line of the Karabakh and Azeri armed forces from time to time,
PR officer of the NKR Defense Minister, lieutenant colonel Senor
Asratyan told a PanARMENIAN.Net reporter. "The Azeri armed forces
break the ceasefire themselves and then lay blame on the Armenian
side," he underscored.

Any statement on so-called ‘fire upon the Azeri army from the Armenian
side’ is misinformation spread by the Azeri media, Asratyan added.

Draft Law On Alienation Of Property Adopted

The deputies of National Assembly decided on the fate of the law
"On alienation of property for public and state needs." The law was
adopted on 70-in favor and 2- abstained vote. The opposition did not
part in the voting. The opposition earlier said they will appeal in
Constitutional Court in case the bill passes.

THE SPIRITUAL HEADS OF THE ORIENTAL ORTHODOX CHURCHES
IN THE MIDDLE EAST MEET IN EGYPT

Two of the three Heads of the Oriental Orthodox Churches in the Middle East
met in the Coptic Patriarchate in Cairo on November 22-24. The summit
brought together Patriarchs Shnouda III, the Head of the Syrian Orthodox
church and Zakka Iwas I, the Head of the Coptic Orthodox Church.

His Holiness Aram I, Catholicos of Cilicia was obliged to cancel his
scheduled trip to Egypt following the assassination of the Industry Minister
in Lebanon. However, the Coptic and Syrian Patriarchs remained in constant
contact with His Holiness Aram I throughout the summit, consulting him on
various issues related to the agenda.

A meeting of a special committee assigned by the spiritual leaders preceded
the summit. The committee, which included Archbishop Sebouh Sarkissian and
Bishop Nareg Alemezian from the Armenian Church (Catholicosate of Cilicia),
discussed the cooperation between the three churches during the past year in
the spiritual, educational, publishing and other fields.

The committee then presented its conclusions to the spiritual leaders
seeking their agreement and blessings.

The Patriarchs first condemned the anti-canonical self-proclamation of an
individual in the Coptic Church to the rank of a Bishop and the resulting
cleavages in the life of the Church. They examined several important issues
related to the Middle East Council of Churches. Finally, they emphasized the
necessity of strengthening the cooperation between the primates and
communities of the three Orthodox Churches in various countries.

ARMENIAN MPS OPT OUT OF BSEC’S BAKU SESSION

The Armenian delegation did not take part in the 28th
session of the Black Sea Economic Cooperation’s (BSEC)
Parliamentary Assembly in Baku, Azerbaijan. The
previous session was held in Yerevan, and Azerbaijanis
opted in with security measure being provided.

"I am surprised not to see the Armenian delegation
here. I was present at unofficial meetings during
which the Armenian and Azerbaijani sides agreed to
take part in Yerevan and Baku sessions. The Azeri MPs
kept their word and arrived in Yerevan and that was
right. I regret that the Armenian MP’s decided not to
came," Georgia’s representative told day.az yesterday
on this occasion.

Gagik Minasian, head of the Armenian delegation to the
BSEC, told daily Azg that the Armenian side had sent a
letter to Azerbaijan’s parliament asking for security
guarantee. But no guarantee was offered and the
Armenian side a sent another letter to the secretary
general of the BSEC PA but the latter’s interference
did not solve the problem. Yet, besides ensuring the
security of Azeri guests in Yerevan, one of them had a
chance to tour in his birthplace in Sisian. "We were
hopeful that our Azeri colleagues will show a similar
attitude but they remained faithful to their
principles," Gagik Minasian said.

WE CAN BE A BORDER INSTALLATION OF EU AT BEST

It became clear during the discussion on the Armenian and Turkish
relations at the Hayeli Club on November 23 that for Armenia Turkey’s
membership to the EU is favorable. Ruben Hovsepyan, ARF
Dashnaktsutyun which is part of the ruling coalition, Paruir
Hairikyan, the oppositionist National Self-Determination Union and
Levon Zurabyan who is not member of any political party but is
against this government, were invited to a debate today.

Paruir Hairikyan says the countries of East Europe were accepted to
the European Union because they declassified the `KGB agents’.
Meanwhile, we are busy giving our economy to Russia part by part, and
we have reached the point of `becoming their fort.’ If Turkey becomes
member of the European Union, it needs to live with `that system of
values and recognize the Armenian Genocide.’ According to the leader
of the NSDU, if Turkey’s entry to the EU is obstructed by the same EU
with its stipulations on human rights and several other problems,
from us, Europe demands only democracy. `We are blocking our own way
by falsifying elections. Already four political parties are
distributing aid. The elections have already been marred, and in the
upcoming 5 years we needn’t even touch upon membership to the
European Union.’

Levon Zurabyan thinks that as an EU member Turkey is our shortest way
to the EU, and implies a predictable Turkey, and no president of a
country will say `Armenia is not afraid that we may drop a shell on
the nuclear plant’ like the former president of Turkey Turgut Ozal
said.

Ruben Hovsepyan, like any other member of the ARF Dashnaktsutyun,
does not have an absolute answer. An EU member Turkey would be
favorable for us if it changed and were like the other EU countries;
as soon as it changes, it will become a member of the EU. In fact,
like every member of the ARF Dashnaktsutyun, Ruben Hovsepyan also
tries to question the collective European reason although he did not
disagree that unlike NATO the European Union does not apply double
standard. Ruben Hovanisyan thinks that the EU New Neighbors Policy
means that neither the South Caucasus nor Turkey will become members
of the EU. `EU is creating border installations who live with their
standards.’

Within the framework of the Armenia School Connectivity Program,
Project Harmony and the U.S. Embassy are pleased to announce an
educational conference entitled "Exploring ICT Today for a Brighter
Tomorrow." The two-day conference is underway in Yerevan. School
principals, Internet Computer Center administrators, and teachers
will share their innovative and successful experiences with their ASCP
colleagues. The Conference presentations will center on the following
themes: Internet Computer Centers as Sources for New Opportunities,
School Partnerships and Collaborative Projects, Internet Computer
Center-Community Links, Resource Creation and Information Management,
Implementation of ICT in Education, ICT and School Management. School
Connectivity Program is a project of US Department of State Bureau
for Education and Culture. It deals with 330 schools in Armenia. The
program is implemented by Project Harmony. Since 2005, the Armenian
Government is a co- financier of the program.

Deputies Cannot Engage In Charity

NA Deputy Hranoush Hakobyan does not want the electors to be misled,
"Some people say this or that deputy carried out a charity act. The
rights and responsibilities of NA deputies do not include charity;
it is not our responsibility. We get a salary of only 500 USD which is
barely enough for our own needs. A question rises: how can we engage
in charity?"

According to the deputy, it would be more correct for the journalists
to say that a businessman (who might also be a deputy) carried out
a charity act. "In this case it is clear that a businessman can have
income and can do whatever he wants. These are two different things",
the deputy told "A1+" complaining that the people are misled by wrong
formulations. "When you meet your electors, they think you must give
them money from your own pocket".

The head of the NA Standing Committee on Science, Education, Culture
and Youth thinks that any act of charity carried out by a deputy or
a party in the pre-election period is bribery. "Charity is what you
do and keep silent about. But if you do something hoping to get votes
for it tomorrow, that has nothing to do with charity".

Manifeste . À La Villette a Paris, parcours entre documents et tableaux
dans l’histoire d’un peuple marquee par le terrible genocide de 1915,
l’immigration mais aussi une soif d’avenir.

On ne sait ce qui prevaut exactement aux declinaisons instaurees "
L’annee de… " mais il faut bien admettre que celle qui demarre,
consacree a l’Armenie, ne saurait mieux tomber. Il y a, bien sûr,
l’actualite, le vote francais d’une loi punissant le negationnisme
du genocide armemien. Il y a les mesures de retorsions militaires
du pouvoir turc. Mais il y a aussi la volonte de la communaute
armenienne en France d’aller au-dela du folklore pour donner a voir et
a entendre leurs vies, leur vecu, dont le martyre du groupe Manouchian,
l’Affiche rouge, est un des episodes glorieux. Georges Bensoussan
est par exemple venu dire, a l’occasion d’un debat, le lien entre
tous les genocides et leur particularite.

Installation, expo, films, tables rondes C’est a La Villette que les
" Memoires armeniennes " (1) se sont installees, sur le parquet de
bal comme cela est joliment precise.

Installation audiovisuelle, exposition, films et tables rondes balisent
le parcours qui s’ouvre sur une carte de l’empire ottoman.

Quinze fenetres videos aident a s’inscrire dans le plateau armenien.

" Nous avons voulu montrer avec ces films, dont certains ont ete
realises il y a vingt ans, montrer comment ces Armeniens sont arrives
en France, a Marseille, Nice, Valence ou ailleurs ", explique Jacques
Kebadian, une des chevilles ouvrières de cet evenement, qui risque
fort d’etre le seul où sera evoque le genocide de 1915. Ils sont partis
comme ils ont pu, emportant avec eux ce qu’ils pouvaient. Un des films
de Kebadian, intitule, au singulier, Memoire armenienne, restitue
les temoignages mais le temps a amene le realisateur a apposer des
" s " aux memoires multiples. C’est aussi ce que restitue le Centre
de recherches sur la diaspora armenienne (2), dirige par Jean-Claude
Kebabdjian. L’exposition presentee " est un element de reflexion
et de dignite. Il aurait ete paradoxal de ne pas rendre hommage a
nos ancetres qui ne sont pas venus ici en vacances ", dit-il, en se
souvenant du travail inlassable du depute communiste Guy Ducolone
pour la reconnaissance du genocide armenien et d’accompagnement de
la communaute.

Parcourir les allees de l’exposition, entre documents et peintures,
revèle bien des surprises. Comme ce vieil Armenien, ne en 1925, qui ne
souhaite pas voir son nom cite, qui raconte comment ses grands-parents
ont ete deportes, qui parle des orphelinats où ont echoue beaucoup
d’enfants, armeniens. Il dit simplement se sentir francais " mais
mes origines sont la-bas ". La comedienne Ariane Ascaride, qui campe
le personnage principal du Voyage en Armenie de Robert Guediguian,
explique aussi comment elle est " tombee amoureuse de ce pays ", parce
qu’il y a " dans la culture armenienne des choses qui me correspondent,
de la beaute, ce qui n’est plus pratique en Europe occidentale. Parce
que j’ai vu les degâts que les Sovietiques avaient faits. Ils sont
partis, mais ils les ont laisses dans la merde. Il faut voir comment
ces gens sont impregnes par un liberalisme demoniaque. Qu’est-ce qui
se passe dans la tete des gens ? " L’actrice ajoute : " Il y a le
genocide, mais l’Armenie a un avenir. C’est ca qui m’interpelle, qui
m’interesse. " souvenirs douloureux et exigence de vie Impossible,
evidemment, d’esquiver la question de la memoire. La Villette n’y
echappe pas. Pourtant, les formats empruntes permettent d’arpenter
d’autres chemins. Il y a les peintures d’Aïda Kebadian, qui parlent
de l’enfance, de l’exil, du genocide et de la religion.

Mais ces toiles, certaines realisees au Mexique, temoignent de
l’âprete de l’affrontement entre souvenirs douloureux et exigence de
vie, ici et maintenant comme on dit. Isabelle Ouzonnian ne dit pas
autre chose en presentant l’entretien avec son père, le dramaturge
Jean-Jacques Varoujean, aujourd’hui disparu. " C’etait très penible,
mais j’avais une très grande envie de ce temoignage, meme si je n’ai
fait que poser la camera ", assure-t-elle.

authorities to the killing of the Armenian teenager, RA Ambassador to
Russia Armen Smbatyan told the Armenian Public Television. "After the
murder the Armenian Embassy appealed to the Russian law enforcement
and to credit of the Office of Prosecutor General I should say that
a criminal case was initiated immediately," the Ambassador said. At
that Amb. Smbatyan underscored that the wave of violence in Russia
is not targeted at the Armenian people, reports newsarmenia.ru.

November 11, 2006 a 15-year-old Armenian Nairi Kocharian, an
attendee of a hairdressing course, was killed on a railway platform
of the settlement of Ivanteevka (Moscow oblast). a criminal case in
compliance of Article 111.4 of the Russian Criminal Code (causation
of grave physical injuries that resulted in death over carelessness)
was initiated.

The Russian MFA stated the murder will be thoroughly investigated
and those guilty will be punished.

DOVLET BAKHCHALI: JDP FOREIGN POLICY DOES NOT EVEN CONSIDER THE OCCUPATION OF AZERBAIJANI TERRITORIES BY ARMENIANS

Congress VIII of Nationalist Movement Party (NMP) was held in Ataturk
Sport hall on November 19, APA Turkey bureau reports.

Dovlet Bakhchali, the leader of the party accused Justice and
Development Party (JDP) in presence of local and foreign mass media.

He accused JDP of being under the influence of globalization and not
being devoted to the significant values of the country and said that
this policy constitutes danger for the unity and equality of Turkey.

Bakhchali stressed that the only policy against the globalization is
to unite around the party and preserve the structure of the country.

Criticizing Rajab Tayyip Erdogan government’s fight policy of against
the terror, NMP leader touched upon the issues of foreign policy.

"Foreign policy of JDP does not even consider the occupation of
Azerbaijani territories by Armenians and tragic drama of one million of
refugees. Instead of it, the government looks for the ways of dialog
with Armenian leaders. At present, Armenia tries to lift embargo,
to open the borders and to make Turkey to recognize the genocide by
the support of West," he said.

The leader also said that they will win in the next elections and
move lifer Abdulla Ojalan, the leader of PKK to the F jail. Dovlet
Bakhchali said that their party is open for the displaced "bozgurds"
and invited all of them to join NMP.

After the leaders’ speeches, the authoritative bodies of the party made
their reports. Dovlet Bakhchali was elected to the post again getting
1127 votes of 1183 representatives. Umit Ozdag was removed from the
party with the decision of the court because of illegal membership.

Nearly 30 000 men watched the congress of the party. Jemil Hassanli
who was invited from Azerbaijan to participate in the congress told
the APA that he was pleased with the congress.

"Bakhchali’s speech was excellent. I am sure that the party got more
powerful after the congress," he said.

Hassanli also said he is sure the party will get most of the votes
in the elections.
