COMMUNIST PARTY TO RUN FOR ELECTIONS SEPARATELY

Ruben Tovmasyan, the first secretary of the Armenian Communist Party,
informed reporters today that his party is going to run for elections
without teaming up with any party. In his words, their failure in
2003 was conditioned by their cooperation with other parties.

In the opinion of Hovsepyan, parties which have unwritten ideology
of terrorizing, bribing and cheating have real chances of winning
the elections.

He believes that the elections will be undoubtedly faked. Otherwise,
the communist party will appear in the parliament because "our
electorate is the whole Armenian nation," the communist says. Hovsepyan
is sure in case he makes calls of violence, lots of people will follow
him, but he is not going to do so.

The leader has no hopes connected with Russia, USA or Europe. They
totally rely on their own ideology.

YEREVAN, AUGUST 22, NOYAN TAPAN. RA Foreign Minister V.Oskanian
received on August 21 the delegation headed by Antonio Guterres,
UN High Commissioner for Refugees. According to the information
submitted to Noyan Tapan by the RA Foreign Ministry’s Press and
Information Department, the interlocutors discussed the state programs
being implemented by the RA Government in direction of refugees’
issues. The parties were of the same opinion in their positive
estimation concerning the effective cooperation between the UN Refugees
Office in Armenia and the RA authorities. Opinions were exchanged
on problems concerning the Armenian refugees’ integration into the
society, legal acts regulating their life conditions, concerning their
citizenship. The sides also spoke about issues connected with refugees
in the region, particularly, about problems arisen in consequence
of the Nagorno Karabakh conflict. Minister Oskanian presented within
this context the viewpoints of the Armenian side concerning the NKR
conflict settlement, recent developments of the negotiation process.

Two of the other flyweight world boxing champions are avoiding
Australia’s dual world title holder Vic Darchinyan, but he hopes
to press ahead with a mandatory defence of his crowns in Las Vegas
in October.

Darchinyan, the International Boxing Federation’s and International
Boxing Organisation’s flyweight world champion, is provisionally
pencilled in to fight on the October 7 undercard of the Diego
Corrales-Joel Casamayor at the Mandalay Bay in Las Vegas.

A unification bout with Argentina’s unbeaten World Boxing Organisation
champion Omar Narvaez was proposed as the 30-year-old Sydney-based
boxer’s next engagement.

However, Darchinyan said Narvaez and Thailand’s World Boxing Council
champion Pongsaklek Wonjongkam had knocked back offers and his next
bout could be a mandatory defence of his IBF title.

With the first and second rankings currently empty, that could mean
a match-up with third-ranked Jose Victor Burgos of Mexico, a former
IBF light flyweight world champion.

"The WBO and WBC champions have cancelled, they don’t want to fight
me," Darchinyan said.

"I might fight a mandatory against Jose Burgos, if they get him it
will be good because I know he’s a tough fighter and it would be a
good television fight."

If his fight is confirmed for October 7, it would be a massive day
for Australian boxing with light heavyweight Paul Briggs earlier
this week announcing he would challenge Poland’s Tomasz Adamek for
the WBC light heavyweight title in Chicago on that date.

Darchinyan, who has won all 26 of his pro fights (21 by KO), recently
resumed training after a holiday in Armenia, where he was born.

"I started my running and I’m doing my sprints and one more week and
I will start sparring again," Darchinyan said.

Meanwhile Darchinyan now has something in common with fellow fighter
Anthony Mundine, as he is due to open his own cafe next week.

In his nod to his fight nickname, the business, which he will share
with a partner, is called Vic’s Raging Bull Cafe.

Other 14 Schools Restored In Marz Of Kotayk

OTHER 14 SCHOOLS RESTORED IN MARZ OF KOTAYK

HRAZDAN, AUGUST 17, NOYAN TAPAN. The new academic year will start
in comfortable and well-arranged building conditions in other 14
comprehensive schools of the marz of Kotayk as well. As the Noyan Tapan
correspondent was informed at the Kotayk Regional Governor’s Office,
to order of the RA Ministry of Urban Development, construction works
of about 877 mln drams (about 2.2 mln U.S.

dollars) are being implemented in Yeghvard No1 and No2, Aghavnadzor,
Teghenik, Saralanj secondary schools as well as in Byureghavan
boarding school and Garni sports school. And to order presented by
the Kotayk Regional Governor’s Office, 300 mln drams were allocated
for fundamental recosntruction of Charentsavan No1, No5 and No6,
Hrazdan No4 and Solak secondary schools. Other 8.5 mln drams were
allocated from the state budget for restoration of the ground floor
of the non-used subsidiary building of Hrazdan No13 school (which
will serve as marz youth center) and 21 mln drams were given for
reconstruction of the art schools of the communities of Kasakh and
Yeghvard. And Charentsavan No3 school is completely being restored
with former inhabitant of the community, school-leaver of the same
school Arsen Aghajanian’s financial assistance. To order of the
Kotayk Regional Governor’s Office, construction works of about 255 mln
drams were implemented in 11 schools of the marz with the financial
resources allocated from the 2005 state budget. And to order of the
Ministry of Urban Development, Yeghvard No1, No2 and Zovuni schools
were fundamentally reconstructed the previous year.

Film Telling About What Happened In 1915 To Be Shot

FILM TELLING ABOUT WHAT HAPPENED IN 1915 TO BE SHOT

YEREVAN, AUGUST 16, ARMENPRESS: The shootings of a feature film
about what happened in 1915 in Western Armenia will launch in spring
2007. The film will tell about Alma Johansson who worked in one of
the children’s houses in Western Armenia.

The director of the film Areg Nazarian said it is not about the
genocide but about the personal tragedy of a woman. At the same time,
through it the authors of the film want to thank the foreigners who
supported the Armenians during that difficult period.

The film is based on the biographic notes of Alma Johansson which
are being translated at present from Swedish as well as on the
recollections of her granddaughter who is at present a human rights’
defender at the Council of Europe.

The film will be shot in Armenia, Sweden and Austria and will most
probably be in Swedish.

By the way, according to reliable sources, during the shootings the
film directors will cooperate with professor of Turkish descent from
USA Arizona University Elif Shafak. The film will be presented to
the public in 2008.

International Aviation Controls Over Its Activity Independently

INTERNATIONAL AVIATION CONTROLS OVER ITS ACTIVITY INDEPENDENTLY

Yerevan, August 14. ArmInfo. The crash of Armavia’s A-320 and the
investigation of its causes continue being the key topic of the
Armenian press, especially after the crash of Siberia’s A-310.

When A-320 crashed, the International Aviation Committee (IAC) said
semi-officially that the crash was caused by the fault of the pilots.

After the crash in Irkutsk, IAC also hurried to blame the crew, but
this time, unlike the A-320 case, it faced much stronger resistance
and later said it was caused by technical problems. The newspaper
cites a document adopted by Russia’s Federation Council in July:
"The recent chain of air accidents within a short period of time
has proved that there is an urgent need to improve the technical
control over airports and planes and to raise the qualification of
air personnel. In the last years Russia’s civil aviation sector has
got into serious crisis." The Russian senators specially noted the
necessity of delimiting the powers of certification and air accident
investigation. The logic is that a crash may well happen through the
fault of the one who has issued the certificate. So, it is inadmissible
that IAC control its own self.

The last two big air crashes – A-320 and A-310 – have vividly shown
what negative consequences self-control may have, say Armenian experts.

Iravunk says it is not for the first time that the Kremlin questions
IAC’s efficiency. In 2003, after IAC’s ban on IL-86 flights, Vice
Speaker of Russia’s State Duma Vladimir Zhirinovsky said: "They have
put a ban on the safest air liner. 5 Boeings fall every year, and our
Transaero (company whose 45% belong to the family of IAC Chairwoman
Tatiana Anodina and 3.25% to her personally) is engaged in lobbying.

Why did they ban IL-86? Because Transaero buys only foreign planes.

This will only benefit them, while for our economy this will be a heavy
blow, and huge money will again start flowing out of the country."

After the ban on IL-86, the State Duma asked the Russian President
to consider stopping IAC’s activities. They said: "The State Duma
believes that the International Aviation Committee, set up in 1991,
does not contribute to the strengthening of the aviation security as
IAC has undertaken functions it didn’t have initially: certification
of radio-technical equipment, engines and signal systems of Russian
planes. As a non-governmental organization IAC does not pay taxes
from the profits it gets from certification and spends colossal sums
to meet its own purposes rather than to raise the aviation security.

With both the certification and air crash investigation functions
in its hands, IAC prefers to say that all air crashes are caused by
"human factor" rather than by the state of air equipment."

Such combination of functions permits the IAC not to be responsible for
air catastrophes and lay all the blame on the pilots. The deputies of
the Russian Parliament considered that certification of airplanes and
air crash investigations must be realized by structures, controlled by
the Government. They came to conclusion that the IAC activity on the
territory of the Russian Federation does not benefit the country. The
deputies found at last necessary to dismiss IAC and establish national
governmental structures for the supervision on civil aviation.

Those days the Russian press reported that the IAC gave permission
for "Il" flights and started active lobbying in order to prevent its
dismissal from Russia. Taking into account that the Committee exists
so far, it is clear that the lobbying was a success. The Committee
also managed to make use of its status of an international structure.

It was found in 1991 by the initiative of 12 states and has never
been reformed since then, although numerous constitutor countries
left it for different reasons. The officers of the IAC have immunity
and are not to be brought to any criminal responsibility even after
their resignation. Thus, the Committee can cause the state a damage
of many million dollars (by such groundless prohibition of "Il-86"
flights) and suffer no punishment for that. IAC will not be brought
to responsibility even in case it is found out that the ArmAvia A-320
air liner crashed at the fault of the Sochi airport, certified by
the IAC. It must also be noted that since 1991 head of IAC Tatiana
Anodina has had status of a Russian Federal Minister, although the
Committee has never been a part of the Federal system.

The Armenian ‘Iravukn’ newspaper calls upon the Civil Aviation
Department and the Government of Armenia to make certain obvious
conclusions of the A-320 crash investigation story. To the opinion
of ‘Iravaunk’ staff it is important that independent international
structures once again investigate the catastrophe. Their impartial
estimation would permit the Armenian aviators to decide whether the
activity of the IAC is welcome in Armenia or not. ‘Iravunk’ says it
is time for the Armenian aviation to take example of Russia and start
thinking of developing the aviation system of Armenia.

The issue of fires committed by Armenians in Azerbaijan’s occupied
territories may be discussed at the fall session of the Parliamentary
Assembly of the Council of Europe (PACE), the head of permanent
Azerbaijani representation in the Council of Europe, ambassador Akshin
Mehdiyev told Trend reports.

According to Meydiyev, the Council of Europe may send its
representatives to study the situation with the fires in Azerbaijan’s
occupied territories and make its contribution to the solution of
the problem.

If this proposal of Azerbaijani side is accepted, then a reporter
will be elected on this issue.

ISTANBUL, AUGUST 14, NOYAN TAPAN – ARMENIANS TODAY. 212 sportsmen
from 42 countries of the world participate in the juvenile world
championship of boxing having been held at the Baghjlar sports ground
of Istanbul already for a week. According to the "Marmara" daily,
Armenia does not participate in the competitions being held in 13
weight categories, but two sportsmen of Armenian origin perform in the
Russian team. Vladimir Sarukhanian (54 kg weight category) and Gevorg
Varashov (57 kg weight category) reached the semi-final stage as a
result of a successful participation in the competitions. Semi-finals
took place on August 12, and the final took place on the next day,
August 13. To recap, 1994 world juvenile championship of boxing also
took place in Istanbul, and Armenia participated in that tournament
with six sportsmen. Two sportsmen from the team of Armenia, Mher
Mkrtchian and Vakhtang (Vic) Darchinian perform at present in the
professional boxing.

Gyumri mayor Vardan Ghukasian, socially unsecured
people of Gyumri who have eye problems will undergo
eye operations free of charge.
Hovhannes Simonian, an oculist of the Yerevan
Malayan medical center, will operate people who have
cataract. Mayor of Gyumri said that old people, those
who are included in the `Paros’ system, people who
have three and more teenage children, members of the
family of killed or handicapped freedom fighters will
undergo operations free of charge.
Around 120 residents of Gyumri have already applied
for having the operation, 25 of them will be operated
free of charge, for the rest the municipality of
Gyumri will pay the 60 percent of the cost of the
operation.

The trial for University of Arizona Professor Elif Shafak has been
scheduled for Sept. 21 in Istanbul, Turkey, just four days before
she is due to deliver her baby.

Shafak’s lawyer requested the trial be postponed because of her due
date, but the court refused.

However, Marly Rusoff, Shafak’s New York-based agent, is confident
the trial date ultimately will be moved. advertisement

Shafak, a native of Turkey, has been charged with "insulting
Turkishness" under the controversial Article 301 of that country’s
penal code. If found guilty, Shafak could serve up to three years
in prison.

The European Union has repeatedly warned Turkey that the existence
of the law could hinder its chance to become an EU member.

The charges arose after Shafak’s second novel written in English,
The Bastard of Istanbul, was translated into Turkish and published
in Turkey in March. It is already a bestseller there.

The book is set to be published in the United States by Viking in
early 2007.

Fictional characters in the book refer to "Turkish butchers." They
also talk about the genocide of Turkey’s Armenian population from
1915 to 1923. The Turkish government, like the U.S. government, does
not recognize the death of up to 1.5 million Armenians during that
time as genocide.

But the International Association of Genocide Scholars, the definitive
body of researchers who study genocide, has affirmed the historical
fact of the Armenian genocide. Polish jurist Raphael Lemkin, when
he coined the term genocide in 1944, cited the Turkish extermination
of the Armenians and the Nazi extermination of the Jews as defining
examples of what he meant.
