Armenia and Iran to start building gas pipeline, share electrical power

YEREVAN

Armenia and neighbouring Iran are due Tuesday to launch construction
of a gas pipeline between their two countries, and also start using a
high-voltage energy line that would double exchanges of electrical
power, Armenia’s energy ministry said.

The construction of the pipeline’s Armenian part would be funded by a
30-million-dollar (25-million-euro) loan from Iran to Armenia, the
ministry’s spokeswoman Lusine Arutyunyan told AFP, adding that the
82-kilometer energy line was also financed by Iran.

Armenia intended to repay the 8.4-million-dollar loan for the power
line in supplies of electricity to Iran, she said.

The construction contract for the gas pipeline has been awarded to
Iranian company Sanir.

Iran and Armenia signed a contract in May under which Iran will
supply Armenia, a landlocked former Soviet republic which borders
Iran to the north, with a total of 36 billion cubic metres of gas
over a 20-year period, expected to start in early 2007.

the most viable in the economy of the republic. In general processes
a great contribution was made by “Artsakhenergo” State CJSC which
pursues the technical maintenance of the sphere involving its town and
regional branches. Recently the Stepanakert branch of the company has
undertaken a new program. The old electricity meters at 11 Ayvazowsky
Street were replaced by new electronic electricity meters by “Energy”
Ltd. which will implement the replacement of electricity meters of the
houses in the Stepanakert quarters 34, 35 and 36. The director of the
Stepanakert branch of “Artsakhenergo” State CJSC Seyran Zakarian said
that the experimental replacement of electricity meters was successful,
and there will be no more need for control of electricity meters by
the workers of the electricity supply network as the new electronic
meters are directly connected with the main computer of the central
office. This new form of remote computer control allows controlling
the use of electricity, making a quick calculation of the exceeding
waste of energy. And finally the multiple-tariff network will allow
maintaining lower prices for electricity for families in hard social
condition.

Presenter About 900 railway cars with containing various types of
cargo have not been able to enter Georgia from Azerbaijan for more
than a month. The railway cars are loaded with fuel transported from
Central Asia as well as humanitarian aid shipment of wheat sent to
Georgia from Kazakhstan. Experts say that the blocking of the cargo
negatively affects the image of Georgia as a transit country, in
addition to huge losses suffered. Azeri representatives have provided
no official explanation on why the cargo has been blocked.

The head of the Georgian Railways Department, Davit Onoprishvili,
will now be answering our questions. Batono polite form of addressing
a man Davit, what is the real reason for blocking this cargo? Have
you received an official response from the Azerbaijani side?

Onoprishvili Hello. Unfortunately, the situation with respect to
letting the cargo cross the Azerbaijani border got complicated a week
ago. More precisely, it started two weeks ago, but at first it didn’t
look like an established trend. But now it is obvious that 800 to 900
railway cars have been stopped at the Georgian-Azerbaijani border, on
the Azerbaijani side, and there have been serious problems with respect
to letting most of the cargo cross the border. We have sent letters
to that effect, but there has been no official response, unfortunately.

However, in private conversations – I talked with the management of the
Azerbaijani railways, other structures subordinated to me also talked
with respective structures – it is a fact that their motivation is
that some of the cargo could be going to Armenia. Therefore, their
customs and, in some instances, perhaps the Azerbaijani security
service too – this should be verified – have been checking these
cargo in every railway car, and so on.

It is also a fact that they have not notified us about this in
writing. As far as I know, none of our state agencies has received
any official notification as to why the cargo is being blocked.

Presenter Batono Davit, presumably when the cargo will be allowed to
enter Georgia? Can you name a date?

Onoprishvili We have notified the Georgian government about this
situation. The government is aware of this and they have been working
through their channels. We will send our commercial director there
to Azerbaijan . Negotiations will start on Monday on whatever can be
decided between the railways, but another aspect of this situation is
that the problem cannot be easily resolved on the level of railways,
involvement of higher governmental levels is required. I know that
this work has already begun.

It is a fact that this kind of artificial stoppage hinders the
growth in circulation of cargo. We achieved good results during the
first two weeks of November. Compared to last year’s figures, the
movement of cargo was up in all directions. Now, the figures have
been dropping. Obviously, this negatively affects both our revenues
and those of freight forwarders who transport this cargo from Central
Asia. Passage omitted

There is another strange aspect. If the problem is about redirecting
cargo to Armenia, if this happens, or may happen, then it is only
possible from Tbilisi. However, some cargo that has been blocked is
bound for the ports of Batumi and Poti. This is transit cargo which
should pass our borders. Therefore, these actions of the Azerbaijani
side are completely unexplainable in many respects.

YEREVAN, NOVEMBER 27. ARMINFO. Azerbaijan will not take part in the
Rose Roth workshop in Yerevan, the head of the Azeri delegation to
NATO PA Ziyafet Askerov said at the Rose Roth workshop in Baku.

This is Baku’s reaction to “the refusal of Armenian MPs to take
part in the Baku Rose Roth.” “This case has once again shown that
Armenia’s position is far from being constructive,” Aleskerov said
noting that Azerbaijan and NATO PA guaranteed the security of the
Armenian delegates in Baku. “We wanted them to take part in the
workshop for if the Karabakh problem was discussed we would want to
listen to their views too.”

Askerov regrets that the Armenians’ actions were just a show. “They
have taken part in all the Baku events by other international
organizations but they have never talked about security.” “30,000
Armenians live in Baku at present in absolute safety. Azerbaijan
respects the rights of people of all nationalities. By their
allegations the Armenians sought to damage Azerbaijan’s relations
with NATO PA but they will not achieve that.”

NATO PA Secretary General Simon Lunn regrets that the Armenian side
has refused to take part in the workshop. He says that NATO PA and
Azerbaijan have created all the necessary conditions for them but
they preferred not to come. “We are truly disappointed,” says Lunn.

To remind, the Armenian MPs refused to go to Baku because it did not
receive security guarantees from the hosts.

saxophonist Jan Garbarek is widely regarded as the most significant
European jazz musician since the great gipsy guitarist Django
Reinhardt.

It was an American hero, though, in the shape of trumpeter Don
Cherry, who encouraged him to develop a style of jazz incorporating
his native folk music.

Like Cherry, Garbarek has bonded with musicians from all over the
world, finding a common language with Brazilian guitarist Egberto
Gismonti, Indian percussionist Zakir Hussain and Armenian violist Kim
Kashkashian.

In 1993 he reached a massive new audience with the surprise hit
collection of medieval plain chants, Officium, recorded with the
Hilliard Ensemble.

As he approaches the end of another world tour with his long-time
road band, featuring bassist Eberhard Weber, percussionist Marilyn
Mazur and pianist Rainer Brueninghaus, Garbarek will be showcasing
material from his latest album, In Praise of Dreams.

Key master: Garbarek is viewed as Europe’s most significant jazz

Yerevan, 25 November: Armenian ex-President Levon Ter-Petrosyan has
said there is lack of “progress” in the Nagornyy Karabakh conflict
settlement, the first Armenian president said at Yerevan’s Zvartnots
airport in the evening of 24 November, on return from his private
journey to the USA.

“Apart from lack of progress, I have to say with deep regret that I
can see sad consequences – it is getting more complicated for us to
settle the Karabakh problem,” Levon Ter-Petrosyan said.

The ex-president said that he considered it impossible to return
the peace talks to the point where they were in 1997 when Levon
Ter-Petrosyan adopted the stage-by-stage settlement plan for the
Karabakh problem.

“We will not be able to get what we could get in 1997, even if God
comes down from heaven,” Levon Ter-Petrosyan noted.

Levon Ter-Petrosyan did not give a clear reply on prospects of his
return to politics.

“Returning to politics is not an end in itself for me. If there is
something I can do and I consider that my participation is necessary,
I shall not sit idle,” the Armenian ex-president said.

During a meeting with the students of the history faculty of the
Yerevan State University, the representative of ARF Supreme Body,
chairman of the NA standing committee Armen Rustamian touched upon the
issues of the constitutional reforms and “Electoral Code” amendments,
calling the latter two key elements of “construction of the national
political system and statehood.”

This meeting was organized by ARF youth organization after Nikol
Aghbalian and student council of the historical faculty. Students
were enabled to ask questions on the topic of the day.

One of the students expressed anxiety about the possibility of
elimination of the party-list system, since in this case the same
wealthy people that are elected from single member constituencies may
merge with parties and again penetrate into the parliament. Rustamian
explained that even if such people join parties they will have to
working on a certain platform and will have to be keeping to the
platform. Otherwise, people will no longer vote for the party.

Another question was about the status of the Armenian church in the
new constitution and the issues with Jehovah’s witnesses. Rustamian
said that the new constitution defines the status and historical
role of the church in the development of the statehood. As the sects,
the church must conduct an ideological fight with them.

Rustamian also answered the question of the Karabagh issue being
included in the UN agenda, saying that Azerbaijan is trying to
include a this issues in all possible structures, especially those
not acquainted with the roots of the issue. Thus, Rustamian believes
the Armenian authorities must find way of defying this strategy.

Rustamian also spoke about the difficult situation in Javakhk and
mentioned that Georgia has so far not ratified the convention on
national minorities which it signed to in the European Council.

And the last question was about the 90th year of commemoration of
the Armenian Genocide. Rustamian said that Armenia is and will be
making efforts to reach its recognition first of all by the EU, since
Turkey itself is its member and will be more compelled to recognize
it itself. On the other hand, the next year must be symbolic for
uniting Armenians around the world.

Turkey has always supported a fair solution to the Nagornyy Karabakh
problem on the basis of Azerbaijan’s territorial integrity, and this
policy will not change, Trend has quoted Turkish Minister of State
Kursat Tuzmen as telling Azerbaijani Parliament Speaker Murtuz
Alasgarov today.

He informed the speaker of the business forum devoted to the
development of bilateral economic ties between Turkey and Azerbaijan
and expressed his satisfaction with the negotiations and discussions
that were held. Tuzmen added that the objective for the near future
was to bring the volume of trade between Turkey and Azerbaijan to 1bn
and then to 3bn dollars.

Alasgarov said Azerbaijan was interested in expanding economic
relations with fraternal Turkey. This, he said, will serve the
development of both countries, their integration into Europe and
strengthening of their positions in the region.

U.S.-ARMENIA TRADE LEGISLATION MOVES STEP CLOSER TO PASSAGE

WASHINGTON, DC – Legislation which would permanently lift
restrictions on normal U.S-Armenia trade relations came one step
closer to its final passage this week, as Senate Majority Leader
Bill Frist (R-TN) took action to move the long-stalled
miscellaneous tariffs legislation (HR1047) forward, reported the
Armenian National Committee of America (ANCA.)

Upon the Senate’s return to session last Monday, Sen. Frist filed a
cloture petition, which would avert a Senate filibuster of the
tariffs legislation. Action on the petition is expected tomorrow
and requires 60 votes for passage. The mammouth legislation, which
includes the Armenia trade provision among hundreds of other trade
related issues, would then be up for full Senate consideration.
The House already passed the measure in October.

Passage of H.R. 1047 would successfully end a two-year effort, led
by Congressional Armenian Caucus Co-Chairs Joe Knollenberg (R-MI)
and Frank Pallone (D-NJ) in the House and Sen. Mitch McConnell (R-
KY) in the Senate to secure passage of permanent normal trade
relations (PNTR) legislation for Armenia. The PNTR bill would help
increase U.S.-Armenia trade and investment, strengthening Armenia’s
free market economic development and integration into the world
economy. It would also help offset the devastating impact of the
dual Turkish and Azerbaijani blockades, estimated by the World Bank
as costing Armenia up to a third of its entire GDP (as much as $720
million annually) and half of its exports.

ARMENIAN-ITALIAN RELATIONS EXCELLENT, ITALY’S AMBASSADOR SAYS

YEREVAN, NOVEMBER 18, ARMENPRESS: In an interview with Armenpress
Italy’s ambassador to Armenia, Marco Clemente described bilateral
political relations between the two nations in the last few years as
“excellent.” “I have had many opportunities to witness the existence
of these warm relations during all my meetings with Armenian
authorities since my arrival here,” Mr. Clemente said.
He said these relations received a strong impulse in 2000 with the
opening of the Embassy of Italy in Yerevan. The Armenian Embassy in
Rome had already been active for some years before then.
He said development and emergency aid to Armenia played special
role in the bilateral relations. Italy was the first foreign country
to arrive in Armenia after the tragic earthquake in 1988. Ever since,
the Italian government has provided substantial development aid
either directly or through international organizations. In 2002 the
assistance aid committed by Italy amounted to more of 1.7 million
Euro.
He said a program has been implemented in the field of military
co-operation, which envisages participation of some young Armenian
trainees to courses at a prestigious military academy in Italy. These
courses are preceded by Italian language lessons organized by the
Italian Embassy in Yerevan.
According to the ambassador, the main factors that determine the
present positive situation in bilateral relations are the interest of
Italy in the South Caucasus region both politically and economically;
the common cultural ties and the presence of a successful and well
integrated Armenian-Italian community in Italy.
According to the ambassador, relations between Italy and Armenia
in the international organizations’ framework are also excellent:
both countries very much rely on the role of the multilateral
diplomacy in solving international conflicts and crisis.
