AMNESTY WILL BE DECLARED IN CASE OF AGREEMENT BETWEEN GOVERNMENT AND PRISONERS

/PanARMENIAN.Net/ Former speaker of the Armenian National Assembly,
member of the Armenian National Congress Karapet Rubinyan thinks
that possible announcement of amnesty "is the result of Europe’s
pressure." Amnesty is a trick the Armenian government wants to play
to prove that "we are a democracy," according to him.

"I press for release of all political prisoners. Some of them are
my friends, who will to all appearance bring a suit against the
government after discharge," Rubinyan said. For his part, MP Rafik
Petrosyan assured that amnesty is a public need. "This is a consequence
of social and political changes," he said. "Amnesty was last declared
in June 7, 2006. Some 2000 prisoners were released." At that he noted
that amnesty will be declared only in case of agreement between the
government and prisoners. "If the legal proceedings are not over and
there is no verdict, the accused can refuse to plead guilty and go
at large," he said.

KARABAKH PROCESS SHOULD NOT GO PARALLEL TO NORMALIZATION OF ARMENIAN-TURKISH RELATIONS

/PanARMENIAN.Net/ Armenia will pay a high price for the mistakes
of the leadership, whose foreign policy experts failed to prevent
involvement into the hazardous game launched by Turkey and Azerbaijan,
with U.S. and Israel’s support, New Times party leader Aram Karapetyan
said. "I was informed by reliable sources that in late 2008 head of
the Azerbaijani President’s administration summoned governors of the
country’s regions and instructed them to imitate a policy of negativism
against Turkey," he told a press conference in Yerevan today. "Calling
for simultaneous resolution of the Nagorno Karabakh conflict and
normalization of the Armenian-Turkish relations, Azerbaijan and Turkey
want to kill two birds with one stone," he said, adding that the two
processes are separate and should by no means viewed as a whole.

God help every one of our naïve crusaders

By Loucas Charalambous

`GOD HELP Christofias,’ was the response of Mehmet Ali Talat to the
president’s declaration that `Turkey will continuously find us in her
way, in every step taken.’

Talat added: `What I mean is that if Christofias has decided to take
on Turkey, he will also need the help of God. And I hope he will have
it.’

The president had invited this put-down ` but he was not the only one
engaging in grandstanding. We heard a lot of similarly idiotic
statements by our newly elected MEPs, who immediately started
competing in the demagoguery stakes over who would cause the biggest
damage to Turkey at the European Parliament.

Christofias seems to confirm on a daily basis what this column wrote a
few weeks ago ` he is not much different from the late Tassos
Papadopoulos. He is leading things to the same result through a
different route. He pretends to be working, day and night for a
settlement, but in reality he refuses to take any meaningful step in
this direction. He is taking us for a ride.

Now he wants to persuade us that he will solve the Cyprus problem by
placing obstacles in Turkey’s way. Yet, not so long ago, he was
telling us that using a veto against Turkey at the EU was pointless.

His latest statement is just another demonstration of the abject lack
of self-awareness that blights our politics: we behave like giants,
while the rest of the world can see that we are, as Glafcos Clerides
used to say, `a small mosquito on the international political stage’.

Turkey is a state 100 times bigger than the Cyprus state and has no
enemy in the world ` it is currently in the process of normalising
relations with Armenia. Turkey is currently chairing the UN Security
Council, to which she was elected with an overwhelming number of
votes. The US considers the country one of its closest allies. She has
the third biggest army in the world and is currently involved in
accession talks with the EU, after a unanimous decision of the leaders
of all the Union’s member-states.

All the above are in danger of being shattered by the modest village
boy from Dikomo, who is president of 700,000 Cypriots and it is
questionable whether more than 200 people outside the island had ever
heard of him. This is how serious our politicians are.

Of course, Christofias is not the only one involved in the efforts to
bring about the demise of Turkey. He will be assisted by our six
MEPs. I nearly passed out when I heard them talking on television last
weekend ` it was a competition over who would cause the most damage to
Turkey at the European Parliament.

The one who came up with the most ideas was former presidential
candidate Ioannis Kasoulides, who belongs to DISY, a party set up in
order to promote rationality. As he stared at the studio ceiling,
Kasoulides listed several measures he would take, but the last one
took the biscuit.

`I will see whether we can secure a majority so we can cut the EU
funds given to Turkey.’

I was left speechless. Turkey must be terrified at the prospect of
Kasoulides cutting her EU funds.

When I a write about the political lunatic asylum, I am not
exaggerating. These people are not just naïve, they are
dangerous, which is why I am inclined to copy Talat. I pray that God
will help all of them ` Christofias, Kasoulides, Antigone and
Theocharous. As they are determined to destroy Turkey, they will need
His help.

ANKARA: 20 Years For Murder, 28 Years For Murder Book

20 YEARS FOR MURDER, 28 YEARS FOR MURDER BOOK

Hurriyet
June 11 2009
Turkey

ISTANBUL – More than two years after Agos editor Hrant Dink was shot
dead, a reporter stands trial for writing about the circumstances
surrounding the murder. For his alleged crimes, he faces 28 years
in prison, eight years more than what the murder suspect would serve
if convicted.

A reporter who wrote a book about the intelligence failures before
and after the murder of Hrant Dink, the editor-in-chief of Armenian
weekly Agos, is facing a prison term of 28 years if found guilty. The
chief murder suspect in the case could serve a maximum of 20 years
if convicted.

Milliyet daily reporter Nedim Å~^ener’s book "Dink Murder and
Intelligence Lies" focused on the intelligence deficiencies by
security agencies before and after Dink was shot dead, leading to a
police officer and three senior Police Department intelligence chiefs
filing complaints against him.

Dink, who was prosecuted for insulting Turkishness, was killed in
front of Agos’s office. The chief suspect, a teenage nationalist,
is currently on trial along with several alleged accomplices who are
accused of influencing the culprit.

Milliyet daily reported that the complaints have led the Istanbul
Prosecutor’s Office to charge Å~^ener with publication of secret
information and turning anti-terrorism officials into targets. The
reporter faces a maximum prison term of 28 years if found guilty.

Å~^ener, speaking to Anatolia news agency on his way to the opening
hearing yesterday, said he is facing a total of 28 years in prison if
convicted in two cases on charges of obtaining classified documents
and insulting government officials.

Å~^ener has two trials pending as a result of the
complaints. Yesterday’s trial at the Istanbul Second Court was on
violating official secrets. Å~^ener, who faces up to eight years in
jail on this charge, defended himself by saying that the information
in his book was from phone conversations that were made public on
televisions and newspapers months before his book was printed. "These
conversations are also on the Internet and can be found when one
searches Google," he said.

Å~^ener said the trial aimed at preventing the public from learning
the facts about Dink’s murder and press freedom. He asked the court to
find him not guilty. The judge decided to postpone the trial to another
date for the defendant’s lawyers to prepare for the prosecutor’s case.

Milliyet Editor-in-Chief Sedat Ergin told Anatolia news agency his
presence at court was to support not only Å~^ener but also press
freedom in Turkey. "We are showing this solidarity in order to
ensure press freedom in respected," he said. The Turkish Journalists’
Association, or TGC, released a statement on the case, seeing it as
"worrying" and a problem for democracy.

It said it was necessary to reassess a law that prosecuted a journalist
for trying to uncover the facts behind Dink’s murder, reported
Milliyet. "Expert journalists like Nedim Å~^ener uncovering crimes
and making the facts public is a service to address the public’s anger
about such crimes," said the TGC. On the issue, Hurriyet Daily News &
Economic Review’s Editor-in-Chief David Judson said: "Institutions
of free expression and individuals expressing themselves freely have
collectively made great strides in recent years. That some institutions
of the state lag behind in understanding the nature of these important
democratic concepts in unfortunate. But we are confident at the Daily
News that they will mature along with the rest of society."

After the book’s release in January of this year, Muhittin Zenit,
a police officer working at the intelligence division at Trabzon
at the time Dink was assassinated, filed a criminal complaint about
Å~^ener for "targeting personnel in service of fighting terrorism,
obtaining secret documents, disclosing secret documents, violating
the secrecy of communication and attempting to influence fair trial"
through his book.

Case for three other accusations

After the investigation’s end, Prosecutor Selim Berna Altay charged
Å~^ener with "making targets of the personnel in service of fighting
terrorism, and obtaining and declaring secret information that is
forbidden to be declared," asking for a prison term of 20 years. Since
they do not fall under his authority, Altay sent the dossier on
"violation of the secrecy of communication" and "attempting to
influence fair trial" to the Istanbul Second Court. In the meantime,
it was also claimed the book contained the offense of "insulting
governmental institutions," and that too was added to the second
investigation. Prosecutor Ä°smail Onaran handled this investigation
and filed a second case against Å~^ener asking for his imprisonment
for three to eight years.

There is another case ongoing in a Trabzon court against eight
personnel from the Trabzon Gendarmerie Command who are accused
neglecting their duties regarding Dink’s death. The accused are facing
up to two years in prison if found guilty.

"Some of the security personnel that sued me are under investigation
for neglecting their duty for Dink’s murder. They want to punish
the journalist writing about the responsibilities of those people,"
said Å~^ener.

Policy Of "Great Budget" Enables Authorities To Appropriate The Whol

POLICY OF "GREAT BUDGET" ENABLES AUTHORITIES TO APPROPRIATE THE WHOLE ECONOMY

/PanARMENIAN.Net/
09.06.2009 22:54 GMT+04:00

/PanARMENIAN.Net/ When the system of centralized economic
administration was introduced in summer of 2007, I made a forecast
for the coming two years. The single purpose of passing to new
economic system was filling the budget, which was, in my opinion,
a great mistake, Andranik Tevanyan, chairman of the "Politeconomy"
research center said.

According to him, adopting the policy of "big budget", authorities set
a goal to appropriate the whole economy of the country. Adding to their
armoury the slogan of the struggle with shadow economy, authorities
have started to implement the policy of re-allocation of the property.

"Representatives of small and medium business became first victims
of the system of centralized economic administration," he stressed.

Andranik Tevanyan also stressed, that nobody cannot say exactly,
how the budget means are distributed, and even parliamentary deputies
are not aware of whole information of state procurements. "Authorities
think that after they appropriate the whole economy of the country, the
political field will also appear in their pocket," Mr. Tevanyan said.

DOCUMENT ON HANDING OVER TERRITORIES CAN GUARANTEE NKR SECURITY BETTER THAN ITS ARMY?

/PanARMENIAN.Net/
05.06.2009 17:06 GMT+04:00

/PanARMENIAN.Net/ Member of Republic opposition party Suren Surenyants
said the Karabakh conflict will remain unsettled unless public both
in Armenia and Azerbaijan renounce "Karabakh is ours" wording.

"Armenia can’t be independent unless relations with Azerbaijan
and Turkey are settled. The republic can’t survive under the
circumstances," he told a news conference.

Surenyants is convinced that resolution of the conflict is possible
only in case of mutual concessions. "If we have to cede the territories
liberated during the war in exchange for security guarantee, we should
agree," he said.

Asked by a PanARMENIAN.Net reporter, who will act as the guarantor of
security, Surenyants voiced confidence that the document to be signed
by Armenia and Azerbaijan will be the guarantee of NKR security. "This
document can better guarantee security than force and tensions,"
he said.

The Nagorno Karabakh Republic was proclaimed on September 2,
1992. According to NKR Constitution legally elected authorities and
the President guarantee security of the Republic. The territorial
integrity is secured by the Defense Army. The security zone includes
7 liberated regions.
