The Armenian Revolutionary Federation Western United States Central Committee on Thursday issued an announcement regarding Prime Minister Nikol Pashinyan’s visit to Los Angeles. The Central Committee met with Pashinyan Sunday evening and touch on broad topics of national concern.

Prime Minister Nikol Pashinyan’s visit to Los Angeles on Sunday called attention to the Armenian American community’s resilience to rise up from throes of tragedy and Genocide to become integral and interwoven participants in the advancement of the City of Los Angeles, the State of California and the United States.

The ARF Western U.S. Central Committee believes that the role of the Diaspora is much more than mere financial contributions and aid, and is a dynamic and political force championing the Armenian cause. Thus, during our meeting with the prime minister, we outlined the imperative of remaining united on national issues and the risks of creating divisions within the nation. We further emphasized that the ARF is united in its ideology and approaches to all national issues, and the Armenian diaspora has continuously joined us in our collective efforts to realize our national goals. As such we believe that it is essential to utilize the potential of our people to advance our just cause and safeguard Armenia’s national security. Within this context, we also explained that for the Diaspora, preserving the Armenian identity has not been a mere task, but rather a fundamental tenet for advancing the aspirations of the Armenian Nation in service to the strengthening of Armenia’s statehood and creating a truly free, independent and prosperous, and eventually united homeland.

The prime minister visited Los Angeles, a community that was built from the ground up by survivors of massacres, persecution and the Armenian Genocide. The ARF has played a pivotal and central role in creating vital educational, cultural and advocacy institutions that have not only preserved the Armenian identity but, for generations, have nurtured and advanced the imperative and aspiration of a free, united and independent Armenian state as the most crucial element of our Nation’s perseverance.

The ARF Western U.S. Central Committee communicated to the prime minister its steadfast and unwavering commitment to furthering an agenda that, at every step, will strengthen the Republic of Armenia, guarantee its prosperity and fortify its national security, all of which have been ideological hallmarks of the ARF during its 130-year history. To this end, we expressed hope that the prime minister’s assurances to advance social justice, reform the judiciary and combat corruption will come to fruition—while upholding Armenia’s Constitution—and pledged the ARF’s support in hastening that effort as well as our unwavering commitment to the international recognition of the Republic of Artsakh and our people’s right to self-determination.

We are confident that after the prime minister’s visit to Los Angeles, our community will rally around our national agenda and take positive steps that will translate into actionable items with concrete results to advance the Armenian Cause and elevate our nation to new heights.

Conflict in the South Caucasus impede the development of the region – Parliament speaker

“The stable development of the Eurasian Region is possible only in the secure environment. The conflicts in the South Caucasus impede the development of the region,” Speaker of the Armenian Parliament Ararat Mirzoyan stated at his speech at the Fourth Meeting of Speakers of the Eurasian Countries' Parliaments.

Reaffirming Armenia’s  devotion to the exclusively peaceful settlement of Nagorno Karabakh in the format of the OSCE Minsk Group Co-Chairmanship, Mirzoyan said: “Any attempt of solving this conflict through military way is an encroachment for the human rights, democracy and peace. The issue of the status and security of Nagorno Karabakh, the respect of the undeniable right of the people’s secure and free existence are of prior importance.”

Reflecting on the integration processes within EAEU and wider in the Eurasian space, Mirzoyan stressed: “Armenia attaches importance to the expansion of the external economic relations between the members of the organization, as well as other colleagues. Armenia makes efforts for effective completion of the negotiations with Singapore, Serbia, Egypt and India to reach more mutually beneficial economic platforms of cooperation. The agreements with Iran and China have already been ratified by the National Assembly of Armenia.”

America (Assembly), Rep. Jim Costa (D-CA) applauded Congresswoman Jackie Speier
(D-CA) for receiving the Assembly’s Deukmejian Award for Public Service.

 

“It gives me
great pleasure to mark this special occasion to celebrate U.S.-Armenian
relations, and how far we have come. Since the establishment of the Armenian
Assembly more than 45 years ago, the Assembly has continuously been on the
forefront of promoting public awareness of U.S.-Armenian issues, supporting
democracy in Armenia and Artsakh, and advancing universal recognition of the
Armenian Genocide,” Rep. Costa told the Assembly.

gathered here today to also celebrate dedicated public servants who have

Congresswoman
Speier was honored for her exemplary work in the U.S. House of Representatives,

of America's 2019 National Advocacy Conference.

Other officials expected to resign in Armenia

YEREVAN, September 19. /ARКА/. A series of resignations in Armenia's executive institutions will continue, Zhoghovurd reported on Thursday.  According to the daily, Vice Premier Mher Grigoryan, Foreign Minister Zohrab Mnatsakanyan, Defense Minister Davit Tonoyan, Emergency Minister Feliks Tsolakyan and Environment Minister Erik Grigoryan are expected to submit their resignations.

The paper analysts don't rule out that finance and economy ministers as well as the head of the State Revenue Committee may resign.

They believe that after his trip to the United States, the prime minister will dismiss also Health Minister Arsen Torosyan and Labor and Social Affairs Minister Zaruhi Batoyan.
They expect changes also in the National Assembly. In their words, Vice Speaker Lena Nazaryan will resign, and Mikael Zolyan will quit My Step faction.

According to another daily, Hraparak, Chairman of the Investigative Committee Hayk Grigoryan will be dismissed as well. -0—

Armenian Committee members meet Congresswoman Linda Sanchez

PanARMENIAN.Net – The Armenian National Committee of America – Western Region representatives held a lunch meeting with Congresswoman Linda Sanchez (CA – 38) as part of the 2019 August Recess. The meeting was attended by ANCA National Board member Levon Kirakosian, ANCA – WR Board member Gev Iskajyan, and Government Affairs Director Arsen Shirvanyan. They were joined by Montebello City Mayor Jack Hadjinian and Montebello City Treasurer Ashod Mooradian.

“Over the years, Congresswoman Sanchez has been one of the strongest voices on the Hill on behalf of the Armenian community,” remarked ANCA-WR Board member Gev Iskajyan. “Time and again, she has pushed for broadening of the US – Armenia and Artsakh relations, and has been instrumental in her fight for the recognition of the Armenian Genocide.”

Among some of the matters discussed at the meeting included the continuation of US funding for the HALO Trust for its de-mining project in Artsakh, Turkey and Azerbaijan’s policy vis-à-vis Armenia, as well as the upcoming 2020 Census and its importance to the local Armenian American community.

YEREVAN, SEPTEMBER 4, ARMENPRESS. Advisor to the Prosecutor General of Armenia Gor Abrahamyan commented on the decision of the Constitutional Court over Robert Kocharyan's case.

''I read the headlines of different news outlets and there is the impression that the Constitutional Court of Armenia has made a decision over a criminal case or has expressed opinion over the defense of his rights.

And this is only when the Constitutional Court has published only the final part of the decision, which means there is no complete decision yet.

The Constitutional Court cannot make a decision over any concrete criminal case. It is authorized to make a decision only regarding the constitutionality of the legal acts and their provisions.

It will be possible to speak about the cosnequences of the decision only after getting aquainted with the complete decison. We should not get ahead of time”, reads Abrahamyan’s statement, reports ARMENPRESS.

Australian Friends of Artsakh Expands with High-Profile Additions

Senators Eric Abetz, Richard Di Natale, and Archbishop Glenn Davies have joined the Australian Friends of Artsakh

CANBERRA, Australia—Senator Eric Abetz – Chair of the Australian Senate’s Foreign Affairs, Defence and Trade Committee, Senator Richard Di Natale – the Leader of the Australian Greens, and Glenn Davies – the Anglican Archbishop of Sydney, lead a group of seven high-profile additions to the growing distinguished membership of the Australian Friends of Artsakh.

The Armenian National Committee of Australia report that Senators Abetz and Di Natale, as well as Archbishop Davies, have joined as new members of the group, together with the President of New South Wales Legislative Council John Ajaka, the New South Wales Customer Service Minister Victor Dominello, City of Willoughby Councilor Stuart Coppock, and City of Ryde Councilor Trenton Brown.

The Australian Friends of Artsakh was launched last month by the ANC-AU, with an announcement dubbed #MOVINGMOUNTAINS during the visit by a high-profile delegation from the Republic of Artsakh, led by Foreign Minister Masis Mayilyan.

Among the inaugural 40 signatories were Federal Ministers and Parliamentarians, a State Premier and fellow State Parliamentarians, a Mayor and Councilors, academics, thought leaders, and heads of several religious and community institutions—all pledging solidarity to the rights to self-determination of the Armenians of the Republic of Artsakh.

The new additions mean the group now has 47 prominent Australians as signatories.

“Senator Abetz, Senator Di Natale, Archbishop Davies, Mr. Ajaka, Mr. Dominello, Mr. Coppock and Mr. Brown are all welcome additions to the Australian Friends of Artsakh,” stated ANC-AU Executive Director Haig Kayserian.

“The petro-dictatorship of Azerbaijan, who denies the indigenous Armenians of Artsakh their basic human right to self-determination and independence on their ancestral lands, resorted to propaganda and bullying tactics to try and prevent our leaders from joining in solidarity with this issue,” added Kayserian, referring to official complaints from Baku to Canberra trying to bring Australian leaders into line with the Department of Foreign Affairs’ pro-Azerbaijani position on the Nagorno-Karabakh conflict.

Kayserian said: “This high-profile expansion of the Australian Friends of Artsakh shows that the currency of truth and justice wins over the unwelcome interference by a foreign dictatorship into the internal affairs of Australia’s sovereign democracy.”

Senators Abetz and Di Natale join a strong Federal Parliamentary contingent of signatories to the Australian Friends of Artsakh, which includes Australia’s Communications Minister and Member of Parliament Paul Fletcher, Assistant Treasurer and Member of Parliament Michael Sukkar, Shadow Home Affairs Minister Senator Kristina Keneally and Shadow Agriculture & Resources Minister and Member of Parliament Joel Fitzgibbon.

Fitzgibbon is the co-convener of the Armenia-Australia Inter-Parliamentary Union along with the Chair of the House of Representatives Committee on Health, Aged Care & Sport and Member of Parliament Trent Zimmerman, who also joined the Australian Friends of Artsakh, along with fellow Chairs of Federal Parliamentary Committees including John Alexander, Julian Leeser, Jason Falinski and Tim Wilson, who is the only Member of Australia’s Federal Parliament with Armenian heritage. Newly elected Federal Parliamentarian Josh Burns is also a friend of Artsakh.

Ministry of Labor and Social Affairs proposes to continue the liquidation of boarding schools, rebuilding them in day centers

ArmInfo.The Ministry of Labor and Social Affairs of the Republic of Armenia proposes to close four boarding schools providing round-the-clock childcare, giving priority  to day centers and the establishment of community service centers in  more than 30 settlements. This is stated in a statement released by  the ministry on Friday.

In particular, we are talking about the closure of institutions: < Dilijan Boarding>, <Byureghavan Boarding>, <Gyumri Boarding School N  2 named after Fridtjof Nansen>, <Gyumri Boarding School N1>.

<The basis of the policy of the Ministry of Labor and Social Affairs  of the Republic of Armenia is the idea that the poor socio-economic  situation of families should not be the basis for transferring  children from families to specialized institutions, and state support  should not be aimed at protecting the institution, but at helping  families, providing reunion of children with families and preventing  the arrival of new children in boarding schools>, the social agency  said in a statement.

It should be noted that work to realize the right of children to live  in a family began several years ago, as part of it, three of the  seven boarding schools have already been converted to day care  centers.

The current policy of the Ministry is to provide the necessary  services in day care centers through the delegation of public  organizations, which will be selected on a competitive basis.

<The Ministry plans to significantly expand the coverage of day  services from 2020, providing for the establishment of day centers  through delegated services in 30 large settlements, "the statement  said. As for the employees of boarding schools subject to  liquidation, they were invited to participate in state employment  programs, and those employees who have professional training were  invited to participate in the processes for preparing foster parents  to adopt a child into the family.

<All these proposals were officially submitted to institutions,  urging them to refrain from holding a new reception in September,  since the projects are at the last stage of completion>, the Ministry  of Labor and Social Affairs explained.

YEREVAN. – One can’t pick up the expert study conclusion and make selections from those 400 pages. Yura Ivanyan, head of the Amulsar gold mine case investigative team of Armenia, said this at a press conference on Monday, and responding to the query on the substantial contradictions between the respective studies that were conducted in 2016 and 2019.

To a journalist’s remark that according to ELARD’s 2019 report, the groundwater will not flow into the Spandaryan-Kechut water tunnel, whereas the 2016 report says the groundwater may penetrate into and potentially have a considerable impact on the tunnel, Ivanyan responded as follows:

“In addition to ELARD’s isotope analyses, the experts were also provided with the isotopes analyses from other companies, as well carried out in conjunction with the Institute of Geology of the National Academy of Sciences [of Armenia] and the corresponding Russian scientific structure.

“ELARD always considers the worst-case scenario to be possible. Let’s accept those conclusions, the isotopes are not accurate, the waters will go, will fill into the waterway; [but] the experts are saying the same. Let’s accept that there will be an earthquake, those waters will go, will fill into the Kechut Reservoir, they will go, reach [Lake] Sevan; but it won’t have a particular effect on Sevan. I can pick up the conclusion and make a selection of the worst of things. However, everything should be assessed in the overall context.”

On August 14, the Investigative Committee of Armenia publicized the results of the comprehensive audit report which was commissioned to the Advanced Resources Development (ELARD) Lebanese consultancy firm, and regarding any likelihood of environmental risks from the exploitation of the Amulsar gold-bearing quartzite mine.

The results have showed that there are no paths for groundwater flow and transmission of pollution from the Amulsar Project area to the Jermuk thermal hot water springs, plus the impact on the Arpa, Darb and Vorotan rivers near the Amulsar area is uncertain because this impact is not quantifiable.

Also, the conclusion noted 16 points which, if maintained, will make the Amulsar mine-related environmental risks manageable.

Asbarez: OSCE Representative and Artsakh Leaders Discuss Karabakh Conflict

Ambassador Andrzej Kasprzyk, the personal representative of the OSCE Chairman in Office meets with Bako Sahakian on Tuesday

Ambassador Andrzej Kasprzyk, the personal representative of the OSCE Chairman in Office, was in Stapenakert where he held meetings with Artsakh President Bako Shahakian and Artsakh Foreign Minister Masis Mayilyan on Tuesday.

Sahakian briefed Kasprzyk about the latest developments on the Artsakh-Azerbaijan border, commonly referred to as the line of contact.

Kasprzyk, who is in Artsakh to take part in a regular OSCE monitoring mission, and Shahakian also touched on Artsakh and Azerbaijani troop movements along the border.

Mayilyan and Kasprzyk discussed the issue of Artsakh soldier Ara Ghazaryan, who last week abandoned his post at a military unit in Varanda (formerly Fizouli) and crossed the border into Azerbaijan. The two discussed the possibility of repatriating him. Mayilyan underscored the need for the parties to the conflict to fulfill their obligations on complying with international humanitarian law.

The sides exchanged views on the situation on the Line of Contact between the armed forces of Artsakh and Azerbaijan, as well as the monitoring missions conducted that Kasprzyk is scheduled to lead on Wednesday.
