ARMENIAN-AZERI DIALOGUE: THE KARABAKH FACTOR IN THE OPENING OF TURKEY BORDER

Underlying processes in the Karabakh settlement draw a multitude
of opinions and comments. New arguments and directions appear in
the negotiations between Armenia and Azerbaijan, namely that the
border between Turkey and Armenia could have been opened without the
parliamentary ratifications of the normalization agreements signed
between Yerevan and Ankara last October (but stalled in the two
countries’ parliaments). But Azerbaijan insists that this should happen
after the withdrawal of Armenian troops from some districts surrounding
the former Nagorno-Karabakh autonomous region now controlled by the
Karabakh military.

Deputy Foreign Minister of Azerbaijan Araz Azimov stated recently
that the border could be opened after the Armenian pullback from five
districts and the Lachin corridor and that "this would show the good
intentions of official Baku towards Yerevan." "The opening of the
border could become a major instrument for the start of trilateral
trade between Turkey, Armenia and Azerbaijan or for cooperation in
some other sphere," he said.

Vladimir Kazimirov, a former Russian chairman of the OSCE Minsk Group,
an international format co-headed by Russia, the United States and
France that advances a negotiated peace in the Karabakh conflict,
issued a tough statement in this regard, calling on Baku to proceed
on the basis of the current reality. "Now it is being erased from
memory how many Armenians there were in Nakhijevan. Imagine that they
want to go back there and do so within a short term. What will Baku
say to that? What is the use of repeating who lived where and in
what number centuries ago? One should shape attitudes based on the
current situation rather than the situation that existed a century
ago," said Kazimirov.

The former Karabakh negotiator also noted that none of the documents
say that Armenia committed aggression. "One can often hear complaints
in Azerbaijan that the international community does not properly
demand the [Armenian] withdrawal from occupied lands. But the fact
is that many states and international organizations do not have such
a simplistic view of this intricate conflict as the Baku propaganda
is trying to present," said Kazimirov, pointing out that it wasn’t an
armed attack by Armenians, but was a more complex and multidimensional
escalation of mutual hostility.

In an interview with RFE/RL’s Armenian Service this week United States
Ambassador to Armenia Marie Yovanovitch said she didn’t think any
country demanded that the parties to the Karabakh conflict should make
unilateral concessions that would threaten their national security.

Rather, she said, any agreements between the sides either in the format
of the OSCE Minsk Group or any other format, should be reached on the
basis of their interests. However, the ambassador stressed, the parties
should realize that mutual concessions are needed for a solution.

It is clear that an attempt to establish relations and open the border
without concluding ultimate agreements and solving territorial problems
is being made both in the Karabakh settlement and the Armenian-Turkish
process. Director of the European program of the International Crisis
Group Sabine Fraizer stated the expedience of opening the border
before the ratification of the protocols. "Armenia is trying to
achieve it without any preconditions, Turkey is doing everything to
‘win’ at least two districts for Azerbaijan," said Fraizer.

"I feel convinced that the Armenian President’s China visit, meetings
with Chinese President and high officials, attendance to the Shanghai
Expo 2010 is a good opportunity to intensify Armenian-Chinese
relations, implement certain projects, discussions on multifaceted
cooperation, as well as new perspective initiatives," Armenian National
Assembly ARP deputy Artak Zakaryan told Panorama.am.

According to him, the legal-political bases of multifaceted cooperation
between the two countries have been regulated through inter-state
and inter-governmental agreements for 40 years.

A. Zakaryan said diplomatic relations between the Republic of Armenia
and People’s Republic of China have existed for 18 years by now and
bilateral partnership and mutually reliable cooperation has been
launched during the years.

As the deputy said, parallel to active trade-economic cooperation,
the opportunities for intensifying political understanding, dialogue
and mutual interests are getting even deeper.

"According to historical sources, Armenian-Chinese trade-economic
ties were launched in 170 B.C., by the establishment of the Armenian
capital of Artashat which was quick to become an international transit
trade center and the Armenian traders imported silk from China and
exported copper, glass, etc. to the country. There are many factors
that today unify the two countries," A. Zakaryan said.

received today Miguel Angel Cuneo, newly-appointed ambassador of
Argentina to the Republic of Armenia. Miguel Angel Cuneo handed the

Armenpress that RA Foreign Minister Edward Nalbandyan congratulated
Mr. Cuneo for his post and said he hopes Mr. Cuneo will have an

Armenian column of militia arrived in Moscow on April 30 to attend the
Military Parade of May 9 devoted to the 65th jubilee of Great patriotic
War. The division is located in Moscow’s senior military college
where all the necessary comfort is guaranteed. The representatives of
Belarus and Ukraine have also landed in the college, Armenian Defense
Ministry press service reported.

Britain and America have also arrived and resumed their preparedness.

in Syria Mahir Aliyev was on an official visit to Lebanon on April
25-29, Azerbaijani embassy in Syria told APA. Ambassador met with
Lebanese Prime Minister S. Hariri, Foreign Minister Ali al-Shami,
Sports and Youth Minister Ali Abdullah, Minister of Energy and Water
G. Basil Minister of Culture S. Varde and State Minister A. al-Gasser.

Delivering speech at the meeting held at the residence of Lebanese
Prime Minister S. Hariri, Ambassador gave detailed information on
current processes, reforms carried out in economic, cultural and
social spheres, Azerbaijani President Ilham Aliyev’s independent
foreign policy course and neighboring countries in this policy,
relations with OIC member countries, as well as Nagorno Karabakh
conflict and its results. Thanking Azerbaijani President for the
opening of Lebanese embassy in Azerbaijan, al-Hariri noted that such
constructive decision had been met with great interest at Lebanese
political circles and that he accepted this step as political and
spiritual support for his country in such difficult days. Touching upon
friendly relations between his late father Rafig al-Hariri and Haydar
Aliyev, the Prime Minister said that if Azerbaijani government invites,
then he will be very glad to visit Baku, get acquainted with the head
of state and Azerbaijani phenomenon. The Prime Minister suggested
to prepare agreement projects for cooperation of mutual interest
of both sides and holding meetings with heads of state structures,
as well as with businessmen.

After the meeting with Prime Minister, Secretary General in the Cabinet
of Ministers noted that S. al-Hariri was expected to participate in
the 35th annual meeting of Islamic Development Bank Council of Chiefs
which would take place on June 23-24, 2010 in Baku.

His one-day visit to Baku is expected to take place for partaking at
the opening ceremony of the conference.

At all meetings, Lebanese officials noted that they support peaceful
solution to Nagorno Karabakh conflict within the framework of the
territorial integrity of Azerbaijan.

International Councils To Be Formed For Implementation Of All-Armeni

Executive Director of the National Competitiveness Foundation of
Armenia (NCFA) Bekor Papazyan said that certain steps are taken for
the implementation of All-Armenian Network project, specifically,
specialized international councils will be formed.

"The councils will deal with three basic fields, in which works have
already started: education (with participation of the RA Ministry
of Education and Science), healthcare (for the establishment of an
oncological center) and tourism," Mr. Papazyan told a PanARMENIAN.Net
reporter.

He noted that the councils will consist of local and foreign
specialists. Armenia will be the ideological link to unite Diaspora,"
he said.

State Program On Providing Young Families With Affordable Housing Is

ArmInfo. The state program on providing young families of Armenia
with affordable housing is stuck.

To recall, in February 2010 the Central Bank of Armenia registered the
"Affordable Housing for Young Families" UCO on the basis of a bill on
the state target program on providing young families with affordable
housing. The program is socially oriented and it was approved by the
Armenian government on 29 January 2010.

Eduard Oremyan, Executive Director of the Association of Mortgage
Market Participants of Armenia, told ArmInfo that by 1 April 2010 the
"Affordable Housing for Young Families" UCO refinanced loans worth a
total of 31 mln AMD. To reveal the reasons of the program passivity,
intensive research is currently being held, including public opinion
polls among the population and credit organizations. "I think, the
cornerstone reason of the program passivity is the 10-year period
of loan redemption, while the redemption period within the National
Mortgage Company’s refinancing is 20 years",- he stressed and added
that despite the preferential interest rate, the monthly load of the
loan redemption amount is doubled due to the period of redemption.

Moreover, the expert thinks that the 30% prepayment also hinders
the program activity, as the program is meant for mostly regional
borrowers, whose family budgets yield to those of Yerevan residents.

"I believe, the given program should be revised to serve its key idea
of being socially oriented",- said Oremyan.

To note, mortgage specialists have repeatedly expressed their
skeptical attitude towards the given program due to its inadequate
terms of crediting.

It is desirable that Turkey should not interfere in other countries’
states, especially in Armenian-Azerbaijani relations, as it is
a party that has its interests in the Nagorno-Karabakh conflict,
Stepan Safaryan, Chairman of the Heritage parliamentary faction,
told NEWS.am, commenting on Turkish FM Ahmet Davutoglu’s statement
that the Armenian-Azerbaijani border must be reopened together with
the Armenian-Turkish border.

According to him, Turkey’s historical experience is "so bitter" that
all of its attempts to settle any conflicts end in disaster. "Turkey
must first become a state that would generate domestic peace and
stability, and only then try to lay claims to fostering values in the
region," Safaryan said. He pointed out that the Armenian-Azerbaijani
relations cannot in any way "pursue Turkey’s whims."
