private schools are not exception, " the RA Minister of Education
and Science Armen Ashotyan told a press conference on November 10.

As for universities, then next year Armenia’s state institutions will
have 19 thousand 100 students enrolled.

Armenian Assembly of America, in collaboration with the Armenian
American Action Committee of Washington, DC, (ARAMAC-DC) organized
"Protocols & Progress: A Youth Roundtable Discussion on Armenia-Turkey
Relations." The discussion took place in the main hall of the future
home of the Armenian Genocide Museum of America in downtown
Washington, DC. Over 25 members of the community were in attendance,
mostly from local student and youth groups.

Throughout the discussion many important issues were raised, touching
upon such topics as broader Armenia-Turkey relations and the opening
of the border, the Armenian community’s response and the importance of
dialogue, diplomacy and the Diaspora moving forward.

25.7 billion drams to be allocated for urban development under 2010
draft state budget of Armenia

YEREVAN, NOVEMBER 7, NOYAN TAPAN. Under the 2010 draft state budget of
Armenia, it is planned to allocate 25.7bn drams for urban development,
which is less by about 600m drams than the expected index for 2009.
The indicated sum will be spent mostly on construction of educational
and cultural facilities, major repairs, and apartment construction,
First Deputy Minister of Finance Pavel Safarian said at the November 6
joint sitting of the National Assembly Standing Committees.

In the words of RA Minister of Urban Development Vardan Vardanian,
23.195bn drams out of 25.7bn drams has been allocated to the ministry
and included in the 2010 budget of the ministry as capital
expenditures. 473m drams is envisaged for maintenance of the
governance staff.

It was mentioned that with 22.05bn drams allocated under the program
on the purchase of real estate with Russian credit resources for the
provision of apartments to families left homeless in the earthquake
zone, it is planned, in particular, to construct 2,003 apartments in
the city of Gyumri, 182 apartments in the village of Akhurian, and 220
apartments in several other rural communities in Shirak Marz. In Lori
Marz, it is envisaged building 354 apartments in the city of Spitak
and 1,821 apartments in rural communities.

The draft state budget was calculated based on the settlement exchange
rate of 376 drams per dollar.

ArmInfo. President of Armenia Serzh Sargsyan, who is paying a working
visit to Gegarkunik region, and the Commission on the Main Problems
of Sevan will discuss the problems of the lake.

As ArmInfo correspondent reported, director of the ‘Sevan’ National
Park, Ashot Gndoyan, told journalists that they are going to discuss
with the president the problems of purification of the border sectors
of the lake and the problem of fighting poaching.

He also added that not only the workers of the Sevan National Park
but also the law-enforcement agencies should deal with these problems.

Raising of the water level of the lake Sevan is one of the main
problems, he said and added there is no relevant equipment to save
the nature surrounding the lake. ‘The allocated funds are not enough
to buy the relevant equipment’, – Gndoyan said.

For his part, Armenian Nature Protection Minister Aram Harutyunyan
said that wood cleaning of about 600 ha in Gegarkunik region will be
implemented over the current year. He also added that 400 thsd baby
fishes will be put in the lake Sevan.

He also said that all the problems will be submitted to the president
and the working programme for the next year will be composed.

YEREVAN, NOVEMBER 4, ARMENPRESS: About 53 companies will take part
in the "Country of Talking Stones 2009" 9th international tourism
exhibition which will take place in Yerevan November 6-7 organized
by the "Armenian Union of Tourist Agents".

Coordinator of the exhibition Lusine Stepanyan told Armenpress that
besides Armenia and Nagorno Karabakh the participants will present
Belgium, Georgia, Israel, Greece, Finland. The exhibition will
have 30 pavilions. Representatives of tourism agencies, airlines,
tour-operators, hotel complexes, rest houses, leading brandy producers
will take part in the event.

L. Stepanyan said that the exhibition will give an opportunity to
exchange useful information and experience, establish business ties
as well as present products and services.

Armenian Economy Ministry supports the organization of the exhibition
the conduction of which is funded by USAID’s CAPS.

Russian State Duma refused to take action to deprive the Foreign
Minister of Georgia Grigol Vashadze of Russian citizenship.

Previously, Deputy from "Fair Russia" Semen Bagdasarov made such
a proposal.

The head of the Duma’s Committee on Constitutional Legislation and
State Building Vladimir Pligin told that Russia does not have the
institution of deprivation of Russian citizenship its citizens,
even if the person, along with Russian has a foreign passport.

Chairman of the Committee on Foreign Affairs Konstantin Kosachev said
that Vashadze is an official, which expresses a nation-wide position,
ITAR-TASS reports.

Meanwhile Vashadze welcomed the intention to deprive him of Russian
citizenship, Georgia Online reports. The representative of the Georgian
Foreign Ministry Ia Makharadze stated that, according to the minister,
Russia’s desire to deprive him of citizenship is belated.

An American space scientist has pleaded not guilty to two charges of
attempted spying.

Stewart Nozette, 52, was ordered to remain in custody until his trial
as he was considered too great a flight risk by the magistrate.

Prosecutors alleged that he tried to give classified information to
an undercover FBI agent posing as an Israeli intelligence officer.

Mr Nozette is accused of seeking $2m for selling the secrets.

Nozette, 52, once had top security clearance, working at the White
House on the National Space Council from 1989 to 1990, where he
developed a radar experiment that purportedly discovered water on
the Moon.

He then spent 10 years at the Department of Energy’s Lawrence Livermore
National Laboratory, where he designed highly advanced technology.

In 2000, he set up a company that developed advanced technology for
the US government, including for the Pentagon and Nasa.

Zaruhi Bostanjyan, Parliament member of the Heritage Party, reported
law-enforcers’ unlawful actions to Chief of the RA Police Alik
Sargsyan, RA Prosecutor General Aghvan Hovsepyan and RA Ombudsman
Armen Harutyunyan.

She complained about the policemen who prevented an action of protest
against the Armenian-Turkish protocols in front of the RA Government.

"Unlike a similar action held a week ago, the policemen’s unlawful
actions were in their lining up so that the placards might not be
seen," stated Bostanjyan. The Parliament member also complained
that the policemen, without any explanations, did not allow about 20
participants to continue their action in front of the RA President’s
residence.

Council Arthur Baghdasaryan met with Peter Semneby, EU Special
Representative for South Caucasus. Parties discussed issues concerning
Armenia-EU cooperation. Arthur Baghdasaryan attached special importance
to developing and extending relations.

In the context of "Eastern Partnership" program, parties considered
possibilities of assisting Armenia in creating frontier defense
substructures.

In his turn, Peter Semneby highly assessed the level of political
dialogue between Armenia and EU.

Parties also touched upon problems in the region, attaching special
importance to normalization of Armenian-Turkish ties and ratification
of recently signed Protocols. Semneby reiterated Union’s willingness
to support both countries in normalization of ties, NSC press service
