AZIMOV: "NOT ANY FRAME AGREEMENT BETWEEN AZERBAIJAN AND ARMENIA EXISTS"

"Not any frame agreement between Azerbaijan and Armenia exists. We
think that the statement made was in haste or of provocation
character. The purpose of making this statement is to make the
situation tense and forward new issues after."

Deputy foreign minister Araz Asimov has told about it. (APA).

According to him, since the discussions have not finished it is too
early to speak about any agreement. "In the middle of the discussions
bringing of any information to the attention of public, will be
neither good to anyone, nor serve any purpose. Everybody can say
everything. Statement given by co-chairs is not right." Araz Asimov
said that it is too early to say anything about the results. As
concerns holding of referendum in Nagorno Garabagh, Araz Azimov
said that it is only possible within laws of Azerbaijan. Territorial
integrity and border security’s taking as a base it might be held.

Today the purpose Armenia and the states supporting it is to manipulate
saying this or that word.

The Karabakh issue will be discussed at the World Summit of religious
leaders started July 3 in Moscow, Trend reports with reference to
Caucasian Moslems Board (CMB).

Shieik-ul-Islam haji Allehshukur Pashazadeh, chairman of Caucasian
Moslems Board (CMB), that takes part at the summit, is going to call
religious leaders to solidarity in supporting Azerbaijan’s cause.

Azeri-Armenian conflict will probably be discussed at the meeting
between Pashazadeh and Catholicos of all Armenians Garegin II.

The following themes are offered for discussion at the summit: role of
development in modern society, protection and propaganda of moral and
spiritual values in today’s society and religion’s responsibility,
fighting terrorism and extremism, education and necessity in youth
treatment, role of mass media, ecological responsibility, dialog and
partnership, globalization problems and so on.

By the totals of the summit, an epistle will be approved to deliver
to the leaders of Big Eight at forthcoming Summit in St Petersburg.

/PanARMENIAN.Net/ An investigation has been launched by the Istanbul
Chief Public Prosecution Office into the world leader of the Armenian
Apostolic Church, Catholicos Garegin II, following claims that he
‘denigrated Turkishness’ in remarks made during his recent visit to
Istanbul.

A complaint was lodged at the Istanbul Chief Public Prosecution Office
by both Recep Akkus and the strongly-nationalist Turkish Lawyers
Union. The Istanbul Prosecution Office has opened an investigation
into the matter.

Catholicos Garegin II stated last Sunday evening at a press conference
at the Turkish Armenian Patriarchate in the Kumkapi quarter in
Istanbul that Turkey must recognize the killings of 1.5 million of
Armenians during the final years of the Ottoman Empire as Genocide,
reported Cihan news agency.

Zaman Turkish newspaper writes that 200,000 Armenians died during
forced migrations due to cold weather and bad transportation
conditions.

To note, Catholicos of All Armenians Garegin II arrived in Istanbul on
Tuesday of last week as the guest of Turkey’s Armenian Patriarchate
Mesrob II and the Fener Greek Orthodox Partriarchate Bartholomeos.

6.7% INCREASE IN LABOR PRODUCTIVITY RECORDED IN ARMENIA IN 1ST QUARTER 2006

Yerevan, June 27. /ARKA/. A 6.7% increase in labor productivity was
recorded in Armenia in the 1st quarter of 2006.

The increase in labor productivity was lower than that in salaries,
which resulted in inflationary pressures on the consumer market. If
this trend is maintained, inflationary pressures on the labor market
may be expected during the next months of 2006.

With the unemployment level decreasing, the increase in average
monthly wages continued in Armenia. In January-March 2006, a 1.3%
decrease in unemployment down to 7.6% was recorded, while the average
monthly wages increased by 17.3% (AMD 55,600). A 16% rise in real
wages was recorded in March 2006.

Two documents regarding the occupation policy of Armenia was
disseminated by the Azeri delegation in the Parliamentary Assembly
of the Council of Europe (PACE), Rafael Huseynov, the member of Azeri
delegation in PACE, told Trend.

He noted that in the document "Crimes of Armenia against humanity",
there were used different facts of bloody Armenian terror against
Azerbaijan during XX century. "We raised a question before the Council
of Ministers that the document should be presented to a separate
discussion and gave recommendations for the consideration of the
facts in the European Court on Human Rights," told Huseyinov.

Besides, he stressed that the second document was named "Ethic
cleansing held by Armenian against Azerbaijan". "It was stated in
the document that Armenia and Armenian lobby jeopardize not only
Azerbaijanis, but also several countries around the world. They
implements secret and clear separatism policy in the territories
densely populated by Armenians. It is described in the document that
Armenians is continuing its separatism policy against Azerbaijan,"
Huseynov stressed.

According to Huseynov, special points of the document describe
the mass destruction of Azerbaijans by Armenians in 1905 in Baku,
Nakchivan, Iravan and Zangazur. Besides, thousands of Azerbaijanis
were killed in Karabakh, Shusha, Jabrail and Ganja in November of
the same year. "In 1914, Armenians killed 150 thousand Azerbaijanis
in Khoy and Urmiya and 200 thousand in Kars, Arzurum and Ardakhand.

Under the Bolshevik regime, Armenians killed 50 thousand Azerbaijanis
in Baku, Shamakhi, Guba, Kurdamir and Lankaran in March-April 1918,"
added Huseynov.

Besides, Huseynov ruled out that 1930-1937s were described as a new
phase of ethnic cleansing. "It was especially stated in the document
that more than 50 thousand Azerbaijanis were departed from their native
land to Kazakhstan and Siberia. Besides, it was mentioned that the
ethic cleansing of Azerbaijanis was realized according to the special
decision of Council of Ministers of USSR dated December 20, 1947
and March 19, 1948 under the pressure of Armenian representatives in
Kremlin. During these years, 150 thousand Azerbaijanis were departed
from Armenia to the territories that had bad climate. Many people
died in result of departure. The next ethnic cleansing policy of
Armenians is related to Nagorno-Karabakh," he stressed, adding that
in connection with this issues, a question will be raised before PACE
on appointment of reporters.

On June 22 NKR President Arkady Ghukassian met with the participants
of the international conference "Nagorno Karabakh Republic: Past,
Present and Future", which had kicked off on the eve under the auspices
of the NKR president.

Greeting the scholars from about 10 countries, Arkady Ghukassian
mentioned that this authoritative conference in Karabakh is another
step towards an adequate presentation and international recognition of
NKR. The president said that the settlement of the Karabakh issue is
not close, and the opponents, avoiding a dialogue, have shifted the
conflict to the political, economic and even scientific sphere. We
accept the challenge, and your scientific potential and experience
must provide a firm ground for this struggle, he said. The participants
exchanged opinions on the development of education and science in NKR.

Arkady Ghukassian expressed willingness to study all the ideas and
proposals heard during the meeting. Answering the questions of the
participants, he proposed to hold such conferences every year. NKR
Prime Minister Anoushavan Danielian, Deputy Prime Minister Ararat
Danielian and the minister of education, culture and sport Kamo Atayan
were also present at the meeting.

Editor Of The Newspaper Summoned To The Office Of Prosecutor

At about 11:00 AM this morning seven or eight agents in plain clothes
entered the publishing house of newspaper "Zhamanak Yerevan" and
took editor-in-chief of the newspaper Arman Babajanyan in an unknown
direction.

This is all the information the staff of the newspaper had. The
Office of Public Prosecutor confirmed the news adding that the editor
was simply summoned to the Office and they will make an official
statement later.

By the way, according to our sources from the Prosecutor’s Office,
the incident has nothing to do with Arman Babajanyan’s activity in
the newspaper.

Electoral Systems Center released the ratings for the political
figures of Armenia, given by the online poll. The voting was held
in 2006 three rounds: from February 20 to April 20, from April 20 to
May 20, and from May 20 to June 20.

In the first period (February-April) 688 people participated. Tigran
Karapetyan was the most popular politician with 192 voted. Andranik
Margaryan was the second, 103 people voted for him. Aram Zaveni
Sargsyan was the third with 58 votes. Raffi Hovannisian was the
fourth with 51 votes and Arthur Baghdasaryan was the fifth with 44
votes. The rating for Victor Dallakyan was 32, Gagik Tsarukyan 28,
Shavarsh Kocharyan 21, Gurgen Arsenyan 21, Artashes Geghamyan 19,
Serge Sargsyan 15, Vahan Hovanisyan 15, Stepan Demirchyan 10. 58
people did not sympathize with anyone.

The voting results from April 20 to May 20 did not suggest essential
changes in the leading five. Places were exchanged, and the number
of participants changed. 936 people voted to the second round. Raffi
Hovanisyan was the most popular politicians with 222 votes, Tigran
Karapetyan descended to the second place with 193 votes. Andranik
Margaryan was the third with 115 votes, Arthur Baghdasaryan was the
fourth with 86 votes, and Aram Zaveni Sargsyan was the fifth with 59
votes. The succession of the other political figures did not change.
68 people did not sympathize with anyone.

Finally, 9218 people voted in the third round. In the first five,
Aram Zaveni Sargsyan was replaced by Gagik Tsarukyan with 501 votes.
The other four did not change, but the ratings changed. Arthur
Baghdasaryan is the most popular politician with 2671. Tigran
Karapetyan is the second with 2536 votes, Raffi Hovannisian is the
third with 1590 votes, and Andranik Margaryan is the fourth with 1201
votes. Only 83 people voted against everyone.

Presenting the ratings of political figures for these three periods,
the Electoral Systems Center informs that it will conduct online
polls every month and publish the results at the end of each month.

Canadian novelists embrace diversity: Linda Ghan’s Sosi, like works
by Yann Martel and Camilla Gibb, reconciles religious identities

Sosi, by Linda Ghan, Signature Editions, 222 pages, $19.95.

Linda Ghan’s novel Sosi, like Camilla Gibb’s Sweetness in the Belly
and Yann Martel’s Life of Pi, is a tale told by an orphan torn
between conflicting visions of the world.

The intent is admirable. But the execution here is not as smooth as
in Martel’s book, nor is it as deeply convincing as Gibb’s. Still,
Sosi is a warm, embracing read, leavened with a wry sense of humour.

Sosi, like Gibb’s Lilly, is raised by people whose background is
different from that of her parents. She is born to an Armenian
Christian mother and a Turkish Muslim father who see to it, before
they are murdered, that she is handed over to a kind-hearted Jewish
couple – the Reijskinds. In Sweetness in the Belly, after the death
of Lilly’s British parents, she is brought up in a mosque in Morocco
by a kindly Sufi Muslim scholar. Martel’s Pi Patel, who loses his
parents in a shipwreck, reconciles several religions in his mind as
he drifts across the ocean on a raft with a tiger.

Welcome to post-colonial, post-provincial CanLit in a globalized
world. Diversity to the max.

Sosi, whose Turkish name is Zeyneb, or "blessed one," reverts to her
Armenian name, Sosi Arta, as part of her strategy to avoid marrying a
Turkish boy whom she does not like. When her adoptive family moves to
Jerusalem, she meets and falls in love with Ara, a young Armenian
photographer with political inclinations. He wants to return to
Turkey to record evidence of the persecution of Armenians, which has
continued many years after the genocide of 1915-16. Shortly after the
birth of their baby, he leaves, on a false passport, to pursue his
quest.

Sosi soon loses hope of his return and moves to Montreal with their
daughter Sammi, determined to make a fresh start. Her reasoning is
based on a idealist’s view of Canada: "Sammi would grow up in a
country that had no massacres, no wars, no genocides. She would speak
their language, learn their stories, and play their games. She would
know only songs of life. She had a right to know nothing of the
history that had consumed her father, nothing of those who had driven
him to it: you couldn’t know so much about dying and not belong to
it."

Sosi’s rebellion against the past leads to her discovery of booze,
cigarettes, jazz and illicit romance in Montreal. Her adventures
allow the author, who has lived in Montreal off and on for many
years, a wonderful opportunity to write about familiar haunts within
the time frame of the 1950s.

Ghan’s writing, like her life, has been all over the map. Brought up
Jewish in Weyburn, Sask., she taught in Jamaica for several years
before moving to Montreal, where she produced a radio show, taught
creative writing at Concordia and wrote plays. Her children’s play,
Muhla, The Fair One, was produced by Black Theatre Workshop. She once
served a term as president of the Federation of English Writers of
Quebec (FEWQ). In 1996, she moved to Japan. She continued her career
as a journalist and teacher at Ibaraki University, where she led the
Canadian Studies department, and became a literary journalist,
writing for Japanese daily newspapers.

Her first novel was A Gift of Sky (1989). Her most recent book was
Gaston Petit: The Kimono and the Cross (2002), based on a series of
interviews with Petit, a Dominican priest.

Sosi is dedicated to the memory of noted Montreal carpet merchant
Kerop Bedoukian, whom Ghan became friends with after interviewing him
on her radio program. He was a survivor of the Armenian genocide who
helped other Armenians escape to Canada during the 1950s.

Bedoukian’s stories formed the main inspiration for this book. Sosi
takes us on an emotionally eventful journey from Turkey to Israel to
Canada. That this young woman’s struggle to transcend history
eventually finds a peaceful equilibrium offers comfort to the reader,
perhaps a little too easily. Ghan slips, occasionally, into
pulp-fiction glib.

Her summary of Middle Eastern politics seen through the eyes of an
Israeli-Armenian character is overly simplistic: "She had gone to
school with Baha’i, Greek Orthodox, Abyssinian, Muslim, Jew, Catholic
Armenian and Gregorian Armenian. They had learned each other’s
languages; they had respected each other’s church bells, chants,
prayers and holy days – until the British came along with
simultaneous offers of a homeland to the Jews and sovereignty to the
Arabs, allowing the Arabs to attack the Jews, and the Jews to
counterattack the Arabs, betraying them both and pulling out when
they were asked by the United Nations to oversee the peace. Now we,
the Armenians, were caught in the middle, of secondary consideration
in the old city as well as in the new Israel."

Much of the charm of the novel lies in the fact that Sosi, like Pi
Patel, Lilly, little orphan Annie and Oliver Twist before them, is
almost impossible to dislike.

In fact, if it weren’t for the inclusion of Sosi’s X-rated adventures
in Montreal, the book could be mistaken for teen literature.

OCTOBER TO BE CONVENED IN YEREVAN

YEREVAN, JUNE 23, NOYAN TAPAN – ARMENIANS TODAY. The delegation headed
by the RA National Assembly Speaker Tigran Torosian will participate
in works of the PACE summer session to be convened in Strasbourg on
June 26-30. He again re-affirmed at the June 22 press conference that
there is no issue on the agenda directly relating to Armenia, noticing
at the same time, that Armenia, as a CE full member, is interested in
all the issues being discussed. According to the speaker, discussion
of the issue on the delegation’s mandate connected with the elections
of Azerbaijan is envisaged at the session. The head of the Armenian
delegation expressed a confidence that Azeris will again get off the
point and will again touch upon issues connected with Armenia always
speculated by them, for what one must be ready beforehand. In most
probability, the sitting of the Ad-hoc Committee on Nagorno Karabakh
Issues created by the PACE Bureau will also be convened during the
session days. The speaker found it difficult to suppose what kind of
questionings will be. According to T.Torosian, it is scheduled for
the session days, that the Bureau will at last approve the proposal
made beforehand by the Armenian side concerning holding of the October
16-17 sitting of the PACE Monitoring Committee in Yerevan.
