June 13 RA FM Vardan Oskanyan will leave for Paris to meet with
his Azeri colleague Elmar Mammadyarov. While talking to journalists
Armenian FM stated the meeting’s agenda has not been determined yet,
REGNUM correspondent reports.

To remind, June 8 Vardan Oskanyan said RA and AR FMs’ meeting for
the conduct of the Nagorno Karabakh talks might be held in the near
future. However, he noted there was no information on a recurrent
meeting to be held between the two countries’ Presidents Robert
Kocharyan and Ilham Aliyev. “The date of a recurrent meeting between
the two countries’ heads will be known after our meeting”, Vardan
Oskanyan remarked.

According to RA FM, the OSCE Minsk group Co-Chairs are not expected
to put forward new proposals on the Nagorno Karabakh conflict
settlement. “Unfortunately, the parties failed to work out an
agreement in the course of the talks in Bucharest, despite new
proposals repeatedly submitted by the mediators, being disapproved by
the parties. After the Presidents’ meeting in Rambouillet (France)
the document that was on the bargaining table has undergone
alternations and enlarged from one page to two and a half. Some
items, formulations have been extended, however, the essence and
stands are unchangeable. The issues being discussed by the Presidents
are complicated, but they can be settled only via negotiations. The
dialogue should be continued, there is no alternative to the talks”,
Vardan Oskanyan stated.

Gurgen Eghiazaryan, former deputy head of National Security State
Department shared his concern today on Russian national security
services, saying that there are some forces that want to destroy the
country from within.

“A 19 year old young man was stabbed to death in the center of
Moscow. They make two short reports and finish with that. There
are some forces that work against not only Armenians but also other
nationals,” Yeghiazaryan said, saying the ethnic conflicts can be
fatal for a country like Russia where so many nationalities live and
there will be a day “when Russia will cease to exist,” he said.

Speaking on the scandal around Levon Chakhmakhchyan, member of Russian
Federation Council, supposedly involved in corruption, Yeghiazaryan
said that the mass media has speeded up the case picturing him as
a convict even when he is not yet charged. However, he also thinks
“Russian authorities are not interested in losing their best friend
in South Caucasus.”

Text of editorial entitled “Expulsion isn’t all; explain this saga”
published by Kenyan newspaper The Standard website on 10 June June 8
will be remembered as the day foreigners intoxicated with impunity
tried to put our national security agents to shame – and failed. That
night, foreigners who had hitherto strutted the length and breath of
our country with incomprehensible arrogance assaulted at least one
security agent and drew guns at others at the Jomo Kenyatta
International Airport – a restricted security area – thereby
triggering a terror alert.

The notorious foreigners of dubious origin claiming to be brothers and
investors from Armenia – Artur Margaryan and Artur Sagarsyan – have
many times asserted that no force in the land can touch them, at least
twice dared our police commissioner to visit their residence and face
unspecified consequences and once asked our internal security minister
to shut up.

All this time, nothing was done to them even as senior politicians,
led by LDP [Liberal Democratic Party] leader Raila Odinga, claimed
that they were mercenaries on hire. This paper even carried a page one
comment urging action on the foreigners for asking our minister to
shut up.

Shockingly though, that minister defended the foreigners in parliament
where he said it was not his responsibility to act against investors
merely demanding their money back from their debtors. While
appreciating that someone has finally acted on the Armenian menace, we
wish to emphasise that their deportation is not enough to put the
matter to rest.

First, as we report elsewhere, the foreigners had been issued with VIP
government passes giving them access to all areas of all our
airports. What was the compelling reason for the government to issue
such passes to these two foreigners?

Second, after the government-sponsored raid against the Standard Group
in March, Raila claimed that the two foreigners led the illegal raid
in which the entire raid crew was hooded. The government has failed to
explain why official security agents had to wear hoods.

That notwithstanding, part of the arsenal police recovered at the
residence of the foreigners yesterday morning were balaclavas similar
to the ones the raiders wore. Is this a coincidence or is there a link
the government needs to explain?

Third, the deportation of the foreigners before standing trial in
Kenyan courts raises a lot of questions. The foreigners had valid
permits to live and work in Kenya subject to our laws. Is the
government trying to hide something by hurrying to deport them without
trial?

Fourth, the manner in which this whole saga was handled from the start
stinks to high heaven: Government officials contradicted each other,
and often themselves, over such minor details as the nationality of
the foreigners; the exact nature of their business here has been kept
secret; and the foreigners’ registered business partners remain
tight-lipped on what their business partnerships entail. Who was
protecting these foreigners? And what does that say about the people
tasked with guarding our internal and national security?

Our position is that the country’s national security has been
seriously compromised. For a modicum of confidence in it to be
restored, the government – specifically President Mwai Kibaki – must
immediately replace those tasked with its management beginning with Mr
John Njoroge Michuki, the internal security minister, if Michuki
himself fails to see it fit to resign.

/PanARMENIAN.Net/ Today Armenian President Robert Kocharian met with
the Ago Monitoring Group of CE Committee of Ministers, lead by
Germany’s Permanent Representative to the CE Roland Wegener, reports
the Press Service of the Armenian leader. During the meeting Kocharian
said that during the period after Ago Group’s visit to Armenia, the
republic has passed a long way, specifically the package of changes in
the Constitution were adopted. Serious work is being done today to
make the legislation comply with constitutional changes. According to
Roland Wegener, the goal of the Ago Group visit is to monitor the
process, provided for by article 67 of the Constitution of Armenia.
Besides, matters referring to freedom of expression, amendments to the
Electoral Code were also discussed. The parties specially stressed the
importance of holding fair and transparent parliamentary elections in
2007. The interlocutors also discussed the process of settlement of
the Nagorno Karabakh conflict.

“We have seen many times that the President of Azerbaijan is not
ready for concessions, and this can be explained with the public
opinion in Azerbaijan.

We should not forget, however, that the public opinion was formed
mostly with the influence of the aggressive statements of the Azeri
President,” NA Deputy Speaker Vahan Hovhannisyan said.

The Deputy Speaker considers it is irrefutable that the oil factor
has a certain role in the settlement of the Karabakh conflict. He
does not think, however, that Baku can use this as a guarantee that
no pressure will be exerted over it in any case.

“In reality, it is not that difficult to match the positions
of the parties, only Azerbaijan should recognize the right of
self-determination of people of Nagorno-Karabakh. International
experience shous that it is an applicable mechanism,” Vahan
Hovhannisyan said, turning to possible developments of further
development.

The current world processes, in Vahan Hovhannisyan’s opinion, will
at last make Azerbaijan realize the necessity of a more tolerating
approach.

YEREVAN, JUNE 8, ARMENPRESS; Armenian foreign minister Vartan Oskanian
said today authorities in Yerevan were seriously concerned over a
splash of killings of ethnic Armenians in Russia. Oskanian said to
a news conference that this issue was on the agenda and was being
raised on every opportune occasion.

He said Armenia offers its assistance to Russia to fight together
against xenophobia. “We would like to believe that the hate killings
are not aimed specifically at Armenians and these (the murders of
Armenians) were not part of a plan against Armenians,” he said,
adding that it is the Russian authorities who must take swift action
to prevent racially-motivated attacks and killings in their country.

Human rights activists accuse Russian law-enforcement agencies
and judiciary of covering up the racially motivated crimes or
even justifying the criminals, thus encouraging the recurrence of
aggressive xenophobia and extremism. According to a number of experts’
evaluations, today more than a half of the neo-Nazi organizations of
the world are in Russia.

They also say a considerable part of the contemporary Russian society
is contaminated by racist and xenophobic pathologies. Moreover,
there are grounds to assume that the neo-Nazi organizations are
backed by a whole system, including the Russian mass media, business
structures, law enforcement agencies and courts, as well as other
state institutions of Russia.

The Azerbaijani president Ilham Aliyev on June 5 in Bucharest met
with the present chairman of OSCE, Belgian foreign minister Karel
de Hukht, Trend reports. The meeting focused on the solution of
Azerbaijan-Armenian Nagorno-Karabakh problem and other questions.

Karel de Hukht congratulated Ilham Aliyev that Azeri oil has reached
Turkish port Ceyhan.

Besides, president received the deputy assistant of the USA president
on national security James Crouch. The high level of the cooperation
between Azerbaijan and America and their successes were stressed and
the present situation of the solution of the Nagorno-Karabakh conflict
was discussed at the meeting. Crouch also congratulated Ilham Aliyev
on Azeri oil’s reaching Turkish port Ceyhan.

Besides, Aliyev met with the secretary general of the Council of Europe
Terry Davis and discussed the issues of developing cooperation with
this organizations.

No good deed goes unpunished, as they say. For more than 10 years,
Russian peacekeeping troops have prevented the renewal of hostilities
in the self-proclaimed republics of South Ossetia, Abkhazia and
Transdnestr. Now we are hearing calls for them to withdraw. Belgian
Foreign Minister Karel De Gucht has said that the Organization for
Security and Cooperation in Europe, which he chairs, is prepared to
allocate up to 10 million euros ($12.9 million) to cover the removal of
Russian troops from Transdnestr. Georgian lawmakers have threatened to
declare the mission in South Ossetia illegal. And Ukrainian Defense
Minister Anatoly Gritsenko has said that GUAM — an alliance that
includes Georgia, Ukraine, Azerbaijan and Moldova — should develop
its own peacekeeping force. Considering that the hot spots in the
Commonwealth of Independent States (apart from Nagorno-Karabakh)
are all monitored by Russian troops, Gritsenko’s comments amount to
a call for their withdrawal.

Russian leaders have responded with righteous indignation. “Our
peacekeepers are a bone in the throat of one side in these conflicts,”
Defense Minister Sergei Ivanov said recently. “Endless provocations
and dirty tricks have been directed against the peacekeepers. I have
spoken about this many times in both South Ossetia and Abkhazia. Our
soldiers will carry out their mandate until political solutions and
agreements are in place.”

Foreign Minister Sergei Lavrov maintains that the attacks on
peacekeepers in South Ossetia are the result of Tbilisi’s intention to
resort to force to resolve the conflict there. Top Russian officials
insist that the peacekeeping missions can legally remain in Georgia and
Moldova even against the will of the governments of these countries.

Tbilisi and Chisinau consistently argue that the Russian military is
using the peacekeepers to pursue its own interests in the region. The
leaders of Abkhazia, South Ossetia and Transdnestr have repeatedly
called for their self-proclaimed states to be absorbed into the
Russian Federation. South Ossetian leader Eduard Kokoity has even
taken his case to the Russian Constitutional Court.

For its part, Moscow has adopted a provocative stance. A Foreign
Ministry spokesman has observed that, where Georgia is concerned,
only negotiations can make this a reality, and that the South Ossetian
position was based on the right of national self-determination. This
when Russia has been handing out passports to South Ossetian
residents for years. Passions on both sides have reached the point
where missions originally intended to prevent armed conflict could
lead to the outbreak of war.

All of these self-proclaimed republics appeared as the result
of conflicts initiated by the leaders of newly minted Soviet
successor states. They sought to secure power with victorious wars
that inevitably devolved into the murder of civilians, widespread
atrocities and defeat. Russian peacekeepers were deployed to separate
the warring factions and to stop the killing.

Regulation of the conflicts did not follow, however, because the
parties involved did not try to reconcile. The self-proclaimed
republics believed the peacekeepers had been sent in to preserve
their independence. Tbilisi and Chisinau took the opportunity to
accuse Russia of violating their territorial integrity. In the CIS,
reconciliation efforts never go anywhere, in large part because of
the position adopted by Moscow. President Vladimir Putin was telling
the truth when he said recently that Russia had no intention of
annexing neighboring territories. Moscow is simply exploiting existing
conflicts because before these countries can integrate into European
institutions they must settle their internal disputes, so the best
way to keep them out of the European Union and NATO is to keep those
conflicts simmering.

Moscow feels no obligation to influence the leaders of these
republics to push them toward a compromise. On the contrary, the
Kremlin’s actions have created the illusion that Russian guns will
always protect the status quo in these would-be states. Abkhazia,
Transdnestr and South Ossetia have turned into criminal-controlled
enclaves, and Georgia and Moldova have appealed to the international
community for help to secure the removal of Russian peacekeepers from
their territory.

The Russian peacekeeping experience offers an important lesson:
Such missions can only succeed when they are disinterested. When a
country such as Russia sends its peacekeepers into conflict zones, its
goal must be to prevent bloodshed, not to pursue ulterior political
motives. Moscow has given in to this temptation, and in so doing has
cheapened a noble undertaking.
