SOFIA, OCTOBER 23, NOYAN TAPAN. The World Sambo Wrestling Junior and
Youth Championships finished in Bulgaria on October 18. 12 wrestlers
from Armenia competed at the Championships. Artavazd Minasian (68
kg) took second place at the youth championship. Tigran Kirakosian
(48 kg) and Mher Karapetian (75 kg) were in third positions at the
junior competitions.

1st round of the European Championship in the Serbian town of Novi
Sad defeated the Italian team with a score 2,5:1,5.

The victory of the Armenian national team was brought by Lilit
Lazarian who won Olga Zimina. All other parties with Armenian chess
players have had a tie.

After the 1st round of the Armenian team with 2 points situated at
12th line of the tournament table only because the second showing –
individual results of teams.

In the second round the Armenian chess players will play with a
team of Slovenia, which in the 1st round, showed an absolute result,
having won at all four boards.

Yanukovich, the delegation led by Prosperous Armenia Party Chair
Gagik Tsarukyan has left for Ukraine on a two-day working visit to
participate in Ukrainian party’s session, PAP press service reports.

In 2008, Ukrainian and Armenian party leaders Viktor Yanukovich and
Gagik Tsarukyan signed an inter-party cooperation agreement.

-Mr. Haroutyunyan, during the last years it is frequently talked about
relocation of some state establishments in Shoushi. Would you be so
kind to specify which departments and organizations will be removed
to Shoushi? What kind of construction works is carried out in this
concern, and when they will be accomplished?

– For relocation of judicial system, construction of corresponding
building, which will be completed in 2011, has been already started.

Nearly at the same time, construction of the branch of the Armenian
Agrarian University will be accomplished too. The Defense Army’s
Antiaircraft Services with its subdivisions will also be relocated in
Shoushi. Construction of the building anticipated for the mentioned
services will be finished by the end of this year or at the beginning
of the coming year. Construction of drinking water pipe for Shoushi
is in progress.

Later on relocation of the Ministry of Culture and the State Committee
of Cadastre is also anticipated.

– Relocation of the mentioned structures also presupposes a number
of problems connected with provision of dwellings for employees,
their transportation from Stepanakert to Shoushi and foundation of
corresponding substructures. What kind of activities is carried out
in this view and how these issues will be settled?

– I have to state, that works in these directions are being already
carried out: destroyed multistoried buildings are under reconstruction
and those willing to remove and settle in Shoushi will be rendered
flats from these buildings. The construction of one building is coming
to an end and the other one will be soon started.

The Defense Army will be rendered two buildings the reconstruction
of which has been also begun.

– Mr. Prime Minister, does the process of relocation of state
structures in Shoushi mean that it is the beginning of turning
Shoushi into the capital of Karabakh (formerly there was such an
opinion existing and the intention as well.)?

– No, it doesn’t mean the beginning of turning Shoushi into the capital
of Karabakh. The capital of Karabakh is Stepanakert, and this issue
isn’t solved by the Government decree.

– This year, the telethon of "Hayastan" All Armenina Fund will be
dedicated just to restoration of Shoushi. What are your expectations
and what is planned to be realized in Shoushi?

Expectations are great. In Shushi, the accomplishment and asphalting of
roads, building of internal water system, restoration of old buildings,
repair and reconstruction of tumbledown constructions, end of works
on gasification, restoration of sewer lines and many other works are
foreseen. The programme is wide, though its realization will depend
on the size of collected money.

I want to add that it is anticipated that the school after Mouratsan
will be transferred into vocational technical school with modern
conveniences for which the financial structure of "Hayastan" All
Armenian Fund is already making steps.

are contradictory to what is fixed in protocols, RA Deputy Foreign
Minister said.

"Normalization of Armenian-Turkish relations and Nagorno Karabakh
conflict settlement talks are different processes. The border will
open in the parliaments of Armenia and Turkey ratify the protocols,"
Arman Kirakossian told reporters in Baku.

"As to Karabakh process, Azerbaijan and Armenia continue negotiations.

Incumbent Presidents have held 7 meetings already. The principles
proposed by OSCE Minsk Group are being discussed. Talks proceed
positively and constructively," he said.

"The most important thing is to achieve results in Karabakh process.

When sides reach an agreement, talks will enter the final stage," Mr.

Armenia’s first President Levon Ter-Petrosian had a meeting with
U.S. Deputy Assistant Secretary for the Bureau of European and
Eurasian Affairs Tina Kaidanow and U.S. Ambassador Extraordinary and
Plenipotentiary to Armenia Marie Yovanovitch.

The interlocutors discussed issues related to the recent developments
in Armenia-Turkey ties, Karabakh conflict settlement, state of
democracy in Armenia, political prisoners and struggle against
corruption.

Present at the meeting were representatives of the Armenian National
Congress (HAK) Levon Zurabian and Avetis Avagian.

On October 21, Armenian President Serzh Sargsyan left for Armenia’s
defence zone and the Republic of Nagorno-Karabakh on a two-day
official visit.

Accompanied by Nagorno-Karabakh President Bako Sahakyan, Armenian
Defence Minister Seyran Ohanyan, and representatives of high-ranking
officer corps, Sargsyan visited the combat stations, familiarized
himself with the combat preparedness of the armed forces, and the
ongoing work of army formation.

The president participated in the opening ceremony of the new building
constructed for Nagorno-Karabakh defence army officer corps, talked
to family members of the soldiers, and then had a tour at one of
the artillery maintenance locations reconstructed and equipped in
accordance with modern conditions.

As informed by the press office of the Armenian president, Sargsyan
will hold a traditional consultation with the armed forces high-ranking
officer corps in the evening in Stepanakert.

Day.Az interview with member of Turkey’s Grand National Assembly
(parliament) from the Republican People’s Party (RPP) Shukru Elekdag.

Day.Az: Armenian-Turkish protocols are expected to be ratified by
the parliament in near future. Can one expect opening of the borders
after this?

Shukru Elekdag: For the opening of borders protocols must first
be approved by the Foreign Affairs Committee and then ratified by
parliament. But I think that the parliament will not approve these
protocols. Because they do not reflect some of the points that Turkey
is concerned with. So, I do not think that the border will open soon.

Q: The protocols indicate two-month timeframe for opening of borders…

A: This timeframe will be in effect after ratification of the
protocols. But the question of ratification, as can be seen, is at
a standstill.

Q:What can hinder the ratification?

A: First, there is a promise by Prime Minister Recep Tayyip Erdogan
to parliaments and peoples of Turkey and Azerbaijan. He will certainly
keep his word.

Secondly, the parliamentary Committee on History has sent a few
queries regarding the protocols to the Foreign Affairs Committee.

These queries underlined Turkey’s concerns about the protocols. The
protocols do not indicate that the Armenians give up their baseless
claims about the "Armenian genocide". They oppose creation of a
joint commission to investigate the 1915 events. Also, they do not
approve the Kars Treaty. So, these protocols may turn not only against
Azerbaijan, but also Turkey. Therefore, the Turkish parliament may
not ratify the protocols in their current form. We can not make a
historic mistake once again.

Q: At one time those in Ankara promised not to sign the very protocols
that are now already signed …

A: He promised not to open the border till the solution of the
Karabakh problem.

Recently, during an informal conversation, he reiterated his words.

Erdogan said that the promise of opening the borders after the return
of occupied territories is a matter of honor for him. The promise of
prime minister is not his own promise, but a promise on behalf of the
Turkish nation and state. He can not get away from his promise. As RPP,
we will act as a guarantor that the prime minister keeps his promise.

Q: But the parliamentary majority of the ruling Justice and Development
Party (AKP) will back ratification of the protocols …

A: AKP can not unanimously vote for ratification. When we asked the
prime minister "Do you think Azerbaijan and Armenia have the same
significance for Turkey?", he replied: "I have no right to even
compare them. It will be unfair. Importance of Azerbaijan to Turkey
can be compared with nothing. Members of the AKP, prime minister and
the president understand that Azerbaijan is 100 times more valuable
to Turkey than Armenia. The government will allow losing Azerbaijan
for acquisition of Armenia.

Q: The news which said Azerbaijan’s flag will not be allowed to
the stadium in Bursa, which hosted Armenia-Turkey football match,
was negatively perceived in Azerbaijan and Turkey. With what this
process will end?

A: This disappointed us. We are saddened by the fact that there
were flags of Armenia and "NGR"in the stadium. Unfortunately,
the international forces and FIFA intervened and we were not able
to influence the situation. Of course, Turkey should apologize to
Azerbaijan.

Q: What do you a see as a reason for Turkish Foreign Minister Ahmet
Davutoglu’s upcoming visit to Azerbaijan?

A: He probably will trip to Azerbaijan to resolve the differences. He
is obliged to explain all nuances of the protocols to the people
and government of Azerbaijan. In addition, he certainly will ask
Azerbaijan’s support in a number of issues.

Q: How do you feel about statements of the Azerbaijani side to revise
the prices of energy sold to Turkey?

A: Turkey, precisely thanks to Azerbaijan, has become energy exporting
country. Today, Turkey plays role of energy bridge between Asia and
Europe. Turkey understands this very well. To refuse all of this,
Turkey should be deprived of reason. Azerbaijan highly appreciates
friendship with Turkey and is aware the value of this fraternity.

Surely it does not want to prejudice that brotherhood.

Q: What are your views about establishing business ties with Armenia
soon?

A: Turkish firms will not find that market in Armenia which they have
in Azerbaijan. Smart executives will not agree to this. Only companies
whose leadership include Armenians, seek to business with Armenia. In
recent days, reports about oppression towards Turkish companies in
Azerbaijan appeared in media. I do not believe it. I think that we
should stop speculating on this topic. There is no need to instigate
trouble between brothers. There is a need to unite against enemies
of Turks, rather than to be at odds with each other.

Turkish Foreign Minister Ahmet Davutoglu said Monday that Turkey
would never change its position on Azerbaijani territories ‘occupied’
by Armenia, reports Turkish news agency Anadolu Ajansi.

Davutoglu said ‘saving Azerbaijani territories from occupation’
was one of the leading national matters for Turkey.

As reported by Anadolu Ajansi, "Azerbaijani soil is as precious
as Turkish soil," Davutoglu told a joint press conference after
his meeting with Czech Foreign Minister and Deputy Prime Minister
an Kohout.

Asked about his comments related to recently publicized news that
Azerbaijan was removing all Turkish flags in its cities and regions,
Davutoglu said Turkish and Azerbaijani flags were both holy as flags of
"a common nation."

"What we have been told was it was a temporary arrangement, a measure
for restoration work," he said. "We have full confidence in Azerbaijani
people… We will never allow attempts to cause discord between Turkey
and Azerbaijan."

ArmInfo. The Nagorno Karabakh problem should not be ruled out of the
agenda in the issue of normalization of Armenia-Turkey relations,
however, this issue should not be a priority, resident of the Chamber
of Local Authorities of the Congress of Local and Regional Authorities
of the Council of Europe (CLRAE) Ian Micallef told ArmInfo.

According to him, this problem appears among other ones and it is
necessary to clear up both the positive and negative sides of the
problem. As he said, it is necessary to start with a positive that
will give us a sense of trust to another party. So, he thinks that
a dialogue between the parties and not solution of the Karabakh
problem should become a priority. He added that a dialogue between
Armenia and Turkey will be most likely stopped is the Karabakh
problem is advanced. I. Micallef hopes that the dialogue will go
on and lead to the recovery of relations, trust and peace in the
region. According to him, there is another way of achievement of
the objective and protection of own rights, it is just necessary to
tighten the cooperation and then clear up the problems. He emphasized
that they try to assist the parties to look at it just in this aspect.
