SPARTAKIADA OF CIS ARMED FORCES STARTS IN SAINT PETERSBURG APRIL 21

/PanARMENIAN.Net/ The Spartakiada of the CIS armed forces dedicated to the
60-th anniversary of the victory in the Great Patriotic War will take place
in Saint Petersburg April 21-29. The competitions will be held in 6 sports –
free style wrestling, shooting, heavy athletics, weight lifting and
all-round competitions. National teams of the armed forces of Ukraine,
Belarus, Kyrgyzstan, Tajikistan, Armenia and Azerbaijan will take part in
the Spartakiada. `The purpose of the event is to strengthen friendship
between the states, the people of which have defended the freedom and
independence’, the press service of the Sporting Army Club of the Leningrad
military okrug reported.

CAMBRIDGE — Violist Kim Kashkashian and pianist Robert Levin made
their first record together more than 20 years ago, and a later disc
won the prestigious Edison Prize, but opportunities to hear them
together in Boston have not been frequent.

Last night the Grammy-nominated violist and Levin played a delightful
and distinguished recital for the Houghton Library Chamber Music Series
in Harvard-Epworth Church. They offered a charming sonata by Hummel —
bel canto for her, aerobic finger workout for him — but the rest of
the program was unusual, all song-cycles in uncredited arrangements
for viola and piano.

Some of the pieces from Copland’s “Old American Songs” and six of
Falla’s “Seven Popular Spanish Songs” sounded like transcriptions,
with idiomatic string writing; in the other cycles by Granados
(a group of “Tonadillas”), Faure (“Poeme d’un jour”), and Debussy
(“Fetes Gallantes”), the violist pretty much stuck to the vocal line.

Kashkashian is pleasantly unassuming in presentation, but she can be
as flamboyant as any opera-house diva when that’s what the music asks
for — she plays with rhythmic life, absolutely in tune, over a wide
dynamic and coloristic range; her wonderful bow arm can communicate
infinitely subtle or boldly declamatory nuances of speech and song. One
wished the program book had printed the texts because she and Levin
seemed to be phrasing to and playing off the unheard words.

Levin, celebrated for his Mozart, is equally assured in French music
and, it turns out, Spanish; from a modest piano he summoned a full
spectrum of attack, articulation, color, and volume. His collaboration
with Kashkashian was vigorously interactive. Whether they were playing
about souls gathering at the river, lullabyes in English and Spanish,
moonlight, love or hate, greeting or farewell, they put us in the
middle of the situation and atmosphere. There was one delicious encore
by Bartok, and if it wasn’t originally a song, it did sing.

NA Committee On State And Legal Affairs Postpones Discussion Of Draf

NA COMMITTEE ON STATE AND LEGAL AFFAIRS POSTPONES DISCUSSION OF DRAFTS OF AMENDMENTS TO ELECTORAL CODE

YEREVAN, APRIL 8, NOYAN TAPAN. The NA Standing Committee on State
and Legal Affairs envasiged to discuss two drafts on amendments
and additions to the Electoral Code at the April 8 sitting, but the
discussion was postponed. It was cause by the fact that the joint
draft of a number of NA political forces was not completed. Conclusion
of the Venice Commission of the Council of Europe on a number of
disputable issues, particularly concerning the order of formation of
the Electoral Commissions is also expected till April 11. According
to the preliminary arrangement, the drafts will be discussed at
the sitting of the Committee to be convened at 10:00, on April 11,
before the NA regular four-day sessions.

COURSE OF FULFILMENT OF OBLIGATIONS CONCERNING MEMBERSHIP TO CE DISCUSSED DURING CONSULTATION AT RA PRESIDENT’S OFFICE

YEREVAN, APRIL 8, NOYAN TAPAN. On April 8, RA President Robert
Kocharian held a consultation with members of the commission on
coordination of the events proceeding from the obligations in
connection with Armenia’s membership to the Council of Europe. The
course of fulfilment of the obligations on reformation of laws
concerning elections, parties, local self-government, human rights,
mass media and a number of other spheres was discussed. The members
of the commission reported that the bills reformed on the basis of
the proposals of the Venice Commission have been already sent to the
commission. It’s expected to receive positive estimations regarding
these bills and lead the process to its logical end. President Robert
Kocharian said that it’s important not to slow down the process
of the constitutional reform and to work out the final draft with
a high degree of mutual coordination. The members of the commission
mentioned that if the draft of constitutional reform also receives the
positive conclusion of the Venice Commission and is put to referendum,
at the end of 2005 Armenia will have already fulfilled its obligations
towards the Council of Europe.

Documentary Film Dedicated To Martiros Sarian’s Exhibition Shown OnC

DOCUMENTARY FILM DEDICATED TO MARTIROS SARIAN’S EXHIBITION SHOWN ON CENTRAL TV OF BELARUS

MINSK, APRIL 8, NOYAN TAPAN. “Minsk. Autumn. Sarian” 30-minutes
documentary film dedicated to the exhibition of Martiros Sarian’s
works held in Minsk in 2004, was shown on the Public Central TV on
April 5 in Belarus. The RA Embassy in Belarus initiated and assisted
the shooting of the film. As Noyan Tapan was informed from the RA
Foreign Ministry’s Press and Information Department, the exhibition
of Martiros Sarian’s works in the National Art Museum of Belarus
lasted two months from late September to late November, 2004. The
RA Embassy in the Republic of Belarus organized the exhibition with
the active participation of Martiros Sarian’s House-Museum and the
National Art Museum of Belarus. It was the first time when Sarian’s
works were exhibited on the territory of the Republic of Belarus. Wide
circles of Belarusian society had opportunity to get acquainted with
Martiros Sarian’s masterpieces: about 23 thousand visitors attended
the exhibition, 5 dozens of excursions were held, lecturs dedicated
to Sarian were presented. Heads of state and public organizations
of the Republic of Belarus, heads of diplomatic representations
accredited in the country, representatibes of creative intellectuals
were among the visitors. Sarian’s exhibition was widely enlightened
by mass media of Belarus as another important stage of development
of cultural contacts among the Armenian and Belarussian peoples and
one of the most important events of public political and cultural
life of Belarus in 2004.

“After hard efforts we managed to get to the end of the tunnel,” Peter
Kutujian, member of the House of Representatives, said during the
arrangement at the Art Center of the Clark University on March 18. He
said that the building N13 in Parcel Street of Rose Kennedy Green Way
will officially become another Monument to the Armenian Genocide. The
representatives of Wooster and Boston Armenian communities praised
the consistent efforts of Kutujian that led to a success. The first
Armenian church was built in Wooster in 1895. The location of the
monument was defined by the Telalian Association of Architects and
Programmers. The whole area will be called “The Armenian Heritage
Park.” It will look like a circle, defining the long path of the
history. A twelve lateral abstract statute that will symbolize the 12
provinces of Armenia will be set up in the middle of the park. The pool
and the ever-flowing water will symbolize the hope and the rebirth.

The Armenian Mirror Spectator weekly informed that the Armenian
dioceses as well as NGOs supported the program. It is envisaged to
hold annual meetings and deliver lectures dedicated to the Genocide
and the human rights issues in the Armenian Heritage Park.

[Presenter] The reason for the [recent] frequent truce violations
is the difficult political situation in Armenia, because the
international community has lately stepped up pressure on Armenia,
the deputy speaker of the Azerbaijani parliament has said.

[Deputy Speaker Ziyafat Asgarov] At present, Armenia and the Armenian
leadership are in such a situation that it is time for them to have
their final say. They have to sit at the negotiating table and have
their final say. I believe that they are trying to avoid having their
say and deliberately violating the cease-fire to give the international
community the impression that stability is being disrupted. If you
remember, [Armenian Defence Minister] Serzh Sarkisyan had blamed this
on us.

They are trying to give international organizations the impression that
Azerbaijan is allegedly breaking the peace talks and cease-fire and
that’s why they cannot say anything specific about this issue. But in
fact, I think that Armenian politicians and the Armenian leadership
have reached deadlock, which is why they resort to such provocation
and violate the cease-fire on the border. But I would like to say that
sooner or later, they’ll have to sit at the negotiating table because,
I think, the international community has lately stepped up pressure
on them, because all norms and principles of international law are
on Azerbaijan’s side, all the organizations of the world have already
realized that Armenia is really an aggressor, it has occupied 20 per
cent of Azerbaijan’s territory and there are more than 1m refugees
in Azerbaijan. It is necessary to put an end to this.

Card Helps Tashir Farmers To Improve Cattle Herd

CARD HELPS TASHIR FARMERS TO IMPROVE CATTLE HERD

   YEREVAN, APRIL 5, ARMENPRESS: The Center for Agribusiness and
Rural Development (CARD) that replaced the formerly active USDA
Marketing Assistance Project has launched a new program in Tashir
region of Lori province to improve the local herd of milk cows.
   CARD is supported by the USDA Foreign Agricultural Service (FAS).
As part of this project milk cows in the region will be inseminated
artificially together with a set of preventive veterinary measures.
   A veterinary clinic and a drugstore were established recently as
an affiliation of a local Elita milk consumers cooperative and
several cattle-growing farms were provided with Jersey semen brought
from the USA and the equipment necessary to carry out artificial
insemination.

On April 6, NA Interim Commission Plans To Finish Discussion OfConst

ON APRIL 6, NA INTERIM COMMISSION PLANS TO FINISH DISCUSSION OF CONSTITUTIONAL REFORMS

YEREVAN, APRIL 4, NOYAN TAPAN. During the April 6 sitting RA NA Interim
Commission on Issues of European Integration plans to finish the
discussion of the bills on introduction of amendments and additions
to the Constitution. The adoption, amendments of the Constitution
and amendments and additions proposed to the chapter concerning the
referendum will be discussed. The commission will sum up the discussion
of the bills of the political coalition, United Labor Party faction
and MP Arshak Sadoyan in order to discuss them at NA plenary sessions.
