The Dialogue Eurasia (DE) Platform organizes an international
symposium titled, “From Terrorism to Universal Ethics: Religions
and Peace”. Intellectuals, bureaucrats, and religious leaders from
38 countries will participate in the symposium that will be held on
June 7-8 in Moscow.

DE Secretary-General Erkam Tufan Aytay reported that the need for
international ethics for terrorism will be emphasized and the message
of peace will be sent to the world at the symposium. At the conference
to be held at the President Hotel, “it will be emphasized that the
belief values, which in essence aim for peace, are used as excuses for
some conflicts and even for terrorist acts from time to time today,
just as they were in the past.” It is planned that discussions will be
held on two important points during the conference, which is organized
with the cooperation of the Russian Science Academy Oriental Studies
Institute and PIAR Association:

1. Will different religions and cultures be able to co-exist in a
continually global world by showing tolerance and sympathy towards
one another?

2. Will religions be represented by those who indulge in terrorist
acts and incite hatred under the name of religious faith or by those
who support love and tolerance under the name of faith?

Participants from Europe, the Far East, and the US will attend to these
activities as part of the DE Platform, which has arranged activities
for Turkey and countries from the Middle East have attended before. The
names attracting attention among the participants announced to attend
the conference are: Sri Ravi Shankar from India, the mother of Georgian
President Mikhail Saakashvili Giuli Alasinaia, the Chief Rabbi Ishak
Haleva, Armenian Patriarch Mesrob Mutafian, Indonesian Former President
Abdurrahman Vahid, Chief of Caucasian Muslims Allahsukur Pashazade,
Husamettin Cindoruk, one of Taiwan Buddhists leaders Master Hsin Tao,
the Leader of Mohammediye Society Professor Abdul Munir Mulkhan.

CBA ENSURES PLANNED INDEX OF PRICE GROWTH IN 2004

YEREVAN, MAY 26, NOYAN TAPAN. In 2004, the Central Bank of Armenia
(CBA) succeeded in ensuring the index of price growth planned at up to
3%. A 2% price growth was registered in late 2004 compared with
December of 2003. The average annual price growth made 7% against the
planned index of 7.7%. CBA Chairman Tigran Sargsian stated this at the
May 25 meeting of the RA National Assembly when presenting the annual
account of the Bank activities in 2004. According to him, the
developments that took place in the economy with respect to the
implementation of the monetary and credit policy, in particular an
unprecedented increase in money inflow and the weakening US dollar,
placed CBA in the price growth – exchange rate dilemma. However, the
bank remained true to its main objective and gave top priority to
maintaining low rates of price growth. T. Sargsian noted the matter
concerns 400 goods included in the consumer basket. Prices of real
estate, apartments, cars, various services, which have shown high
growth rates in recent years but not affected the behavior of consumer
prices, have not been included in the consumer basket. “This means
that giving preference to stable prices, we make the behavior of the
budget or expenses of the average Armenian family predictable for it,”
CBA Chairman said. The discussion on the CBA annual account will
continue at the May 26 meeting. In accordance with the NA Bylaws, the
account will be taken into consideration but no decision will be made
on it.

Moscow hails Georgian promise not to host other countries’ forces

MOSCOW

Russia, in tense negotiations with Georgia over the withdrawal of two
military bases, welcomed Thursday a Georgian promise not to let other
foreign forces deploy in the ex-Soviet republic after the Russians’
departure.

An assertion by Georgian President Mikhail Saakashvili that other
countries will not step in “accords with Russia’s position,” Russian
foreign ministry spokesman Alexander Yakovenko said.

“It’s just important that these words are not deviated from in
practice. It’s necessary to fix such a situation in a juridical,
legally binding document,” Yakovenko said in a statement.

Georgia wants a swift pullout of the two bases — one in the Black
Sea port of Batumi, the other near the Georgian-Armenian border at
Akhalkalaki. Russia argues that it needs years to dismantle the
installations and rehouse the troops.

In the latest round of negotiations, Moscow is examining a proposal
to leave by the end of 2008.

The issue has become a major stumbling block in relations between the
two neighbours since the pro-Western Saakashvili came to power in the
“rose revolution” in 2003.

Moscow has portrayed Saakashvili’s rise as further evidence of
creeping US influence in territory Russia has long considered as
within its sphere of influence. Many Georgians see Moscow as
unwilling to respect their sovereignty.

A small US army contingent is deployed in Georgia to train the
country’s small military.

ANKARA

In reference to the postponed conference “Ottoman Armenians During the
Empire’s Fall: Scientific Responsibility and Democracy Problems,” the
Turkish Higher Education Council (YOK) indicated today (Wednesday) [25
May] that “such an activity in a Turkish university is an unfortunate
one”.

In a written statement issued, YOK remarked that one of the goals of
an university is to publicize information found upon in-depth
research. According to YOK statement, publicity involves all
scientific publications, conferences and meetings, underlining that
all kinds of views and thoughts are expected to take place in this
process.

“But, the conference’s preparation committee made it public on 17 May
that the conference to take place at Bogazici University from May 25th
until 27th will include statements that are different compared to
official Turkish stance on the matter… and that it is high-time for
some Turkish circles to raise their voices which are quiet different
than the official point of view. Such comments by the preparation
committee and other statements by the committee members clearly show
that no other views or thoughts related to the topic are given place
at the conference,” said YOK’s statement.

“We have reached a conclusion that the postponed conference can not be
a scientific meeting whose peculiarities are stated above. Such
efforts in a Turkish university is unfortunate for the Turkish Higher
Education,” remarked YOK’s declaration.

1. Russia Upset By Deciosn to Not Privatize Gas PIpeline

One week before US President George Bush’s visit to Georgia, Minister
of Energy Nika Gilauri announced that, following an agreement from the
Millennium Challenge Corporation (MCC) that USD 40 million will be
allotted by the corporation for repairs to the trunk gas pipeline, the
government had decided not to privatize the pipeline after.

The government had initially suggested that the pipeline would need to
be sold as it was unable to pay for the cost its rehabilitation. The
Russian energy giant Gazprom expressed its interest in buying the
pipeline, and this led to opposition both within Georgia and from the
US to sale.

Local experts expressed concern that selling the pipeline to a Russian
state owned company would put Georgia in a position of even greater
dependence on energy imports from its northern and not always friendly
neighbor. US officials, meanwhile, concerned that the trunk pipeline
might prove an eventual competitor to the US funded South Caucasus
Pipeline, also expressed opposition to the pipeline’s sale.

Nevertheless, without any alternative course of financing the vital
rehabilitation work, the possible sale of the pipeline remain on the
agenda, leading critics to wonder about the presence of shady,
pro-Russian forces within the government, or else equally shady
figures with a personal interest in its sale.

Conservative MP Kakha Kukava, for example, said, “I am sure that the
Georgian government has corrupt and financial interests in the
issue. I don’t think that the government came to such a decision
because of been pro-Russian. In this case it was not the political but
corrupt interests. If there exist pro Russian interests in the
government than even these interests have financial rather than
ideological or strategic motives,” as quoted by Akhali Taoba.

The government of course denies such accusations, stating that it was
only possible to take the pipeline off the market once the Millennium
Challenge funding had been won. It could be added that, given obvious
US animosity to sale on the agenda was a useful way of persuading MCC
that rehabilitation of the pipeline was a project worth supporting.

Following the decision not to sell the pipeline, the government was
eager to stress that it as not a “decision against the Gazprom or
Russia,” 24 Saati quotes Prime Minister Zuran Nogaideli as saying.

Nevertheless, the decision has clearly upset Moscow. Russian MP
Konstante Zatulin, for example said that this was yet another US
measure to drive a wedge between Russia and other CIS countries, by
reducing the level of dependence of countries like Georgia on Russia.

Russian expert Aleksandr Blokhin complains that the US has no economic
interests in the gas pipeline, an is merely interested in interfering
in reducing Russian influence in the Caucasus region.

Mr. Blokhin underlines that through the pipeline Russian gas is
transited to Armenia – the only country strongly loyal towards Russia
in the region. “The amount of transited gas to Armenia is not
sufficient for Gazprom. It should be mentioned that by refusing to
sell the gas pipeline to the Gazprom America is separating Georgia
form Russia,” Mr. Blokhin said as quoted by 24 Saati.

2. “One Window’ Licensing nowhere in sight

A draft law prepared by the government aims to reduce the number of
licenses and permits to be issued by 80%, but the “on window
principle” promised by the authorities still does not exist.

Some analysts and businessmen have called on the administration to
pass much more radical reforms in order to allow entrepreneurs to
apply to only one structure when seeking a license. The “one window”
proposal is likely to come up during the parliamentary session’s
discussion of the draft “on issuance of licenses and permits.”

The initiative to simplify the licensing and the permit issuance
system came from State Minister for Economic and Structural Reform
Kakha Bendukudze. The current system is highly complicated, with
approximately thirty state bodies authorized to issue come 76
different types of license and permit. As the newspaper Khvalindeli
Dge reports, there heretofore existed 545 licenses and 600 permits for
various businesses. Obviously such conditions created an array of
difficulties for entrepreneurs. It is clear as well that the more
licensing procedures there are, the greater the changes of corruption.

The authorities have given great attention to the issue of simplifying
the license issuance process. As Rezonansi reports, President Mikheil
Saakashvili promised entrepreneurs to work out a “one window
principle” for licensing, by which only one license from one structure
would be required for each kind of business. The president called this
move the second revolutionary simplification of the country’s economy,
the first being the new tax code.

The number of licenses issued has reduced from 600 to 140, but this
still is not the promised one window system, and businessman still
have to go to through several bureaucratic hoops to receive a license.

Rezonansi quotes Executive Director of the Federation of Georgian
Businessmen Giorgi Isakadze as suggesting the government created a
chancellery type agency to license business. “We want to deal with one
specific structure where we can pay money and officially receive
approval or a justification refusal, he said, as quoted by newspaper
Khvalindeli Dge.

Meanwhile analysts oppose the cancellation of licenses over
environmental protection foreseen in the draft prepared by the
government – four categories of environmental protection decrease to
one. Only the license for building atomic energy plants and other
heavy industry factories is rob be retained, while other business can
be carried out without control.

Leader of the Green Movement Giorgi Gachechiladze sees the decrease of
environmental protection licenses as an “anti-Georgian” decision that
will badly influence the country’s environment and will tarnish its
international image as well.

3. Government Puts Energy Up for Sale

The Ministry of Economic Development of Georgia has posted details of
energy infrastructure to be privatized on the government’s web site.

“Privatization will be carried out through a competitive process,” the
web site states. “Interested investors are invited to submit their
expression of interest in writing and confirm their willingness to
participate in the possible privatization process.”

Letters in English, Georgian or Russian should be received by 18:00 on
October 1, 2005, the ministry states.

Companies slated to be privatized include the electricity distribution
companies the Adjara Power Company (authorized capital GEL 27,809,464)
and Untied Distribution Power Company (GEL 59,032,782).

Hydroelectric power station to be privatized are listed as: Rioni,
Kutaisi, authorized capital 7,391,073 lari, installed capacity 48 MW;
Gumati, Kutaisi, 1,966,732 lari, 44 MW; Lanjanuri, Tsageri, 2,391,791
lari, 112 MW; Dzevruli, Terjola, 919,786 lari. 80 MW; Shaori, Tkinuli,
1,735,390 lari, 38 MW; Alsi, Keda, 84,284 lari, 16 MW.

In all cases, the state’s 100% share is to be privatized, except for
Dzevrili, where the government’s share is 98,45%.

Interested investors should submit detailed proposals with respect to
privatization only after the announcement of the competition, the
statement6 reads.

4. KAZAKHSTAN POISED TO INK OFFICIAL DOCUMENT ON JOINING BTC

Kazakhstan is ready to sign the agreement on joining the
Baku-Tbilisi-Ceyhan (BTC) main export pipeline, according to the
information provided by the State Oil Company of Azerbaijan.

The intergovernmental agreement, which is set to be sealed within
short time, will be ratified by the parliaments of both countries.

BTC will initially export 7,5 million tons of Kazakh oil and further
increase this volume up to 20 million tons yearly. In the initial
stage, the oil will be carried via tankers. However, the sub sea
pipeline linking Kazakhstan and Azerbaijan is also to be laid in the
near future. The pipeline will be completed as soon as the first oil
is extracted from “Kashagan” oilfield.

5. PIPELINES CARRIED 4,2 MLN TONS OF CRUDE OIL AND OIL PRODUCTS

6. EBRD SATISFIES WITH OIL REVENUE MANAGEMENT IN AZERBAIJAN

The Azerbaijan strategy overview prepared by EBRD said that based
largely on Foreign Direct Investment in the oil sector and the
consequential spill-over effects to the transport and construction
sectors, Azerbaijan has, during the last few years, registered robust
economic performance. With vigorous export growth in some sectors,
most notably agriculture and chemicals, annual GDP growth since 2000
has averaged over 10%. Within the time span of this country strategy
these growth rates could double.

During the current strategy period, the Government’s economic policy
mix has been broadly appropriate. To compensate for the greater
liquidity in the system resulting from the capital inflows to the oil
sector, the Government has progressively tightened its fiscal
policy. Within this context, tax reforms have been successfully
executed.

The recently adopted long-term oil revenue management strategy
provides an appropriate framework for supporting macroeconomic
stability. Institutional capacity building is needed in support of
those structural reforms which have been introduced.

The Bank will contribute to the development of the non-oil sector by
making direct debt and equity investments and via support to the
financial sector. Micro-, small- and medium-sized enterprises are
anticipated to be the primary target for these investments. The
instruments, resources and programmes available under the ETC
Initiative will be fully utilized in order to accentuate the Bank’s
engagement in these activities.

7. Saakashvili to attend oil pipeline opening ceremony

Georgian President Mikheil Saakashvili will leave for Azerbaijan to
attend the opening ceremony of the Baku-Tbilisi-Ceyhan (BTC) oil
pipeline.

It is reported that Mr. President will hold a two-day visit to
Azerbaijan; today he will negotiate with his Azeri counterpart Ilham
Aliev.

The official opening ceremony of the Baku-Tbilisi-Ceyhan oil pipeline
will hold on May 25, 2005; the presidents of Georgia, Azerbaijan,
Turkey, Kazakhstan and US Secretary of Energy, Samuel Bodman will
participate in the opening ceremony.

According to the official data, “BTC project is a $2.9 billion
investment to unlock a vast store of energy from the Caspian Sea by
providing a new crude oil pipeline from Azerbaijan, through Georgia,
to Turkey for onward delivery to world markets.

Traversing 1,760km of often remote and challenging terrain, the BTC
pipeline will be able to transport up to one million barrels of crude
oil per day from a cluster of discoveries in the Caspian Sea…”

8. Award for Bankwatch co-produced film on BTC pipeline at
international human rights film festival (May 5)

The Bankwatch co-produced film called “The Source”, directed by Czech
Martin Marecek, received a Plzensk&#253; Prazdroj Audience Award for
the film which met with the most positive response from members of the
audience attending the recent international “One World” human rights
film festival in Prague. The film, which documents the social and

9. MA releases second report: Biodiversity and Human Well-being

Launched today, on May 19, 2005 the second Millennium Ecosystem
Assessment report, Biodiversity and Human Well-being: A Synthesis
Report for the Convention on Biological Diversity, synthesizes and
integrates findings related to biological diversity from the four MA
Working Groups: Conditions and Trends, Scenarios, Responses and
Sub-global Assessments, in response to requests for information
received through the Convention on Biological Diversity (CBD).

The report will be launched as part of the celebrations for
International Day for Biological Diversity today in:

conference followed by a reception and will co-sponsor, with McGill
University, a seminar aiming at providing an in-depth discussion of

Save the Children promotes establishment of a democratic and legal
state, civil society, and the rule of law

Society Organizations (CSOs) and create an enabling environment so

Several days ago the secretary general of the Council of Europe Terry
Davis stated that Nagorno Karabakh is an indivisible part of
Azerbaijan. The foreign minister of Armenia Arman Melikian commented
on his statement. `I must mention that Mr. Davis is mistaken and
confuses the international community. Therefore, it would be useful
to remind that Nagorno Karabakh has never been part of independent
Azerbaijan and, consequently, the Republic of Nagorno Karabakh cannot
be its indivisible part. Once Nagorno Karabakh used to be part of the
Soviet Union; in the period of dissolution of the USSR it declared its
independence in conformity with the international law. As to the
recognition of the independence of Nagorno-Karabakh Republic, I
believe it is a matter of time.’

Two area charter schools get high marks

While standardized test scores in a majority of Oakland County
charter schools have lagged behind those of their traditional public
school counterparts, two local charters continue to buck the trend.
The recent release of 2005 Michigan Educational Assessment Program
test scores for elementary and middle schools indicates Holly Academy
and A.G.B.U. Alex and Marie Manoogian School in Southfield not only
strongly outpace other area charter schools, but rank among the
county’s top-performing traditional public school districts.

“Our motto at Holly Academy is inspiring excellence,” said Tina
Craven, deputy director of the school.

“We usually attract families who are interested in having their
children see (academic) challenges at the next level.”

This year, an average of 73 percent of academy students were found to
be proficient in math, reading, writing, science and social studies
portions of the MEAP test.

That average compares with roughly 81 percent proficiency rates in
the Rochester and Troy school districts and tops the proficiency
rates of 21 other county districts.

This success, Craven said, is largely a result of teacher and
administrator efforts to align curriculum with state learning
benchmarks, ramp up instruction in curriculum areas where students
have shown weaknesses and encourage parents to play an active role in
the education process.

“Schoolwide, I think our teachers have really honed in on how they
can help students be successful,” Craven said.

The Manoogian School – a long-established, private Armenian school
that became a public charter school in 1995 – has seen similar
success.

It posted an overall test proficiency rate of about 76 percent and
topped all but five traditional public school districts in the
county.

Principal Nadya Sarafian attributed much of the success to dedicated,
veteran teachers who are fortunate to work with students in small
class sizes.

“We try to keep the best teachers,” she said. “We try to encourage
them to do the best they can with each student.”

Sarafian was hesitant to compare the academy’s scores with those of
traditional public school districts because year-to-year fluctuations
in test results for the few hundred students at Manoogian will be
more dramatic than those of a school district with several thousand
students.

She also acknowledged that Manoogian had the advantage of a running
start over other charter schools when publicly funded academies were
authorized in Michigan roughly a decade ago. A tested curriculum,
teaching staff and school philosophy were already in place.

“It takes time to develop all those things,” Sarafian said.

While charter schools are sometimes seen as competing with
traditional public schools for limited state public education
funding, this appears not to be the case for Manoogian.

Ken Siver, deputy superintendent for the Southfield school district
and a vocal opponent of charter schools, said he does not take issue
with the academy operating as a charter.

“It’s an extremely well-run school,” he said.

Because Manoogian tends to draw students from around the metropolitan
Detroit area rather than just from Southfield, it does not draw
significantly from state funding Southfield receives, Siver said.

“It is not one of those schools I would be critical of,” he said. “My
concern is more with the charter schools that are run by businesses.
In my view, some of those businesses are not particularly qualified
to provide education.”

Dan Quisenberry, executive director of the Michigan Association of
Public School Academies, said Manoogian and Holly academies are
shining examples that charter school students can achieve as well as
any others.

He added that this year’s MEAP scores indicate students in charter
schools across the state are making considerable gains in achievement
levels.

“When you compare them to their peers … they’re meeting and
exceeding those scores,” he said.

Still, most local charter schools have substantial ground to cover
before keeping pace with student test scores in the area’s
traditional public schools.

Newly released MEAP scores show that 10 of 17 Oakland County charter
academies posted average student proficiency rates below that of all
28 local traditional school districts. Five remaining academies had
average student proficiency rates on par with the county’s four most
challenged school districts.

The new law on advocacy that was adopted December 14, 2004 came
into force January 13, 2005. The novelty of the law was that the
existing unions of lawyers had to be liquidated and a united chamber
created instead. Both previous and present models have advantages
and disadvantages.

We addressed 100 citizens with the following question: “Should
different lawyer unions or united chamber of lawyers function?”

The majority supported the idea of formation a united chamber to
preserve solidarity and avoid discrepancies and procrastinations. As
one of the respondents said, “we are not Europe, we should have one
body to reduce corruption”. Another man held the opinion that there
should be made unions to create the atmosphere of competition. 33%
of those surveyed adhered to the same opinion. 17% found difficulty
in answering. “We have no job to buy bread. Should we think about
their chambers”, one of them said.
