Armenia‘s Q3 GDP growth quickens to 3.5 pct yr/yr

YEREVAN, Nov 30 (Reuters) – Armenia‘s gross domestic product grew by 3.5 percent in the third quarter of this year, official data showed on Thursday, better than the same period in 2016 when it contracted by 2.6 percent.

The Caucasus nation‘s economic growth slowed to 0.2 percent last year, falling well short of the government‘s original target of 2.2 percent.

This year‘s figures are better so far. GDP growth hit 6.5 percent in the first quarter of 2017, outstripping a 4.4 percent rise in the same period a year earlier. The growth in the second quarter was 5.5 percent, up from 1.5 percent in the same period of 2016.

The country of 3.2 million depends heavily on aid and investment from former imperial master Russia, whose economic downturn has hit Armenian exports and remittances from Armenians working there.

The government expects the country‘s economy to grow by 3.2 percent this year, helped by lower borrowing costs and increased exports to Russia.

Armenian‘s Finance Minister Vardan Aramyan told Reuters in September the economy was set to grow by 4.3 percent this year.

The central bank said on Wednesday it had raised its forecast for GDP growth to 4.4-4.9 percent this year, up from an earlier estimate of 3.8-4.8 percent. (Reporting by Hasmik Mkrtchyan; Writing by Margarita Antidze; Editing by Alison Williams)

Georgia replies to Azeri concerns about Armenian transit

The Azerbaijani Parliament has expressed dissatisfaction with the
recent statement by Georgian Prime Minister Giorgi Kvirikashvili, who
said Armenia could be allowed to transport its cargoes to Russia via
Georgia's breakaway regions of Abkhazia and South Ossetia, the
Azerbaijani Haqqin.az website reported on 29 December.

Haqqin.az quoted MP Farac Quliyev as saying that it was necessary to
officially protest in this connection, as Azerbaijan that is involved
in a conflict with Armenia over the Nagorno-Karabakh region is trying
to keep Armenia in a transport blockade.

MP Qudrat Hasanquliyev reminded that Azerbaijan was implementing large
projects jointly with Georgia and demanded that the Azerbaijani
Foreign Ministry summon the Georgian ambassador to provide
explanations, Haqqin.az reported.

MP Aflatun Amasov said that by resorting to this step, Georgia would
recognise that its territorial integrity could be violated.

Azerbaijani Milli Maclis [Parliament] Chairman Oqtay Asadov said
Georgian experts had also said that such steps that went contrary to
Azerbaijan's interests were inadmissible. "Someone in Georgia probably
wants to spoil our relations. However, I do not believe that the
Georgian government will resort to this step. We have built a railway
to Kars, [Turkey, via Georgia]. Georgia is benefiting from this. Let
us task the friendship group to look into this issue," Haqqin.az
quoted Asadov as saying.

Georgian MP Zviad Dzidziguri, who is affiliated to the ruling Georgian
Dream party, reacted to the criticism from Azerbaijan, the Georgian
Interpressnews agency reported on 31 December.

"I would like to respond to the initiative voiced in the Azerbaijani
Milli Maclis and, as the head of the Georgia-Azerbaijan friendship
group, express readiness to hold consultations with our Azerbaijani
colleagues on all important issues of mutual interest. We are ready to
organise such a meeting in the near future," Interpressnews quoted
Dzidziguri as saying and adding that relations with Azerbaijan were
"of major importance for Georgia and further development of friendly
relations between the two countries is a priority issue on our
agenda".

Twenty-one accidents in three days

 

According to police reports, 20 cases out of 25 of bodily injuries have been revealed on December 22-25.

Four cases of drug detection were recorded.
1 case of theft, 21 cases of abductions and frauds, 1 case of rape or rape attempt, robbery and hooliganism were revealed.

From the previous crimes 7 cases of thefts, bodily injuries and 1 case of fraud were revealed.
21 road accidents were registered in the republic over the past 3 days, as a result of which 2 people died and 28 were injured, the RA police report.

STEPANAKERT. – The relatively quiet operative situation along the line of contact between the Karabakh and Azerbaijani opposing forces remained unchanged, from December 17 to 23.

During this time, however, the Azerbaijani armed forces violated the ceasefire around 200 times by firing more than 1,600 shots toward the Republic of Artsakh (Nagorno-Karabakh Republic/NKR) military positions, the Artsakh Ministry of Defense (MOD) informed Armenian News-NEWS.am.

But the NKR Defense Army vanguard units mostly refrained from taking actions in response, and they continued confidently carrying out their military task.

Garo Paylan, Istanbul Armenian MP from the opposition and pro-Kurdish People’s Democratic Party (HDP) of Turkey, has reflected on the present-day situation in the country, and drawn respective parallels with 1915.

Paylan told Gazete Duvar (Wall Newspaper) online newspaper of Turkey that he feels like as if it were 1915.

“The current climate in Turkey is like the climate created by Talaat and Enver [Pashas, the architects of Armenian Genocide],” he said. “In those times, too, the democratic demands of the Armenian people, the Armenian MPs were the same as the demands of the Kurdish party today.

“At that time, the authorities responded to the Armenians’ [democratic] demands with genocide. One hundred years have passed, but it’s the same climate today in Turkey.

“If there is a little intelligence left among the [present-day Turkish] authorities, they must stop all this. Otherwise, the rug will be pulled from under their feet.”

GLENDALE—In 2017, 26 Armenian soldiers have been killed by Azerbaijani fire and landmine explosions. At least 7 out of the 26 were born in the year 1998, which made them 19 years old and 10 out of the 26 were born in the year 1997, which made them 20.

The “With Our Soldiers” Committee informs all community members that Azerbaijani aggression shows no signs of halting and hostilities at the frontlines still remain very active. Armenian soldiers are killed every couple of weeks as the ceasefire regime is violated by Azerbaijan on a daily basis.

To put things into perspective, in the last week alone, Azerbaijani forces violated the ceasefire more than 200 times, firing over 2300 shots at the Line of Contact. Azerbaijan has proven yet again that it has no respect for the ceasefire regime.

As we enter this season of family, friends, and festivities, it is also important for us to be mindful of our brothers serving for our country and protecting our borders. Therefore, with the holidays around the corner, the committee urges all supporters and community members to donate to this worthy cause so that we can once again aid the soldiers serving the frontlines and all those affected by Azerbaijani aggression.

Since the “April War” and the restart of the “With Our Soldiers” campaign, the committee has raised over $150,000 that it has dispersed to about 130 families of fallen soldiers, and through the delivery of supplies to local soldiers in Artsakh. With work currently in progress, the committee is organizing plans to once again continue supplying the frontlines with various supplies, such as weather protective goggles, power generators, and gloves as a part of With Our Soldiers 3.0 that includes other components as well.

Although there is no all out war like last April, soldiers are still dying, families are being left without breadwinners, and children are being left without their fathers. President Aliyev has enforced a political climate where xenophobic behavior towards Armenians is being promoted and those who murder Armenians are being rewarded.

We saw this recently with Azerbaijani ax murderer Ramil Safarov being promoted to the rank of lieutenant colonel of his country’s armed forces. We also see this with Armenian community leaders as well as Members of Congress pursuing the path of justice for Armenians being blacklisted for visiting Artsakh.

And simultaneously, meetings between Armenian and Azerbaijani diplomats with representatives of the OSCE Minsk Group are showing slow signs of progress. Therefore, it’s up to members of the diaspora to stand in solidarity with the Armenian people and assist. The “April War” of 2016 became a test for Armenians all around the world to see how prepared we were to address the needs of our fellow brothers and sisters in the homeland.

It is absolutely necessary for our community to unite during this time of need to assist our soldiers, especially with the cold Armenia winter approaching. The ‘With Our Soldier’ Committee is prepared to personally make visits to the military bases it plans to aid.

More details will be announced in the coming weeks as plans become finalized. However, it is imperative that we have the support of our community in order to move forward with our efforts and achieve all the goals we have set out.

Armenian government approves bill on ratifying 100 million dollar military loan agreement with Russia

The Armenian government approved bill on ratifying the agreement between Armenia and Russia which was signed on October 24, 2017 on providing a state exports loan to Armenia.

Deputy defense minister of Armenia Artak Zakaryan said during the Cabinet meeting that under the agreement Russia is providing a new loan of state exports worth 100 million dollars to Armenia for acquisition of Russian made modern military equipment, armaments and its supplies.

Under the agreement, separate contracts will be signed between the Armenian defense ministry and Rosoboronexport regarding remaining issues, including maintenance, deadlines and others.

Back in 2015 Armenia signed another loan agreement with Russia for 200 million dollars, which is currently in force.

The Tashir Group of Companies, the Investors Club of Armenia and
international financial institutions will invest about $ 1 billion in
the energy sector of Armenia in the next few years

of Armenia and international financial institutions will invest about
$ 1 billion in the energy sector of Armenia in the next few years, the
President of Armenia Serzh Sargsyan participated in the presentation
of the investment program.

According to the press service of the Armenian leader, during the
presentation, the president was provided with details of the sources
of funding for the program, its directions and expected results. The
presentation was attended by representatives of international
financial organizations - partners of the group of companies "Tashir".
At the end of the event, the ceremony of signing documents between the
companies "Tashir", "Electric Networks of Armenia" and financial
partners was held.

According to Karen Darbinyan, vice president of Tashir, investments
will be made in two directions: distribution networks and electricity
generation. In the field of hydropower, the most important investment
will be the construction of the Shnokh HPP. The construction of a 120
MW power station will provide 6% of the total electricity consumption
in Armenia. According to Darbinyan, the project will cost about $ 200
million. The program will also involve the American company Robbins
and the World Bank's International Finance Corporation. The
construction will be completed within four years. As for the second
direction - distribution networks, in the next few years about $ 900
million will be invested in upgrading the network infrastructure.

"Despite financial success, the technical equipment of the company is
obsolete by 85% and needs modernization," Darbinyan said. On this
issue, the company has been negotiating with the Asian Development
Bank and the European Bank for Reconstruction and Development since
2016. Agreements on attracting $ 160 million have been signed. An
agreement with the EDB on attracting another $ 100 million will also
be signed. Negotiations with other organizations are also under way.
According to Darbinyan, "Tashir" plans to invest also in the spheres
of industry, real estate and telecommunications. He noted that the
main principle of investing is investing without raising tariffs. In
addition, he added, 80% of the equipment to be used should be produced
in Armenia. This suggests, according to preliminary data, the creation
of 2.5 thousand jobs.

On October 31, in Moscow, the Eurasian Development Bank signed an
agreement with Electric Networks of Armenia, providing for a $ 100
million loan to the company for the development and modernization of
the country's energy infrastructure. Not only the EDB loan funds, but
also the resources of the European Bank for Reconstruction and
Development (EBRD) and the Asian Development Bank (ADB) will be
involved in the program implementation. About half of the resources in
the development of electric grids are invested in the project by its
main shareholder - the Tashir Group of Companies.

On July 27, 2017, the Armenian government allowed Tashir Capital to
pledge shares of Electric Networks of Armenia to obtain a large loan
from the Asian Development Bank (ADB) and the European Bank for
Reconstruction and Development (EBRD). According to the draft decision
of the executive body, 69.9999594% will be put on bail (172496) of ESA
shares. Earlier, at a press conference in Yerevan, responding to a
question from ArmInfo, the CEO of the company Karen Harutyunyan
reported that the total cost of the investment program of Armenia's
electricity networks for the next five years will be $ 200 million, of
which $ 80 million will be provided by ADB and the same amount by the
EBRD. After the implementation of this phase of the program, the
company will begin implementing a 10-year project worth $ 500 million.

In early July this year, The Board of Directors of ADB approved a
credit program providing for the issue of a loan to "Electric Networks
of Armenia" in the amount of $ 80 million. The funds will be used to
improve distribution networks and increase energy security.
Investments will help improve the distribution of electricity in the
private sector, reduce losses in the energy system from the current
10% to 8% by 2021. Let us note that on July 3 this year. the company
"Electric Networks of Armenia" received an international independent
certificate of quality and compliance with the world requirements ISO
9001: 2015. Certified audit was conducted by the world leader in the
field of independent expertise, one of the largest international
bodies for the certification of management systems by TUV Rheinland.

The group of companies Tashir, headed by a large Russian businessman
of Armenian origin Samvel Karapetyan and Inter RAO, signed an
agreement on the purchase and sale of electricity assets of the
Russian energy holding in the Republic of Armenia - Electric Networks
of Armenia and Hrazdan Thermal Power Plant on September 30, The reason
for the sale of the company was public outrage over the unjustified,
according to consumers, increase in electricity prices by about 16.7%
(6.93 drams per 1 kWh). The regulator's decision to raise the tariff
caused a wave of protest, and in order to contain the protest mood,
the Armenian authorities agreed to conduct an audit of the validity of
the PSRC decision on the growth of tariffs and the activities of the
Electric Networks. In addition, the country's authorities have decided
to subsidize the increased tariff for the population and small and
medium-sized businesses, until the energy company's audit is
completed.

The Armenian sambo team has conquered two gold, one solver and two bronze medals at the 2017 World Sambo Championships held in Sochi, Russia.

According to the National Olympic Committee’s website, Armenian sambo athlete Grigor Mkhitaryan (w/c 52kg) won the gold after defeating Kyrgyzstan’s Muhammad Ali Ergeshov in the final round.

Vachik Vardanyan (w/c 68kg) claimed the world vice champion’s title after losing his fight to Russian Daniil Voevodin in the final round.

Earlier, Tigran Kirakosyan, competing in the 52 weight class, won a gold medal in the sport sambo tournament. Maxim Manukyan (57kg) and Arsen Khanjyan (100kg) grabbed bronze medals.

French-Armenian director brings refugees to TIFF: The People's World

French master realist and class-conscious filmmaker from Marseille, Robert Guédiguian, has a totally different manner of handling serious issues and humor, The People's World said in an article about a recent movie by the French-Armenian filmmaker that featured at the Toronto International Film Festival.

Many of his films deal with true historical events. His previous film, "Don’t Tell Me the Boy Was Mad", involves the Armenian Genocide, a subject close to the heart of this director with Armenian heritage. His remake of "The Army of Crime" (2009) tells the true story of Armenians in the French Resistance during WWII.

Guédiguian's latest film, "The House By the Sea" (see trailer below), takes place just south of Marseille in a seaport village where families have settled in for decades. The Russian writer Chekhov once said, “If you want to speak about the world, speak about your village.” The film focuses on the unspoken discord in a family of three siblings gathering in their village to determine what to do with their aging father and how to deal with the family property. While the aging locals are dealing with a community that has been gentrified, where all the familiar landmarks are vanishing, replaced by rich speculators, and homes are being priced out of range, one older couple plan their dual suicide, while others contemplate their fate in a profit driven corporate world. But what makes this leftist director unique among his peers is his Marxist awareness of the signs of a changing world. The son jokes at one point about someone calling them “middle class,” knowing as communists they’ve always identified with the “working class.”

As the characters confess their deepest emotions before other family members, such as the wife who suppressed her anger at her husband for allowing their 6-year-old daughter to wander into the water and drown so many years ago, the movie turns into a deep melodrama. While this goes on, they begin to notice a gradual buildup of police cars along the waterfront throughout the summer, soon to discover that the police have been scouting for refugees forced out of their war-torn countries and hiding out in the hills. Sympathizing with this human tragedy, they secretly search for the families, many with very young starving children, and eventually harbor one of the families with three children in their home.

Longtime TIFF Director and CEO Piers Handling says Guédiguian’s newest film is “one of his best films. So moved and impressed by this film that speaks to what is going on today.” It’s a philosophical study of what the world can be, as the seven main characters discuss many of the world’s issues. Guédiguian and his wife Ariane Ascaride accompanied the film in its North American premiere. Explaining the structure of his film, he stated, “The idea of the ‘universal’ doesn’t exist but only when it is crystallized in a single moment or single place such as the one in the movie. I truly believe you can tell every single story of the world from any place in the world.” He most always chooses Marseille.
