YEREVAN, November 6. / ARKA /. Ministry of Transport and Communication
of Armenia will continue to assist Orange Armenia in the full output
of the local market, Minister of Transport and Communications Gurgen
Sargsyan said on Thursday during the presentation of the company.

According to him, the entry of the Orange Armenian company into the
Armenian market of cellular and broadband Internet promotes economic
development and telecommunications in the country, as well as the
development of friendly relations between Armenia and France.

He stressed that the company has already implemented investments
amounting to $ 90 million in Armenia, thus took a leading position
in the list of the largest taxpayers in Armenia.

"This demonstrates the serious intent of the company and its
contribution to further liberalization of the market as well as
improving the quality of communication," Sargsyan said.

Orange Armenian has already started operating in the country since
November 5. Orange is an international trademark and has been
registered in Armenia since 2001. It is the 100% daughter of France
Telecom (Orange trade mark).

Orange Armenia received the final license on November 19th 2008. The
license is granted for a term of 15 years, with the right of its
extension for another 15 years and the right to use radio frequencies
for 10 years.

The company is allowed to provide numbers with +374 (0) 55 and +374
(0) 95 codes and it has the right of numbers substitution for 10 years.

Tender Commission of Armenia announced the France Telecom company
(Orange trade mark) as the winner in the tender for the third mobile
operator in the country on October 7, 2008.

The company unveiled the biggest proposal for a GSM-license in the
amount of 51.5 million euros.

Orange Armenia begins work in Armenia with 83% coverage, providing
access to mobile networks and the Internet in 500 cities and villages
of the republic.

The company provides technology-based 2.5 G and 3G networks, as well
as access to the network 3G +. Roaming is available in 130 countries.

Prior to Orange Armenia, the Armenian market of cellular communication
was operated by two companies: ArmenTel, 100% owned by Russia’s
VimpelCom, and VivaCell-MTS, the controlling stake of which is held
by Russia’s MTS.

On November 5 the Foreign Minister of Armenia, Edward Nalbandian,
received the Special Representative of NATO Secretary General in the
South Caucasus and Central Asia, Robert Simmons.

Greeting the guest, Minister Nalbandian noted that Armenia attaches
importance to the mutually beneficial cooperation with NATO and intends
to reinforce it by paying special attention to the implementation of
the Armenia-NATO Individual Partnership Action Plan.

Edward Nalbandian stressed that Armenia would uphold the cooperation
within the framework of NATO’s Euro-Atlantic Cooperation Council,
as well as in the directions of peacekeeping, fighting international
terrorism, elimination of natural disaster results, etc.

Robert Simmons, in turn, attached importance to the development of
cooperation with Armenia and said NATO rates highly the cooperation
with our country. He expressed hope that the IPAP for 2009-2010 would
also be successfully implemented. The NATO representatives approved
Armenia’s contribution to international peacekeeping efforts.

Robert Simmons welcomed the progress in the process of normalization
of the Armenian-Turkish relations, underlining that NATO greets the
efforts targeted at the establishment of normal relations between
Armenia and Turkey.

Why Is Orhan Pamuk Hated So Much In Turkey?

ArmInfo. Just go to Google and write in Orhan Pamuk and "hain" (the
Turkish equivalent of traitor) and you will get almost 40,000 hits.

There are many Turks who hate Pamuk, but why? To get answer to this
question see the item by Orhan Kemal Cengiz in the Tioday’s Zaman.

Thus, the author writes: "He (Pamuk) is the only Turkish writer/artist
ever to have received the Nobel Prize. Of course, there are also
many people in Turkey who greatly admire Pamuk, including myself,
but then again there are many others who really hate him, and this
is worth thinking on.

An ordinary nationalist person in Turkey either dislikes or hates
Pamuk. One of the main reasons for that is Pamuk’s remarks about
past atrocities in Turkey. In 2005, during an interview with the
Swiss publication Das Magazin, Pamuk said: "Thirty thousand Kurds
have been killed here, and 1 million Armenians. And almost nobody
dares to mention that. So I do." That’s it. Just these few sentences
created so much turmoil in Turkey. I believe Pamuk still suffers from
it. First there was a charge against him under the infamous Article
301, for denigrating Turkishness. It is, of course, an historical
irony that the person who glorifies Turkey, Istanbul, Anatolia and
therefore "Turkishness" with his magnificent novels was put on trial
or insulting it. This is Turkish tragicomedy. This is the price Turkey
has long been paying for not confronting its past.

Pamuk was tried under this article before the article was finally
amended and the case dropped. However, some legal avenues remained
that could be used against Pamuk. A person who is now being tried
in the Ergenekon (deep state) case and five of his friends brought
a compensation case against Pamuk, claiming that their feelings were
hurt because Pamuk’s remarks "denigrated Turkishness." The court of
first instance refused to hear the case, stating that no one could
claim compensation for "an attack on personal rights" just for being
a member of the Turkish nation. We all took a deep breath and hoped
that this embarrassing process was closed. But then the nightmare
started again when "plaintiffs" took the case before the Supreme Court
of Appeals. That court overturned the decision of the court of first
instance and decided that according to Article 66 of the Constitution,
"Everyone connected to the Turkish State with the bond of citizenship
is Turkish," and that just as individuals had honor, feelings of
belonging to a nation were also part of personal values. Do you see the
implications of this decision? Theoretically every Turkish citizen,
70 million individuals, can bring cases seeking compensation against
Pamuk. This is a legal lynching. In practice, it will not work like
that — because of the statute of limitations, it is not possible to
bring a new case for these past remarks against Pamuk.

And I think the appeals court will change this "precedent" in some
other case in the future. They are just trying to give a strong
"message" to Pamuk — the message of the Turkish "deep" state.

There were also some other campaigns against Pamuk in the Turkish
media: Some "writers" and "columnists" accused him of imitation and
plagiarism. During trials, he received many death threats, and later
left Turkey for New York. When he returns to Istanbul, as he does
occasionally, he does it secretly. What a shame for Turkish society!

Where does all this hatred come from? I’ve already mentioned one
source, namely, the denial of the past. As with a neurotic person,
when you touch old wounds, you confront an uncontrollable storm of
anger in Turkey. You become a "traitor," which is the easiest thing
to be in my country.

I believe even if Pamuk had not said the things he said about past
atrocities in Turkey, he would not have been welcomed enthusiastically
by nationalist Turks. Because Pamuk talks on behalf of the real
Turkey, which has a long history and rich traditions, which embraces
different cultures, different ethnicities and different religions. For
the nationalist Turk, Turkish history either starts 80 years ago or
with a distorted Ottoman past. Pamuk represent peace with the real
identity of this country, openness, harmony and a readiness to grow
and to become richer culturally. For nationalist Turks, there is no
friend except Turks, and Turkey is surrounded by enemies. In every
country there are, of course, nationalist people, but in Turkey this
"typology" is supposed to be the norm. The ideal citizen is a secular,
nationalist, white Turk who adores Ataturk and his "revolutions." The
ideal citizen of Turkey is too artificial, too shallow to embrace any
real depth like the one Orhan Pamuk represents. So Pamuk represents
an unbearable figure for them. They can only handle him in this
"lynching" context.

I recently realized that some nationalist Web sites were attacking
me by drawing parallels between me and Pamuk. They think they are
insulting me, but I really enjoyed the way one of them mentions my
name: It says Orhan Pamuk Cengiz. I hope one day I actually deserve
their compliment!"

The author of the item working in Turkey as lawyer and human rights

decree, Jemma Baghdasaryan was appointed as RA Deputy Minister of Labor
and Social Affairs. Prior to appointment, Jemma Baghdasaryan occupied
the position of head of the Department of Elderly and Disabled People
of the Ministry of Labor and Social Affairs.

By another decree, Hovhannes Hovhannesyan is dismissed from the
position of RA State Committee of Real Estate Cadastre Chairman. Karen
Davtyan , previously Yerevan Vice Mayor, was appointed as RA State
Committee of Real Estate Cadastre Chairman, governmental press
service reported.

January 2010, we’ll operate 3 joint labs in cooperation with French
Academy of Sciences, which will enable us to conduct research in
the sphere of physics, geology and archaeology. Within the frames of
bilateral cooperation, 10 Armenian scientific projects will receive
grants in the amount of ~@ 70 thousand," RA NAS President Radik
Martirosyan told a press conference in Yerevan.

"Expenses on each scholar in Armenia make up ~@ 30 thousand, including
salary, expenses for research etc., whereas in European countries
that sum comprises ~@ 130 thousand," Radik Martirosyan said.

At that he noted that science development strategy, as well as other
similar documents bore declarative character. "Under the strategy,
our scientific-research system should be brought in compliance
with European standards by 2020. That implies increasing Academy’s
budget by 2% by making GDP allocations (10 times increase). We just
have to hope that political-economic situation and relations with
neighbors will establish grounds for the development of science,"
NAS President stressed.

Stepan Safaryan held several meetings with officials of European
Commission, European Parliament and EU Council in Brussels and
Strasbourg between October 18 and 30.

During the European tour Stepan Safaryan discussed issues related
to democratization of the country and overcoming political crisis,
Armenia-EU relations, the Nagorno-Karabakh conflict and Armenia-Turkey
relations.

European officials presented the policies and approaches of the EU on

Possible opening of the Armenia-Turkey borders remains topic number
one for Yerevan’s political and quasi-political "gatherings".

However, the tone of debates has changed. Though previously authorities
diligently assured the audience that signing of the protocols was
"a great diplomatic victory for Armenia", now MPs, especially those
from the opposition faction, demand Yerevan to clarify under what
conditions the country is reconciling with Turkey while Turkish
officials including the president, the prime minister and the foreign
minister as well as MPs have assured Azerbaijan on numerous occasion
that they will not open border till withdrawal of Armenian troops
from occupied Azerbaijani lands. Then what is the need for assurances
regarding the "negotiations without preconditions"?

Furthermore, Nalbandian, who signed the protocols in Zurich in a silent
and unhappy manner barely keeping "protocol smile", still "makes a
pause" while Davutoglu have repeatedly voiced what he wanted to say in
Zurich. Now Yerevan realizes that at least it will have to recognize
the current border with Turkey, which means to bid a farewell to
"Western Armenia" dreams in Turkish lands and in "Ararat" – Agri-Dag,
and talks about Turkey’s responsibility for "genocide", and also to
bid a farewell to the occupied Azerbaijani lands, including Karabakh.

Meantime, it can not change situation in favor of Armenia in the
negotiations either. Simply, because it is in no condition to
"press down" its demands in the negotiations due to its extremely
weak political and economic "weight". Yerevan is used to hope for its
"weapon fist" inflated with an outside help. They seem to understand
that they will harm themselves by launching it.

Firstly, the international response will show itself soon. Too much
has been "tied" to the Caspian oil and gas projects. Secondly, to
try "method of spear" in its own shoes for what Azerbaijan spent its
military budget, which is larger than Armenia’s entire public budget,
is also enjoy below average.

Theoretically, Armenia could try to stage a traditional PR about his
"sufferings" and to rely on public sympathy. This could force the
West to put pressure on Turkey, of course, theoretically. In fact,
the United States and Europe were convinced that if to take care of
Armenia’s interests too zealously, Azerbaijan will show discontent with
its oil, gas and strategic location of "a gate" to the Central Asia.

Moreover, the key objective of forcing Turkey-Armenia dialogue was
precisely to protect "alternative" oil and gas routes from "frozen"
conflicts. Once Azerbaijan launches exports to Russia, the whole idea
simply will make no sense.

The most terrible is that Armenia is unable to reject the Turkish
conditions and "preserve" the situation for the simple reason:
the country’s economy "collapses" and it cannot wait for deciding –
a salary and pension once a month, but people want to eat thrice a day.

Talks about Tsar Tigran and "Western Armenia" can not feed them either.

On this backdrop, Serzh Sargsyan’s visit to Moscow to participate
in a charity marathon conceivably is an attempt of a drowning man
to grasp at straws. Armenia desperately needs money, while there
is nowhere to borrow them. Russia, whose economy has reached worst
expectations according to President Dmitry Medvedev, is unable to
maintain Armenian economy generously. It needs to save its "monocity"
and to solve unemployment problems.

The Diaspora officially refused to render financial support to
Sargsyan’s regime following the signing of the protocols in Zurich.

The Armenian community in Russia is the only place where an anathema
against Sargsyan was not pronounced and where he can conceivably
find money.

Unfortunately, this community can provide only one-time assistance.

This money could help enliven economy if invested wisely. However,
there is simply nowhere to maneuver this money in Armenia’s case.

Meanwhile, a funny incident that happened to the country’s Prime
Minister Tigran Sargsyan in PANARMENIAN EXPO exhibition when he
decided to drive a tractor, but hit a fence seems wicked with a
symbolic irony: any attempt to revive Armenia’s economy hits closed
borders with Turkey and Azerbaijan.

Finally, Armenian economists have noted that opening of the border
with Turkey may not be economic "panacea" for all ills.

In addition, it may yield unfavorable consequences for the Armenian
"mini-oligarchs" as local small industry and agriculture have been
formed on backdrop of "greenhouse effect" when similar goods were
supplied to the Armenian market from Turkey. They were expensive
due to transportation and customs "dues". If the border is opened,
the effect will become understandable.

Hope for country’s involvement in a "gas transit" shattered, as well.

Yerevan had great hopes that Iranian gas would be pumped to Turkey
via Armenia if Iran joins Nabucco and Yerevan makes peace with Ankara.

Yerevan did not even think about the fact that the South Pars is too
far from Armenia, Iran has its own border with Turkey and new transit
country with poor "credit history" in relations with Turkey is needed
in this project as the fifth wheel of a cart. Meantime, Turkey and Iran
have reached a gas deal directly and discuss the routes of "European
exports" for Iran which envisages Azerbaijan, but not Armenia.

Serzh Sargsyan’s visit to "native Karabakh" deserves attention on the
current backdrop. Theoretically, visiting army units was to encourage
"fighting spirit" of Armenian citizens and Karabakh separatists. But
it resembled an attempt to prepare his countrymen, to be more exact,
"Karabakh residents" to the fact that they will have to leave the
areas surrounding the former "Nagorno-Karabakh Autonomous Region"
at least. The fate of Karabakh itself remains vague.

It is clear that resuming Azerbaijan’s sovereignty over Karabakh does
not endanger majority of ordinary Karabakh residents. The highest
status promised by the president envisages political rights, cultural
autonomy and freedom of religion.

In addition to these ordinary Karabakh residents, who are viewing
results of reinvestment of petrodollars in Azerbaijan’s regions with a
natural jealousy and sigh for the days when they could study in Baku,
there is also a political leadership of separatists, including war
criminals who can not help but fear that they will have to answer
for robbing Azerbaijani villages. To be exact, their "business" is
directed related to the Zangilan forests, drug plantations located
in the occupied lands and terrorist camps. Resuming Azerbaijan’s
sovereignty over Karabakh or at least in surrounding areas means at
least catastrophe for them.

Even on the backdrop of such development of events, these persons
will try to move quickly to Yerevan until the "Karabakh clan" holds
power there. And not just to move, but "to arrange their life" as
soon as possible which will immediately affect the status of "Yerevan
residents" as there is few "lucrative places" in an impoverished
Armenia. In this case, never actively supported Miatsum will assume
completely different character for Yerevan residents. Because, they
will have to implement it in their own home and at own expense.

Turkey initiated reconciliation with Armenia not due to benevolence
towards the country, but because it is in Turkey’s interests, EU
Special Representative for the South Caucasus Peter Semneby told in
Nov. 2 interview with Russian Vremya Novostey daily.

According to him, this step is one of the first marks of Turkish new
policy towards neighbors. Though the solution to the issue is of
vital importance to Armenia, "the completion of the process is in
Turkey’s interests." The official expressed confidence concerning
the final ratification of the Protocols, underlining impossibility
of full guarantee of the issue.

"Normalization will give new opportunities that will positively impact
on the security and regional economy," he added. Commenting on the
remark that Armenian, Azerbaijani and Karabakhi leaders nonetheless
come to Moscow after each breakthrough in Armenian-Turkish process,
Semneby replied that Russia’s interests in the South Caucasus are of
no secret and "the country wishes to protect it."

"The fact that Russia links its interests with progress in these
complicated settlement processes, is a positive factor. If Russia
plays active role in the issues’ settlement, we can do nothing but
welcome it," Semneby said, adding that Russia has significant economic
interests in Armenia and diversification of the economy as well as
increase of dynamics is also in Russia’s interests. "The major factor
for the economic growth is border opening with Turkey."

As to the further prospects on Armenia’s Euro-Atlantic integration
after the problems’ solution with Turkey, Semneby underlined that
Armenia also participates in the EU programs, such as European
neighborhood and Eastern Partnership along with other states. He
also informed that the talks on association membership with EU will
commence shortly: "It will continue regardless the border opening."

Grant Thornton Welcomes New Global IFRS Standard For Privately Held

GRANT THORNTON WELCOMES NEW GLOBAL IFRS STANDARD FOR PRIVATELY HELD BUSINESSES

since January 2009 and 2010 certain organizations are required to
prepare their financial statements in accordance with IFRS, among
which are the banks, insurance and credit organizations. Other
organizations, to which the requirement does not apply, may choose
to shift from local standards to IFRS voluntarily, press office of
the Grant Thornton reports.

The new international financial reporting standard for small and
medium-sized entities (IFRS for SMEs) could transform the way
privately held businesses around the world prepare their accounts,
said Grant Thornton, as it welcomed the publication of the global
standard by the International Accounting Standards Board (IASB). The
global accounting organisation believes the new standard offers a
unique opportunity to create a standardised accounting framework for
privately held businesses throughout the world.

IFRS for SMEs provides a substantially simplified set of
internationally recognised accounting principles for privately held
businesses. Based on the full IFRSs, which were developed primarily for
listed companies, the new standard will particularly benefit businesses
that operate internationally. Individual countries will now consider
the new standard, consult with local stakeholders and decide whether
and when it should be used in their jurisdiction. Individual countries
will also have discretion over which entities the new standard will
apply to.

Emil Vassilyan, Partner at Grant Thornton Amyot, explains, "Unlisted
businesses around the world who currently have to comply with full
IFRS will be pleased to find that the new standard is about one tenth
of the length of full IFRS and that the number of potential disclosure
items will be nearer to 300 than the current 3,000."

Grant Thornton believes the case for adopting IFRS for SMEs will
require more detailed assessment in those countries where PHBs still
use local accounting standards. In the EU, for example, there are
currently around 55 different SME financial reporting systems.

Converting to new accounting principles always involves some degree
of financial and resource cost. Businesses and their advisers will
have to learn new terminology and accounting techniques and make
changes to their accounting software. Despite these challenges,
Grant Thornton believes the short term disruption will be outweighed
by the longer term benefits for many PHBs around the world.

Alex MacBeath, global leader of privately held business services for
Grant Thornton International explains, "The potential of this new
standard is that we move to a situation where lenders and investors
are able to assess company performance from financial statements that
use directly comparable, authoritative, internationally recognised
principles, regardless of the country of origin of the company itself.

This could improve access to capital and help decision-making on
cross-border deals, quite apart from reducing the administrative
burden on PHBs."

Director of the Armenian Center for National and International Studies
(ACNIS), Richard Giragosian said today arguments that Armenia would
significantly benefit from the reopening of its border with Turkey are
‘somewhat exaggerated’, ARKA news agency reported.

Giragosian downplayed expectations that Armenian economy would get
a strong once it gets an outlet to the Black Sea.

The opening of the border would certainly ‘breathe oxygen’ into
Armenian economy, but the positive aftereffects would not be as big
as many experts and officials claim, he said, adding that the Turkish
government would enforce a tough policy to limit Armenian exports.

On Oct. 10 Armenian and Turkish foreign ministers signed two protocols
on establishment of diplomatic relations and development of bilateral
relations, which yet need to be ratified by the parliaments of both
countries.

The two countries have no diplomatic ties, the border was closed in
1993 by Turkey.
