President Sargsyan conducted a working meeting with the leadership of
the Ministry of Defense.

The President of the Republic of Armenia, Commander-in-Chief Serzh
Sargsyan conducted today a working meeting with the leadership of the
Ministry of Defense.

The Chief Inspector of the Armed Forces Michael Haroutunian reported
on the results of the inspection conducted in one of the army units in
accordance with the inspection plan for 2009.

The results of the inspection were thoroughly discussed by the
participants to the meeting in the ensuing deliberations. President
Serzh Sargsyan gave out concreted tasks and specified the time frame
for their fulfillment.

Noting, that he has been conducting regular meetings with the Minister
of Defense and the Chief of Staff and that he is well aware of the
existing problems, the President of Armenia at the same time expressed
readiness to listen to the generals and officers present at the
meeting.

Stressing the importance of raising combat readiness of the troops and
steadfast work aimed at the constant development of the armed forces,
Serzh Sargsyan said that the defense system must be in line with the
contemporary requirements and must improve constantly.

`In negotiations the leadership of the country speaks from the
position of confidence and dignity and that confidence and dignity are
provided by you, by the army ` our most consummate structure,’ the
President of Armenia said.

Today, within the framework of the 5th phase of the South Caucasus
Anti Drug (SCAD-V) programme, the new Narcological Department was
officially opened at the Hospital for Detainees of the Ministry of
Justice of Republic of Armenia. The department has been established
and equipped with the joint financial support of the SCAD-V programme
funded by the European Union (EU) and implemented by the United
Nations Development Programme (UNDP) in Armenia and the International
Committee of Red Cross (ICRC). The Ministry of Justice has secured the
workmanship and supervision of the implementation of construction
works.

The project is aimed to improve the health services, and,
particularly, addiction treatment capacities for inmates. At the same
time, it allows separating patients with tuberculosis from other
patients. The new Narcological Department will create an enabling
environment for inmate drug addicts to receive qualified drug
detoxification treatment. It is also anticipated that the department
will provide methadone substitution treatment along with psycho-social
support to injecting drug user inmates. By the establishment of the
new Narcological Department, the treatment services provided to drug
addicts will be improved and the innovative drug treatment methods
will help to enhance the quality of life of drug addicted inmates. The
project results will also contribute to the risk reduction for such
blood-borne diseases, as HIV/AIDS, Hepatitis B, C and tuberculosis.

Addressing the event, Mr. Dirk Boberg, UNDP Resident Representative
a.i. said, "Drug addiction is a behavioral and mental chronic disorder
which requires continuous care – both in civil society and in the
penitentiary. Treatment of addiction and integration of drug treatment
into public health programs and social services are viewed as
cost-effective means of preventing the spread of problematic drug use
and blood born viruses, like Hepatitis C and HIV. Treating drug
addicts, regardless their civil status, is an investment in the health
of Armenian nation."

The overall objective of the SCAD-V programme is the gradual adoption
by South Caucasus beneficiary authorities of EU good practices in the
field of drug policies. From 2007-09, the SCAD programme has
encouraged the Governments of Armenia, Azerbaijan and Georgia to adopt
EU good practices in five key areas: legal assistance, drug
epidemiology/information, prevention of drug use, treatment for drug
addicts, and reinforcement of regional law-enforcement
cooperation. The programme covers both supply and demand reduction
aspects and facilitates the implementation of drug related components
of the Action Plans of the European Neighborhood Policy.

The SCAD-V also carries out research, baseline studies on drug
epidemiology aimed at the establishment of national drug information
systems, trains treatment professionals on innovative methods of
treatment and harm reduction, enhances regional cooperation between
law-enforcement operational officers, and trains educators, mass media
representatives and NGOs on primary drug prevention
techniques. Provision of technical assistance for detoxification
centers and forensic laboratories is another area of the programme
activity.

Political Autumn Will Be Just Like Autumn

POLITICAL AUTUMN WILL BE JUST LIKE AUTUMN

What will the political autumn be like? Everyone is already used
to this question. Even though everyone knows the answer, they
nevertheless ask this question as if they are doing their sacred duty,
otherwise on dooms day it may turn out that they had not asked that
question. Surely, however, the "doomsday" will not be in autumn.

Autumn will be just like spring and summer because almost all the
political subjects say the autumn developments will be conditioned
by the processes or process of the Armenian and Turkish relations and
the settlement of the Karabakh conflict. And it means that in autumn
in Armenia the political passions will be the same as in spring or
in summer because if the situation does not improve for Armenia in
the process of the Armenian and Turkish relations or the settlement
of the Karabakh conflict, it will not get worse enough to cause
crucial change in the home political situation. There will be some
developments regarding both the Armenian and Turkish relations and
the settlement of the Karabakh conflict, there will be new meetings
at different levels, Serge Sargsyan will visit Turkey, or he will
not visit. These will hardly cause a breakthrough in the political
life at home to attract public attention.

There is no such potential in the economic decline either. Economy
is declining lower but in autumn it will not get to the point of a
breakthrough in the public moods. At best, the subjects of politics
which are not in government and are honest or declared opposition will
once again forecast an inevitable economic blast in spring. Perhaps,
however, nothing will happen because several millions more will be
borrowed, which places Armenia under a serious loan burden but instead
frees the government from the expectation of a social riot. And this
is important for the government, not the loan burden of Armenia.

Hence, the key to home political activity is in the hands of the home
political subjects rather than the external developments. If they
are waiting for serious external failures, they need not wait because
there will not be such, at least in the upcoming few months. Moreover,
if these subjects are unable to use the existing failures to activate
home political life, their attempts to activate home political life
based on new failures will be just as futile.

Hence, the home political subjects must seek preconditions in
themselves, at least differing from the government in this way, which
looks for the answers to questions and solutions of problems outside,
afterwards using them for propaganda at home. As to how they should
seek, it depends on their talent. It is clear that it is difficult,
it is complicated but this is the reason why not just everyone can do
politics, although in Armenia "anyone" seems to go into politics. That
is why the Armenian politics arouses more questions than gives answers
to the questions. Hence, the answer to the question "what the political
autumn will be like?" is "the political autumn will be alike".

Armenian Government Allocates AMD 77.9 Million To Prosecutor General

YEREVAN, August 27. /ARKA/. Armenian Government allocated AMD 77.9
million to the Prosecutor General’s Office for necessary examinations.

Prosecutor General Aghvan Hovsepyan said AMD 47.1 million of this
money will be taken from the governmental reserve fund.

The money will be spent for handwriting, photo-technical, ballistic,
biologic and other examinations.

The Prosecutor Office’s reports show that the necessity of examinations
will rise 10% in the third and especially fourth quarters, compared
with the second quarter. ($1 = AMD 375.83).

[Presenter] Armenian media are putting forward numerous speculations
regarding the replacement of diplomat Matthew Bryza as US co-chairman
of the OSCE Minsk Group. Some Armenian sources claim that Tina
Kaidanow will allegedly fill the vacancy and that in that case it
will become easier to recognize separatist Nagornyy Karabakh as an
independent state. We wonder how much the new appointment is linked
to the recognition of the self-styled entity as an independent state.

[Correspondent over Kaidanow’s still picture] Ms Kaidanow has
already been appointed as US deputy assistant secretary of state to
replace Matthew Bryza. There is no evidence for the time being to
say that she will be appointed as a co-chairperson of the OSCE Minsk
Group. However, Armenian experts are trying to describe the situation
in a way that Tina Kaidanow’s appointment as co-chairperson is about
to come true. Armenians’ optimism with regard to the matter is nothing
but a fantasy.

[MP Qudrat Hasanquliyev] Diplomats pursue the policies of their
countries, especially individual ambassadors deal with specific tasks
set for them. In view of this, be it a diplomat or a plenipotentiary
representative dealing with Kosovo or a person appointed to deal with
the Nagornyy Karabakh problem, this person can only demonstrate his
or her abilities in carrying out the set task as a diplomat.

[Correspondent] The latest developments prove once again that the
Nagornyy Karabakh problem is in the focus of the international
community. The positions of all interested parties and mediating
countries should coincide for the settlement process to approach the
finish. We wonder if the diplomatic skills of a single ambassador
can suffice to achieve that.

[Political expert Rasim Musabayov] The settlement of the conflict has
long been raised from the level of assistants to the level of deputy
secretary of state, secretary of state, and even the US president,
who keep it in their focus. In view of this, it is absolutely wrong
to think that Tina Kaidanow may alter the direction of the settlement
at her will.

"The Armenian Government is now working at the 2010 draft budget, which
will be a realistic and modest one," RA Minister of Finance Tigran
Davtyan told reporters. He pointed out effective budget implementation
this year. "All the payments are being effected, and the crisis does
not affect the current budget performance. In some cases, social
expenditures even register a balance," the Minister said. Davtyan
stressed that huge budgetary funds, 170bln AMD, are available now.

"It is another matter that the funds are being spent with
austerities. For example, expenditures totaling 93bln AMD have
been postponed until the 4th quarter. However, we added the funds
directed to the disaster zone and to the real economic sector,"
Davtyan said. He pointed out that, instead of the 93bln AMD,
40-50bln AMD will be directed to other sectors. As a result, he
annual on-budget expenditures will total 905-910bln AMD instead of
the planned 945bln AMD.

As to whether the Government rules out a proposal for a budget
sequester, the Minister said that the Government has no such intentions
now though nothing can be ruled out. On the contrary, the Government
is implementing an expansionary policy. "A budget sequester would be
one more blow on the country’s GDP, and the economic decline would
be much larger than 18.5%," Davtyan said.

Armenian Commercial Banks Expect 12-Month Inflation To Range Between

ARMENIAN COMMERCIAL BANKS EXPECT 12-MONTH INFLATION TO RANGE BETWEEN 5.5% AND 8.5%

YEREVAN, August 27. /ARKA/. Commercial banks of Armenia expect the
12-month inflation to range between 5.5% and 8.5%, the Central Bank
of Armenia (CBA) reported based on interviews made in the second
quarter of this year.

According to credit organizations, 12-month inflation will be within
2.5-5.5%, says CBA’s program of RA monetary and credit policy.

Last quarter projections of over 8.5% inflation prevailed over those
of 5.5%-8.5% inflation. There is hence some deviation from CBA’s
expectations for 12-month inflation, yet projections are milder as
compared to those in the previous period.

Non-commercial organizations of the real sector and households
believe more in price stability. According to the poll results, 62.3%
of respondents expect stable price levels in the current period as
compared to 51.6% in the previous quarter poll (an increase of 32.8%
against 36.7%).

The Central Bank of Armenia made interviews on inflation expectations
among financial organizations, non-commercial organizations of the
real sector and households in the second quarter of this year.

Today there are a total of 22 commercial banks and 25 credit
organizations in Armenia. ($1=376.09drams).

"DIALOGUE FOR ACTION" – ARMENIAN AND AZERBAIJANI YOUTH HOPE TO BRING CHANGE

A group of Armenian and Azerbaijani youth has met in neighboring
Georgia at the beginning of August to participate in the
Armenian-Azerbaijani workshop "Dialogue for Action":

The workshop was organized by the Imagine Centre for Conflict
Transformation, founded by conflict resolution practitioners
from Armenia, Azerbaijan and the US. The Centre aims to fill
the communication gap between Armenian and Azerbaijani societies,
positively transforming attitudes of both societies toward each other
and creating networks of professionals across conflict lines actively
committed to improving the peace building process.

5 workshops with Armenian and Azerbaijani participants have been
organized by the centre since its foundation in 2007. Phil Gamaghelyan,
the Armenian co-director of the Imagine Centre, believes they have
developed a comprehensive methodology. "First we focus on developing
relationships, then on communication and conflict resolution skill
building and as the next step we have a deep dialogue where the
participants confront the conflict and their differences, including
such hard topics as history".

Phil says they work on both intellectual and emotional levels. "After
sorting out the differences and achieving a degree of mutual
understanding, we focus on the development of joint projects and
development of an action plan for follow up".

One of the most important things about the program is that it gives
an opportunity for the participants to sincerely speak about their
concerns, needs and hopes; representing their own position and
understanding the position of the other side. During the workshop,
the participants usually have enough time to simply communicate with
each other.

The participants of the workshop have commented on their impressions in
an interview with "Hetq". Karo, 17, is the youngest participant of this
year’s workshop. This is his first contact with Azerbaijanis. Although
his perceptions about the conflict and Azerbaijani people haven’t
changed, he has understood that the Azerbaijani society has the
same concerns and fears that we have. "I have learnt to put aside
the conflict for a while and simply communicate on a human level. I
could never imagine such change would be possible. Now I am open to
hear points of views that are different from that of mine and I am
ready to understand the concerns of the other side", he says.

Another participant of the workshop, Arpi, confesses she was very
concerned the Armenian and Azerbaijani participants would fail to
understand each other and that no dialogue would take place. However,
she says, "Here I have found people who can listen to you and
understand. I have learnt to be more tolerant without changing my
position. I have also learnt to look at the issue from the other side,
comparing positions and making more correct conclusions"

Delia, an Azerbaijani participant, believes Armenian and Azerbaijani
youth don’t know each other at all and that people don’t want to
communicate. During the workshop, though, "people were feeling and
respecting each other’s pain". "Those who wish to change things will
manage. You can do it by changing yourself and people around you",
she says.

"New generations in Azerbaijan have never seen Armenians and only
view them through the Karabakh conflict", claims Nigar, who is a
famous blogger in Azerbaijan and has many Armenian friends. "Our
governments are busy blaming each other and bringing up zombified
generations. But Armenian and Azerbaijani youth are the future of
the region and they have to start talking".

Nigar says it will be extremely difficult for the youth to bring
changes to their societies, but she believes everything is possible
"once you start educating people, showing the perspectives of friendly
neighborhood, sharing your experience and telling about your friends."

"The young generation is full of innovative ideas, we have skills and
education that our parents didn’t have", notes Imagine co-director
Phil Gamaghelyan. "We can teach the older generation not to see the
world in zero sum terms. We can cooperate and achieve everything we
need while giving the other side everything they need. We can think
of a conflict as an opportunity to jointly progress; not a curse
imposed on us by dark forces. We can help our governments with ideas,
guidance and networks, or we can take ownership and do it ourselves
if the governments are incapable or unwilling to listen. The region
belongs to us and our future is in our hands", he says.

The participants of the Dialogue program are not going to stop
here. They plan to implement joint projects aimed at bringing change
to their societies. Their experience can really be useful. During
the workshop there have been difficulties, moments of tension and
misunderstanding, but they did manage to overcome them. Above all,
they have gained good friends, something that – as many confess –
they could never have imagined.

When speaking about future joint projects, the participants cite lines
from John Lennon’s song "Imagine", which has become the informal anthem
of the program – "You may say I’m a dreamer, But I’m not the only one".

"BIRTHDAY" OF ARMENIAN "NAIRI" FISHING SAILING SHIP CELEBRATED ON SEVAN LAKE

YEREVAN, August 24. /ARKA/. The "birthday" of "Nairi" fishing sailing
ship, built taking as a model a 9-century vessel, was celebrated on
Sevan Lake Sunday with assistance of HSBC Bank Armenia.

The vessel was launched a year ago through the efforts of "Aias"
sea club, CEO of HSBC Bank Armenia Tim Slater said.

The vessel may participate in sailing regattas and promote tourism
development, he said.

President of "Aias" club and captain of "Nairi" sailing ship Karen
Balayan said that the "birthday", the day when the ship was launched,
is a very important event for a ship.

"We are grateful to HSBC Bank Armenia as it is the first organization
to respond to our project. Under the program we plan to built several
similar ships and hold an annual regatta," Balayan said.

"Nairi" sailing ship is made of pine and weighs a ton. The length
of the sailer is 9 meters, width – 2.5 meters, carrying capacity –
15 passengers.

Drawings by Armenian artists Bashinjaghyan and Terlemezyan based on
old sketches were used to build the ship.

HSBC Bank Armenia closed joint stock company – a daughter bank of
HSBC Banl plc – was registered on September 25 1995. HSBC Bank plc
holds 70% of the shares of HSBC Bank Armenia with the remaining 30%
belonging to foreign Armenian investors. HSBC Bank Armenia is a member
of NASDAQ OMX Armenia as from the end of January this year.
