ArmInfo. Within the frames of the network reorganization programme,
supposing a drive for maximum satisfaction of the purchasers’
demands, the biggest retailer of Armenia, STAR Company, has performed
an analysis according to which over 90% of the people consider the
acceptable level of prices a very important factor during purchase of
the basic goods, STAR Marketing Director Narine Avetisyan told ArmInfo.

"Taking into account this facto, STAR has made a decision to replenish
its promo- activity with a new price strategy", she said. According
to her, a special promo- programme named "Always Low Prices" will be
implemented in the work of the network supermarkets in addition to the
regular price actions. The programme aims at permanent and consistent
maintenance of prices for the offered range of goods at the level lower
than the average market one. 120 names of the mass consumer goods,
which enter the consumer basket, as well as the brand goods from among
those, being the most popular and highly sought by the STAR purchasers,
have become the basis of the strategy. "Due to such a system, every
family will find a new commodity in the supermarket which satisfies
the needs and financial capacity", N. Avetisyan emphasized.

To recall, STAR Company has already completed part of the work on
large-scale reorganization of the business based on the international
standards, to assure a qualitatively new development level.

STAR network, which has been functioning since 1998, currently numbers
13 supermarkets (12 – in Yerevan and 1 – in Hrazdan).European Bank
for Reconstruction and Development (EBRD) with 28,3% equity share is
one of the STAR shareholders.

WHAT DOES THE RECENT PROTOCOL WITH ARMENIA MEAN?

Turkish-Armenian relations have entered a new phase with the
declaration of a protocol for the establishment of diplomatic
ties. This protocol, which goes beyond the mutual gestures and
symbolic steps taken thus far, will lead to a text that is able to
create some concrete results that could potentially become the objects
of international law.

Naturally, this should be seen as a strong indication of an
announcement concerning the will and intentions of the parties. The
ongoing friction and clashes between the parties since World War I
and the overall situation of the Caucasus region will be changed
after the implementation of the protocol. In a way, this sends a
strong and decisive signal to resolve history, which has been frozen.

The most striking aspect of the protocol, which was partially published
in the media, is undoubtedly the mutual agreement concerning the
opening of the common border within two months after the protocol
is implemented, as explained in Article 1. This announcement of
the intention of the parties confirms that the current stage of
Armenian-Turkish relations is irreversible, considering that the
preservation of the status quo with respect to the borders was
perceived as the biggest obstacle and barrier before making any
progress in bilateral relations. Many attempts have been inconclusive
because of this barrier. After opening the border, an important
obstacle that serves as a tool to perpetuate the problem will have
been eliminated. More importantly, the protocol underlines that the
parties will make their archives and historical resources available
to researchers. With such an engagement, the parties declared that
they have adopted a lenient and constructive approach with respect
to such a delicate issue. Lastly, the parties’ eagerness to open
diplomatic missions as underlined in the protocol should be mentioned.

How should this briefly explained text be interpreted? Above all,
this short text gives the impression that the parties are eager
for an integration deal. In addition to resolving their problems,
the parties want to cooperate in the fields of culture, education,
economy and transportation. The reason for the emphasis on such
concepts in a protocol between two countries whose border still
remains closed is obvious: Turkey and Armenia need each other,
considering the recently developed projects that will affect the
destiny and prosperity of the region. However, two points should be
underlined: Turkey and Armenia are not equals in terms of international
relations. For this reason, assuming that the protocol will work
well, it would not be wrong to argue that Armenia will fall into the
sphere of influence of Turkey. Undoubtedly, this will have serious
consequences for the entire Caucasus region as well as for Russia and
other actors. Secondly, Armenia gets back into international relations
with the protocol. At the moment, Armenia is practically separate
from the international system because of its isolated profile and
weak economy, despite officially being a part of the international
world. Relations between Armenia and the international system are
carried out via limited channels controlled by Russia. Like Syria
rejoined the international system via Turkey, Armenia is trying the
same means to integrate with the global world. This may have serious
impacts on the culture and political life of Armenia.

Thirdly, Armenian political elites who attempted to improve relations
with Turkey likely initiated a process in their country. Rapprochement
with a country like Turkey, which is obviously able to integrate
and communicate with the world and has visible influence in the
web of international relations, will lead to some radical changes
in the social and political structure of Armenia. The sub-region
that has been emerging under the lead of Turkey is expanding to
include Armenia. Fourthly, close ties with a country like Turkey,
whose economy attracts a great deal of attention, will provoke the
emergence of a more liberal environment in the Caucasus. Considering
relations between Turkey and Georgia and the ties between Russia
and Georgia, this protocol may start a process of liberalization
in the entire Caucasus region. The emergence of an effective and
influential Turkish presence that will touch upon Armenia will trigger
the political fault lines of the entire region.

The protocol has started a fairly critical psychological process
concerning relations between Turkey and Armenia. It should be recalled
that any international problem may create fertile ground for some
political actors. For this reason, it is possible to expect attempts
to disrupt the process of rapprochement between the parties. There are
actors whose survival depends on the presence and substance of such
problems in both Turkey and Armenia. These actors will try to rely
on propaganda suggesting that the protocol is detrimental to their
national interests. There is one way to deal with such obstacles:
acting swiftly and protecting the process against external harm.

The US State Department welcomed the improvement of the Armenian –
Turkish relation, reads the statement of the State Department spokesman
Ian Kelly.

"The USA welcomed the statement made under Switzerland’s mediation
where the further steps of normalizing the relations between two
countries are foreseen", – reads the statement of the US State
Department.

The statement also says that "USA is for the normalization of the
relations within the reasonable time limits and without preconditions."

"We call for Armenia and Turkey to accelerate this process based on
the principles present on the arrangements."

The US State Department also stated that it remains ready to work
closely with both governments in support of normalization of the
conflict.

The Turkey-Armenia border, closed for more than 15 years, will be
opened to trade once diplomatic relations are established, the Turkish
Foreign Ministry said Tuesday. Two protocols signed by the longtime
rivals on Monday and released Tuesday said the border would be opened
within two months of the ratification by each country’s Parliament of
an agreement on diplomatic relations. Such an agreement is expected
to be completed within six weeks. The protocols also call for the
formation of an international history commission to study the Armenian
genocide, the central dispute between the countries.

The fusion of Arabic musical traditions with jazz has become an
established subgenre slowly gaining popularity among both Egyptian
and Arab listeners alike.

The large attendance of Lebanese singer Rima Kcheich’s April concert
came as a surprise to many, partially due to the occasional avant-garde
aberrations that distinct this fusion. Two consecutive sold-out
concerts by singer Lena Chamamyan at Al-Azhar Park’s El-Geneina
Theater was another surprise not only to this reviewer but to
Chamamyan herself, who was overwhelmed by the warm reception she
received in Cairo.

"It’s flattering you know … to get such good feedback from people who
are keen on listening to this alternative kind of music," Chamamyan,
whose Egyptian debut was in 2007, said prior to the show.

"It’s like meeting up with an old friend who is dear to you, and
them being really excited about seeing you again," she told Daily
News Egypt.

The young Syrian/Armenian vocalist enchanted a packed theater with
her engaging voice and free-spirited presence on Friday and Saturday
as part of Al-Mawred Al-Thaqafy’s Ramadan’s annual program "Hay."

Faced with rapid ticket sales and calls from avid fans requesting
an additional performance, Al-Mawred extended the show to include a
Saturday rerun after it was originally scheduled only for Friday.

Fans swayed to the tunes, others sang along, asking for songs not
included in the line-up. The audiences were simply enamored by the
music, at instances falling into nostalgia and reliving in past times.

After a fascinating solo entrance epitomized in a Sufi number,
Chamamyan sprang to her earlier works, "Ala Mawj Al-Bahr" (On the Sea
Waves) and "Ya Mayla Al-Ghusson" (Swaying Branches), from her first
album "Hal Asmar Ellon" (My Dark-Skinned Love).

The line-up also included tracks from her second album, "Shamat," as
well as crowd-pleasing covers of great Egyptian folk composer Sayed
Darwish such as "El Helwa Di Amet Te’gen Fel Fagreya" (The Beauty is
Baking in the Morning).

In numbers that echoed Lebanese legend Fairuz, Chamamyan constantly
engaged an upbeat audience with her powerful, pure and rich voice,
in effortless manifestations of vocally difficult numbers.

With every song, she journeyed with the viewer through a series of
emotions, and used her body language and vocal meanderings to lead
such transitions. Her music ranges from Syrian muwashahat and inventive
reworking of Andalusian and traditional Armenian tunes to contemporary
jazzy love songs infused with Chamamyan’s distinctive oriental touch.

"I feel like I sing Arabic songs in an Armenian way, and this is
what makes me different," said Chamamyan, adding that Armenians are
known to express their long harsh history through musical creations,
which is why their music usually carries a somber element.

She is yet to perform to Armenian audiences, however. "There has
always been this longing to go to Armenia, so when I do I want to do
it right, you know?" Chamamyan said, adding that there might be an
Armenian album in the pipelines.

Accompanied by a bassist, a drummer, a keyboardist and Bassel Rajoub,
talented saxophonist and partner in the project, Chamamyan transported
her audience to different worlds. Throughout the two-hour performance,
she accompanied her listeners to Syria, its coasts and its fields,
Al-Maghreb (North West of Africa), early 20th century Egypt and,
her beloved homeland, Armenia.

It was easy to get lost in her angelic voice. Every once in a while,
a strong instrumental solo pierced the air in a harmonious fusion
with the carefully constructed ambiance Chamamyan orchestrated with
her band members.

Since the inception of the band project in 2006, Chamamyan has
performed in several Arab cities as well as Germany, Austria and
France. "Syrian people are very festive and the audience usually
very energetic… [while European audiences] listen really well but
they are never fully engaged. That’s their nature. They could laugh
between the pieces, they could sometimes clap, but that’s about it."

After the project got on its feet, Chamamyan witnessed a festive
couple of years. In 2006, Al-Mawred Al-Thaqafy granted the project
a fund to produce their first album which landed them a Monte Carlo
award in 2007 that subsequently laid the ground for the next album,
"Shamat," also produced in 2007, to materialize.

"This prize is what made me think of music as a profession," said
Chamamyan of the grant.

"It is like the first you get from your mother." The Monte Carlo award,
she said, made it easy to flourish as an artist.

Among Chamamyan’s idols is renowned opera singer Maria Callas. "She
transformed classical music from having too many rules to being very
simple. She sang very naturally, like it’s effortless," she said,
also citing Ella Fitzgerald as another powerful inspiration.

Her third album, "Rasa’el 2009," (2009 Messages) was due to be released
this year.

Chamamyan is planning next to join a music school in Graz, Austria,
where she was recently awarded a scholarship by the ministry of culture
in Austria. At Graz, she will work with jazz musicians from different
parts of the world, with hopes to release an album compiling their
collaborative work.

With a voice as commanding as hers and determination to revive
traditional music in a new form, Chamamyan is surely on the right
track, and we will definitely be seeing her in Egypt again soon.

Colombian President Alvaro Uribe has the swine flu and officials have
advised other South American leaders who met with him at a summit of
the infection, authorities said Sunday.

The 57-year-old Uribe began feeling symptoms Friday, the same day
as a meeting of South American presidents in Bariloche, Argentina,
and he was confirmed to have swine flu after returning home, Social
Protection Minister Diego Palacio said.

"This isn’t something that has us scared," Palacio said at a news
conference. Uribe, a key U.S. ally in Latin America, is not considered
a high-risk patient and will continue working from his computer,
officials said.

Public health director Gilberto Alvarez said in a telephone interview
that there was no need to put the president in isolation and that
his condition would monitored for three days to a week.

During a Union of South American Nations summit of the region’s
presidents Friday, Uribe spent hours defending his plan to give
U.S. troops more access to Colombian bases as part of his government’s
fight against drug traffickers and leftist rebels. Many of his
colleagues have voiced concerns about the idea.

Palacio said Colombia’s foreign ministry was informing governments
whose leaders may have come in contact with Uribe.

No governments immediately commented on Colombia’s announcement or
reported that officials were sick.

Dr. Alberto Cortez, an infectious disease specialist at Colombia’s
Universidad Nacional, said it is possible the disease could have been
passed on to other leaders at the summit. But he added it needs to
be established when Uribe became sick to determine whether he picked
up the virus in Argentina – where there are many cases – or if he
arrived there with the disease.

The presidential office released a brief statement saying Colombia’s
National Health Institute confirmed that Uribe had swine flu. It said
his case was "developing sat ational Health Institute director, Juan
Gonzalo Lopez, said Uribe’s case was confirmed on Sunday and that he
had complained of body pains and general discomfort.

Local media said the president appeared congested and was sneezing
during a meeting with regional officials Saturday.

Uribe is the second Latin American leader to come down with the
swine flu.

On Aug. 11, Costa Rican President Oscar Arias announced he had swine
flu and was being quarantined at his home. The 69-year-old leader,
who won the 1987 Nobel Peace Prize for his work in ending Central
America’s civil wars, has recovered.

Cesar Mauricio Velasquez, spokesman for Uribe, said Uribe planned to
handle his duties while recovering.

"The president will continue doing his work by computer," Velasquez
said in a phone interview.

Colombia has reported 621 confirmed cases of swine flu, including
Uribe’s. There have been 34 deaths from the illness, the government
says, according to Associated Press.
