"If the leadership of Azerbaijan abandons destructive approaches
and stops militant and anti-Armenian propaganda, the negotiations
proceeding within the OSCE Minsk Group framework could bring the
parties’ positions closer to each other and help settle the problem,"
the statement quotes Armenian Foreign Minister Eduard Nalbandian
as saying.

The parties were quite close to settling the problem in 2001, "but
this did not happen because of Azerbaijan’s destructive approach and
rejection of agreements that had already been reached," he said.

"The Armenian foreign minister said Azerbaijan’s destructive approach
continued for months in the form of rejection of the Madrid proposals
put forward by the OSCE Minsk Group co-chairs in 2007," it said.

Nalbandian also said "Nagorno-Karabakh people’s concern about their
security lay in the foundation of their legitimate right to self-
determination, in response to which Azerbaijan offered force and
ethnic cleansing and switched later to open and large scale aggression
against Nagorno-Karabakh, engaging mercenaries linked to terrorist
organizations in this," it said.

UK Special Representative for the South Caucasus Brian Fall visits
Armenia.

During the visit Mr. Fall will have meetings with the President of
Armenia, Serzh Sargsyan and Defense Minister Seyran Ohanyan. Before
that he visited the National Assembly and the Ministry of Foreign
Affairs. He had a meting with the Secretary of the National Security
Council, Arthur Baghdasaryan and two unofficial meetings with
ex-President Levon Ter-Petrosyan and ex-Foreign Minister Vardan
Oskanyan.

"Although I am UK’s Special Representative for the South Caucasus,
this time I’m visiting only Armenia. No visits to Azerbaijan and
Georgia are envisaged," the British official said. He told reporters
that the visit was aimed at the development of bilateral relations.

"Having relations with the South Caucasus is very important, and it is
very important and obvious that the Armenian-Turkish border should be
opened before Turkey joins the European Union," Brian Fall told a press
conference in Yerevan. He added, however, that Great Britain supported
Turkey’s joining the European Union, since it would benefit Turkey,
EU and Turkey’s neighbors. He voiced hope that the Armenian-Turkish
negotiations would succeed and the parties would come to an agreement.

"We stand for the dialogue between Armenia and Turkey and welcome
the process of rapprochement," Brian Fall said.

According to him, they will be happy if positive steps towards
resolution of the Karabakh issue are taken this year.

"The trio of the OSCE Minsk Group Co-Chairs remains in the
process. They will be especially active before the summit in Saint
Petersburg, where another meeting between the Presidents of Armenia and
Azerbaijan is expected. "Turkey is an important country in the region
and we welcome its constructive interest in regional issues. But I
don’t consider it an alternative mediating process," Briann Fall said.

ArmInfo. Today President of Armenia Serzh Sargsyan met with UK
Special Representative for South Caucasus Brian Fall, reports the
press service of the President.

Sargsyan highly appreciated the UK’s support for Armenia’s reforms.

He welcomed the proposal of the UK to hold regular consultations
between the foreign ministries of the two states. The guests asked
the president to express his opinion of different statements by
Turkish officials concerning Armenia-Turkish rapprochement and the
Nagorno-Karabakh peace process.

Sargsyan said that any attempt of Turkey to interfere in the
Nagorno-Karabakh peace talks would hinder the process.

Fall said that the UK supported the efforts of the OSCE MG and
advocated resolution based on international principles.

On May 12 the Foreign Minister of Armenia, Edward Nalbandian,
participated in the 119th session of the Committee of Ministers of the
Council of Europe held in the framework of the arrangements dedicated
to the 60th anniversary of the Council of Europe. Representatives of
47 CoE member states, 5 observer countries and high-level delegations
from international organizations, Presidents of the Parliamentary
Assembly of the Council of Europe and the European Court of Human
Rights participated in the sitting.

The agenda of the sitting included issues connected with different
spheres Council of Europe activity.

In his speech Minister Nalbandian emphasized the role of the Council of
Europe in building a stable and peaceful continent. Referring to the
process of settlement of the Artsakh issue, the Foreign Minister said
the legal demand of self-determination was an issue of security, while
Azerbaijan responded to this with ethnic cleansing and large-scale
aggression against Nagorno Karabakh.

Minister Nalbandian said the parties were rather close to a solution
in 2001. "However, it did not happen because of the non-constructive
position of Azerbaijan and its refusal from the agreements reached,"
the Minister said.

Assessing the meetings of the Armenian and Azerbaijani Presidents,
the declarations and statements adopted in Moscow and Helsinki
in 2008 as signs of progress in the negotiation process, Edward
Nalbandian expressed hope that the talks within the framework of
the Minsk Group could bring the positions of the parties closer and
result in the resolution of the issue, if Azerbaijan refused from
its non-constructive approach and stopped the militant rhetoric and
the anti-Armenian propaganda.

In response to Diran’s last week’s "Game over… We lose", I would like
to say that as long as we have young men and women who really believe
in the righteousness of the Hay Tad, we will never lose. History
proves it.

We fought back against the Persians; We fought back after 5 centuries
of Ottoman suppression and gradual extermination; We fought back
after Turkish occupation, Genocide, deportation and death marches;
We fought back at Sardarabad; We fought back and held the "Yerakouyn"
up high during and after 70 years of communism, even though others
mocked us and stabbed us in the back; We fought back after Sumgait
with kitchen knives and hunting guns; We fought back after we were
officially exiled from Armenia, our comrades put in prison and our
offices burnt down by Levon Der Bedrossian; We fought back after US
presidents promised and then forgot their promises…

And we will still fight back after, as Diran said, "our efforts were
destroyed with the stroke of a pen by the Armenian leadership".

Another thing I do not agree with Diran is that we do not look up
to the Armenian leadership, but we look up to Armenia, the Republic,
and Mount Ararat for guidance and strength. Actually it is a two way
street, as in return , we are the strength of Armenia. The Armenian
leaderships look up to us, and fear our opinion.

The epitaph on the Tombstone of Hay Tad is not this "road map" but
would be if we showed apathy and indifference.

As I know Diran personally, I believe that he will never resign from
Hay Tad activities, but he will fight back, even harder.

YEREVAN, May 12. /ARKA/. Armenian authorities were right in correcting
exchange rate of the national currency and returning to floating rate
policy, IMF Mission Chief for Armenia Mark Lewis said on Monday in
Yerevan, at a presentation of a report on Caucasus and the Central
Asia’s economic prospects.

He said that transition to the floating rate policy has been carried
out very reasonable, taking into account the problem of dollar
popularity in the country.

Dollar deposits/credits ratio has been taken into account as well.

Other approach could destabilize things in the country, Lewis said.

He stressed that transition should have been logical and cautious
not to destabilize situation in financial sector.

IMF Resident Representative in Armenia Nienke Oomes finds the situation
on Armenian foreign exchange market stable.

He said that the dram can strengthen amid growing prices, though many
things will depend on situation in Russia.

On March 3, the Central Bank of Armenia announced return to floating
exchange rate policy

Immediately after that, Armenian dram plunged 66.36 points against
U.S. dollar to AMD 372.11 = $1.

Specialists expect the exchange rate to range from AMD 360 to 380
per dollar this year.

SAAKASHVILI: LEARNING TO TALK

HIGHLIGHT: NOT EVEN THE ATTEMPTED MILITARY PUTSCH PERSUADED NATO TO
RECONSIDER AND CANCEL EXERCISE IN GEORGIA; The Alliance is doggedly
determined to run an exercise in Georgia wracked by internal discord.

Even the military putsch in Georgia failed to dissuade the Alliance
from running a planned exercise in this country. Preparations for it
began in Vaziani not far from the capital city of Tbilisi,
yesterday. The military exercise itself, an element of the Partnership
for Peace NATO’s Program, will take place between May 11 and June
1. If sources in the Georgian Defense Ministry were to be believed, no
last-minute corrections were introduced into the legend.

At first, NATO announced that 19 states would participate in the
military exercise in Georgia – several members of the Alliance and
some partners. Six countries (Latvia, Estonia, Armenia, Kazakhstan,
Moldova, and Serbia) nevertheless chose to decline the honor. Baltic
members of the Alliance pleaded economic difficulties, all the rest
decided that participation in the military exercise was not worth
deterioration of their relations with Russia. Official Moscow in the
meantime regards an international military exercise in Georgia, a
thoroughly unstable country as it is, a dangerous provocation
particularly in the light of the war in the Caucasus last year.

More than 1,000 servicemen will be involved in the exercise,
practicing peacekeeping operations and missions. NATO command even
thought it prudent to brief President of Georgia Mikhail Saakashvili
on what it was all about. Spokesman for the Alliance mentioned that
NATO Secretary General Jaap de Hoop Scheffer had been distressed to
hear "Mr. Saakashvili’s TV-broadcast statements" on the subject. The
Georgian leader called it a NATO exercise while in fact the war game
was to be run within the framework of the Partnership for Peace NATO’s
Program. "Nobody is supposed to misinterpret the exercise in Georgia
that does not have anything to do with the contacts between NATO and
Georgia or with the NATO-Russian relations," Scheffer had said.

In Georgia itself, however, it is not the president alone who regards
the military exercise as purely NATO’s. Approached for comments,
political scientist Soso Tsintsadze said big-time politics was what
the exercise was about. "Where combat training as such is concerned,
there is no way for the exercise to boost defense capacity of Georgia
or NATO to any noticeable degree," he said. "It is political
undertones that should be considered. Russia entertained the hope that
it would bar the road into NATO for Georgia, but the Alliance wouldn’t
scrap its plans all the same."

With NATO servicemen taking up designated positions, Georgian law
enforcement agencies continue investigation of what transpired in
Mukhrovani 30 kilometers west of Tbilisi on May 5. The armored
battalion stationed there mutinied and refused to take orders from the
authorities. Official Tbilisi immediately branded it as an attempt to
wreck the forthcoming exercise and a coup d’etat.

According to an Interior Ministry functionary, law enforcement
agencies pulled in 13 civilians, 7 military police officers, and 10
servicemen within the framework of the investigation.

Military expert Vakhtang Maisaya, one of the arrestees, was charged
with espionage. The Interior Ministry said that he had worked for a
"foreign" intelligence service.

Yesterday, the Interior Ministry released a videotape with confessions
made by 12 officers charged with an attempt to stage a putsch. As for
the armored battalion itself, "… its disbandment or not is something
for the national leadership to decide," the Defense Ministry said.

The Georgian Foreign Ministry finally explained that Tbilisi had never
accused the Russian Federation of organization of the putsch. "The
president and other officials merely asked Russia to stop
provocations," its spokesman announced in response to a stiffly-worded
statement from the Russian Foreign Ministry. ("Political processes in
Georgian society the authorities cannot and do not control are
immediately interpreted as something incited by Russia the enemy.")

There are several hypotheses explaining the events in Mukhrovani
circulating in Georgia. One of them assumes, for example, that the
battalion mutinied only when commanders of military units had been
informed that their subordinates might be deployed to disperse
opposition protests. "Anyway, that servicemen of one of the key
military units broke the oath remains a fact," Tsintsadze
commented. "Whatever their motives, that is."

Leaders of the Georgian opposition took the official interpretation of
the developments in Mukhrovani with a predictable grain of
salt. Addressing a protest rally in Tbilisi, David Gamkrelidze (New
Rightist Party) suggested having the investigation run by
international experts under foreign media coverage. "The authorities
organized this sham to prevent us from cutting off highways," he
announced.

Insisting on Saakashvili’s resignation and snap presidential election,
the opposition decided to continue protests.
