TURKISH GOVT DENIES SUSPENDING TALKS WITH GDF OVER NABUCCO PIPELINE

ANKARA (Thomson Financial) – Turkish Energy Minister Hilmi Guler had
denied that the government has suspended talks with Gaz de France
(GDF) about its involvement in the Nabucco pipeline.

Last week, Turkish news agency Anatolia reported that the talks had
been suspended because of a French draft law that makes it a gaolable
offence to deny that Ottoman Turks committed genocide against Armenians
during World War I.

‘Nabucco is a very important project for us and the process is
proceeding normally. Gaz de France has not been suspended from the
project,’ Guler told reporters.

Even so, he said Turkey would make a decision ‘in line with its
national interests’ and that economic, strategic and political matters
would be taken into consideration — including the French position
on the alleged genocide.

Armenians claim up to 1.5 mln people perished in systematic
deportations and killings between 1915 and 1917 under the Ottoman
Empire, modern Turkey’s predecessor.

Turkey categorically denies claims of genocide and says thousands of
Turks and Armenians were killed in civil strife when Armenians took
up arms for independence in eastern Anatolia and sided with Russian
troops invading the crumbling Ottoman empire.

The Nabucco project involves the construction of a 3,300 kilometre
pipeline by 2012 to supply western Europe with gas from the Caspian
Sea, bypassing Russia.

The partners in the scheme are Turkish state oil and gas company Botas,
Austria’s OMV, Hungary’s MOL, Bulgaria’s Bulgargaz and Romania’s
Transgaz. They are seeking a sixth partner for the project.

cooperation, in particular, to economic sector, were discussed at the
April 11 meeting of RA President Robert Kocharian and First Deputy
Chairman of RF government Sergei Ivanov who is in Armenia on a two-day
working visit.

The interlocutors estimated the fact that the Russian capital is
becoming bigger in Armenia, trade circulation is increasing as a
result of dynamic development of Armenian-Russian partnership.

According to the report provided to Noyan Tapan from RA President’s
Press Office, at the meeting they also spoke about issues related
to launching of Armenian enterprises transferred to RF, to transport
communication and regional cooperation.

Microsoft To Implement Serious Programs In Armenia

YEREVAN, APRIL 10, NOYAN TAPAN. Microsoft company wishes that in 2010,
15-20 thouasand people would be engaged in Armenia’s IT sector and they
would bring annual revenues of 150 million dollars. Paul Muckleston,
Director of Microsoft’s Business Management and Strategy Center,
stated this at the April 10 conference "Microsoft Innovation Day" in
Yerevan. Presenting the goals of the company’s 2007-2011 activities in
Armenia, he said that one of these goals is to reduce, in cooperation
with partners, the level of software piracy from 95% to 60%.

In his words, on April 9 the Armenian prime minister Serge Sargsian
approved the composition of the interdepartmental working group
which jointly with Microsoft will implement the provisions of the
cooperation agreement signed with the Armenian government in February
2007. Prticularly, within the next 1.5 years Microsoft will take joint
steps with the Armenian government in order to establish a Microsoft
Innovation Center in Armenia.

According to Microsoft’s official, the company has the opportunity to
promote the activities of up to 50 enterprises engaged in development
of software packages in Armenia, and these enterprises will be able to
export their software developed with Microsoft technologies. According
to his estimates, it is possible to certify about 250 companies
by Microsoft procedures, which will allow to create about 2,000
jobs. It was noted that 95% of Microsoft’s revenues form through
partner-enterprises engaged in software development. P.

Muckleston underlined that studies conducted in 40 countries show
that each dollar invested by the company brings Microsoft’s partners
revenues of 15 dollars. He expressed a hope that the company’s Armenian
branch – Microsoft RA company "will be a respected enterprise in 2010".

According to Paul Muckleston, in 2006, production of about 90 million
dollars was made in the Armenian IT sector, which was three times
as much as three years ago. In 2006, 4,000 people worked and 150
companies operated in the sector. 80% of production made this year has
been exported. 65% of companies were set up with foreign investments,
and this index has the tendency to grow.

About 150 representatives of the Armenian government, as well as of
business and scientific circles attended the event.

economic relations, Russia’s First Vice Premier Sergey Ivanov told
a news conference today. This can be proved by the 70-80% growth of
commodity turnover between our states, he said. "The point is that
along with ethnic investments the increase of Russian capital is also
observed," he noted.

Mr Ivanov marked out energy, transport, communications as the priority
fields for Russia. "These are the sectors of economy which offer
the biggest increase of Russian investments in Armenia. There are
problems and we discussed them today. Nevertheless, I should mention
that despite the complexity of transport communication these problems
are being solved," he underscored.

For his part, RA Prime Minister Serge Sargsyan noted that the first
Poti-Caucasus ferry voyage was a success. This gives hope that a part
of the transport problem will be resolved.

"This ferry can admit 50 carriages and if everything goes well
their arrival in Armenia will not be a problem any more," Sergey
Ivanov added.

The Financial Times reported yesterday that plans to build the
$6.2bn Nabucco pipeline to transport Caspian gas to western Europe
have almost ground to a halt after becoming embroiled in electoral
politics in France and Turkey.

The Nabucco pipeline will transport gas from Central Asia, through
Turkey, Bulgaria, Romania and Hungary to Austria. Start of the pipeline
construction is scheduled for 2008. The first gas shipments have to
be made by 2012. The planned pipeline would reduce Europe’s dependency
on Russian gas.

The Times recalled that Turkey has refused to approve extending the
construction project to include Gaz de France, the French utility.

"The move, which officials said might be revised after the French
presidential elections in May, reflects simmering anger in Ankara
over France’s support for Armenia’s claim of genocide by Ottoman
Turks during the first world war," the daily said.

Turkey strongly opposes the claims that its predecessor state, the
Ottoman government, caused the Armenian deaths in a planned genocide.

The Turkish government has said the toll is wildly inflated and that
Armenians were killed or displaced in civil unrest during the empire’s
collapse and conditions of World War I. Ankara’s proposal to Yerevan to
set up a joint commission of historians to study the disputed events
is still awaiting a positive response from the Armenian side. After
French lawmakers voted last October to make it a crime to deny that the
claims were genocide, Turkey said it would suspend military relations
with France.

"A threatened boycott of French goods in Turkey after the French
parliament voted last year to make denial of the genocide claim a
crime has not had much success. But the Turkish government warned at
the time that it might exclude French companies from contracts. The
face-off with GdF may be a result of that, some diplomats in Ankara
said yesterday," the daily said

"The dispute over the participation of GdF, the favourite to join
the consortium building Nabucco, could complicate matters further",
the daily said. "Industry observers said the negotiations with a
new investor had taken longer than expected, with some blaming the
strained relations between Ankara and Paris."

Recalling that Turkey is holding a general election later this year,
the daily added the Armenian issue has exploded onto the political
agenda. But, the daily quoted some analysts saying "the stand-off
between Turkey and GdF could have as much to do with negotiating
tactics as with politics."

"The Nabucco project is an opportunity for Turkey to unload its excess
supply," the daily quoted Bulgarian analyses. "But if talks with a
French buyer aren’t going well, it doesn’t cost anything to bring up
the Armenian issue."

An exhibition opened at MPAC today exhibiting the works of finalists
of "Fine arts and cinema" competing for youth award nominated by
the president of the republic. All Armenia Fund public relations
department says president’s youth awards in "Fine arts and cinema"
and "Literature" have been granted since 2004 and in "Classical music"
since 2005.

Three awards are granted under "Fine arts and cinema," including a
certificate, honors and USD 2500. Some 46 participated for the award
and only three won. The names of the winners will become known after
the Armenian president approves the list.

Based on the UN Department of Economic and Social Affairs report
World Population Prospects: The 2006 Revision, the authoritative
British journal The Economist has ranked Georgia nine out of the ten
"world’s biggest shrinkers", placing Georgia between the Ukraine and
Moldova. The estimates are a forecast for the years 2005-2010 and place
many former Soviet countries among the biggest shrinkers in the world.

Among other factors, economic decline and political instability
contribute to the high emigration rates in these countries causing
their population to decline rapidly. The report also mentions that
as states become members of the European Union, new opportunities
accelerate the emigration trend.

President Mikheil Saakashvili appears to disagree with this prognosis
stating in his annual address to parliament on March 15 asserting
that Georgia is on a growth trend rather than a shrinking one,
"Our strength is not measured by our population, though we have had
a positive balance in this regard over the past three years. There
have been certain improvements in the migration and birth rates,
though we still must work on this."

The Georgian Department of Statistics also back Saakashvili’s claims
reporting that, "Based on figures from January 1 2006, the population
of the territories under Georgian jurisdiction totals 4.4 million
people, which is a 1.8 percent increase compared to Januray 1,
2005 data."

The Department of Statistics reports also that although the number
of births in 2005 decreased by 6.2 percent compared to 2004 figures,
"in light of a significant decrease in death rates, the population’s
natural increase has reached the highest point within the last
seven years."

The UN places Georgia only second after Guyana, in a list of countries
of less developed regions whose population is projected to decrease
between 2007 and 2050. Armenia is fourth on the list.

The Statistics Department cites Border Police (under the Ministry of
Internal Affairs) data that shows that during the years 2004-2005 more
people have entered the country than left the country, and argues this
"is one of the major factors pointing to the fact that the population
is increasing", reads a press release of the department.

The release adds that they are using Border Patrol Department data
based on the recommendations of foreign experts.

However Gia Tsuladze, demographic expert, doesn’t agree with the
Statistics Department and says the methods the department is using
to justify their claims that the population is increasing are faulty.

Tsuladze tells The Messenger he believes, "the Georgian population
has been continuing to decrease since 1993-94. The decreasing death
rates counterbalancing slow birth rates influence the numbers to some
extent, but the main determinant is still migration," he claims.

Aaron Erlich of the Caucasus Research Resource Centre says the
conclusions the Statistics Department are coming up with based on
traffic on the border are shaky. "They are simply counting how many
people cross the border. No one is looking at who really is living
in Georgia or not." Erlich explains to The Messenger.

Despite questioning the specific methodology, Erlich still assumes
that the general tendency since the Rose Revolution is that fewer
people are thinking about leaving Georgian than before the revolution.
