we have Armenians in Nagprno Karabakh and Javahk, as well as the
entire Diaspora community. Together, they form the Armenian world,"
Premier Tigran Sargsyan told a Parliament session, answering the
question of ARFD faction secretary Artyusha Shahbazyan.

Premier disagreed to Dahnkaktrutyun’s thesis on Diaspora being
negatively disposed to RA-Turkish Protocols. At that he noted that
only a small group of politicized Diaspora representatives were
against current process with Turkey, as shown by recent studies.

"That’s natural since Armenian world is not a monolithic structure,"
he stressed.

With regard to RA Government’s responsibility, Mr. Saragsyan said
that Armenian and NKR governments were constitutionally bound to bear
responsibility for their citizens. "At this point, it is necessary to
keep in mind that both Armenia and NKR form part of entire Armenian
world. And as Armenia’s Prime Minister, I too bear responsibility
for Armenians worldwide," Tigran Sargsyan stressed.

Minister Edward Nalbandian stated at "Easter Partnership: A new stage
in eurointegration process?" forum opening.

"Since 2007, Armenia has been implementing European neighborhood policy
action program, symbolizing Armenia-EU collaboration," RA FM stated.

According to Edward Nalbandian, Eastern Partnership initiative
launched in May 2009 in Prague, laid a new foundation for Yerevan-EU
collaboration. "EU has a potential for establishment of peace, security
and stability in South Caucasus. Unfortunately, the intention is not
shared by all regional states. Azerbaijan has shown non constructive
approach even at the primary stage of Eastern Partnership program
preparation," RA FM noted.

RA government has enough political will to implement Armenia-EU
European collaboration policy action program, Edward Nalbandian
emphasized.

For prevention of the dangerous state because of unprecedented spread
of rodents’ epidemic in the fields of the Republic and increase
of the crop capacity of the fields a republican headquarters on
operative measures conduction was created with the Prime Minister
Ara Haroutyunyan at the head. Today, the headquarters has conducted
the first sitting in the NKR Government, to specify the forthcoming
deeds to be carried out.

The Prime Minister informed, that taking into consideration the results
of the formerly conducted studies and the specialists’ proposals, it
was decided to execute the rodents’ combat by previously used means,
which is ploughing of uncultivated lands and scattering of toxic
chemicals. The Prime Minister announced about necessity of conducting
complex measures. First of all farming of areas nearby villages, and
executing cold tillage was foreseen. Owners of rented plough-lands will
be exempted from the rent. A task was set that all uncultivated lands
must be tilled and oat must be sown in the lands staying out of autumn
sowing. With this aim land owners will be granted state assistance.

The Prime Minister Ara Haroutyunyan notified that those property
owners who hadn’t conducted necessary measures will be punished. The
fight will be in the focus of attention and under everyday strict
control. Everything must be done in time and with responsibility,
or the agricultural disaster will become inevitable.

It is anticipated to continue preventive combat measures up to the
end of the forthcoming spring.

international standard ISO 9001-2008 certificate. "Certification work
lasted two years, during which we passed all the relevant procedures,
and today we have reached our goal," company’s director Alexander
Vardanyan told PanARMENIAN.Net. Shinsertificate, established in 1998,
offers construction services, including technical supervision services,
laboratory testing and certification of construction materials,
as well as certification of welders.

According to him, authoritative German Group TUV NORD CERT acts as a
certification agency. ATMS Solutions has provided consulting assistance
to the Armenian company.

Among the clients of "Shinsertificate" are such companies as "Erashen",
HSBC Bank Armenia.

Armenian-Turkish relations progress in the frames agreed upon by
the sides, Georgian political analyst Hamlet Chipashvili told in the
interview with Georgian Akhali Taoba daily.

According to him, Turkey wishes to open Armenian-Turkish border to
develop south provinces that are currently underdeveloped.

"Shortly the border will open, the ties will restore, which is fatal
for Georgia as its transit charges will reduce by 30-35%. Besides
the activeness in tourism sector will also decline. The majority of
tourists in Adjara are Armenians and will further go to Turkey for
an affordable rest," the expert underlined.

Chipashvili did not rule out that Turkey might pressurize Azerbaijan
to unblock the communication between Armenia and Azerbaijan, which
entails oil and gas supply from Azerbaijan to Turkey through Armenia.

"It might not happen that soon, but once it does, it will cause severe
economic loss to Georgia," he stated. According to Chipashvili, Armenia
will become more self-confident with the Armenian-Turkish relations’
normalization, that will bring peace to neither incumbent nor future
Georgian leadership."

of Armenia will take part in the Second Regional Georgia IT Innovation
Conference to be held in Tbilisi on October 29-30. The Armenian
participant companies are E-dram, CHS Verisel Service, Strategic
Partners, E-works, Spyur, Lime Tech, Margasoft Corp, IDS Design and
Technologies, Grant Thornton Amyot, and Macademian AR.

The participation of Armenian companies in the event has been
organized and coordinated by the Union of IT Enterprises (UITE)
with the assistance of the USAID CAPS Project.

The purpose of the conference is to establish and encourage cooperation
of the state and private sectors, associations, and companies engaged
in the information and communication technology (ICT) sphere of Central
and Eastern European, Caucasian, Middle East countries and the Baltic
states, and to promote their competitiveness and use of innovations.

According to the press service of UITE, the organizers of the
conference are the Georgia ICT Business Council and the State
Commission of e-Governance Development of Georgia.

"It’s very wrong to connect Armenian-Turkish relations together with
settlement of the Nagorno-Karabakh conflict," Ambassador of the Russian
Federation to Turkey Vladimir Ivanovskiy stated in his interview to
Russian paper Radikal, reports Turkish news source ANS Press.

"Russia truly supports the settlement of Armenian-Turkish relations,"
the ambassador stated.

"After last year’s well-known events in Georgia, when I visited
Turkey’s Foreign Ministry, I noticed it’s a very suitable period
to establish relations between the two countries," Ivanovskiy said,
stating at the same time, that Russia, as well as Turkey, seeks the
establishment of stability in the Caucasus region.

According to the ambassador, Russia’s relations with both Armenia
and Azerbaijan are very deep and strong.

Touching upon the Nagorno-Karabakh issue, the ambassador stated
the resolution of this issue is very important for and necessary to
Turkey: "The establishment of stability in the Caucasus is also in
our interests, since it will have a positive impact on Kazakhstan
and Chechnya issues."

At the same time, Iavanovskiy emphasized that connecting the settlement
of the Nagorno-Karabakh conflict and establishment of Armenian-Turkish
relations is very wrong.

In round two of the 17th Team Chess Championship in Novi Sad, Serbia,
Armenian men’s team won 2.5:1.5 over Romania’s team.

Vladimir Hakobyan, Gabriel Sarkisyan, and Arman Pashikyan played in
draw with Diter Livyu Nisipeanu, Vladimir Nevednichiy, and Gergeli
Shabo. Armenian Levon Aronyan won over Andrey Istatesku and took an
additional point for Armenian national team.

Thus, after the second round 8 teams lead the tournament table. Most
points were taken by Hungary’s team: they earned 4 points as well as
Spanish, Serbian, German, Armenian, Azerbaijani, Israeli, and Georgian
teams. Holland, Russia, Poland, and Italy have 3 points each.

In addition, in round three the Armenian team will play against the
Serbian first team.

Within the framework of German Weeks 2009 in Armenia, the Embassy of
the Federal Republic of Germany, with the support of the Ministry of
Culture of the Republic of Armenia, is proud to present the photo
exhibition "Armenian Impressions" by Hans Wulf Bartels, ex-German
Ambassador to Armenia, reads a press release issued by the German
Embassy today.

>From October 24 until November 8, Hans Wulf Bartels’ photographs
will be shown at Aslamazyan Sisters Gallery in Gyumri. The opening
of the exhibition will take place on October 24 at 4 pm local time;
the photographer will be present.

Prior to this venue, the exhibition was held at the National Assembly
and school No. 56 in Yerevan.

The exhibit is open to the public and free of charge.

Armenia-Turkey Protocols’ ratification in RA Parliament will incite
ARF Dashnaktsutyun to start the struggle against ruling regime,
ARFD member Armen Rustamyan stated at the press conference.

"ARFD’s struggle against the Protocols can smoothly escalate into
struggle for the change of power," he said. Rustamyan underlined
that Dashnaktsutyun overtures new platform comprising of party’s
traditional stance on social and national-democratic issues, as well
as preparation for the upcoming elections. ARFD has its positions on
parliamentary election system unchanged and party members insist on
conversion to fully proportional system, reduction of parliamentary
seats and elimination of deputy immunity.

The document also mentions the necessity of anti-corruption body
creation to be headed by the oppositionist. The ARFD members also
persist in appointment of Central Electoral Commission chair by
National Assembly. Rustamyan emphasized that the platform implies
the ARFD’s preparation to the change of power.

Commenting on Armenian-Turkish relations, Rustamyan stated that
Armenia and Turkey were pressurized by those behind them during the
signing ceremony in Zurich. He outlined that the Protocols will be
ratified by Turkish Parliament, as Ankara has no reasons of acting
otherwise. "Turkey got desired and currently came to grips with
Azerbaijan challenges," Rustamyan concluded.
