ICG: CONDITIONS FOR KARABAKH STATUS DETERMINATION CAN BE CREATED IN 12-15 YEARS

/PanARMENIAN.Net/ The International Crisis Group (ICG) has issued a
report containing proposals on the Karabakh conflict settlement, Vice
President Alain Deletroz stated during today’s press conference. In
his words, in its report the Group studies the positions of the
parties without reverting to the history. He also noted that history
is debatable and consequently cannot promote the resolution of the
conflict, since there are notions such as self-determination and
territorial integrity. One of the proposals intended for Armenia in the
report sounds as follows: “the withdrawal of troops from the seized
territories, establishment of bilateral relations between Armenia
and Azerbaijan and the determination of Karabakh’s status in 12-15
years; the process should be a democratic one.” When commenting on
the term mentioned Mr. Deletroz noted that the period is meant for
the formation of conditions essential for the determination of the
status of Karabakh.

“People should learn to live together again and the necessary
conditions should be created”, he noted. When commenting on the
statement by Ilham Aliyev, who said that next year the Azerbaijani
military budget will make as much as Armenia’s state budget
Mr. Deletroz noted that armament race would be very dangerous and
such position is incorrect. “It is senseless to withdraw troops if
Azerbaijan holds such a position. In this case the withdrawal can lead
to a military conflict”, he said. In her turn, Sabine Freizer, Director
of Crisis Group’s Caucasus Project stated that the Karabakh leadership
was proposed “to stop settling the territories, specifically Lachin,
Kelbajar and Aghdam”. However she noted that mass settlement was not
fixed on these territories. She also informed that the Group has been
working on the report during recent 9 months. During this period 9
people constantly worked in the region. According to Ms. Freizer,
the report will raise the awareness of the parties to conflict and
the international community. The ICG has elaborated three reports:
for Armenia, Azerbaijan and Nagorno Karabakh. The report will be
presented on September 14.

BOOK “KARABAKH. REAL HISTORY, FACTS, DOCUMENTS” WINS MOSCOW INTERNATIONAL CONTEST “ART OF BOOK”

Azerbaijani book titled “Karabakh. Real History, Facts, Documents” won
the “Book of Interesting Destiny” award at the second international
contest “Art of Book” held August 18-19 in Moscow. It gained highest
marks by garnering 51 points out of 55.

The book written by doctor of historical sciences, professor, honored
worker of science Yagub Mahmudov and candidate of historical sciences
Kerim Shukurov narrates on the poorly known historical facts and
comments on the Armenian-Azerbaijani, Nagorno-Karabakh conflict,
discloses the criminal policy and actions of the Armenian aggressors
throughout the years.

It is noteworthy that preface of this unique book was written by
chairperson of the Heydar Aliyev Foundation, UNESCO Goodwill Ambassador
Mehriban Aliyeva.

The international contest “Art of Book” presented over 250 books on a
variety of topics. The contest awards are as follows: “Commonwealth”,
“Dialogue of Cultures”, “Victory”, “Our Contemporary”, “Book of
Interesting Destiny”, “Art Book” and others. The book “Karabakh. Real
History, Facts, Documents” is presented in the separate exposition
in the 18th Moscow International Book Fair.

The book-winners of the second international contest “Art of Book”
will be given to the CIS Executive Committee Museum Fund.

the Iraqi constitution,» said Armenian Deputy FM Arman Kirakosyan. He stated
it when speaking of the referendum on the new constitution scheduled in Iraq
this October – taking into account Armenia participates in the restoration
of Iraq. «In a multi-confessional and multi-ethnic country like Iraq
political processes and especially those referring to the formation of a
Constitution are as important, as complicated and problematic. We value the
urge and will of Iraqi political forces to that end. We believe that the
commitments of Iraqis to establish stability and prosperity will promote the
forming of a Constitution that will serve the vital interests of the people

The Armenian government has stated its readiness to assist the victims
of a recent deadly Katrina hurricane that swept through the United
States. Armenian foreign minister Vardan Oskanian has forwarded a
written appeal to the US embassy in Yerevan in this regard, according
to Armenian reports.

Earlier, Azerbaijani President Ilham Aliyev approved allocation of
$500,000 in emergency aid for the calamity survivors. US Secretary
of State Condoleezza Rice expressed her appreciation to Azerbaijan
for the assistance.

Some Armenian opposition sources criticized this country’s government
for allocating assistance to U.S. four days after Azerbaijan’s move.*

Argentina’s David Nalbandian on Tuesday defeated Davide Sanguinetti to move
into the US Open quarter-finals.

The 11th seed beat the Italian in four sets, 4-6 7-6 (7/4) 6-4 6-2.

He now has the unenviable task of facing Roger Federer in the last eight.

Federer has won just two of his seven encounters with Nalbandian, though he
has won the last two.

“I have got a bad record versus Nalbandian, so I would like to play him,”

Nalbandian has made the quarter-finals in two of the first three majors this

YEREVAN, SEPTEMBER 6. ARMINFO. In Jan-Aug 2005 Armenia’s Ombudsman
received 1,840 complaints with 410 ones considered, 135 sent to
relevant instances, 421 declined.

675 complaints were from Yerevan with only 14 ones received from
Aragatsotn region. 148 cases concerned the police, 125 labor ministry,
116 courts, 92 Yerevan municipality, 95 local administrations.

Tymoshenko] not only about the battle over the Nikopol ferroalloys

questions. Today the prime minister revealed the secrets of her ethnic
background. It turns out that her mother is Ukrainian, and her father
is, contrary to popular opinion, not Armenian but Latvian.

Tymoshenko said she does not have any Jewish ancestry, as the
transport minister [Yevhen Chervonenko] recently suggested, but
respects representatives of this nationality.

[Correspondent] That they made my father an Armenian and gave my
mother another nationality, I think Yevhen Alfredovych [Chervonenko]

film entitled “Yuliya”, which was made in Russia and produced by

a film crew. The characters of the 26-minute-long erotic film bear
close resemblance to Tymoshenko and the Georgian president [Mikheil
Saakashvili]. Tymoshenko is ready to forgive the filmmakers for this.

THE INTER-DIOCESAN YOUTH CONFERENCE COMES TO AN END

The inter-diocesan youth conference organized by the Youth Department
of the Cathoilcosate of Cilicia came to an end on August 30.

During the five-day conference, participants from the United States
of America, Greece, Cyprus, Lebanon, Syria and Iran discussed the
challenges facing the new generation in each of the dioceses.

They also highlighted the common aspects between the dioceses and
discussed possible fields for future cooperation.

The participants also had the opportunity to listen to enlightening
lectures delivered by members of the Cilician Brotherhood.

Rev. Fr. Krikor Tchifdjian delivered a lecture entitled “Moral issues
and our church”, during which he talked about the moral problems
current societies face and explained the approach of the church
towards these problems.

Rev. Fr. Keghart Kusbekian talked about the “Christian worldview”,
pointing out what guidelines Armenian youth should follow in their
everyday Christian life.

In the resolution they adopted at the end of the conference, the
delegates emphasized the imperative of reforming the church and
reserving a bigger role for the youth in this process.

The participants attended the Holy Masses held in the St. Asdvadzadzine
Church in Bikfayya, visited Armenian institutions and met with
representatives of the Lebanese-Armenian community.

His Holiness Aram I expressed his satisfaction from the results of the
conference and expressed his hope that the delegates would actively
participate in the youth activities in their dioceses.
