Armenian deputy parliamentary speaker: There are confidential ties and talks between Armenia and Turkey

Armenia is expected to undergo the process of Turkification. This is what Deputy Speaker of the National Assembly of Armenia, member of the opposition “Armenia” faction Ishkhan Saghatelyan told reporters today.

“We have serious concern, and we also condemn the flirting between Nikol Pashinyan and Erdogan that began these past few days. It’s not by chance that yesterday Erdogan said Turkey is receiving positive signals from Armenia. It’s clear to see that there are confidential ties and talks between Armenia and Turkey, and this isn’t in Armenia’s interests.

Those who justify and say Armenia needs to hold talks with Turkey, it’s very clear that Turkey has set forth three conditions (renunciation of Artsakh, renunciation of international recognition of the Armenian Genocide and recognition of Turkey’s territorial integrity), including the fourth one (corridor through Syunik Province). I want to ask the Armenian authorities which of these conditions they are ready to meet,” he said.

When told that the authorities claim that there won’t be a corridor, Saghatelyan said he doesn’t believe in the authorities since they have done the opposite of what they have said.

YEREVAN, SEPTEMBER 22, ARMENPRESS. Musician Hayko’s former wife has spoken out about the artist’s health condition after it was revealed that he’s hospitalized with COVID-19.

Fashion designer and singer Anahit Simonyan, who was married to Hayko from 2010 to 2020, released a statement on social media asking for privacy to safeguard their son Arman, who is unaware of the situation.

“Please, don’t spread disinformation. Our son Arman is unaware of this and is receiving numerous letters and questions. Please don’t write letters or ask questions to the child. I will be grateful if you don’t ignore my request,” Simonyan said.

She said that Hayko’s health condition has stabilized.

The Yerevan M. Heratsi Medical University’s Chief of Staff Shushan Danielyan issued a statement, saying that their medics are treating Hayko to overcome the “cruel COVID-19”.

“We’ve utilized everything we got, let’s hope he’ll overcome it,” she said.

News about the singer’s hospitalization was first came about on September 21, when it was reported that Speaker of Parliament Alen Simonyan visited him at the hospital as a personal friend.

Armenian cross-stone consecrated in Mariupol

An Armenian cross-stone (khachkar) dedicated to the innocent victims of the Ukrainian and Armenian peoples was unveiled and consecrated in the city of Mariupol of Donetsk Region, AnalitikaUA.net reports.

The cross-stone was consecrated by Father Husik Nurijanyan.

Among the attendees of the ceremony were Vice-President of the Union of Armenian of Ukraine Davit Mkrtchyan and representative of the Union of Armenians of Ukraine in Donetsk Region Ruben Makaryan, representatives of the local authorities, clergymen, as well as guests from Armenian communities.

Armenian citizens condemn authorities’ plans for Independence Day

Armenian authorities have decided to hold a large-scale celebration of the 30th anniversary of the country's independence, but the public criticized these plans, and relatives of the dead militaries demanded to cancel the holiday. Armenian human rights defenders treat the lavish celebrations prior to the first anniversary of the 2020 autumn war as inappropriate.

The "Caucasian Knot" has reported that Armenia lost 3773 persons who perished in the Karabakh war; 243 persons are still regarded as missing, Nikol Pashinyan, the Prime Minister, has stated.

He has added that the celebrations on September 21 in Yerevan, first of all, will be dedicated to those who sacrificed their lives for the independence of Armenia and Artsakh (Nagorno-Karabakh).

The victims' relatives agree that life goes on, but they believe that it is necessary to wait for at least one anniversary of the tragedy and refrain from celebrations at the state level.

Elizaveta Ogandjanyan, the mother of a perished soldier treats any festive events as inappropriate, when "there are still missing persons and prisoners of war (POWs)."

Karin Tonoyan, who lost her son in the Karabakh war, called in her Facebook the government's decision "another manifestation of authorities' cynicism".

In the opinion of Djasmin Kirakosyan, the money that is planned to be spent on the holiday is better to spent on buying weapons and equipping the country's army.

Nina Karapetyants, a human rights defender and the head of the Helsinki Association of Armenia, has criticized the government's decision to hold a "colourful event".

Zhanna Aleksanyan, the head of the human rights organization "Journalists for Human Rights", believes that "if there are more than 4000 casualties in the country, and one year has not yet passed, everyone should reckon with this."

Former chief of Armenia’s Investigative Committee arrested

Former chief of the Investigative Committee of Armenia Aghvan Hovsepyan has been arrested, the Special Investigation Service informs.

Investigation has established that during his tenure as Head of the Prosecutor General between March 18, 2004 and September 13, 2013 and as President of the Investigative Committee between July 18, 2014 and June 11, 2018, Aghvan Hovsepyan participated in the management of a number of LLC companies carrying out business activity.

Furthermore, the Special Investigation Service says Hovsepyan received a bribe in the amount of 190,000,000 AMD and embezzled property worth 800,000,000 AMD.

Aghvan Hovsepyan is also charged with money laundering in the amount of 1,299,404,414 AMD.

The former President of the Investigative Committee has been arrested.

California Democratic Party urges U.S. to end aid to Azerbaijan

The California Democratic Party, at its Executive Board Meeting this weekend, passed by affirmation, a resolution (21-08.014) authored and introduced by DSCC Members and LACDP Elected Members Elen Asatryan and Dr. Suzie Abajian calling on the United States Government to end US aid to Azerbaijan by fully enforcing Section 907 of the Freedom Support Act, Asbarez reports.

The resolution also urges the Biden Administration and the Secretary of State to engage with Azerbaijani authorities for the immediate return of Armenian POWs and hostages.

“With the passage of this resolution, the California Democratic Party sent a clear message to Washington — Our US tax dollars must not fund Azerbaijan’s and Turkey’s blatant human rights violations and war crimes and their attempts to ethnically cleanse Armenia’s and Artsakh’s indigenous population. This starts with full enforcement of Section 907 of the Freedom Support Act and immediate US intervention for the safe return of Armenian POWs,” stated Asatryan. ”I am grateful to my colleagues for their unanimous support and I am proud to have led the effort along with Dr. Abajian to bring forth this critical resolution. It is our collective responsibility to use every possible vehicle to demand and achieve concrete actions,” she added.

“The California Democratic Party stands in solidarity with the Armenian community in demanding the immediate and safe return of Armenian POWs and in reaffirming our call on the United States to hold Azerbaijan & its allies like Turkey accountable – beginning with full enforcement of Section 907 of the Freedom Support Act,” stated California Party Chair Rusty Hicks.

The California Democratic Party’s call to the Biden Administration and Congress comes as Azerbaijan continues to violate the peace agreement of November 9, 2020  by now attacking not only Artsakh, but also Armenian proper, as approximately 200 Armenian POWS and civilian hostages remain in captivity, and as aggressive rhetoric and threats continue to rise out of Baku.

On Sunday, Azerbaijani servicemen set deliberate fires near Armenia’s civilian villages while reports came in that Azerbaijan in collaboration with Turkey is sending militants from Afghanistan to occupied parts of Artsakh. Last week, the Azerbaijani armed forces opened fire on Armenia and Artsakh, blocked several roads including an interstate road that secures the normal movement of the civilian population; cutting off movement and creating major restrictions on access to food, basic necessities, and medical services while also depriving Artsakh’s residents of telecommunication by suppressing mobile and internet connection using unauthorized frequencies. The week prior, Armenia’s Human Rights Defender Arman Tatoyan was held at gunpoint by Azerbaijani servicemen.

“We became convinced by our own experience that presence of Azerbaijani servicemen on the roads between Armenia’s Syunik province is a violation of the right to life and freedom of movement of people,” stated Tatoyan.

“I am grateful to the California Democratic Party for passing this timely resolution and calling on the Biden Administration to do the right thing. Our government must take decisive action against the relentless acts of aggression of the Azerbaijani military, which is causing the loss of life, freedom of movement and indigenous lands for my people in Armenia and Artsakh,” stated Abajian.

The California Democratic Party, through passage of a resolution Asatryan introduced at its state convention held in May 2021, established the call for US sanctions on and divestment of all public funds from Turkey and Azerbaijan until Turkey recognizes the Armenian Genocide, and until the people of Artsakh are afforded the opportunity of self-determination on their indigenous lands, which is in line with the official policies and principles of the party. Waiving or weakening Section 907 of the Freedom Support Act is now considered contradictory to the party principles and policies, thus the resolution did not require a floor vote, but only passage through affirmation of the resolutions committee.

The CDP resolution was a resubmission of Res 025-2024 that was passed by the Los Angeles Democratic Party in May 2021. The resolution will be delivered to President Biden, the Secretary of State, the Speaker and Minority Leaders of the United States House of Representative, the Majority Leader and Minority Leader of the United States Senate.

“The ongoing Azerbaijani aggression has resulted in a regional humanitarian disaster, occupation of Artsakh and Armenia sovereign territories, displacement of over 100,000 Armenians from their ancestral homes, ongoing Azerbaijani illegal imprisonment of Armenian POWs and intentional destruction of Armenian cultural monuments,” remarked ANCA-WR Executive Director Armen Sahakyan. “We thank DSCC and LACDP elected members Elen Asatryan and Suzie Abajian for authoring CDP Resolution 21-08.014 and applaud the California Democratic Party for adopting it, sending a strong signal to Washington and Baku against its malign regional activities.”

The California Democratic party is the dominant political party in the state. Representing over 10.3 million democrats, it is also the largest democratic entity in the United States.

The Republic of Western Armenia emerged when the millenary Armenian people decided to execute their legal right internationally granted in 1920, which allows them to have a sovereign State over their ancestral territory of more than 5000 years.

The biblical, historical and native Armenian people inhabited their Motherland long before Noah’s Ark ran aground on the top of Mount Ararat.

Over the millennia, our people have shaped their own destiny in their original territory and lived very different moments in time, from being the main characters of the most extensive reign the world has ever known in the Mesopotamia (years of the memorable king Tigran or Dikran “The Great”) to the blue moment in which they were forced to be dominated by the ignominious Ottoman Empire, a sultanate of Turks that came from the steppes of Central Asia.

This barbarism within civilization resulted in the first genocide perpetrated in the 20th century, which was recently remembered and recognised by the current President of the United States of America Joe Biden.

In spite of the fact that there is overwhelming historical evidence perfectly well documented, as well as survivors’ testimonies, this abominable crime is still unpunished and the political heirs of genocide perpetrators stick to their guns, shamelessly denying the past while usurping the lands of the people they killed throughout a proven genocide.

Nonetheless, the brave Armenian Nation did not give up when facing that extremely lethal cowardice and continued fighting for its people rights. This is how in the context of the First World War the dreadful genocide survivors created the Armenian Legion within the Eastern Legion in the Foreign Legion, under the command of the British General Edmund Allenby, defeated Turks, recovered Cilicia and helped in the recovery of Syria and Palestine for the Allies.

Russia was the first country that legally recognised native Western Armenian people and their right to claim independence based on the people’s right to self-determination. After having signed a ceasefire agreement with Turkey on December 18, 1917, in Erzincan, the Russian Army did not leave the Western Armenian territory (well known then as ʽTurkish Armeniaʼ) until Russia recognised the right of native Armenians living in those lands to self-determination by issuing a decree on December 29, 1917, until they achieve their total independence.

Finally, the expected and long-awaited global recognition in international law took place. A state called ʽArmeniaʼ was recognised in 1920, on the basis of the six Armenian villages of the historical Western Armenia and Erzerum (Karin) as its capital city. De facto and de jure recognition was accorded to this State and its Government on January 19 and May 11, 1920, respectively. In this way, Armenia became Subject of Law with Diplomatic Recognition in public international law.

On August 10, 1920, the new State of Armenia was invited to sign the Treaty of Sėvres, also accomplishing Turkey’s recognition of Armenia as a sovereign state.

Both states, Armenia and Turkey, submitted themselves to international arbitration headed by the President of the United States of America in order to define the western borders of Armenia. In other words, both States requested that an international arbitration award be entered for the purpose of having their borders established. This international and legal act finished with the arbitral award that Woodrow Wilson made known on November 22, 1920, by which borders between Armenia and Turkey were finally established, a fact that is currently and indisputably in legal force.

Nevertheless, by the time the international award was made known, historic facts crashed with unusual promptness against Armenian interests, and the State of Armenia could not be properly established. In parallel, an insurrection movement overthrew the Sultan in Turkey and the new leaders took over the territory of the Armenian State with violence, being this fact an illegal act of usurpation in detriment of international law. Almost at the same time, the creation and expansion of the Union of Soviet Socialist Republics (USSR) caused the sovietisation of the eastern territory of the new State of Armenia, whose borders could not be delineated neither with Azerbaijan nor with Georgia, as requested in the Treaty of Sėvres (Art. 92).

These simultaneous facts, the usurpation of the western territory of Armenia and the sovietisation of the eastern territory, refrained Armenia from formalizing its government and take possession of the recognised state.

This is how the Armenian State, which up to now enjoys full and valid international recognition by a score of countries, was forced to plunge into an involuntary absence of 90-year historical representation. Among those countries that recognised the State of Armenia, we can mention Great Britain (England, Ireland and Scotland), France, Italy, Canada, Australia, New Zeeland, Union of South Africa, India, Belgium, Greece, Poland, Portugal, Rumania, United States of America, Japan, Kingdom of Serbs, Croats and Slovenes, Czech Republic, Slovakia, Turkey, Brazil and Argentina.

When the USSR started to disintegrate, the authorities of the former Armenian Soviet Socialist Republic, for unknown reasons that history will judge in due course, did not declare themselves as legal successors of the State of Armenia recognised in 1920. On the contrary, they decided to claim their Soviet territory (a part of the ancient Eastern Armenia) and requested the world to be granted sovereignty by recognizing a new State of Armenia.

The request was granted, and quickly, all countries send over their ambassadors to Erevan, the capital city of the new State.

That day, the millenary Armenian people that constitute one of the most ancient nations in the world, were divided into two states: (1) this new Armenian State recognised in 1991, and (2) the State of Armenia recognised in 1920, with clearly established borders in the West and borders pending to be delineated in the East for international law.

Moreover, the new State of Armenia was called ʽRepublic of Armeniaʼ, using the same name of the State that suffered a lack of representation since 1920, albeit with full and current international recognition.

When we native people of the Armenian State (1920), spread out around the world walking through the exile forcefully imposed by Turkey by perpetrating the genocide, had the opportunity to foresee this fact, exercising the right of the native people enshrined in the international law, we simply started to take charge of restoring our State, renamed REPUBLIC OF WESTERN ARMENIA.

The small villages that compose the ancient Western Armenia ‒Artsaj, Najichevan and Djavak‒ are part of the inseparable Republic of Western Armenia, and since 2004, the millenary Armenian people have been slowly but firmly executing the legal rights that are already internationally recognised.

The Declaration of right to self-determination of Armenians who form the native people of the State of Armenia recognised in 1920 (well known today as the ʽRepublic of Western Armeniaʼ) was signed in the city of Shushi (Artsaj), in 2004. The Constitution, the flag and the emblem of that State were created in 2011, and the National Anthem was also adopted. In 2013, the members of the National Assembly (Parliament) of the Republic of Western Armenia were elected by democratic elections through electronic vote via internet. In 2004, the President Arménag Aprahamian was elected. He issued the Executive Order No. 12 in the same year, in which it is stated that the Republic of Western Armenia is the successor of the State recognised in 1920 in fact and in law. On June 24, 2016, the President ratified the Treaty of Sèvres through a new executive order, in line with the powers conferred in the Constitution.

In the midst of the recent warlike attack mounted by Azerbaijan and Turkey against Artsaj and part of the current Republic of Armenia, we the members of the Republic of Western Armenia are ready in 2021 to face Turkey and Azerbaijan in the diplomatic field, and demand the return of our ancestral lands on which we have current international legal rights. We are doing this by raising awareness among our people about these facts that are usually unknown, conducting a massive citizenship process, and taking all necessary measures to continue our millenary path around the world, contributing our cultural originality for the enjoyment of humanity.

Newspaper: There is instruction to be intolerant of 4 Armenia opposition MPs

YEREVAN. – Zhoghovurd newspaper of the Republic of Armenia (RA) writes: The well-informed sources of Zhoghovurd daily report that there is an instruction from the RA ruling elite to be intolerant of 4 specific people in the parliament. They are the head of the NA [(National Assembly)] [opposition] "Armenia" Faction [and former defense minister] Seyran Ohanyan, NA Deputy Speaker Ishkhan Saghatelyan and MP Vahe Hakobyan from the same faction, Anna Mkrtchyan from the [opposition] "With Honor" Faction.

The [ruling] CC [(“Civil Contract” Faction] members accuse Vahe Hakobyan of organizing protest actions against RA Prime Minister Nikol Pashinyan in Syunik [Province], Ishkhan Saghatelyan—of organizing protests in Yerevan against the authorities. They do not forget, especially when Ishkhan Saghatelyan had announced that they will come to the parliament to “torment” the authorities. They “do not forgive” Seyran Ohanyan that he "left" the authorities after the 44-day [Artsakh (Nagorno-Karabakh)] war [last fall] and went next to RA second president Robert Kocharyan, and Anna Mkrtchyan's unforgivable move is to call Nikol Pashinyan a "capitulator."

Now the authorities intend to “torment” these people in the parliament, to target them, and they ([but] not Anna Mkrtchyan [since she is a woman]) were mainly attacked by the CC members during yesterday's brawl [in the NA].

The ruling faction in the parliament will continue all this still for a long time.

Armenian Ombudsman to send reports to int’l structures over roadblock by Azerbaijani servicemen in Syunik

YEREVAN, AUGUST 26, ARMENPRESS. Human Rights Defender of Armenia Arman Tatoyan calls the blocking by the Azerbaijani servicemen of the interstate road leading from Goris to Kapan in Syunik province a “pre-planned crime against the civilian population of Armenia”.

In a statement on social media the Ombudsman said that he will special reports over the incident to the relevant international organizations.

“For more than 3 hours, 50 or more Azerbaijani servicemen have blocked the interstate road leading from Goris to Kapan near the village of Davit Bek. They are refusing to open the road.

These actions are criminal, restricting the free movement of people, the entire civilian population, including children, women, and the elderly. We have received alarms confirming all of this from civilians, and we have verified everything.

I warn so very much about this danger and state that the state should act and do so urgently. The presence of Azerbaijani armed servicemen on the roads between Syunik communities of the Republic of Armenia is criminal act, period. It, in and of itself violates people's right to life, to free movement, and to other internationally guaranteed vital rights.

It is obvious to me from the facts that this is a pre-planned and an openly and hostile act. It is a crime against the civilian population of the Republic of Armenia.

I am aware that the Russian border guards, Armenian border guards conducted negotiations on the spot to open the road, and through their efforts civilian cars were taken out of the roadblock.

According to the verified data, the negotiations will continue in the morning. Thus far they continue to refuse opening the road.

Early in the morning, special reports on this incident will be sent to the relevant international bodies”, the statement says.
