Property tax to increase mostly for lavish palaces, says PM

YEREVAN, MAY 27, ARMENPRESS. The state budget is the gross national pocket and it must be treated as one treats the family budget, PM Nikol Pashinyan said on the planned amendments in the property tax area.

“There are two attitudes towards the state budget – when the state system finds it to be its own, and the society finds every penny paid to the budget to be lost money. This is our gross national pocket and we must treat the state budget like we treat our family budget. Yes, property tax will increase, but it will mostly increase on the kind of property which we conditionally call palaces or castles. Today if we look how much property taxes these huge villas are paying, it’s basically symbolic taxes. There is a component of lavish tax also here.

Now people are building houses without taking into account any adjacent factor, the bigger, the higher, the more inconvenient for others the better. If so, then the owners of such properties must pay,” the PM said.

He said the property tax for nearly 500,000 beneficiaries will drop in the first year and then it will gradually increase. “Meaning 2021 will be in the logic of post-crisis, then the increases will take place according to the situation”.

Prosperous Armenia Party: There has to be investigation into brawl in parliament

Nothing can stand in our way to give healthy criticism for the solution to a particular issue. This is what deputy of the Prosperous Armenia Party Iveta Tonoyan said during briefings in parliament today.

Touching upon the brawl that recently took place in parliament, the deputy stated that it was sad and unpleasant. “The brawl doesn’t correspond to the logic of parliamentarism, political dialogue and democratic values in any way. We called on our colleagues to return to parliament because the country is facing problems that require rapid solutions,” Tonoyan stressed.

According to the parliamentarian, there has to be an investigation to reveal those who are to blame for the brawl. As far as the ‘barter proposals’ to drop mandates is concerned, Tonoyan said every political party needs to determine the logic of its activities.

On May 8, leader of Bright Armenia and head of the homonymous parliamentary faction Edmon Marukyan and deputy of the ruling My Step Alliance and president of the Yerkrapah Union of Volunteer Land Defenders Sasun Mikayelyan were involved in an incident that led to a massive brawl in parliament.

MP Mkhitar Hayrapetyan calls for development of media literacy among society to tackle fake news

YEREVAN, MAY 12, ARMENPRESS. Lawmaker Mkhitar Hayrapetyan from the ruling My Step bloc has called for increasing the level of media literacy among the public.

“Our top priority objective ought to be media literacy. Without it, every hour the Armenian citizen will face the threat of being manipulated or misled. There is no alternative to the state’s work with the public. It is media literacy that will solve the problem facing the Armenian citizen. We must have the kind of educated society which will clearly differentiate fake and lies from healthy and substantiated critique,” Hayrapetyan, who serves as the Chair of the Parliamentary Committee on Science, Education, Culture, Diaspora, Youth and Sport told lawmakers in parliament on May 12.

Hayrapetyan said that there are some media outlets that are circulating fake news and lies, and added: “No government can shut down any news website in Armenia, but specific and effective new mechanisms – equal and fair for all –  must be in place in the mass media sector”, he said.

He said the law regulating the news media should be amended.

Pashinyan condemns parliament brawl between opposition and ruling bloc lawmakers

YEREVAN, MAY 8, ARMENPRESS. Prime Minister Nikol Pashinyan says he finds the brawl in parliament to be a result of provocation by opposition Bright Armenia (LHK) party, but at the same time he condemned his political force, the My Step faction, for giving in to the provocation.

“I would like to unequivocally emphasize my attitude, by saying that I condemn any occurrence of violence with all its manifestations. I would like to emphasize – violence with all its manifestations, because violence can be not only physical, but also moral, violence can be psychological. And I must very directly emphasize that for already two years the revolutionary team, including this parliamentary majority and this government are consistently and continuously being subjected to moral and psychological violence,” Pashinyan said.

The PM said the goal of these provocations is to subvert and weaken the political majority and subvert the trust between the people and the political majority.

He reminded that on May 7 Bright Armenia leader Edmon Marukyan had invited him to a meeting, and he had accepted it. “And I had directly said that we all have reasons to suspect that you and your activity, all these psychological and moral violence, were eventually an integral part of a plan of launching physical violence”, he said.

Pashinyan said he has re-watched the video from the incident several times and described it as “a disgusting provocation”, but at the same time he condemned it and condemned that his team has given in to it.

“I condemn us, I condemn myself. And today’s happening I find to be our and my own biggest loss that we had after the revolution. But let this not make anyone hopeful. I have lost, lost many times and I have seen the lie’s sneer, but my will is stronger than stone, my spirit doesn’t know surrender,” he said, quoting his own poem.

He said he believes the opposition’s behavior is linked with the law on the Stolen Asset Recovery, and numerous criminal cases.

“Violence has no place in our reality, and this incident must never again be repeated,” he said.

In its many forms, corruption is a major threat to local and regional governance and to democracy in Europe, that public authorities need to address as a matter of urgency.

To tackle this challenge and help local and regional elected representatives better understand the risks of corruption and to implement courses of action, the Congress has adopted a Road map of activities for preventing corruption and promoting public ethics at local and regional levels, and published a Public Ethics series including six thematic reports.

Available in English and Armenian and also in French and Ukrainian, the collection present the analysis and recommendations of the Congress in the following areas: Conflicts of interest, transparency and open government, transparent public procurement, administrative resources and fair elections, combating nepotism and protecting whistle-blowers

In order to reduce the risk of corruption and boost public trust in local and regional policymakers, it is also essential to promote ethical standards common to all territorial elected representatives. In this regard, the revised European Code of Conduct for all Persons Involved in Local and Regional Governance, also available in Armenian takes into account the new challenges facing the actors of territorial governance and thus provides them with instructions on the principles of conduct in their day-to-day performance: accountability, transparency, probity, respect and non-discrimination, merit and impartiality.

In Armenia, the Community of practice on public integrity and ethics in local governance, formed in March 2020, will act as the focal group for strategic localisation of these reports and their implementation by local authorities of Armenia. The Community of practice brings together 23 local and relevant representatives of national authorities, public institutions and civil society – Ministry of Territorial Administration and Infrastructure, Ministry of Justice, Ministry of Finance, Communities Association of Armenia, Open Government Partnership Armenia, Corruption Prevention Commission, etc.

Lawsuit of Armenian ex-culture minister against filmmaker is in court

The lawsuit of former minister of culture Armen Amiryan against film director Hovhannes Galstyan is in court, the judicial department reported.

Judge Naira Avetisyan will consider the lawsuit.

The plaintiff requires a public apology and rebuttal.

As reported earlier, the investigative committee has instituted criminal proceedings on the fact of abuse of power. The former minister of culture, with the excuse of covering the expenses for the participation of Armenia’s delegation in the 2017 Cannes Film Festival, reportedly demanded nearly AMD 6,800,000 from the amounts envisaged for shooting the film "The Hairs of My Grandmother" from the director of the film and received the money through mediation and in installments.

According to Armenian News-NEWS.am, the situation in the city of Gavar of Gegharkunik Province of Armenia has become tense due to the murder of two citizens following gunshots fired today. The relatives of one of the victims (investigator of the Military Police) entered the city hospital with knives and slit the throats of two of the people who had received firearm injuries.

According to Armenian News-NEWS.am, the two citizens whose throats were slit are brothers named Armen and Khachik. Armlur.am reports that both have died.

A task force has been sent from Yerevan to help the group of investigators investigating the scene of the incident. Chief of Police of Armenia Arman Sargsyan has left for Gavar to keep the situation under control since the situation has gotten out of hand.

According to Armenian News-NEWS.am, the situation at the hospital is such that even investigators can’t enter the hospital.

According to Armlur.am, the citizens entered the hospital with metal rods, started damaging the property, went into the room of the two wounded citizens, slit their throats and left.

As Shamshyan.com reported earlier, gunshots were heard on a street in Gavar, after which two citizens died and four were transported to a hospital. According to Shamshyan.com, one of the victims is from a village, and the other is a military police investigator.

The AEF prepared care packages to distribute to those in need during the COVID 19 crisis

Sending Aid to Families in Need in Armenia

Times of crisis bring out either the best or worst in us. Thankfully, the best in us is shining through. The current situation in Armenia has sparked Armenian Educational Foundation members and volunteers to step in to support students and families in need of food and supplies. With citizens unable to move freely, families have found themselves in hopeless situations, losing the ability to take care of their own needs.

An initiative, led by AEF student Halmet Khkoyan and other AEF student volunteers, have distributed food and assistance to the needy in Yerevan, Gyumri, and the villages of Berdik, Azatavan, Lernagog, Nalbandyan, Kharberd, Sasunik and Oshakan. AEF members in support of these students’ charity work, contributed over $18,000 to provide needed funds for the volunteers to deliver food to over 1000 families. Each of the food boxes contain essential food and supplies that will feed a family of 3-4 people for 10-14 days.

AEF volunteers deliver assistance in Armenia

Besides purchasing food from super markets, the group is also getting certain items donated. In an initiative to also aid farmers who are unable to transport and sell their products to Yerevan – the group is driving out to villages and purchasing fruits and vegetables. For example, after buying 200 Kg of apples, the farmer even donated another 200 kg.

“Experience has shown that people living in the city live in much worse conditions than in the villages. In the beginning, whoever was able to contribute did so voluntarily, from money to their own products: noodles, dried fruits, tea, apples, boxes, napkins, toilet paper, etc. At first, the team consisted of four people planning to help 5-10 families. Then we started to increase, helping hundreds of families. The number of people joining us was increasing every hour, and those who provided assistance were participating in the work in various ways,” Khnkoyan states.

AEF’s COVID-19 relief efforts in Armenia

While state measures certainly help people, the money provided reaches citizens very late, posing an immediate problem for families in need now. Thus, even with a global pandemic and an ocean of separation, AEF members and students have established a connection and continue to assist the most vulnerable populations in Armenia.

AEF Board Member Rafik Khatchaturian expressed immense pride and support for the initiative, describing AEF students as “soldiers in a humanitarian army.”
