new Co-Chair of the OSCE Minsk Group for settlement of the Nagorno
Karabakh conflict Bernard Fassier, who is in Yerevan on a visit. In
the course of the meeting the parties discussed the Karabakh issue,
exchanged views on the process and prospects of settlement of the
problem. It should be noted that on the post of the French Ambassador
to the OSCE Minsk Group Bernard Fassier has replaced Henry Jackolin,
who had retired.

The Armenian-controlled Azerbaijani territories are the most
convenient place for deploying American bases and attacking Iran, the
Armenian newspaper Haykakan Zhamanak has said. This option will be
advantageous to the United States as it will solve several problems,
including the Karabakh conflict, it said. The newspaper went on to say
that the sense of US-Azerbaijani diplomatic cooperation in the recent
period is to convince the world that the Azerbaijani territories
controlled by the Armenian forces belong to Azerbaijan and are its
sovereign territories. On this basis, Azerbaijan and the USA will sign
an agreement under which Azerbaijan will allow the USA to deploy its
military bases in the occupied districts. The paper added that the
“Iran problem” may damage Armenia’s relations with Iran and Russia and
called on the government to draw up a clear-cut contingency plan. The
following is the text of Arman Karapetyan’s report by Armenian
newspaper Haykakan Zhamanak on 20 January headlined “New complications
for Armenia”. Subheadings as published:

US President George Bush’s statement that he does not rule out that
the USA will take military action against Iran complicates Armenia’s
geo-political situation. This statement means not only that the USA is
interested in our country from a geo-political or military-political
point of view, but also that our country is of very specific
significance in the context of settling a very specific problem. And
the policy of complementarity established by [Armenian President]
Robert Kocharyan and [Armenian Foreign Minister] Vardan Oskanyan, who
are torn between Russia, the USA and Europe in their unsuccessful
attempts to establish equal relations, may simply collapse as a result
of the Iran problem becoming more intense and affect Armenia.

For this reason, from now on, the political forces, authorities and
diplomats of Armenia should develop a strict position and have several
scenarios of possible developments around Iran and models of Armenia’s
position if any of these scenarios is put into practice. But before
drawing up these strategic approaches, Armenia has more pressing
problems in the context of Iran-US relations, which are directly
linked to the settlement of the Karabakh issue.

Bases in the occupied territories

Irrespective of whether Bush orders an attack on Iran or not, the USA
will continue strengthening its military presence in areas close to
the Iranian border. This is necessary not only for the successful
conduct of possible military actions, but also in order to launch a
psychological attack on Iran. Iran’s borders are almost surrounded by
US troops: Iraq and Turkey are to the west of Iran and there are
enough US troops there. The Persian Gulf in the south is totally
controlled by the US armed forces. Afghanistan is to the east, and
there are enough American troops there.

The other eastern neighbour of Iran, Pakistan, is the USA’s strategic
partner. And only in the north, does the USA not have a military
presence on the Iranian border. Iran’s northern neighbours are
Armenia, Azerbaijan and Turkmenistan. Thus, it is evident that the
USA’s next strategic problem is to ensure its military presence north
of Iran, and there is a natural question against this background:
where may US military bases be located? The Turkmen option should be
ruled out immediately as American-Turkmen relations are not at the
necessary level to discuss such an issue. Turkmenistan’s domestic
political situation is another reason for this, and the USA cannot
cooperate with this country first of all on principle.

Analysis shows that the so-called “liberated-occupied” territories are
the most convenient place for deploying American military bases north
of Iran. The recent statement made by US Assistant Secretary of State
Elizabeth Jones about the criminal nature of the authorities of the
Nagornyy Karabakh republic [NKR] confirms this view once again. This
option will be advantageous to the US authorities as it will settle
several problems, including the Karabakh conflict.

Is it possible to deploy American military forces in the
“liberated-occupied” territories? The sense of US-Azerbaijani
diplomatic cooperation in the recent period is to convince the world
that the Azerbaijani territories controlled by the Armenian forces
belong to Azerbaijan and are its sovereign territories that have been
illegally taken by Armenians.

The factfinding group that will visit these occupied territories by
the end of the month will make “horrible discoveries” about the
situation there and the world community will conclude that it is
necessary to return these territories to Azerbaijan immediately. This
point will have a declarative nature, and the main essence of such
propaganda again will be that the occupied territories belong to
Azerbaijan. Through diplomatic channels, it will be suggested that the
Armenian authorities pull out of the occupied territories. Naturally,
our authorities will not agree to such a “betrayal”. During that
period, it will be fixed in all the documents and people’s minds that
the occupied territories belong to Azerbaijan and are de-jure
controlled by its authorities. Only on the basis of this note, will
Azerbaijan and the USA sign an agreement under which Azerbaijan will
allow the USA to deploy its military bases in Fuzuli, Zangilan,
Cabrayil, Kalbacar, Agdam, Lacin and Qubadli Districts
[Armenian-occupied districts of Azerbaijan], and this will be de jure
an unquestionable decision again [as published].

Let us hope that the Armenian army does not have commanders who will
order their soldiers to fire at the American army, understanding that
it is pointless.

Other complications

The aforesaid is not the only complication for Armenia in the context
of the further development of events around Iran. As is the case with
Iraq, we shall have the problem of providing the USA with an air
corridor in this case as well. Of course, the problem will not be
limited only to providing an air corridor, and the Americans will try
to rent one of Armenia’s military airports. And here the problem will
be seen not only in the context of Armenian-Iranian relations, but
also in the context of Armenian-Russian relations. And on the whole,
if the USA has the problem of changing the political regime in Iran,
what will Armenia’s position be like?

These are really complicated problems and it will be impossible to
avoid them not only in conditions of rivalry between Armenia and Iran
[as published], but also between Armenia and Azerbaijan. In the
context of all these developments, Armenia should be able not only to
demonstrate a correct position regarding the USA, Russia and Iran, but
also to try not to lag behind Azerbaijan in this process in terms of
gaining dividends. This is a problem that seems impossible to settle
in the current domestic political situation in Armenia. Over the last
few years, Armenia has created such a geo-political bloc around itself
that it is possible to overcome it only by using Ukrainian and
Georgian experience [as published].

[Presenter] The OSCE factfinding mission will release the final
results of its investigation into the reports of Armenian settlement
in Azerbaijan’s occupied territories in late February, Foreign
Minister Elmar Mammadyarov has said. Mammadyarov today broadly
discussed the issue with Andrzej Kasprzyk, envoy of the OSCE
chairman-in-office. Mr Kasprzyk has spoken to “Son Xabar” about the
mission.

[Correspondent] The OSCE factfinding mission will inspect the seven
occupied districts. Azerbaijan’s Foreign Minister Mammadyarov and
Kasprzyk discussed the issue at a two-hour meeting today. Mr Kasprzyk
told “Son Xabar” after the meeting that the members of the mission
will also try to resolve organizational issues at a meeting planned to
be held in Vienna tomorrow.

[Kasprzyk speaking in Russian with Azeri voice-over] It is still not
clear which country will head the mission. We will meet in Vienna
tomorrow and discuss all issues, including the appointment of a
chairman. I think the mission will be completely ready for the visit
after this.

[Passage omitted: Kasprzyk says the mission’s visit to the occupied
territories may last for around a week]

[Correspondent] There are reports that the separatists are working
hard to conceal facts of settlement in Nagornyy Karabakh and
surrounding districts on the eve of the visit. But official Baku says
that it had predicted this earlier. Foreign Minister Mammadyarov says
the occupiers may resort to any means, but Azerbaijan already
possesses undeniable proof.

[Mammadyarov speaking to reporters] They may wish to do so. But they
cannot conceal buildings. We know that there are buildings there and
what these buildings are for. We already have evidence.

[Correspondent] The minister said the report of the factfinding
mission will be ready some time in late February. He said although the
document will be submitted to the OSCE’s standing commission, no
decision is expected to be adopted on this matter yet.

[Mammadyarov] The talk is not about any decision yet. Let’s wait and
see what the report will be like. Let the mission collect facts and
then we will see what happens.

[Correspondent] As for which country will head the mission,
Mammadyarov said official Baku views Germany as a real candidate to
this position.

[Presenter] The Azerbaijani Foreign Ministry has come to terms with
the OSCE fact-finding mission’s visit to Karabakh via Armenia. However,
while explaining its position it said this further attests to the fact
that Armenia is an aggressor.

[Correspondent over archive footage] Baku does not object to the OSCE
fact-finding mission’s travelling to the occupied territories through
Armenia, the head of the Foreign Ministry’s information department,
Tahir Tagizada, has said.

Pointing to the occupation of a fifth of Azerbaijani territory and the
fact that those areas are currently under Armenia’s control, Tagizada
did not rule out certain difficulties in the event of the experts’
visit to Karabakh through the territory of Azerbaijan. For this
reason, the Azerbaijani side sees the decision as temporary.

At the same time, the representative of the Foreign Ministry said that
the international experts’ decision to travel to Karabakh through
Armenia is the further proof of aggression on the part of Armenia.

To recap, the special representative of the OSCE chairman-in-office,
Andrzej Kasprczyk, said earlier that the decision to travel to
Karabakh via Armenia had been made in the interests of the experts’
safety.

il Kuwait, da dove proseguirà per una missione a carattere
`umanitario’ in Iraq, sotto il comando del contingente polacco. «E’
un giorno molto importante per le forze armate armene. Non possiamo
restare fuori dal processo internazionale per stabilità e pace nella
nostra regione», ha detto il ministro Serge Sarkissian. Il parlamento
aveva approvato a fine dicembre la decisione del governo di inviare
per la prima volta dei militari, non combattenti, in Iraq, anche se
l’opposizione e le organizzazioni della gioventù armena hanno
protestato, preoccupati che la diaspora armena in Iraq, circa 20.000
persone, venga esposta a vendette della guerriglia.

Turks Are Inadvertently Helping
To Publicize the Armenian Cause

Who would have thought that 90 years after the Armenian Genocide, the Turks
would still be haunted by the mass murders committed by their ancestors?
The Ottoman leaders thought that they had put an end to the Armenian Cause,
once and for all, by deporting and killing the Armenian population of the
Empire.
For a long time, it appeared that the Ottomans had succeeded, after all. A
quarter of a century later, on the eve of his own genocidal campaign,
Hitler noted that no one remembered the “extermination of the Armenians.”
He, therefore, thought that he could carry out the Jewish Holocaust with
impunity.
Hitler’s observation about the Armenian precedent to the Holocaust was
accurate. For several decades, the world turned a deaf ear to the heart
wrenching eyewitness accounts of the survivors of the Armenian Genocide.
Apart from Armenians, few people spoke about what took place in 1915, and
even fewer cared.
On rare occasions when Armenians made even minor progress in bringing the
Armenian Genocide to public attention through a book, article or remark
made by a non-Armenian public official, the Turkish government would bring
to bear the full weight of the state and the massive resources at its
disposal to counter such assertions. Turkey allocated millions of dollars
to hire lobbyists in Washington and paid millions more to historical
revisionists to flood libraries worldwide with false accounts of what took
place in 1915.
The Turks, however, never seemed to realize that their eagerness to counter
every mention of the Armenian Genocide, no matter how minor, inadvertently
brought more attention to this issue. Even false and anti-Armenian
statements made by high-ranking Turkish officials, which were publicized by
the international media, helped revive this “Forgotten Genocide.”
To make matters worse for themselves, recently the Turks have embarked on
their anti-Armenian Jihad with a renewed zeal. Having become aware that
Armenians are planning to commemorate the 90th anniversary of the Genocide
this year, the Turks have driven themselves into an absolute frenzy,
desperately looking for tougher measures to counter the Armenian
observances which prominent Turkish journalist Mehmet Ali Birand described
as the approaching “Armenian tsunami.” Here is a short list of actions
announced by Turkish officials and historians:
— Foreign Minister Abdullah Gul announced last July the formation of a
government task force that would promote the denial of the Armenian
Genocide and counter the planned commemorative events on the 90th
anniversary of the Armenian Genocide. At the end of December, Gul met with
his advisors to plan the steps to be taken to counter the Armenian efforts;
— Hikmet Ozdemir, the Chairman of the Armenian Desk of the Turkish History
Institute, announced on CNN-Turk on January 5th that his group would launch
“a huge campaign” in February by publishing four volumes of documents
disproving “the Armenian allegations.” Ozdemir also suggested “the retrial”
of Soghomon Tehlirian who was set free by a German court in 1921 after
assassinating Talat Pasha, the mastermind of the Armenian Genocide. He
spoke about organizing TV debates with Armenian intellectuals and
symposiums in Turkish, European and American universities;
— Reuters reported on January 12th that Yusuf Halacoglu, the President of
the Turkish History Institute, called for the establishment of an
international commission of historians, under the auspices of the United
Nations, to study the facts of the Armenian Genocide. He also disclosed
that 7 mass graves would be uncovered this year to prove that “Armenians
committed genocide against the Turks;”
— Several former Turkish officials suggested taking the Armenian issue to
the World Court.
Armenians naturally welcome all of these Turkish efforts, no matter how
repulsive and depraved they might be. The world as well as the Turks
already know that genocide was committed against the Armenians. None of
these Turkish disingenuous attempts at disinformation would dissuade a
single soul anywhere in the world. In addition to wasting the Turks’ time,
money, and effort, these actions would only serve to attract international
attention to the Armenian Genocide.
Furthermore, by expanding their efforts to cover up such a heinous crime as
genocide, the Turks would be proving once again to the world that they are
not yet ready to be included in the family of civilized nations. Germany
would have never been accepted for membership in the European Union, had it
not acknowledged the Holocaust. The Turks are only harming their own
interests by continuing and escalating their denials and distortions!

2 – Fresno Homenetmen Makes Donation
For Tsunami Victims to Red Cross
FRESNO – After caroling on Armenian Christmas Eve, Jan. 5, Fresno
Homenetmen Armenian Boy Scouts Representatives presented a check for the
Asian tsunami victims to Ellen Schneider, CEO of the American Red Cross
Fresno-Madera Chapters.
Making the presentation were: Girl Scout Rep. Jenya Bakarian; Executive
Committee Chairman, Avedis Krikorian; Executive Committee Scouts Rep. Akabi
Atikian; Boy Scouts Rep. Shant Atikian, and Ellen Schneider.
On Jan. 5, Fresno Homenetmen Armenian Boy Scouts Troop 12 gathered at the
Armenian Center, to caravan in vans to carol at the homes of supporters and
collect donations, a 25-year tradition in Fresno. The donations from
their Christmas caroling are normally used for camping trips and
educational projects for the scouts. However, this year, the scouts
decided to donate the proceeds to the survivors of the tsunami as a gesture
of love toward humanity.
“We want to do our share to bring some relief to the survivors of the
Tsunami”, said Avo Krikorian, chairman of the Homenetmen Sassoon Chapter.
“We remember the Armenian earthquake of 1988 where over 25,000 people died.
It is sad to see thousands of humans suffer, we just want to help.”

3 – $500,000 Raised for USC Armenian Institute
Ahead of Feb. 13 Inaugural Gala Dinner
LOS ANGELES – The campaign leading to the February 13 Inaugural Gala
Banquet for funding USC’s Institute of Armenian Studies has gone into
overdrive in response to unprecedented expressions of widespread financial
support from the Armenian community.
As a result of rapidly increasing commitments during December 2004, over
$500,000 has already been raised.
This is a great start towards the initial target of $1,000,000 to be
achieved by the time of the banquet which would permit the Institute to
begin its work as a distinguished center of Armenian academic, intellectual
and cultural life. An endowment fund of several million dollars will
eventually be needed for a fully functional institute.
The list of donors is growing exponentially by the ever-expanding ranks of
Armenian Trojan alumni, students, parents and friends of the University of

TALLAHASSEE, FL – United States U-19 National Team head coach and 2002 WUSA
Coach of the Year Mark Krikorian was announced as the new head women’s
soccer coach at Florida State last week by Athletics Director Dave Hart.
Krikorian brings 14 years of head coaching experience to Tallahassee at all
levels of the game including college, pro and with the US Olympic
Development Program. He is just the third coach in the history of the FSU
soccer program.
“Having Mark Krikorian accept our offer to become the head coach of our
women’s soccer program is certainly cause for much excitement and
anticipation,” said Hart. “Mark brings a wealth of experience and
knowledge from his prior positions on the college, professional and
national team levels of competition. He is an accomplished teacher, coach
and recruiter.”

SHERMAN OAKS, Calif. – An eight-grade student, Patrick Adamian, from C & E
Merdinian Armenian Evangelical School in Sherman Oaks, has been invited to
attend the Junior Presidential Youth Inaugural Conference in Washington,
DC, from Jan. 16-21.
Adamian’s invitation was the result of the leadership skills he
demonstrated during a Junior National Young Leader’s Conference last year.
On Jan. 20, the young Armenian-American student will be witnessing the
swearing-in of George W. Bush as U.S. President, view the Inaugural Parade,
and enjoy a moonlight cruise on the Potomac River.
Adamian will also have the opportunity to meet Members of Congress,
scholars and leading decision makers. He will also explore historic sites
in and around the nation’s capital.

In These Parts, Republicans Have Company
With a Shared Set of Values and Faith, They Counter Political Tide
Around Them

Next Thursday, Earl Englehart and his 16-year-old son Chad will drive
in from Frederick to see President Bush take his second oath of
office in Washington, a proud moment for father and son,
self-described conservatives and proud of it.

“We’re a Republican county in a Democratic state,” Earl Englehart,
47, said. “But we’ve got a strong conservative agenda, a vast
difference of philosophical opinion from the rest of the state.”

After Election Day, the region’s liberals wondered who were the
social conservatives who had turned out so heavily for Bush. In
Maryland, they can be found in Frederick and upper Montgomery
counties.

“We’re regular concerned parents with traditional values, like
marriage, going to church and not having the government meddling in
every little thing they can get their hands on,” Englehart said.
“We’re focused in a different direction.”

In the presidential election, 56 percent of Marylanders voted for
Sen. John F. Kerry (D-Mass.), as did 66 percent of voters in
Montgomery County. But in Frederick County, and the slice of upper
Montgomery that belongs to the 6th Congressional District, 60 percent
of voters went for Bush.

Among them was Bernie Topakyan Albright, 65, of Adamstown, who voted
for Bush because, she said, “I can relate to his faith and religion
because I personally feel the same way.” As ancient peoples once
believed about their kings, she said, “I believe the Lord puts them
in and takes them out.”

Albright comes from a long line of Republicans. Her grandfather H.H.
Topakyan, an ethnic Armenian, served as Persia’s ambassador to the
United States in the early 1900s. Later, as an American citizen and
owner of a New York carpet dealer, he gave a rug to Republican
President William Howard Taft that hung for decades in the White
House.

Albright and her husband, William, 73, a retired mortgage banker,
moved from Silver Spring to Frederick County five years ago in search
of a mountain view. They also found a point of view.

“I’ve always loved Maryland,” she said. In Frederick, “I just don’t
pay any attention to politics; I just do my own thing.”

She said people who view Frederick conservatives as behind the times
are “totally wrong.”

“They’re very wise and intelligent people who don’t have the same
mentality as those who live in the city. They’re honest and homespun
. . . and when you have trouble, they rally to help you through it.”

Over the holidays, Albright’s basement, where her mother lives,
flooded. The day before Christmas, a contractor fixed the problem so
her mother wouldn’t be uprooted.

“It all goes back to one thing,” she said. “These people have
morals.”

Bernie and William Albright contacted the office of Rep. Roscoe G.
Bartlett (R-Md.) and requested tickets to Bush’s inauguration. “My
husband and I had the privilege of going to President Bush’s father’s
inauguration,” she said. “It’s very historical to have a father and a
son as president.”

Lisa Wright, Bartlett’s press secretary, said the office had gotten
more than 400 requests for the 60 tickets it had available to give
away. “We did a lottery,” she said, selecting names from a list of
applicants, then awarding the tickets to the first 60 constituents
who answered the phone.

“They were very popular,” she said. “Very, very popular.”

Scott Somerville wasn’t lucky enough to get inaugural tickets from
his congressman, so he planned an inaugural party for all the
Republicans on his block in Derwood. Turns out most of them are
members of his family. Somerville’s parents and his six children,
four of whom are grown, live on Teri Drive. They’re all coming to the
party, billed as a chance to celebrate and pray for the president.
Somerville signed the party up with the Republican National
Committee, which said on its Web site that more than 30,000 such
get-togethers are planned for Inauguration Day. People who type in
their Zip codes are given information on parties in their area.

Not many parties appear on the roster for Montgomery. No matter, said
Somerville, 46, a lawyer at the Home School Legal Defense
Association. “Thirty percent of the population can throw a lot of
good parties,” he said. Other than his family, Somerville counts
three Republicans on his street, “snowbirds,” he said, who winter in
Florida. During the 2000 presidential election, Somerville jokingly
credited them with Bush’s razor-thin lead in Florida’s Broward County
because they are registered there.

Somerville said he was raised a “dyed-in-the-wool, yellow-dog
Democrat,” but over the years the Republican platform, particularly
its emphasis on religious faith, attracted him. Partly because of the
influence of his Democratic brother, James Somerville, senior pastor
of the First Baptist Church of Washington, his views are more
moderate than those of many Frederick Republicans. About gay
marriage, a hot-button issue for other religious conservatives, Scott
Somerville wonders “why the government is as involved as it is with
this issue.”

Somerville’s liberal brother, who lives a few blocks from the White
House, will probably be the only family member at the inauguration.
“He and I are both convinced that if every Republican had a
thoughtful Democrat for a brother and vice versa, we’d be better
Americans because we’re listening to each other,” Scott Somerville
said.

Generally, Somerville doesn’t mind being outnumbered. “My little
neighborhood is a very pleasant street,” he said. “There are things
we don’t talk about because we try to be good neighbors.”

On Inauguration Day, Somerville said, “we’re all Americans together.
I loved Kerry’s concession speech, when he said in an American
election there are no losers. It doesn’t really matter if we’re in
the majority or minority for this event. Let’s celebrate.”

At the party, Somerville plans a round of electronic “Jeopardy!” with
election-themed questions. There’ll be plenty of food, and Somerville
will recite from a note from Bush, which reads in part, “There’s an
old saying, ‘Do not pray for tasks equal to your powers, pray for
powers equal to your tasks.'” And then Somerville, an evangelical
Christian, will encourage guests “to thank God for the country we
have and pray for the president we have, whether we voted for or
against him.”

“Of course,” he added, “it’s more fun if you voted for him.”

Chad Englehart, 16, isn’t of voting age, but that hasn’t stopped the
second-generation conservative from having plenty of fun during the
election season. As a member of Thomas Johnson High School’s Young
Republicans Club, Englehart organized a debate, with representatives
from the Bush and Kerry campaigns, and a team of workers to get out
the vote. Nearly every day, he finds himself debating with members of
the Young Democrats and particularly the Young Socialists, one of
whom is a good friend.

“I don’t really agree with any liberal views,” Englehart said. “I’m
pro-life, anti-gay marriage. I’m a big supporter of the war, and I
don’t like gun control. I really like Bush. If I could have, I would
have voted for him” because in the election, “he portrayed an honest
person.”

Other than work at a local coffee shop, politics is the young
Englehart’s sole extracurricular activity. He created a political Web
site, , and contributes most of its columns. One
recent posting, titled “You’re Stupid, You Stupid Stupid Head!!!,”
read:

“For the past two weeks following the election all I’ve heard out of
the mouths of Democrats is the reason Kerry lost is because Americans
are stupid. How else do you explain ‘The United States of Canada’ vs.
‘Jesusland’? . . . How stupid can these people get!!? This, in my
opinion, has come down to the lowest level of human stupidity I’ve
ever witnessed since I first took an interest in politics. We’ve got
people running for psychotherapists, telling us [their] plans to flee
the country (which I highly doubt they will), and fearing a Hollywood
‘blacklist.’ We’ve even got depressed Kerry voters committing suicide
at Ground Zero. This is amazing!!! . . . The people have spoken!!
Deal with it!!!”

The inauguration will be Chad Englehart’s first real-world political
experience. His father is happy they’ll share it.

“When he’s my age, he’s going to remember standing there with his
father and watching the president get sworn in,” Earl Englehart said.
“I want to fuel this passion he has. Lord knows where it’s going to
take him.”

Russian, Turkish leaders celebrate booming trade

MOSCOW (AFP) – Russian President Vladimir Putin and Turkish Prime
Minister Recep Erdogan celebrated booming trade relations between the
two Cold War foes during Kremlin talks in which the two struck new
energy and military agreements.

Putin — who invited Erdogan for a private dinner at his lavish
suburban Moscow estate Monday evening — told the Turkish prime
minister that economic ties were growing by the best possible
scenario as old tension wanes.

Erdogan, accompanied by a swarm of 600 businessmen, was paying a
return visit to Moscow after Putin in December became the first
Moscow leader to appear to great fanfare in Turkey in 32 years.

“Our most optimistic forecasts about economic cooperation have come
true,” Putin told Erdogan as the two sat around a small table with
their translators in the Kremlin’s gilded oval reception hall.

“According to our forecasts, trade volume could reach 15 billion
dollars (annually) very soon,” Putin said.

Erdogan had forecast bilateral trade reaching up to 25 billion
dollars by 2007 on his arrival to Moscow on Monday.

Trade between the two countries reached 10 billion dollars last year
to make Russia Turkey’s second-largest trading partner after Germany.
NTV television reported that Putin was “surprised” to hear the news.

The two Black Sea states have a raft of diplomatic disagreements that
the two sides try to hide at public meetings at which prized economic
trade — in both private and public sectors — takes center stage.

Both sides have previously accused the other of hiding enemy rebels
— Moscow charges that Chechen guerrillas hide in Turkey and Ankara
counters that its independence-driven Kurdish minority finds support
in Russia.

Diplomatic ties have also been complicated by Armenia: a former
Soviet republic which remains a close Moscow regional ally but which
demands that the world accept that Turkey committed “genocide”
against its people during World War I.

But Putin made it clear he thought these disputes paled in comparison
to the size of potential trade.

Turkey relies heavily on Russia’s natural gas supplies that run
through the Blue Stream pipe under the Black Sea that Moscow hopes
one day to stretch to Israel.

Ankara already negotiated a discount in 2003 for the gas supplies and
Turkish media reports said it was hoping to do the same for the
coming year.

Putin said vaguely that an agreement on an increase in gas supplies
had been reached Tuesday but made no mention of the price.

He also tried to appease his guest by saying he would press the
international community to speed up its effort to lift an
international blockade on the unrecognized Turkish-controlled
northeastern half of Cyprus.

The Russian leader said he spoke to UN Secretary General Kofi Annan
on Tuesday morning about “plans for developing economic cooperation
with the northern part of Cyprus and the lifting of its economic
blockade.

“We do not think that the political isolation of Northern Cypriots is
fair,” Putin said.

Speaking in broader terms on the two sides’ relations, Erdogan said:
“Both sides have the political will to move forward.”

It remained unclear however what military agreements may have been
struck by the two sides.

Putin said only that “we have had previous plans concerning
military-technological cooperation. I would like to say a few words
about this issue, too.”

Erdogan replied that “we will have a chance to discuss the expansion
of military-technological cooperation” before reporters were ushered
out of the Kremlin hall.

Erdogan will attend a meeting of Russian and Turkish businessmen
Wednesday and inaugurate a Turkish Trade Center — a
9,000-square-meter complex of shops and business, in central Moscow.

CONGRESSMAN GRIJALVA JOINS ARMENIAN CAUCUS

Washington, DC – At the urging of Armenian Assembly activists, Rep. Raul
Grijalva (D-AZ) today became the first member from Arizona to join the
Congressional Caucus on Armenian Issues, bringing the total Caucus
membership to 138.

Rep. Grijalva, who was just re-elected to his second term, represents
the Tucson and Yuma areas and serves in the Education and Workforce and
Resources Committees.

Announcing his decision, Rep. Grijalva said:

“The Armenian Caucus has played a very important role in building strong
and lasting relations between the United States and Armenia. I have
closely followed its work over the past few years and seen the
dedication of my fellow legislators. I am proud to be the first member
from the Arizona delegation to the House of Representatives to join the
Armenian Caucus.”

The Assembly, for its part, welcomed the decision and praised the
Congressman’s support of Armenian issues, notably his signing of the
2003-2004 Genocide letter to President Bush, co-sponsoring the Armenia
PNTR bill and H. Res. 193, the Genocide resolution.

“The Assembly extends its appreciation and thanks to Congressman
Grijalva and looks forward to working with him on issues of importance
and concern to the Armenian community, Armenia and Nagorno Karabakh,”

A senior Azeri cleric has accused the religious authorities of
exaggerating the “threat” of Wahhabism to the country. In an exclusive
interview with a news agency carried by the Azerbaijani newspaper
Ekspress, Sheikh-ul-Islam Allahsukur Pasazada said “the threat is
there, to some extent… However, this must not be exaggerated”. He
also downplayed reports about an alleged conflict with some state
officials. The following is an excerpt from report by Azerbaijani
newspaper Ekspress on 28 December headlined “Sheikh-ul-Islam is angry”
and subheaded “Haci Allahsukur Pasazada ‘There are people who want to
set the state against me'”; subheadings have been inserted
editorially:

The chairman of the Board of the Muslims of the Caucasus (BMC),
Sheikh-ul-Isla m Allahsukur Pasazada, has given an exclusive interview
to APA news agency.

Involvement in politics

(Correspondent) There are reports about mutual dissatisfaction between
the BMC and the State Committee for Work with Religious Structures
(SCWRS). Chairman of the SCWRS Rafiq Aliyev has even recently levelled
serious accusations against you. He accused you of engaging in
politics.

(Pasazada) We should ask Rafiq Aliyev what does he mean by
politics. For instance, I wrote a letter of condemnation to Gorbachev
when the 20 January tragedy happened (Soviet military crackdown on
demonstrators in Baku in 1990), and I have written a letter to (former
Russian President Boris) Yeltsin about the Chechens. This is my
politics.

Etibar Mammadov, chairman of AMIP (Azarbaycan Milli Istiqlal Party)
has resigned. He had the objective to come to power because he is a
politician, whereas my activities are directed at making my nation
progress and succeed. Should I give up this stance, I will also have
to give up Azerbaijani citizenship. Does this imply that I should be
indifferent to what is happening in Karabakh? Should I refuse to make
statements on human rights?

Propagating Atheism

(Correspondent) One of Rafiq Aliyev’s accusations was that the BMC
intervenes in the operations of the SCWRS.

(Pasazada) In fact, the SCWRS is a state agency. They have the seal
and power to intervene in the operations of the religious bodies. They
also carry out the registration of the religious organizations. We do
not have that power.

For instance, we say that Islamic values should be considered when
shrines are created. Not every place should be recognized as a
shrine. Not only do they create shrines, but they also create their
branches. You cannot do that.

(Correspondent) Then who is to clear up the matter?

(Pasazada) Atheism is being openly propagated here, that is it. The
state must monitor the process. How can a person believe in a shrine
called Xoruzlu (“xoruz” is rooster in Azeri)? Only Islam knows the
roots of this matter.

Pasazada’s opponents

(Correspondent) It is said that the group of your opponents includes
(head of the presidential administration) Ramiz Mehdiyev and (head of
the administration’s humanitarian policy department) Fatma
Abdullazada, in addition to Rafiq Aliyev. What do you think of this?

(Pasazada) Rafiq Aliyev cannot go against me. I have a good
relationship with Mehdiyev, as well as with Abdullazada. I do not talk
even against Rafiq Aliyev.

As a Sheikh I take full responsibility for every statement I make. The
faith of the people should not be allowed to rot.

Abdullazada and Mehdiyev are my friends on the family level. I know
Rafiq Aliyev as well. I was the one who found him and brought him
here. He used to be here.

I think that those who want to set the state against me are the ones
who create this conflict. My activities as chairman of the BMC have
nothing to do with the state.

The BMC is regarded sometimes even as an NGO, whereas we are involved
in religious activities.

The state and the board of Muslims

(Correspondent) The powers of the SCWRS have recently been
expanded. What is your attitude to the expanded remit of the SCWRS?

(Pasazada) They only have the powers granted by the state. Those
cannot be considered religious powers because they neither pray, nor
lead the prayers. We have our own rights and nobody can take them
away.

(Correspondent) In a statement to the press you have said that you
have a social base and there is no need for worrying about it. To whom
was the message addressed?

(Pasazada) The faithful ones make up my social base. A religious
person will not betray his country. They are the ones who love their
God and their land. These people are not dangerous.

The message was addressed to whoever fears me. I only know that it was
not addressed to the state because I am an advocate for the head of
state. If private individuals are scared, it is another matter.

Religious tolerance in Azerbaijan

(Correspondent) How would you assess the current level of religious
tolerance in Azerbaijan?

(Pasazada) Compared to other countries, tolerance is more visible in
Azerbaijan. Even if you take Turkmenistan, Uzbekistan or Russia, our
situation may serve as a good example for them. This is a result of
the correct work which I have organized. I have even been accused of
politicking because of that. However, if the truth is in politics,
then I am engaged in it.

Rafiq Aliyev should not compare me with (Patriarch of Moscow and All
Russia) Aleksiy II or (Catholicos of All Armenians) Garegin. I have
not left my land and run.

I was born is Lankaran (southwestern Azerbaijan) but I am ready to die
as a martyr for Karabakh at any moment. He (presumably referring to
Rafiq Aliyev) was the one who left the land and ran, not me. And now
he deems me inferior to Garegin. I am not inferior to any one of
them. I talk on equal terms on all issues even with Aleksiy II. It is
not right to appraise me like this.

Wahhabism in Azerbaijan

(Correspondent) Is there a threat of Wahhabism in Azerbaijan?

(Pasazada) The threat is there, to some extent, like anywhere
else. However, this must not be exaggerated. The SCWRS was set up
because of the exaggeration of Wahhabism. And then Wahhabism
disappeared. To preserve the committee, they sometimes talk about the
threat of Wahhabism, as if Wahhabism would ruin everything should the
committee cease to exist. This is their political stance.

(Correspondent) Is it possible to monitor the activities of young
people who have received religious education abroad? Sometimes various
deviations can be observed in their subsequent conduct.

(Pasazada) Yes, it is possible to monitor that. However, it depends on
the channel they used to study abroad. Education is not restricted now
and this creates some difficulties. Still, we are responsible for the
people we sent ourselves.
