Today Tsakhkadzor will host a meeting between Deputy Assistant
Secretary of State for European and Eurasian Affairs, MG OSCE Co-Chair
for NKR conflict settlement Matthew Bryza and Armenian and European
students within Euroforum program framework. At the meeting, the
American diplomat will present regional issues and reply questions
of students and media representatives, US Embassy in Yerevan reported.

/PanARMENIAN.Net/ Serzh Sargsyan is not to blame for Turkey’s
permitting itself to discuss NKR issue. Using football terminology,
one could say the first "pass" to Turkey was made by RA first President
Levon Ter-Petrosyan, and not Serzh Sargsyan. The blame must not be
shifted on current RA President, politologist Sergey Shakaryants told
a news conference in Yerevan.

"Some might have forgotten, but still, Turkey is a member of MG OSCE,
NKR conflict settlement mediator, so Turkey can’t be forbidden from
discussing NKR-related issues with other Presidents," RA politologist
noted. "Levon Ter-Petrosyan seems to love Turkey. But then, we’re
living in a democratic country," the politologist emphasized.

"Turkey is no more what is was once. If earlier Turkey was a strong
state, which could allow itself to advise Armenia on different issues,
currently it is in rather deplorable state and allows itself to be
manipulated," Shakaryants noted.

LOS ANGELES-The Board of Regents of Prelacy Armenian Schools announced
the appointment of Nazo Apanian as the new principal of Rose and Alex
Pilibos Armenian School.

Apanian was employed at Rose and Alex Pilibos Armenian School from
1995-2006. During his tenure he served as a teacher, as Armenian
Department Chair and as Executive Assistant to the Principal.

Apanian has extensive experience in the fields of instruction and
curriculum development, and has a well-rounded understanding of
Armenian educational and cultural requirements and needs. Apanian’s
educational background includes a Master of Arts degree from the
State University of Yerevan in History.

"The Board of Regents highly values Mr. Apanian’s educational
background and experience, his educational and instructional philosophy
and administrative skills. We are confident that Mr. Apanian will
be able to further expand the educational growth of our students. We

Small & Medium Businesses Make Armenia More Immune To Crisis, Prime

Armenia has become more immune to the global financial and economic
crisis thanks to small-to-medium-scale businesses, RA Prime Minister
Tigran Sargsyan was quoted as saying on Thursday.

"The first-half 2009 results show that local small-and-medium-scale
businesses have contributed to the anti-crisis measures, taking into
account the funds they put into circulation and industrial output,"
Sargsyan said.

Citing a 16% economic downturn and a slowdown in the local industry,
the prime minister said the country posted a 1.22% upturn in power
consumption, with the electricity tariff rising 23.9% from April 1.

"This testifies to the positive impact of anti-crisis measures on
the country’s economy, with power consumption standing for economic
performance," Sargsyan added.

In his turn, RA Minister of Economy Nerses Yeritysan said
small-to-medium-scale businesses had had a positive impact on the
country’s economy in genera, boosting such sectors as information
technologies, tourism and services.

"Under theses circumstances, most of the large enterprises prefer the
niche of small-to-medium-scale businesses to be able to work more
effectively," Yeritsyan said, urging Armenia’s businesses to adopt
innovative methods.

According to the RA National Statistical Service (NSS), Armenia poste
d a 16.3% first-half year-on-year economic downturn, with GDP totaling
1,119.4bln drams ($3,216.2mln). At the same time, the country posted
a 39.7% GDP rise between May and June.

Armenia’s Prime Minister Tigran Sargsyan previously forecast a 20%
economic downturn in the country by end-2009. According to IMF
forecasts, economic slowdown in Armenia is unlikely to exceed 10%,
with inflation being in the range of 3%. WB forecast an economic
decline of about 10% in Armenia by end-2009.

The National Democratic Union (NDU) has not held any public event
since the 2008 presidential elections.

Vazgen Manukyan announced today that he had refrained from interviews
for a long period, was appointed chairman of the Public Council
and the press conferences and interviews mainly had to do with the
activities of the council.

Apparently, this party is currently not represented by anybody
after the death of vice-chairman of the party Alexander Butayev who
represented the party on different occasions and in different meetings
and Vazgen Manukyan is more involved in public actions.

"A1+" tried to find out what the NDU is doing today.

"What are the other parties doing today? The Armenian National Congress
holds rallies once a month, but what are the others doing? It’s a
low season," said Manukyan andsaid that his party’s activities are
not against those of the public council.

There was a time when the party considered itself the opposition. What
camp is the party in now?

"The party is not in power, meaning it is not represented as president,
in government or in parliament. That is why from that angle it is
not pro-government. If it is not pro-government, in some sense it is
the opposition."

This means that Vazgen Manukyan doesn’t have a clear picture of which
field his party is in.

"When we say opposition, we always picture rallies and reproachment. We
are a little different and that is accepted in the world."

Perhaps your party is constructive?

"We are not constructive because we haven’t proposed anything to
be constructive."

Nevertheless, Vazgen Manukyan noted that the party is participating
in the council’s activities regardless of not being pro-government.

He considers the fact that opposition members change camps and the
people who were sharply criticizing the government are now holding
this or that post.

Is it possible to see the party become active? In response, Vazgen
Manukyan said: "But what activity in August?"

What about September?

"We will see. I can’t say," said Chairman of the Public Council and
the National Democratic Union, Vazgen Manukyan.

Company, a multinational, Fortune 500 consumer products company. He
was also a General Partner of Japonica Partners, a proactive buy-out
and investment company. Previously, he worked in the merchant banking
Department of First Interstate Bank of California. Mr. Setrakian
received a BA in Economics and an MBA in Finance and International
Business from the University of Southern California.

The International Finance Cooperation (IFC) is branching out to
Georgia and Armenia, IFC Vice-President Jyrki Koskelo said at the
opening ceremony of the IFC office in Tbilisi.

The IFC, a member of the World Bank Group, considers Georgia and
Armenia as its long-term strategic partners and intends to expand
its activities through cooperation with the governments and private
sector of these countries, Koskelo said.

The Corporation intends to continue its advisory programs to reduce
impact of the global economic crisis, to improve the investment sphere
and apply corporate management, Koskela said.

The new office in Tbilisi, will cover Armenia along with Georgia,
Koskela added.

Despite the global financial crisis, the corporation decided to expand
its regional representations. "The new office in Tbilisi will enable
us to be closer to customers in Georgia and Armenia, to maximum use
resources and strengthen cooperation in the region," Koskela added.

V.Sarkisyan were awarded gold medals for excellent training and
service for the first time during the history of the institution.

According to the colonel Michael Karapetyan, the head of the personnel

locations for other officers will be determined by drawing lots.

Today, a seminar-conference on theme "Earthquake and Rules of Behaviour
for Protecting from Earthquake" was organized for the employees of the
NKR Government Staff by the seismic protection eastern service adjunct
to the RA Government. Seminars periodically conducted in different
republican departments, educational and other establishments are of
teaching character.

At the beginning, the employee of the service had announced information
about foundation and activity of their organization. The service has
all necessary facilities and laboratory conditions for conducting
corresponding researches. Apartment houses and construction units
in the Republic are built on the basis of the aseismic stability
methods. "Artsakh is considered to be a seismically dangerous zone
and everybody must be ready to withstand to a natural disaster,"
noted the speaker after handing over information about earthquake and
causes of their origination. Participants of the seminar-conference
were interested in the fate of seismically dangerous buildings of
the capital. The speaker clarified that dwelling houses are old and
in major cases their foundations are going down due to additional
constructions, and conclusions given by the service to the examined
buildings from the point of view of their seismic solidity given to
the examined buildings are in disposal of the Government. In case of
earthquake human losses will be prevented or minimized if all spheres
conduct their activities observing safety regulations.
