YEREVAN TO HOST ENGLISH JAZZ FUSION GUITARIST JOHN MCLAUGHLIN CONCERT IN APRIL, 2010

English jazz fusion guitarist and composer John McLaughlin and The
4th Dimension band are going to perform in Yerevan April 28, 2010. The
event is due in the frames of "The International Music Festival" and
will be organized by Vibrographus, the latter’s press office reported.

John McLaughlin is ranked among the best known guitarists. He played
with Tony Williams’s group Lifetime and then with Miles Davis on his
landmark electric jazz-fusion albums In A Silent Way and Bitches Brew.

His 1970s electric band, The Mahavishnu Orchestra, performed a
technically virtuosic and complex style of music that fused eclectic
jazz and rock with eastern and Indian influences. His guitar playing
includes a range of styles and genres, including jazz, Indian classical
music, fusion, and Western Classical music, and has influenced many
other guitarists. The Indian Tabla maestro Zakir Hussain has called
John McLaughlin "one of the greatest and most important musicians
of our times". In 2003, McLaughlin was ranked 49th in Rolling Stone
magazine list of the "100 Greatest Guitarists of All Time".

McLaughlin engaged in a late summer/fall 2008 tour with Chick Corea,
Vinnie Colaiuta, Kenny Garrett and Christian McBride under the name
"Five Peace Band", from which came an eponymous double-CD live album
in early 2009.

The International Music Festival will be held in 2010 all year round.

Yerevan on Tuesday, December 15 on the initiative of World Wildlife
Fund (WWF), a number of non-governmental organizations and RA NAS
institutes.

The conference will focus on programs implemented in the reserve and
development of action plan.

A book dedicated to the 50th anniversary of Khosrov Forest State
Reserve will be presented.

Ambassador Extraordinary and Plenipotentiary of Brazil to Armenia
Marcela Maria Nicodemos answered NEWS.am questions.

Q.: Mrs. Ambassador, what are Brazil’s interests in South Caucasus
region? Do you have political interests in the region or they are
confined to economic cooperation?

A.: Brazil has close links with Armenia, due mainly to the presence in
the country of a not so large but very influential Armenian community.

Therefore, the Brazilian Embassy in Yerevan, which was opened in
2006, was Brazil’s first Embassy in the South Caucasus region. Since
the opening of the Embassy, the economic and commercial cooperation
between the two countries has experienced a significant increase. But
we consider there is still a lot more that can be done. For instance,
we would like to see a more expressive presence of Brazilian businesses
in Armenia and we hope this could be achieved in a near future. As
regarding Brazil’s political interests in the region, for geographical
reasons, the South Caucasus is not an area of immediate influence for
Brazil. Nevertheless, being an important player in the international
sphere, Brazil follows attentively the development of events in the
region. We support the process conducive to the normalization of
Armenian-Turkish relations as well as the peaceful solution for the
conflict with Azerbaijan.

Q.: Currently G8 membership expansion, intending to involve Brazil
is much spoken about. How can it benefit Brazil and how it will
contribute to the solution of global problems?

A.: The recent expansion of the former G-8 membership into the G-20, in
order to include emerging and developing countries, is a positive step
in the direction of global governance. Brazil has always supported the
opening of international structures and organizations to encompass as
many countries as possible. We consider that our participation in G-20,
together with several other countries, will benefit not only Brazil
but also other developing countries, since this is an opportunity
for more democratic participation in international forum and for
more transparent decision making in issues that affect the entire
international community. It is Brazil’s expectation that the creation
of the G-20 will give voice to the most pressing problems faced by
developing nations, like, for instance, the eradication of poverty.

Q.: Like in many countries there is an Armenian community in Brazil.

What role do Armenians play out there? How are they integrated into
country’s life?

A.: As I mentioned before, the Armenian community in Brazil is not very
big – we estimate that between 25.000 to 30.000 Armenians or people
from Armenian origins live in the country, mainly in the State of São
Paulo, that is the richest in Brazil. But the Armenian community is
very influential. Among the Armenian community you can find bankers
and financiers, business people, physicians, university professors,
several Ambassadors and diplomats, artists and so on.

Actually, the Armenians are found in every major activity in Brazilian
social, economic, political and cultural life, which is proof of
their total integration into the Brazilian society. At the same time,
the community of Armenian descent is very keen at maintaining their
ties with Armenia. They have Armenian schools, where the language is
taught, the Armenian Church, the AGBU, the Armenian Club and so forth.

Recently, the President of the Armenian Fund in Brazil, Mr. Ochin
Mosditchian, visited Yerevan, where he inaugurated, on behalf the
community, two floors in the infectious deceases ward of the Nork
Marash Hospital, whose repair was financed by the Brazilian-Armenians.

Also, we had this year the visit of one famous Brazilian actor of
Armenian origin, Mr. Stepan Nercessian, for the screening of his most
recent movie – "Ballroom". Mr. Nercessian was received by the top
Armenian authorities, from President Sargsyan, to the Prime Minister,
the Minister of Diaspora and the Catholicos of all Armenians.

Q.: What is Brazil’s role in Organization of American States? Can it
have the same role as EU for European countries?

A.: The Organization of American States (OAS) is a totally different
entity from the European Union. It could be said that it is the
United Nations of the Americas. Actually, it is considered a regional
body within the United Nations system. Similar organizations are
the Organization of African Unity, the Arab League of States and
the Commonwealth of Independent States, for instance. The OAS is
essentially a political body, whose main goal, according to article 1
of its Charter, is to achieve an order of peace and justice, to promote
solidarity, to strengthen collaboration, and to defend sovereignty,
territorial integrity, and independence for all the countries
in the Americas. Brazil attaches great importance to the regional
organization and considers it the appropriate forum for dealing with
and for presenting solutions for regional problems. Of course, being
the largest Latin American country, Brazil plays an important role in
the Organization. However, Brazil’s influence within the Organization
arises from its independent foreign policy and from its respect to the
principles of international law. No country in the OAS has veto power.

Q.: What is your opinion about Turkey’s possible EU membership,
that does not recognize Armenian Genocide and closed Armenian-Turkish
border? Will it assist the Armenian-Turkish relations’ normalization,
or should the mentioned problems be solved before joining EU?

A.: Brazil considers that Turkey’s EU membership is a matter that
concerns mainly the European Union member States and Turkey. It is not
up to Brazil to express opinion about an issue that falls within the
sovereign right of the EU. We can only indicate our expectation that
the decisions reached are in the best interest of the countries or
group of countries involved as well as in benefit of the international
community as a whole. As I already mentioned, Brazil firmly supports
the process of normalization of relations currently under way between
Armenia and Turkey, for we are convinced that the best way to solve
differences is through dialogue.

Q.: And one more question that is above politics. What is the secret
of Brazilian football success?

A.: Well, I don’t think there is a secret. And, if there was one,
maybe I would keep it to myself. But, jokes apart, the only thing I
can say for sure is that football is a passion in Brazil. Everybody
loves football in the country: men, women, young, old, rich and poor.

And maybe that’s the secret: to do something really well you really
have to love it.

YEREVAN, DECEMBER 10, NOYAN TAPAN. Latvian President Valdis Zatlers,
who is in Armenia on a three-day state visit, had a tete-a-tete talk
with RA President Serzh Sargsyan on December 10. The current state and
prospects of Armenian-Latvian relations were discussed, thoughts over
a number of international and regional issues were exchanged during
the talk. A press conference was held after the negotiations of the
Presidents and the two countries’ delegations with an enlarged staff.

S. Sargsyan said that the issue of cooperation between the two states
within the framework of international organizations was also discussed
at the meeting held in a constructive atmosphere.

According to S. Sargsyan, a number of agreements signed within the
framework of Latvian President’s visit called up to promote cooperation
are evidence of partner relations’ efficiency. These are agreements
on economy, environmental protection, fighting international crime,
as well as, according to RA President’s characterization, agreement on
air communications between the two countries that had matured long ago.

He said that the Armenian-Latvian business forum being held in Yerevan
will open new prospects for development and expansion of trade and
economic relations between the two countries.

The two Presidents also discussed the issue of regional conflicts and
came to a common conclusion that conflicts should be settled without
use of force, exclusively peacefully and through negotiations, on the
basis of principles and norms of the international law. S. Sargsyan
thanked his Latvian counterpart for showing understanding and having
a balanced approach in the Nagorno Karabakh issue.

The RA President also informed the Latvian President about the
current stage of the Armenian-Turkish process. He expressed Armenia’s
readiness, according to international commitments, without the
precondition of Turkey’s recognizing the Armenian Genocide and in
reasonable time constraints, to ratify and to fulfill the protocols
on normalization of the Armenian-Turkish relations. "We hope that
the Turkish side will also use this historic opportunity and will not
cast doubt on the long and hard way we passed over the past one year
and a half," S. Sargsyan said.

In his words, Armenia and Latvia also expressed a bilateral interest
to develop cooperation by the Armenia-EU format, in particular,
within the framework of the Eastern Partnership program.

According to V. Zatlers, Armenian-Latvian political relations develop
very well but it is desirable that bilateral economic relations also
develop. He said that 60 businessmen are included in the delegation
headed by him and expressed the hope that the current visit will
promote development of economic relations. According to the Latvian
President, there are many possibilites for it. "If there is success
in the economic cooperation sphere, there will be also success in
the direction of improvement of the two countries’ and peoples’
well-being," V. Zatlers said. He also stated that Latvia as a EU
member is ready to assist the Armenian side within the framework
of the Eastern Partnership program, in particular, to exchange its
experience and consultation in issues of free movement, agreement on
visa regime facilitation and free trade.

ArmInfo. US Secretary of State Hillary Clinton and President of Armenia
Serzh Sargsyan had a phone talk on December 10 at the initiative of
H. Clinton.

The official website of the Armenian President reports that Secretary
Clinton informed President Sargsyan of the details of Obama-Erdogan
meeting in Washington. She reiterated that the United States keeps on
contributing to normalization of the Armenian-Turkish relations without
preconditions. President Sargsyan asked Hillary Clinton to thank
the US President on his behalf for support to the Armenian-Turkish
process. Serzh Sargsyan once more confirmed Armenia’s readiness to
respect international commitments and normalize the relations with
Turkey. He said he hopes Turkey will do the same.

The two parties discussed also the Karabakh process. Secretary Clinton
once more confirmed that the USA supports peaceful settlement of
the Karabakh conflict and that the US Administration considers
the settlement of the Karabakh conflict and normalization of the
Armenian-Turkish relations as separate processes and progress in these
two processes will contribute to stability and peace in the region.

YEREVAN, December 10, /ARKA/. Ara Hovsepian, the executive director of
Millennium Challenges-Armenia (MCA), said MCA has planned to implement
$70 million worth projects next year on funds from the US-government
backed Millennium Challenges Corporation (MCC).

According to him, Millennium Challenges- Armenia has implemented this
year $40 million worth projects.

He said next year’s projects will encompass irrigation, agricultures
and construction sectors. In his words, the global financial and
economic crisis has not had any tangible financial impact on Millennium
Challenges-Armenia, because the funding for Armenia was approved five
years ago.

In March 2006, the Millennium Challenge Corporation signed a
five-year, $235.65 million Compact with the Government of Armenia
aimed at reducing rural poverty through a sustainable increase in
the economic performance of the agricultural sector.

Armenia plans to achieve this goal through a five-year program of
strategic investments in rural roads, irrigation infrastructure and
technical and financial assistance to improve the supply of water
and to support farmers and agribusinesses. The Program will directly
impact the rural population, and is expected to reduce the rural
poverty rate and boost annual incomes. The MCC Compact in Armenia
entered into force in September 2006, formally initiating the 5-year
timeline for project implementation.

The Compact has been restructured due to escalating global
construction costs and currency fluctuations. At the June 2009 MCC
Board Meeting, the decision was made not to resume funding for any
further road construction and rehabilitation under the $236 million
Compact due to concerns about the status of democratic governance
in Armenia. Approximately 25 km of pilot roads were completed prior
to this decision. To date, 150 km of MCC funded road designs are now
being funded by the World Bank.

California State Assembly Paul Krekorian on December 8 won the bitter
race for the Los Angeles City Council seat previously held by Wendy
Greuel. Paul Krekorian defeated his rival Christine Essel by a 14%
margin. Asbarez reports that Essel, who enjoys support of business
circles and some of the city’s most powerful unions, spent over 1.5
million dollars on her election campaign, whereas Paul Krekorian spent
only 571,000 dollars.

Only 15% of citizens with the right to suffrage took part in the
election. Krekorian received 10,810 votes (56.56% of the total number
of votes), while Essel gathered 8,304 votes (43.44%).

Paul Krekorian assured those who came to his North Hollywood campaign
office to celebrate the victory that the task now is "to build a city
government that will work for the people and that is marked by honesty
and accountability".

WASHINGTON, DECEMBER 8, NOYAN TAPAN – ARMENIANS TODAY. U.S. President
Barack Obama received Turkish Prime Minister Recep Tayyip Erdogan
late in the December 7 evening. According to the Press Service of
the White House, during the meeting the two leaders also touched upon
the Armenian-Turkish dialogue and the Nagorno Karabakh settlement.

President Obama at a press briefing held after the meeting declared
that he welcomed the brave steps taken by Prime Minister Erdogan in
the issue of improvement of the Armenian-Turkish relations and called
the latter for moving forward in that direction.

The Turkish Prime Minister, in his turn, emphasized that the
Armenia-Azerbaijan relations are too important in the context of
Armenia-Turkey relations.

"We discussed Minsk Group’s activity, spoke about what the United
States, France and Russia can do to give a new spirit to the
negotiations. It will have a very positive impact on the whole process
as the improvement of the Armenian-Turkish contacts is essentially
connected with these issues," Recep Tayyip Erdogan said.

The same day Erdogan spoke at Johns Hopkins University on the subject
Turkey in the 21st Century: Restoration of Peace through Diplomacy
in which he declared: "Conflict’s settlement and liberation of
seven regions for the start, including Kelbajar and Lachin, with a
special status, will contribute to establishment of Armenian-Turkish
relations." He said that he had presented this position of Turkey to
the Presidents of the U.S. and Russia.

The U.S. President and Turkish Prime Minister also discussed the
situation in Afghanistan and the issue of Iran’s nuclear program.

According to Obama, Turkey is an important player in issues regarding
Iran. Erdogan answered that Ankara is ready in any way possible to
contribute to diplomatic settlement of Iran’s nuclear problem.

UAE Minister of State for Foreign Affairs Anwar Mohammed Gargash is
arriving in Armenia today.

Within the framework of the visit the Minister is expected to meet the
Catholicos of All Armenians Garegin II, Prime Minister Tigran
Sargsyan, Deputy Prime Minister and Minister of Territorial
Administration Armen Gevorgyan and Foreign Minister Edward Nalbandian.

The delegation headed by Anwar Gargash will visit Tsitsernakaberd to
lay a wreath at the memorial to the Armenian Genocide victims.

The Foreign Ministers of Armenia and the United Arab Emirates will
sign a Memorandum of Understanding on cooperation in fighting human
trafficking. The signing ceremony will be followed by a joint press
conference.
