Armenia, Azerbaijan mark one-year anniversary of war

A year after the outbreak of war between Azerbaijan and Armenia, the two countries commemorated those who were killed in the fighting.

On September 27, 2020, Azerbaijan launched an offensive aimed at retaking the territories it had lost in the first war with Armenia in the 1990s. In the 44 days of fighting that followed, an estimated 7,000 soldiers and civilians were killed and tens of thousands wounded. 

Azerbaijan managed to take back most of its lost territory, forcing thousands of ethnic Armenians to flee their homes. Meanwhile, the hundreds of thousands of Azerbaijanis who were themselves forced to flee in the first war have not yet been able to return to their former homes, though the Azerbaijani government has been quickly reconstructing some infrastructure in its retaken territories.

On the evening of September 26, thousands marched to Yerevan’s Yerablur military cemetery, carrying torches in commemoration of those who were killed. Another torchlight march was held the same evening in Stepanakert, the de facto capital of Nagorno-Karabakh. 

The Yerevan march was led by former president Robert Kocharyan and members of other opposition parties. "Today is a memorial march. With this march, we show that we do not accept defeat, we will stand up and continue the work of our heroes," said Ishkhan Saghatelyan, the deputy speaker of parliament for the Kocharyan-led Armenia Alliance. 

In a sign of the deep political grievances that continue to divide the country, even events like independence day celebrations or memorials to fallen soldiers cannot unite Armenians: Prime Minister Nikol Pashinyan paid a separate visit to Yerablur the following morning.

In both Armenia and Karabakh, a minute of silence was observed at 11 a.m.

Pashinyan also telephoned the de facto leader of Nagorno-Karabakh, Arayik Harutyunyan; Pashinyan’s office said the two men discussed ongoing efforts to “ensure the return of Armenian prisoners of war held in Azerbaijan to the homeland, the solution of security issues, as well as the ensuring normal life in Artsakh [an alternate Armenian name for Karabakh], the improvement of infrastructure and the construction of housing.”

On the morning of the anniversary, the Investigative Committee of Armenia announced an updated official number of deaths during the war: 3,781, including both soldiers and civilians. As of now, the whereabouts of 231 service members and 22 civilians are unknown. 

In Azerbaijan, a series of events marking the date took place that mixed the commemorative with the triumphal.

President Ilham Aliyev decreed that the anniversary would be marked annually as Memorial Day, devoted to the soldiers killed during the war. Azerbaijan has said that 2,907 of its soldiers were killed. 

Aliyev himself addressed the nation, going over well-worn territory of criticizing what he called Armenian “fascism,” celebrating the military victory and thanking Turkey for its assistance, along with a commemoration of the country’s war dead, whom he said had been avenged. 

Aliyev said that the foundation for a new war memorial and Museum of Victory would be laid that day. 

Aliyev and his wife, First Vice President Mehriban Aliyeva, attended a march of 3,000 soldiers in Baku to the site of the war memorial and museum. 

Azerbaijan also observed a minute of silence, at 12 o’clock.

In Shusha, the historic Karabakh city that was the single biggest prize of the war, a small military parade was held.

The Armenian women’s chess team created a sensation in the first match of the World Women’s Team Championship Quarterfinals, defeating one of the initial favorites, Ukraine, FIDE reports.

European Women’s Champion Elina Danielian walked on thin ice but managed to defeat Anna Muzychuk in a crazy game, while Anna Sargsyan won against Anna Ushenina.

Ukraine has a chance to bounce back in the second match and force a tiebreak.

TEHRAN, SEPTEMBER 21, ARMENPRESS. Iranian President Ebrahim Raisi sent congratulatory telegrams to Armenian President Armen Sarkissian and Prime Minister Nikol Pashinyan on Independence Day, IRNA reported.

President Raisi was pleased to note that the Iran-Armenia ties have been mutually beneficial and improved both qualitatively and quantitatively.

“However, he added, a myriad of capacities in both countries and the new conditions in the region and international arena has made deepening of the ties and implementing past agreements and discovering new areas of cooperation imperative.

YEREVAN, SEPTEMBER 23, ARMENPRESS. 377,405 vaccinations against COVID-19 have been carried out in Armenia so far, of which 133,031 citizens are fully vaccinated, Minister of Healthcare Anahit Avanesyan said during the discussion in the Parliament over the new coronavirus-related rules.

“If in March the vaccination rate was about 10%, today it is higher than 40%. We see the rate, the growing number of daily vaccinations. 9,924 vaccinations were conducted yesterday. So far, a total of 377,405 vaccinations have been carried out. 244,374 citizens received the first dose, and 133,031 citizens have already got the two shots”, she said.

Commenting on the question why the vaccination process has been delayed in Armenia, the minister mentioned misinformation and anti-propaganda, which, she said, negatively affected the citizens. “We have tried to turn the wheel of that anti-propaganda in 4-5 months. And I think that we already have quite a good figure in terms of citizens’ attitude towards vaccinations”, the minister said.

In Berd, Tavush province, Armenia, WFP supports a community characterised by a sparse and aging population where women are the major contributor to agriculture while many men emigrate for work. A large percentage of pulses and beans, a commodity broadly consumed, are imported from Russia even though conditions for growing in the area are strong. In addition, due to lack of modern food handling systems, and therefore absence of food safety standards certification, farmers sell their products through informal channels for lower profit. The Berd Cooperative have achieved food safety standard certification that permits them access to the national market and to participate in official tenders. In 2021, WFP has been supporting the cooperative with the development of packaging that will allow the farmers to sell their product in national level supermarkets and beyond.

No contacts between Armenian and Turkish officials so far – PM’s Spokesperson

At the moment, no contacts have taken place between Armenian and Turkish officials, although the Armenian government is ready for such contacts, RA Prime Minister’s spokeswoman Mane Gevorgyan told Public Radio of Armenia. She referred to Turkish President Recep Tayyip Erdogan’s statement that Prime Minister Nikol Pashinyan offered to meet with him through Georgian Prime Minister Irakli Garibashvili.

“In all his international contacts, Prime Minister Pashinyan presents to his colleagues the vision of opening an era of peaceful development for Armenia and the region enshrined in the government’s program and expresses the readiness of the Armenian government to make efforts in that direction. The Prime Minister spoke about his vision for the start of talks with Turkey during a recent question-and-answer session with the National Assembly, saying that he believes that high-level contacts should be preceded by working discussions and shares this vision with international partners. There has been no contact between Armenian and Turkish officials so far, although the Armenian government is ready for such contacts. In case of such effective work, Armenia will be ready for high-level meetings as well,” Pashinyan said.

Speaking to reporters on Sunday, the Turkish President again spoke about the issue of opening a corridor through Armenia, saying that it was a political issue.

In this connection, Mane Gevorgyan said: “Prime Minister Pashinyan has spoken about it on many occasions. Armenia attaches importance to the accurate implementation of the agreements set out in the November 9 and January 11 statements. The opening of communications is extremely important for the establishment of lasting peace and stability in the region, overcoming the atmosphere of painful hostility in the region, and Armenia is determined to move in that direction and achieve results. In some statements, the topic of reopening communications is transformed and gets the logic of maintaining regional isolation.”

“Such is the talk about the corridors, which contradicts the logic of establishing peace and stability in the region, overcoming the atmosphere of hostility. It not only aims to isolate the states and peoples of the region, but also to make that isolation look irreversible. But there are also ways to open up regional communications that emphasize regional interconnectedness and can be a real way to overcome the hostility step by step. The Armenian government is in favor of such an option and that option is described in paragraph 9 of the November 9 trilateral statement and in the January 11 trilateral statement,” the Spokesperson noted.

Speaking about the perspectives of opening an era of peaceful development in the current conditions, Gevorgyan said: “Unfortunately, events taking place every day aim at delegitimizing the peace agenda, not only deepening the atmosphere of hostility but also making it more systematic. These and other steps are being taken to demonstrate the impossibility of peace in our region, but the Armenian government will consistently advance that agenda, using all opportunities to open an era of peace for our region and creating new opportunities. Prime Minister Pashinyan has repeatedly stated that we need strong nerves on this path and that there are no quick and easy solutions.”

Chaired by Deputy Prime Minister Suren Papikyan, a meeting with the representatives of major grape purveying companies took place on September 15 for discussing the problems that emerged during the purveyance period. The meeting was attended by the representatives of Representatives of "Proshyan Brandy Factory", "Vedi Alco", "Vostan Wine Factory", "Hayasy Group", "  "Artashat Vincon" , "Ijevan Wine Factory", "MAP" companies. Deputy Minister of Economy Arman Khojoyan also took part in the meeting.

As ARMENPRESS was informed from the Office of Deputy PM Suren Papikyan, the issue of grape procurement price was discussed during the meeting. The result of the meeting was that the companies participating in the meeting agreed to raise the minimum price from the existing 115 AMD to 130 AMD for technical varieties of grapes. Deputy Prime Minister Suren Papikyan also informed that weighing scales and sugar meters were checked at the purveyance stations, noting that this issue will be in the center of the Government's attention.

The Deputy Prime Minister reaffirmed the strategic importance of the grape value chain, and offered the grape purveying companies to hold similar discussions regularly after completing the procurement season in order to provide systemic solutions to the existing problems in the sphere.

The air was filled with high-quality Armenian music sounds at the Dubai Opera on 5 September. The Armenian State Symphony Orchestra (ASSO), led by its Artistic Director and Principal Conductor Sergey Smbatyan, and world-renowned violinist Sergey Khachatryan brilliantly performed prominent Armenian composer Aram Khachaturian's Violin Concerto at the luxurious Dubai Opera hall.

The performance drew shouts of “Bravo!” from the audience. For a long time, the foreign audience did not allow the soloist and the conductor to leave the stage. In response to the applause, Sergey Khachatryan performed "Havun, Havun" by Gregory of Narek, filling the Dubai Opera with medieval Armenian melodies.

Aram Khachaturian wrote the concerto in 1940. It has been performed on different stages of the world, being greatly loved by audiences.

Speaking to Panorama.am, Sergey Khachatryan, thanks also to whom Armenia and Armenian culture are known, confessed that he loves Khachaturian’s Violin Concerto and has performed the composition in different countries of the world.

"I am glad that we can participate in such an international festival with the Armenian State Symphony Orchestra today as well and present the masterpieces of Armenian composers to foreign audiences," he said.

Asked whether the nationality of a musician performing Khachaturian's Violin Concerto makes any difference, the violinist said there is probably a difference, adding maybe the Armenians, being familiar with the Armenian music and carrying it in their genes, perform it differently.

"If you grew up listening to Armenian classical music, you are familiar with national music, you have those elements of folk music in your mind, you understand it better, but of course, foreigners can also perform the concerto brilliantly," Khachatryan said.

Referring to further programs, the violinist said that there are no specific concerts planned yet, but he plans to come to Armenia by the end of the year to perform for art lovers. Sergey Khachatryan did not unveil other plans, saying that they are still in his mind and are yet to be brought to life.

Sergey Smbatyan said in turn that the orchestra has performed at the Dubai Opera numerous times. "A long-awaited concert with Sergey Khachatryan was held in Dubai. We have performed here a lot, every concert is unique and this concert is no exception," he said.

Speaking about the InClassica Festival, Sergey Smbatyan said that it is one of the biggest music events, adding participation in such a festival is a great achievement for the orchestra.

"I think that participating in such an international festival is a success. The orchestras performing at the festival are among the top 20 symphony orchestras of the world and, I think, it is a great achievement for the Armenian State Symphony Orchestra to perform here with them,” Smbatyan said.

In addition to participating in the festival, the participants of the final rounds of the “Classic Piano” International Piano Competition held within the framework of the InClassica Festival shared the stage with the ASSO, which, according to its head, was a responsible task.

It’s worth noting that Sergey Smbatyan will conduct 10 concerts with other orchestras and soloists within the framework of the InClassica Festival.

To note, the concert of the Armenian State Symphony Orchestra and Sergey Khachatryan took place within the framework of the 10th InClassica International Music Festival in Dubai. The special 10th-anniversary edition of the festival is organized by the European Foundation for Support of Culture (EUFSC) in partnership with the SAMIT Event Group.

The event's Composer-In-Residence is Alexey Shor. The festival has brought together 37 outstanding musicians, 7 famous orchestras and 12 renowned conductors. The InClassica International Music Festival runs until September 26.

MOSCOW, August 31. /TASS/. Azerbaijan and Armenia should substantially tone down the rhetoric addressed to each other in the interests of a final peaceful settlement, Russian Foreign Minister Sergey Lavrov said at a press conference following talks with his Armenian counterpart Ararat Mirzoyan. 

"Certainly, it is necessary to seriously, substantially tone down the rhetoric from both sides. This will create the conditions for the final, complete settlement, I do not doubt this," he emphasized.

The Russian top diplomat noted the significance of the work of the trilateral working group on Karabakh to restore trust between the sides. "Currently, I am proceeding from the premise that we are not talking about renewing the process, we are talking about implementing what had already been signed, and, above all, about the necessity to ensure reliable security and, of course, to begin restoring trust. Here a special role is played by the trilateral working group at the level of deputy prime ministers on unblocking transport communications and economic links. This will be a very important measure which would allow the sides to treat the events more constructively," the foreign minister pointed out.

He also added that Moscow thinks that it is fundamentally important to encourage humanitarian connections between Armenia and Azerbaijan at all levels. He suggested that a question about any scheduled meetings between the sides should be addressed to Baku and Yerevan.

In the fall of 2020, the situation in Nagorno-Karabakh escalated with armed clashes occurring on the disputed territory. On November 9, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a joint statement on a complete ceasefire in Nagorno-Karabakh. According to the document, the Azerbaijani and Armenian sides would maintain the positions that they had held, a number of regions would be controlled by Azerbaijan, and Russian peacekeepers would be deployed to the region along the line of engagement and the Lachin corridor.
