"ArmenTel" CJSC has announced that by introducing ADSL (Asymmetric
Digital Subscriber Line) system, it improves Internet connection for
its subscribers to fixed telephone network, ArmInfo was informed at
the press service of the CJSC. According to the source, this service
makes possible ensuring high speed Internet connection (4Mb/s)
and, herewith, retaining the opportunity to use telephone line. To
benefit from the service it is necessary to locate ADSL modem and a
connecter. This service peculiarity is that both digital and analogue
exchange subscribers can use it. "ArmenTel" CJSC is for the quality
improvement of communication services and leading them to the European
level. In this respect, in June 2007 ‘ArmenTel" CJSC received "European
Quality" award from the European Business Assembly (EBA). To note,

HOVNANIAN PRESENTED WITH MEDAL FROM ARMENIAN PRIME MINISTER

Kevork Hovnanian, a long-time leader of the Diocesan community, was honored
on June 26, 2007, during a ceremony in Yerevan, Armenia.

Armenian Prime Minister Serge Sargsyan presented Hovnanian with the Armenian
government’s highest civilian medal of honor during a reception in the Prime
Minister’s office complex.

A delegation led by Archbishop Khajag Barsamian, Primate of the Diocese of
the Armenian Church of America (Eastern), that included members of the
Diocesan Council and the Board of Directors of the Fund for Armenian Relief,
attended the ceremony.

In presenting the honor, the Prime Minister recognized Hovnanian’s years of
service and stewardship to the Armenian people.

Hovnanian is the founder and honorary life chairman of the Fund for Armenian
Relief (FAR), the Diocesan-affiliated development organization which is one
of the preeminent relief organizations working in Armenia.

"Mr. Kevork Hovnanian is an example of one man taking action to improve the
lives of others," Archbishop Barsamian said. "Through his efforts the
people of Armenia today have more hope, access to increased opportunities,
and are empowered to strengthen their own civil society."

Hovnanian joined Archbishop Torkom Manoogian, then-Primate of the Eastern
Diocese, and Dr. Edgar Housepian in traveling to Armenia shortly after the
devastating 1988 earthquake. The trio led the Diocese’s immediate efforts
to provide shelter, food, water, and medical care to the Armenian people
hardest hit by the tragedy — an effort that led to the creation of an
independently operated Fund for Armenian Relief (FAR).

Since then, FAR’s mission has evolved from assuring survival to providing
hope, opportunity, and empowerment. Under Hovnanian’s leadership, FAR has
served millions of people through more than 220 relief and development
programs in Armenia and Karabagh. It has channeled more than $265 million in
humanitarian assistance by implementing a wide range of projects including
emergency relief, construction, education, medical aid, and economic
development.

Hovnanian stepped down as chairman of FAR last year, but was unanimously
named Honorary Life Chairman by the FAR board.

VIC Darchinyan, Australia’s best boxer, has been talking up his
IBF/IBO flyweight bout against Filipino Nonito Donaire all week.

”The Raging Bull”, who would not look out of place on a horse at
Rosehill today, will defend his world title belt in the US tomorrow,
with the fight beamed on TV to millions of fight fans worldwide,
including Australia.

Aussies love Darchinyan. Even though his Armenian accent can at times
be a little hard to understand, who is to argue. The guy can fight.
After all, his intentions are always made clear when he hops in the
ring.

Darchinyan, who is yet to taste defeat in 28 fights — 22 of them
coming by way of knockout — was not being cocky when he said
yesterday he did not expect the stoush to go the distance.

Yesterday the 31-year-old said: ”I’ve trained very hard for two
months, so I’m hoping Donaire comes to fight. I hope he can last with
me for at least six to eight rounds, and this doesn’t go one or two
rounds.”

Punters taking the $19 for a first-round knockout will be hoping
Donaire is about as switched on and effective as State Rail.

The flyweights can throw plenty of punches but absorb just as many.

Donaire was relaxed at the weigh-in and, like Darchinyan, is not

Fires break out periodically on the contact line of armed forces of
NKR and Azerbaijan since the end of May, 2007. As ArmInfo’s special
correspondent in Stepanakert reports, the Rescue Service of NKR deals
with localization and extinguishing of fires.

The servicemen of the NKR Defense Army and the population assist them
if necessary. Head of the Hadrut Fire-Rescue Unit of the NKR Rescue
Service Roman Mailyan said that the fires happen more often in the
region of Goradiz station, among the posts of armed forces of NKR
and Azerbaijan. "We have no access there, therefore, we cannot say
of the reasons of inflammations.

Earlier, the NKR Foreign Ministry sent a note to the Office
of the Personal Representative of OSCE Chairman-in-Office, in
which it expressed concern over the fires and asked to conduct
a crisis-monitoring of the boundary area as to assess the actual
situation in situ. NKR FM expressed hope that timely interference
of this Office will allow to avoid recurrence of the last-year
situation with fires, which was used by Azerbaijani authorities for
propagandistic purposes and has become one factor more to destabilize
the peaceful process.

YEREVAN, JULY 3, NOYAN TAPAN. The RA NA, on July 3, in the second
reading and completely adopted the bill authored by the RA government,
which envisages making amendments and addenda to the valid law "On
Fixed Payments."

According to the bill, individual entrepreneurs engaged in trade
activity at fairs through stalls and other facilities in Yerevan, in
territories not exceeding 7 sq.m. and in other places 10 sq. m. will
be considered as those paying fixed payments. At that, during three
months the trade circulation per one square meter should not exceed
1.2 mln drams and for those selling jewelry wares 2.5 mln drams
(nearly 7.3 thousand dollars). The above mentioned amount will regard
the total sum of circulation received from activity carried out by
tax-payer’s all sale points.

The adopted amendments and addenda also establish the amount of
fixed payment for trade activity at fairs. It is also mentioned that
starting July 1, 2008, the monthly amount of the fixed payment will
be clarified for each three years, proceeding from the consumer prices
index of the previous three years, and will be submitted to the NA.

There are mutually inadmissible points in the document that is being
presently negotiated by the parties to the Nagorno-Karabakh conflict,
Armenian FM Vardan Oskanyan said during a press-conference today.

He said that the OSCE MG co-chairs are working in this direction but no
progress will be possible without political will of the conflicting
parties. Presently, the Azeri side seems to avoid taking a step towards
meltdown and progress. Today people in both countries should be
informed of the general content of the talks. Presently the statements
of the Armenian side are closer to the spirit of the document than
those made by the Azeri side. Statements must help rather than hinder.

Concerning the possibility of a stalemate in the negotiating process,
Oskanyan said that there is such a possibility but there is also an
opportunity to attain progress. Each presidential meeting is preceded
by hopes for progress and when no progress is attained people get
disappointed and begin talking about stalemate. But Oskanyan is sure
that the co-chairs will shortly announce new FM meetings and regional
visits.

Oskanyan refused to dwell on the problem of the security belt
territories. He just said that the negotiated document contains all
elements of settlement: status, security, territories, refugees,
connection between Armenia and Nagorno-Karabakh and all of them must be
considered.

Oskanyan said that certain progress has been made since 1997. In 1997
the sides negotiated phased settlement and the status problem was put
off for indefinite time. Today, the basis of the negotiating process is
the problem of Nagorno-Karabakh’s self-determination through a
referendum. This scenario is much more acceptable.

Asked to comment on CE Secretary General Terry Davis’ last statements
about Nagorno- Karabakh and "occupied territories," Oskanyan said that
Davis tried to present the situation as seen by the
international community but did it in a very contradictory way. His
wordings are inadmissible for the Armenian side and we have repeatedly
said that, Oskanyan said.

Armenian lawmakers gave preliminary backing to a bill Friday that could
restrict the retransmission of foreign news broadcasts, legislation
critics said was designed to target Armenian-language programs of Radio
Free Europe.

Parliament voted 79-16 to pass the amendments, introduced by the
government this week, to the country’s main broadcasting law.

The amendments would require the foreign-funded news broadcasters to
pay around US$200 (A150) every time shows are re-broadcast by the
country’s primary radio and television company.

U.S.-funded Radio Free Europe/Radio Liberty is the only foreign news
organization whose programs are re-broadcast on Armenian state radio _
up to five times a day in some cases.

Radio Liberty’s FM broadcasts would not be affected.

The amendments would not affect foreign broadcasters, such as Deutsche
Welle or British Broadcasting Corp., that broadcast on the FM
frequency. Neither have Armenian language service, but do broadcast in
Russian.

Karine Kalantarian, a correspondent for the RFE/RL’s Armenian-language
service, said the service would not comment on the pending legislation.

Opposition lawmakers accused the government of deliberately targeting
Radio Liberty, and warned of increasing pressure on independent media
outlets.

Armenia’s government is known to be unhappy with the Radio Liberty,
though no officials have ever publicly criticized the broadcaster.

Armenia State Radio and Television is the primary source of news for
many residents of the poor, South Caucasus nation.

RFE/RL is a private, nonprofit corporation that receives funding from
the U.S. government. It has broadcast in 28 languages to 20 countries,
including Iran and Iraq since 1998, and Afghanistan from 2002.

Yesterday the National Assembly took up the discussion of the second
issue included in the agenda of the extraordinary sitting – that is
the draft law on the amendments in the law on "TV and Radio" and the
law on "State Duty"

As it was expected "Orinats Yerkir" and "Heritage" parties were
particularly striking with the activeness they demonstrated during
the discussion.

>From Orinats Yerkir faction MP Hovhannes Margaryan arrested the
attention of the participants, mentioning in his speech that the bill
is aimed at banning the broadcast of "Radio Liberty" and depriving
Armenians of the right to get proper information from the only true
information source.

Zaruhi Postanjyan was the activist of "Heritage" party. The latter,
with her abstruse Armenian was trying to affirm that "Radio Liberty"
is a Mass Media of an exclusive social significance, as it formulates
public opinion. Raffi Hovhannisyan, expressed the collective opinion
of "Heritage" faction and underscored that, "Today the reputation,
rating, freedom and future progress of our country is on the scale."

Unfortunately these people didn’t clarify which country’s future,
social welfare and freedom of information did they particularly
mean. The radio station that is funded by Congress should meet the
demands of the USA, shouldn’t it.

Republican Manvel Badeyan said," It is easy to understand why they do
their bests to convince the MPs and the society that the bill is aimed
at banning the broadcast of "Radio Liberty". Even Soviet Union failed
to completely thwart the broadcast. Had it been aimed at banning
"Radio Liberty", we could easily perform it with the acting law;
there would be no need for amendments and supplementations.

This draft law obliges the leadership of the Public TV and Radio to
be satisfied with the financial means allocated by the tax-payers
and not to give the air time to the foreigners for rent."

MP Armen Ashotyan shed more light on the matter. He said, "The draft
law has nothing to do with the freedom of speech and it translates
the state policy. The National Security Concept clearly highlights
the direction of providing informational security.

To be honest, at present various international structures and foreign
agencies are more concerned about the issue of building civic society
in our country. Matters took such a turn that they have even drafted
a budget to build civic society in our country, whereas the latter
is a state task. And there is no room here for political speculations."

Secretary of the Republican faction Samvel Nikoyan summed up the
attitude of the latter," I regret that most of our colleagues
interpreted the draft law from the point of view of the logic of
broken phone. No one has the right to criticize those who are trying
to protect national values. On the contrary they should welcome this
attitude. No one should look for stipulations, when the government
and the National Assembly is trying to regulate the activity of Public
Radio and TV."

Secretary of "Bargavach Hayastan" faction Aram Safaryan confirmed
that BHP supports the draft law and doesn’t justify the political
speculations. "The bill is aimed at making corrections in the
guidelines of the Public Radio and TV.

I don’t think the Public Radio and TV stations in European or any
other small and big countries would have agreed to sell their airtime
to other Mass Media.

The amount of the state duty envisaged by the draft law is quite
acceptable for serious foreign broadcasters and significantly low as
compared with the level of European tariffs."

In his extraordinary speech regarding these issues, Speaker of
the National Assembly Tigran Torosyan emphasized the political and
juridical pretext of the opinions heard.

"You spoke about the freedom of speech, about the violation of human
rights, about spoiling relations with the USA and many other issues
that has nothing to do with the problem discussed. But it would
have been better to leave aside inflamed passions and touch upon
the bill. Unfortunately some people swerved from this direction and
yielded to provocations, insulted their colleagues and stigmatized
the National Assembly."

Speaker of the National Assembly said the pro-opposition activists
didn’t even try to comprehend the demands of the bill. "I’m sure "Radio
Liberty" has nothing to do with this draft law as the latter is not
a broadcaster and hasn’t got a corresponding license. I have no idea
who is the author of this provocation, who tried to convince others
that the bill is aimed at closing "Radio Liberty". The problem is to
decide whether Public Radio and TV have the right to sell airtime to
other broadcasting companies or not.

I believe only the private radio and TV stations should be granted
this right. And if some people are concerned about the little budget
of the Public TV and Radio stations then I can only offer them to
participate in the discussion of the budget allocated to the latter
in three months. But, the interesting thing is, before the same people
used to speculate the little budget of the Public Radio and TV. Let’s
avoid creating artificial obstacles in the National Assembly, and
creating storm in a cup of water. Let’s protect the honor and rating
of our parliament."

An Interview with Head of OSCE Yerevan Office, Ambassador Vladimir
Pryakhin

Activity of Yerevan Office of the Organization for Security and
Co-operation in Europe (OSCE) is considered most successful among
the OSCE participating States. It has become possible due to your
personal merit, particularly, your active involvement as the Head of
the OSCE Yerevan Office, and your successful co-operation with local
authorities . How effective do you consider Office activities nowadays?

Over the last 3.5 years activities of the Office have expanded and
become effective, which is evident not only from office activities’
indicators, but in the first place due to Armenia’s current
state. Armenia is a full-fledged national and sovereign state, enjoying
authority, respect and recognition of the world community. Significant
(positive) changes are observed in the country: the country has
reformed its state and political structure turning from a country
with strong presidential system into a parliamentary-presidential
republic. This is, undoubtedly, a progressive step forward in line with
the present political realities. The country politically has become
more stable and the authority of the government has considerably
grown, which is a positive moment, indeed. In future, I’d like to
see development of the civil society and mass media, so that they
can find their place in the political process. Speaking politically,
Armenia needs to make another step towards development of pluralistic
forms of statehood and democracy.

The best guarantee of the Office’s success is the mutual desire of
the OSCE and the Republic of Armenia on the state and public levels
for cooperation, adoption and dissemination of OSCE values and
standards throughout Armenia, for democracy and freedoms, as well
as new democratic institutions, cannot be imposed from outside. It
requires a serious, deep and sincere desire for modernization,
integration to European values, which is evident here. There is no
political force in Armenia that would be against this. Naturally, it
helps the Office’s work.Which were the priority areas of the OSCE’s
activity in Armenia when you headed the Office? What essential tasks
have you accomplished during these years?

The Office contributed to the structural reforms in the country. We
had worked with the Armenian authorities on the Constitutional
amendments for a long time. Now, 1.5 a year later, one can say
that it was a successful contribution to the country’s development
in very complicated conditions. The Constitutional amendments have
made the country’s political structure more advanced despite of some
subjective factors.

Besides, the request of the Armenian authorities and many OSCE
participating States for increasing the economic and ecological
component of our Office’s activity has been largely met. Now, more
than one-fourth of our budget is spent on economic and ecological
projects. Aarhus movement, the so-called "green democracy" movement,
has been successfully implemented in Armenia because the right
to environmental information is one of the fundamental human
rights. Currently, we have 9 Aarhus Centres throughout Armenia
opened with our support.Moreover, we have responded to the request
of the Armenian authorities to assist in elimination of rocket
fuel component nicknamed mélange, which has been stored in Armenia
since 1989. We have succeeded in the implementation of this project
due to close co-operation with local authorities and support of the
international community. The implementation of this project is nearing
completion. It is 872 tons of environmentally hazardous substance. By
eliminating melange Armenia has become an example for other states,
also as solving global problems.

The Office also has its contribution to the work on electoral
legislation.

Does the present Electoral Code meet the European standards or it
needs further improvement? Yes, the Office contributed to the country
improving the electoral legislation. Now, it allows conducting free
and fair elections if there is a political will. It does not mean
that the document needs further improvement. One should not overdo it,
as continuous changes may become an obstacle to the election process
itself, the work of commissions, and even to voters.

What do you think of the present political culture in the context of
the past elections? How would you assess the general political and
social situation in the country?

The situation is more stable, people are more confident in their
future, in general. I’d call the situation as favorable. Despite
the disagreements between isolated political segments, there is a
national consensus on basic issues of the country’s development. It
is positive, indeed. However, there is also a negative part or a task
for the future.

Thus, the system of political pluralism in the country needs
improvement in order for both the parliamentary and non-parliamentary
political forces have an influence on the political process and
decision-making. Returning to the one-party system of the past years,
which brought nothing good should not happen. At present Armenia
has grown to the level where the fight for power can and should
take place through making comparisons of constructive programmes
of social-economic development of the country. Thus, just declaring
conceptual views of the policy, and particularly, the social policy,
and a proposal for raising pensions and improving the electricity
supply system, for instance, are not enough. Such programmes must be
a basis for comparison of political platforms and a serious claim
for power. From this point of view, I think that all the political
parties in Armenia face heavy tasks. Moreover, Armenia is speeding
up the process of integration into Europe. The political culture in
Armenia is one of the highest in the post-Soviet area due to the local
traditions. Nevertheless, Armenia still has much to do. Despite their
good political insight, Armenians are using it in the Soviet archaic
form, which is outdated. Now, it needs to follow progressive experience
of various democracies, and Armenia succeeds in it, especially in the
legislative sphere. However, much is still to be done to fulfill the
new legislation.

Do you think the 15-percentage gender quota in the parliament is
enough for strengthening women’s role in it?

It seems it has not changed much in reality since there were 7 women
in the parliament of the former convocation, and they are 12 now. No,
it is an essential change. The women in the parliament grew in number
almost twice.

Every vote is 1.3% of the total; so 12 votes are additional 6-7%. My
view on it is that "little pigeons can carry great messages." In
principal, the quoting has not received a unique-estimate even in
different OSCE participating States. Our position is that Armenian
women must participate in decision-making especially in politics and
in the parliament. Therefore we positively considered the new quota
and the amendment to it saying that women must not go last in the
party list. I know all the women elected to the parliament. These
are active and well-prepared participants to the political process. I
think it has seriously strengthened the parliament.

New persons, particularly, businessmen, have come to replace many
politicians who had formed the country’s political culture for years.

What impact it will have on big politics?

Frankly speaking, we have not yet looked at the increase of businessmen
in the parliament, as it is not essential for us. It is more important
that they are elected through free and fair election. The material
welfare of deputies should not be regarded when assessing them as
political figures.

After all, a man can use his/her authority, wealth and brain for the
welfare of the country.

What would you advise to your successor? Can you name him already?

The chairmanship is currently selecting the candidates. I know
that these are rather competent candidates. I’d like my successor
to continue what has been started. The project "Melange" must be
successfully brought to an end within the coming months. Moreover, the
police reform project aimed at creating a new democratic police needs
further attention. Much has already been done, but the police needs to
acquire new democratic skills of dealing with people, so that they feel
themselves as servants of the people rather than their supervisors. We
