Feb. 26, Public Service Coordination committee (PSCC) approved a new
gas rate. For the consumers it will make 132AMD per 1m3 instead of
current 96AMD, rising up to 37.5%.

For the enterprises, consuming over 10000 m3 a month the rate will
be $243.13 per 1000 m3 instead of present $215, increasing by 13%.

Recall that ArmRosgazprom offered to set the rate at 136AMD.

Interestingly, starting April 1, 2010 the price of Russian gas for
Armenia rises to $180 per 1000 m3 instead of today’s $154, but for
some reason the consumer should pay as much as $360.

Presumably, starting April 1 the electricity rate also increases,
and the matter will be discussed in PSCC on March 1, 2010.

Yerevan Jur CJSC also filed the application for rate increase,
providing water supply of the country.

Ani Serebrakian, an exercise and sports science major at the University
of San Francisco is skiing for the Armenian women’s Olympic team
today in the slalom.

How do you balance being a competitive athlete with being a college
student? It’s always difficult to find balance in one’s life, but
the key is time management and planning ahead. Luckily, I’ve had a
lot of help along those lines with very supportive teachers, family
and friends.

What is your favorite event? My favorite alpine racing event would
have to be the slalom. I enjoy the quickness and hitting the gates
with determination. It’s kind of like boxing. It’s pretty therapeutic.

Why did you try out for the Armenian team? It was after my trip to
Armenia a few years ago that I came to understand how truly blessed
I was to be part of such a culture and history. It was this feeling
of pride and acceptance that made it easy for me to decide that I
wanted to ski for Armenia.

You turned 21 during the Olympics. How did you celebrate? I had an
absolutely amazing birthday while out here! My team surprised me with
a celebration in the morning.

Which is your favorite mountain to ski in Lake Tahoe? That’s easy,
Squaw Valley.

Online Petition To Have Istanbul Street Named After Hrant Dink

2,000 people have signed an online petition to change a street name
in Istanbul after "Hrant Dink", in honour of the slain Armenian editor
of Agos, but the city has twice rejected the request.

The petition () seeks to change the name of
the street from Ergenekon Avenue in Istanbul’s Kurtulus neighbourhood
to Hrant Dink Avenue. The name change has symbolic meaning since
Ergenekon is the name that has been given to case surrounding an
alleged military coup d’etat.

"Ergenekon has always been a symbolic name that says – everyone here
is a Turk and others can only live on streets named by Turks," said
Ragip Incesagir, a spokesperson for the Art for Peace initiative,
adding that this policy is not only against Armenians in Turkey but
also against Alevis, a sect of Islam, and Kurds.

Ergenekon is also the name of a mountain in Central Asia in a Turkish
legend that symbolizes the Turks leaving Asia and moving to Anatolia.

Thus it embodies notions of nationalism and ethnic purity.

The campaigners also see a connection between the Ergenekon case and
Dink’s murder.

Feryal Oney, a soloist for the Kardes Turkuler music group and one
of the campaigners, told Hurriyet that, like many others, she also
believes the Ergenekon gang was involved in Dink’s murder.

Today, in Kiev, Serge Sargsyan participated in the swearing-in ceremony
of the newly-elected president of Ukraine Viktor Yanukovich.

After the special session of the Ukrainian Supreme Rada, Serge Sargsyan
partook in the official reception organized by Yanukovich in honor
of leaders of foreign countries arrived in Kiev.

Serge Sargsyan met with the U.S. Deputy State Secretary Philip Gordon
in Kiev. In the course of the meeting, issues relating to the Armenian
and Turkish process were discussed.

Philip Gordon reconfirmed the U.S. support to the process. He
underlined that the ratification of the protocols by the parliaments of
both countries, without linking it to other processes, is an important
step for the normalization of relations.

The anti-Armenian campaign in connection with the regular anniversary
of the tragic events in the settlement of Khojaly, which has set
everybody’s teeth on edge for a long time, has gained an unprecedented
scope this year in Azerbaijan, says the statement made by the press
service of the Ministry of Foreign Affairs of Nagorno-Karabakh
Republic.

In connection with the insinuations of official Baku, the Press
Service of the Ministry of Foreign Affairs of the Nagorno Karabakh
Republic considers it necessary to remind that a military operation
was organized on February 25-26, 1992 with the aim of unblocking
the only airport in the Republic situated near the settlement of
Khojaly and neutralizing the fire-points of the enemy just in Khojaly,
from where, beginning from spring 1991, the settlements of Nagorno
Karabakh were regularly attacked by the Azerbaijani OMON-members
and exposed to artillery bombardment, including from Grad rocket
launchers – weapon of mass destruction (WMD) prohibited by numerous
international conventions.

Fulfilling a vital goal for the Karabakh people, the units of the
NKR self-defense forces, attacking Khojaly, provided a corridor
for the civilians’ safe leaving the military activities zone, about
which the Azerbaijani party was informed beforehand. This fact was
repeatedly confirmed by the Azerbaijani officials, in particular, the
then President Ayaz Mutalibov. But, the Azerbaijani authorities made
nothing for the peaceful population’s withdrawal from the military
activities area. Moreover, a column of civilians was shot down at the
approaches to the Aghdam region’s border, which was later confirmed by
Mutalibov, connecting this criminal act with the opposition’s attempts
to remove him from his position, making him responsible for the events.

The territory, where pictures of numerous corpses were made, is in a
three-kilometer distance from the town of Aghdam and in 11 kilometers
from Khojaly. Up to the summer of 1993, this territory was under
permanent control of the Azerbaijani armed forces, which excluded
any access for the units of the Karabakh self-defense forces.

"The Azerbaijani official propaganda tries to blame Armenians for
the killing of the civil population of Khojaly, but even Azerbaijani
President Mutalibov admitted that "Armenians still provided a corridor
for the civilians’ leaving the place", the Russian Nezavisimaya Gazeta
from April 2, 1992 wrote. Also, Ogonyok journal (#14-15, 1992) noted
that "…the attack of Khojaly wasn’t sudden".

Some details of that military operation are still shrouded in mystery,
which is actively speculated by the Azerbaijani state propagandistic
machine, using various falsifications, forgeries, and obvious lie.

Last year, the NKR MFA drew the public attention to the false photo
placed at some Azerbaijani websites, including the one of a generator
of false ideas – The Heydar Aliyev Fund (). In fact,
the photo related immediately to the events in Kosovo and just as such,
along with numerous others, was introduced at the Serbian, Albanian,
and one of the specialized German forums, at the site of The New York
Times authoritative journal, and others.

This year, new forgeries have been added to the noted one. Thus,
about 20 false photos used by the Azerbaijani party, in particular,
those of the victims of the Kurdish pogroms in Turkey, the victims
of the massacre in Srebrennitsa, and others, were introduced during
the February 24 presentation of the project in Yerevan.

Besides, outrageous falsifications were discovered in the lists of
the Aghdam tragedy victims introduced by the Azerbaijani official
structures – embassies, the presidential library, etc. Also, the site
provides video-films about the interrogations of the Turks-Meskhetians,
which testify that despite the Armenian party’s warning of the
Khojaly attack, the Azerbaijani servicemen banned the escape of the
Turks-Meskhetians’ families, which were artificially settled there
by the Azerbaijani authorities.

The Azerbaijani propaganda tries to introduce the betrayal of the
Khojaly civilians by their high-rank compatriots as the Armenians’
revenge for the bloody orgy in Sumgait. But, the remarks and
assessments of the Khojaly events by some Azerbaijani top officials,
human rights activists, and journalists refute flatly the false
thesis of official Baku. Thus, Azerbaijani human rights activist Arif
Yunusov wrote: "The town and its citizens were deliberately made
victims of the political goal – to prevent the Azerbaijani Popular
Front’s coming to power" (Azerbaijani Zerkalo newspaper, July 1992).

Tamerlan Karayev, in due time Chairman of the Supreme Soviet of the
Azerbaijani Republic (now AR Ambassador to India), testified: "The
tragedy was implemented by the Azerbaijani authorities", specifically
"some of the top officials" (Mukhalifat Azerbaijani newspaper, April
28, 1992).

Heydar Aliyev admitted himself that "the former leadership of
Azerbaijan is also guilty" of the Khojaly events. According
to Bilik-Dunyasi Agency, still in April 1992 he expressed a
cynically monstrous idea: "The bloodshed will do good to us. We
shouldn’t interfere in the course of the events". Did the "father" of
Azerbaijan bear the responsibility for these words? Czech journalist
Yana Mazalova who, by the Azerbaijanis’ oversight, found herself in
both groups of the mass media representatives, which were shown the
"corpses defiled by Armenians", noted a sufficient difference in the
latters’ condition. Visiting the field immediately after the events,
Mazalova didn’t see any traces of barbarity on the corpses. And two
days later, the journalists were shown the disfigured bodies already
"prepared" for filming.

The Russian Megalopolis-Express newspaper wrote: "We cannot but admit
that if the Azerbaijani Popular Front had really far-reaching goals,
so it has achieved them. Mutalibov is compromised and dismissed,
the international community is shocked, the Azerbaijanis and the
friendly Turks believed in the so-called "genocide of the Azerbaijani
population in Khojaly".

As it is known, still on February 26, 47 Armenian hostages were kept
in Khojaly, which is deliberately concealed by the Azerbaijani mass
media. After liberating Khojaly, there were only 13 of them (among
them 6 women and a child), while the rest 34 were taken away in an
unknown direction by the Azerbaijanis. So far, there is no information
about there further fate. We only know that they were taken away from
the village in the operation night, but they didn’t enter Aghdam.

It is evident that those who wanted to make a semblance of the corpses’
defilement by Armenians disfigured, first of all, the bodies of the
Armenian hostages in order that they couldn’t be identified.

Just for this purpose, the majority of the corpses were undressed, and
just for this purpose, the victims’ bodies were exposed to outrages,
which changed them out of all recognition.

Proceeding from the abovementioned facts, we can confidently state
that the Azerbaijani party is guilty of the death of the civilians of
Khojaly and the Armenian hostages kept there, and that the Azerbaijani
party committed a monstrous crime against its own people for the sake
of its political intrigues and struggle for power.

It is already obvious for everybody that the "genocide" of Azerbaijanis
in Khojaly is a myth created still by Heydar Aliyev and taken up by his
throne-successor Aliyev-the-junior in order to draw the international
community’s attention away from the massacre of Armenians in Sumgait,
Baku, Kirovabad, and many other populated-by-Armenians settlements,
as well as to conceal the political, humanitarian, military, economic,
and other penal offences of the Azerbaijani leadership against Armenian
civilians and against its own people.

An online petition to change a street name in Istanbul to Hrant
Dink Street – after the murdered Armenian-Turkish journalist – has
been signed by nearly 2,000 people, but the city has twice rejected
the request.

The campaigners say the people’s support is more important than the
municipality’s objections and are focusing on gathering more signatures
and support. The number of signatures on the petition’s Web site,
(Hrant Dink Avenue), reached 1,800 as of
Wednesday, including many prominent intellectuals.

People working on the campaign, titled "Art for Peace," replaced
the sign for Ergenekon Avenue in Istanbul’s KurtuluÅ~_ neighborhood
with a sign reading Hrant Dink Avenue on Jan. 19, minutes after the
commemoration of Dink’s murder in KurtuluÅ~_ in the Å~^iÅ~_li district.

"Changing the name of Ergenekon Avenue has a symbolic meaning for us,"
Ragıp İncesagır, spokesperson for the Art for Peace initiative,
told the Hurriyet Daily News & Economic Review.

Ergenekon is the name of a mountain in Central Asia in a Turkish legend

the name of a recent case against a suspected gang that allegedly
aimed to topple the ruling government.

Å~^iÅ~_li Municipality first applied to the Istanbul Metropolitan
Municipality to change the name of Å~^afak Street to Hrant Dink Street.

Å~^afak Street is symbolic because it is near the building of the
Armenian- and Turkish-language daily Agos. Dink was editor in chief
of Agos and the street is where he was shot dead on Jan. 19, 2007.

Istanbul rejected Å~^iÅ~_li’s request without discussing it in its
council on the grounds that name changes for streets cause chaos in
emergencies and extra work for institutions and companies located on
that street.

Tayyibe Ulgen, an official from Istanbul Municipality’s map department,
told the Daily News that according to a notice sent by the Prime
Ministry, they only name streets that do not have names, or when a
street is divided into two. "By procedure, we did not accept the name
change," said Ulgen.

Aziz Ozhan, press coordinator for Å~^iÅ~_li Municipality, said
Å~^iÅ~_li does not have any further attempts to change the street
name on its agenda at the moment.

The second application for Hrant Dink Ave. to Istanbul Metropolitan
Municipality was filed by municipal council member Ozgen Nama from
the Republican People’s Party, or CHP. He brought the request to
change Ergenekon Ave. to Hrant Dink Ave. onto the council’s agenda,
but it was rejected on Feb. 9, Hyrriyet reports.

2010, eight youngsters arrived in Kolkata, India, from Armenia to
join Armenian College and Philanthropic Academy which is under the
aegis of Mother See of Holy Etchmiadzin. These students will receive
education in the Armenian tradition, gain knowledge and become worthy
descendants to their ancestors.

It’s reported from Armenian college and philathropic academy’s press
center of Kolkata that a group of students from Iran and Iraq is
expected to join the institution after the summer vacation of 2010.

The Armenian Church ensures an excellent Secondary Education to all
the students of Armenian College. The Church eagerly sponsors Armenian
students who wish to pursue higher education from reputed colleges,
and also those who prefer to specialize in vocational training.

Some 40 people, including several top military figures, have been
arrested in Turkey over an alleged coup plot dating back to 2003,
Turkish media report.

The former heads of the air force and navy were among those detained
in raids in Istanbul, Ankara and Izmir.

The so-called "sledgehammer" plot allegedly involved planting bombs
in mosques to destabilise the government.

The head of the army has dismissed the allegations, insisting coups
in Turkey are a thing of the past.

The army has overthrown or forced the resignation of four governments
since 1960 – the last time in 1997.

‘Power struggle’

The men arrested include the former air force chief Ibrahim Firtina,
former navy chief Ozden Ornek, and several other generals and colonels,
both serving and retired, Turkish media outlets reported.

The head of the army, General Ilker Basbug, postponed a trip abroad
in the wake of the arrests, media reported.

The investigation follows reports published in the liberal Taraf
newspaper.

Taraf said it had discovered documents detailing a plot laid in 2003,
to bomb two Istanbul mosques and provoke Greece into shooting down a
Turkish plane over the Aegean Sea, in a bid to undermine the Turkish
government and justify a coup.

The army has said the plans were actually part of a planning exercise
at a military seminar, and not a coup plot.

The alleged plot is similar, and possibly linked, to the reported
Ergenekon conspiracy, in which military figures and other staunch
secularists allegedly planned to foment unrest, leading to a coup.

Dozens of people are already on trial in connection with that case.

Many Turks regard the cases as the latest stage in an ongoing power
struggle between Turkey’s secular nationalist establishment and the
governing AK Party.

The AKP has its roots in political Islam, and is accused by some
nationalists of having secret plans to turn staunchly secular Turkey
into an Islamic state.

The government rejects those claims, saying its intention is to
modernise Turkey and move it closer to European Union membership.

After meeting with fierce resistance from lawmakers, the Armenian
government has heavily watered down a controversial bill that would
empower local self-government bodies to set and collect new taxes.

A package of corresponding amendments to three Armenian laws was
submitted to the National Assembly early this month. It envisaged eight
"local taxes" that could be introduced by the elected administrations
of cities, towns and even villages across the country.

In particular, they would be able to determine and levy extra duties
from retail trade, incomplete construction sites and agricultural
land not cultivated by farmers.

Local community budgets have until now been mostly filled with proceeds
from regular land and real estate taxes. Their rates are determined
by the central government and endorsed by the parliament, however.

The proposed amendments were strongly criticized by not only opposition
lawmakers but also members of the parliament’s pro-government majority,
including speaker Hovik Abrahamian. They dismissed government arguments
that the amendments will strengthen local self-governance and said that
a heavier tax burden would hurt the Armenian economy. The criticism
forced the government to withdraw the bill.

A watered-down version of the bill was sent the National Assembly
last week and approved by it in the first reading on Monday. Local
governments will now be allowed to tax only hotels and parking lots
located in their communities.

Abrahamian and other parliament majority leaders spoke out in favor
of the bill, effectively predetermining the outcome of the vote. They
argued that the government made sweeping changes in it.

Still, 20 deputies, most of them representing the opposition Armenian
Revolutionary Federation (Dashnaktsutyun), voted against the measure.

Vahan Hovannisian, the leader of Dashnaktsutyun’s parliamentary
faction, said the fact that the government promptly dropped most of
the tax proposals means that it is "not serious" about the matter. "We
want to see a complete package," he said.

During his visit to Azerbaijan, the EU Special Representative for the
South Caucasus Peter Semneby will discuss the EU-Azerbaijan relations,
and regional problems, reported Trend News.

Issues of regional security, Nagorno-Karabakh peace process and
Armenian-Turkish reconciliation will be discussed.

"Partly the purpose of my visit is to make contacts and prepare visits
of a number of new senior officials of the European Union," he said.

During his three-day visit, Semneby will hold meetings with both
government officials and NGO representatives.

Speaking of the progress in the Nagorno-Karabakh peace process,
Semneby said that it can be hoped for, "but time is running out."

The situation in the region is changing, the status quo cannot last
forever, Semneby said. He expressed hope that the momentum which was
achieved last year will produce concrete results.
