanted us to harm the Russian servicemen by firing back at Armenian positions, so that they could achieve their goals and involve Russia in this war,” the head of the country said.

The conflict between Armenia and Azerbaijan began with Yerevan’s illegal claims for Azerbaijan’s internationally recognized and historical lands. Following the Soviet Union’s dissolution in 1991, Armenia launched a full-fledged military campaign against Azerbaijan. The hostilities, known as the First Karabakh War, lasted until a ceasefire was reached in 1994. Armenia occupied 20 percent of Azerbaijan’s internationally recognized territories, namely the Karabakh (Garabagh) region. Over 30,000 ethnic Azerbaijanis were killed, and one million others were expelled from their lands in a brutal ethnic cleansing policy conducted by Armenia.

On September 27, 2020, the Armenia-Azerbaijan conflict took a violent turn when Armenia’s forces deployed in the occupied Azerbaijani lands shelled military positions and civilian settlements of Azerbaijan. During the counter-attack operations that lasted 44 days, Azerbaijani forces liberated over 300 settlements, including the cities of Jabrayil, Fuzuli, Zangilan, Gubadli, and Shusha, from nearly 30-year-long illegal Armenian occupation. The war ended in a tripartite statement signed on November 10, 2020, by Armenia, Azerbaijan, and Russia. Under the statement, Armenia also returned the occupied Aghdam, Kalbajar, and Lachin districts to Azerbaijan.

Russia’s 102nd military base is stationed in the town of Gyumri in Armenia under the 1995 inter-state treaty. According to 2021 data, about 5,000 Russian servicemen have been serving at the base. The amendments made to the treaty in 2010 extended the military base’s initial 25-year term to 49 years until 2044. 

The task of the Russian military base in Armenia is to cover the southern flank of Russia and ensure the protection of Armenia under the Collective Security Treaty Organization (CSTO) charter. Both Russia and Armenia, as well as four other post-Soviet countries, are members of the CSTO, a military alliance operating under a similar premise to that of NATO: an attack on one member state is considered an attack on all others, and each state is obliged to support other members.

Armenia has repeatedly attempted to use the presence of the Russian base in its favor and involve Russia’s military personnel during the latest war with Azerbaijan.

“In recent days, Russia could play its role of Armenia’s strategic ally … at the highest level. I am sure it will keep playing this role unambiguously and undoubtedly, in the best traditions of friendship of the Armenian and Russian people,” Armenian Prime Minister Nikol Pashinyan said in televised remarks on October 14, 2020.

Retired Lt. Gen. Yevgeny Buzhisnky, the former chief of the Russian Defense Ministry’s international cooperation department, excluded the Russian military’s involvement referring to Azerbaijan’s importance as a strategic ally for Russia and the lack of reasonable motives for involving the Russian troops in the conflict. Buzhinskiy has then said Azerbaijan tried to avoid hitting Armenian territory, so “there was no reason for the Russian military intervention.”

Officials in Moscow also explained why Russia hadn’t provided military assistance to Armenia under the CSTO charter during the Second Karabakh War. Back then, Spokesman for the Russian president, Dmitriy Peskov, said that the commitments of CSTO did not apply to the Karabakh region, which is Azerbaijani territory.

In 2021, Armenia again tried to drag Russia into the tensions with Azerbaijan. Yerevan claimed that the Azerbaijani military had allegedly violated Armenia’s border and entered the territory of the country. Azerbaijani authorities have refuted Armenia’s claims and announced that the military forces of the country were taking necessary measures to protect the internationally recognized borders of Azerbaijan. 

In an interview with journalists in July 2021, CSTO Head Stanislav Zas stressed that the potential of the military bloc could be activated only in case of aggression or an attack on the member countries.

“Here we are dealing, in fact, with a border incident. […] This is a border incident, it needs to be resolved, and we are in favor of resolving it peacefully,” Zas said.


129 new cases of COVID-19 confirmed in Armenia

YEREVAN, JANUARY 5, ARMENPRESS. 129 new cases of COVID-19 were confirmed in the last 24 hours, bringing the cumulative total number of confirmed cases to 345,255, the Armenian National Center for Disease Control and Prevention said.

5164 tests were administered (total 2,586,737)

103 people recovered from the disease, raising the number of recoveries to 332,304.

3 people died, bringing the death toll to 7989.

As of January 5, the number of active cases stood at 3451.

Iranian, Armenian leaders discuss regional developments in phone call

Iranian President Ebrahim Raisi and Armenian Prime Minister Nikol Pashinyan spoke over the phone and discussed regional developments, an Iranian presidency statement said on Monday.

“Developing the level of cooperation and economic exchanges between Tehran and Yerevan, while ensuring the interests of all parties, will certainly provide security,” the statement quoted Raisi as saying.

He emphasized that Iran is ready to increase trade activities with Armenia.

Calling for continuous communication and dialogue between the two nations at different levels, Raisi said that the “sensitivity of the situation” in the Caucasus region requires the regional countries to “regularly” discuss regional and bilateral issues.

“One of the key policies of the Islamic Republic of Iran is to support the territorial integrity and sovereignty of countries. In this regard, Tehran supports the sovereignty of Armenia over all territories and roads passing through that country,” he added.

Raisi also welcomed the progress in the negotiation process between Armenia and Azerbaijan, adding that his country supports the “removal of roadblocks.”

“We hope that other issues between the two countries will be resolved peacefully within the framework of international principles and law and witness more peace, stability and security in the region,” he stressed.

Pashinyan, for his part, said: “We are confident that by increasing the level of cooperation and bilateral coordination, we can take important steps to establish peace and security in the region.”

He went on to say that Armenia is determined to increase economic relations and interactions with Iran in all areas.

“There are many projects for the activities of Iranian companies in Armenia and we welcome the presence of more of these companies in the implementation of infrastructure projects,” the Armenian prime minister said.
