International organizations and the Armenian Diaspora greatly aid the
improvement of the health sector in NKR. Family Care, which has been
working in NKR since 1998, implemented a large-scale programme of
first aid and mother and child health care aid to Nagorno Karabakh”
involving improvement of service in medical institutions, repair of
buildings, distribution of medical equipment and medicine, as well
as re-training of medical workers of NK. Within the framework of the
programme the central regional hospitals of Martuni, Martakert and
Hadrut, as well as the local hospitals of the villages of Vank and
Haterk and the out-patient medical station of the village of Mets
Tagher were repaired. In cooperation with the NKR Ministry of Health
and with the support of the American Red Cross the International
Committee of the Red Cross implements the programme of first medical
aid since 1998. In the framework of the programme village medical
stations are repaired in three of the five regions of NKR, a regular
supply of medicine is provided and seminars on “Integrated Management
of Children’s Diseases” and “Management of Diseases Among Adults”. The
French Medecins Sans Frontiers implemented the programme of struggle
against tuberculosis in 1997-2002. In 2002 the new department of the
tuberculosis hospital of Stepanakert was built for infected patients.
The Belgian Medecins Sans Frontiers brought into being the programme of
protection against mental diseases. The latter undertook the repair of
the mental and addiction clinic and provided it with medical equipment,
medicine and other items. After the implementation of the programme
the organization donated four “Niva” jeeps and two computers to the
clinic. Christian Solidarity Worldwide and the vice speaker of the
House of Lords of the British Parliament Caroline Cox founded the
rehabilitation center in Stepanakert. The center admits the disabled,
wounded azatamartiks and servicemen. In order to make the everyday
life of the disabled more interesting a computer room and different
workshops were opened in the Center. As to the contribution of
the Armenian Diaspora to the sphere of health in NKR, the French
organization Gyulian-Guerven for Armenia and Artsakh” founded and
operates the Center for Protection against Diabetes, owing to which
struggle against this disease in cooperation with the government
became more effective and real. On the means provided by the same
organization a group of high quality specialists from France performed
21 difficult and expensive traumatic operations in Artsakh. In the
framework of the programme for improvement of dental service three
dentist’s chairs were donated to the system. “Aida for Armenia”
implemented a programme of aid to the children’s hospital, the roof
and the lavatories were repaired, the hospital was provided with
expensive medical equipment. The New York branch of the all-Armenian
fund “Hayastan” builds and equips a new polyclinic in Stepanakert with
a powerful diagnostic department. The completion of the programme
is estimated in the autumn of 2005. The French public organization
Shen provided a regular supply of medicine. Benefactors from New
York donated expensive tomography and mammography equipment. The
Armenian American Benevolent Society of Medical Care of New York
implements the programme of aid to protection against tuberculosis
in the framework of which the republic hospital of tuberculosis
was provided with modern X-ray machine, the x-ray department and
boiler house were built. Armenian Greek benefactors provided modern
hematological equipment. In 1995 the lecturer of the department of
public health of the University of California Alineh Durian founded
the organization “Sepakan Dzerkerov” which implements a programme
of improvement of the quality of medical service in rural areas. By
this programme more than ten village medical stations have been
repaired and equipped in Askeran and Shushi regions. The children’s
dental clinic founded in Stepanakert by the medical charity “Howard
Karagozian” has been operating since 1996. In November of 2003 the
children’s ophthalmologic department of the clinic was opened. The
Armenian Evangelical Association of the USA repaired part of the
somatic department of the republic children’s hospital. The Armenian
French benefactor Melkon Gyurjian sponsored the repair, equipment and
acquisition of ambulance cars for the village ambulance station of
Aknaghbyur. Doctor Caroline Najarian and her husband George Najarian
founded the center “Arpen” in Stepanakert in 1995 which provides aid
to pregnant women thus encouraging birthrate in Artsakh. The Najarian
family will also provide means for the repair of the children’s
department of the republic isolation hospital, as well as the
surgical department of the republic children’s hospital. Beginning
with 2000 the organization of Armenian Doctors and Medical Workers
of Germany repaired the surgical department and the theatre of the
central regional hospital of Martakert. The department was provided
with equipment. In the framework of the programme of the Armenian
Relief Society of supply of medicine and other medical items the
laboratory of California “Primex” donated expensive equipment for
immune-enzyme test, allowing to perform certain laboratory tests,
for which patients used to leave for Yerevan. The public organization
“Hanganak” set up in November 2004 launched a six-month charity
programme for free social work and medical care for sole people above
65 living in Stepanakert. The author of the programme is doctor of
medicine, master of public health, Gohar Hovhanissian. Owing to her,
the programme was accepted and is funded by the Association of Welfare
of Armenian Women in the USA.

great imagination for what the stage should look like or putting a
video together.

NORWAY TO ALLOT $10 MLN FOR UNDP PROJECT IMPLEMENTATION IN ARMENIA
AZERBAIJAN AND GEORGIA

YEREVAN, May 12. /ARKA/. Norway will allot $10 mln for UNDP project
implementation in Armenia, Azerbaijan and Georgia. According to UNDP
Yerevan Office, this sum will be provided in accordance with
Memorandum of Understanding signed by the Assistant Administrator of
UNDP Zefirine Diabre and Norwegian Foreign Minister Jan Petersen
`This memorandum provides a wonderful opportunity to assist the
development through project implementation in Transcaucasia’, stated
Petersen at the signing ceremony.
Norway will provide financing for democratic management, energy and
sustainable development projects. The financing will be provided
after the approval of the projects by the Norwegian Parliament.
Note, Norway assists Armenia in fight against human trafficking and
aid to the affected people.
United Nations Development Program is the global network of UN for
the assistances to development and positive changes in people’s life
by means of providing access to education, experience and resources.

not enjoy the benefits at entrance examinations of higher educational
institutions, stated Sergo Yeritsyan, RA Minister of Science and
Education at today’s press conference. According to him, there won’t
be any significant changes in the system of entrance examinations.
He also said that new faculties will open in several universities of

exhibition opened today in Yerevan. According to Anna Hakobyan, the
Director of Expomedia Exhibition Projects Centre, the objective of
the exhibition is to promote foreign goods in local market,

ARMENIAN PRESIDENT RECEIVES UNDP RESIDENT COORDINATOR FOR ARMENIA

YEREVAN, May 12. /ARKA/. Armenian President Robert Kocharyan received
UNDP Resident Coordinator for Armenia Lise Grande on Thursday in
connection with completion of her mission. According to Armenian
Presidential Press service, Kocharyan said although the UNDP Yerevan
office has always worked intensively, the cooperation was
considerably activated for three years of Grande’s mission.

May 14. Talking to journalists, the Minister reported that `the

signed at a meeting between Armenian and Azerbaijani Presidents,

ARMENIAN FUND `INCUBATOR OF ENTERPRISES’ TO SPONSOR NEW IT-COMPANIES

YEREVAN, May 12. /ARKA/. The Armenian Fund `Incubator of Enterprises’
has announced a regular program of assistance to investments and new
IT-companies. According to the Fund’s press announcement, the goal of
the initiative is the formation of new IT companies in Armenia. The
teams that will be selected for participation in the program will be
provided with 35,000 USD funding, as well as with necessary premises
and business services. Under the program, the Fund is to receive up
to 25% of shares in the capital of the newly established companies.
The program is not a competitive one, but is implemented by the

PILGRIMAGE TO SAINT PLACES OF JERUSALEM

Second begins today pilgrimage to Saint Places of Jerusalem.
According to the Press Service of St. Etchmiadsin, the Catholicos
will be accompanied with about 80 pilgrims. In Jerusalem Garegin the
Second will meet in the temple of Saint Jacob with Armenian
Patriarchy of Jerusalem, archbishop Torgom Manukyan and the members
of congregation of the temple. The pilgrims will visit the main saint
places of Christianity, as well as the museum of Holocaust in
Jerusalem.
The group of pilgrims includes congregates of St. Etchmiadsin,
members of the Armenian government, Deputies of RA NA, scientists,
cultural and education workers, as well as sponsors from

INVESTMENTS OF TURANALEM BANK IN ARMENIA MAY TOTAL 30MLN USD IN 2005

Below is an exclusive interview of Financial Director, TuranAlem
Bank, Erik Sultankulov to the ARKA News Agency

ARKA: In which CIS countries the TuranAlem Bank has found strategic
partners for banking cooperation, how effective this cooperation is
and what are Your short-term plans in expanding cooperation?

E. Sultankulov: The strategic partners of the TuranAlem Bank are
currently the Moscow `Slavinvestbank’, Kiev `Transbank’, Minsk
`Astanaeximbank’, Omsk `Omskbank’, Kazan `Volzhko-Kamsky joint-stock
bank’, and Armenian `InterInvestBank’. The entry in the capital of
the Georgian `Silk Road Bank’ is expected in the near future. The
Astrakhan bank is considered as a potential partner as well.

ARKA: What are the peculiarities of the TuranAlem Bank’s strategic
task of expanding its presence abroad?

E. Sultankulov: The `TuranAlem Bank’ JSC is the first private bank
implementing a strategy of regional development in the CIS to form a
common bank area between Kazakhstan and the other CIS countries.
By implementing its CIS regional development strategy from 2003 to
2008 the `TuranAlem Bank’ JSC intends to become the CIS largest
private bank. The main task of expanding presence on the CIS
financial service market can be accomplished in the following way:

Positioning of the as a CIS regional bank (a `One Bank-One
Account-Entire CIS’ platform for clients);
Optimization of clientele calculation throughout CIS by transforming
the TuranAlem Bank into a CIS global bank;
Positioning of the TuranAlem Bank as a clearing bank;
The introduction of products and services that are unique on local
markets.

ARKA: What is the basis for country risk assessment in the activities
of the TuranAlem Bank abroad?

E. Sultankulov: The country risk assessment is based on the analysis
of quality and quantity indices. Five groups of criteria are used,
each criterion including a number of parameter-factors. The five
criteria are the political system, banking system, industrial sector,
country’s international rating. Each criterion is divided into a
number of parameter-factors, which make a more detailed analysis
possible and each criterion more substantial.

ARKA: What are the priorities of the TuranAlem Bank’s activities in
Armenia? What projects do You intend to implement in Armenia, and
what is their cost?

E. Sultankulov: The Bank intends to make its possible contribution to
the general development of the country’s financial sector, introduce
innovation banking products, promote Armenia and Armenian companies
in the international investment community thereby encouraging foreign
investments in Armenia. The Bank intends to contribute to the
Armenian population’s well-being by rendering advance retail
financial services elaborated and approved by the TuranAlem Bank.

ARKA: Which sector of Armeia’s economy the TuranAlem Bank is
interested in? In what directions You intend to develop the Bank’s
activities in Armenia, and on what operations will it focus?

E. Sultankulov: The Bank will render a full range of high-quality
banking services that meet international standards. The services will
be focused on such economic sectors as agriculture, food industry,
construction, transport, as well as new ones, such as working of
precious metals and jewelry production, information and communication
technologies.

The priority directions in the Bank’s activities will be:
Medium-term funding aimed at renewal of fixed assets and development
of new production in the country
Trade financing for exporters and importers aimed to raise the volume
and quality of foreign-trade activities of the country’s private
businesses.
Mortgage crediting of the population and small businesses aimed at
medium- and long-term financing of the purchase of real estate in the
country.
Financing of small and middle-sized businesses aimed at developing
this strategically important segment of Armenia’s economy.

ARKA: What will be Your expected share in the Armenian bank and level
of investments?

E. Sultankulkov: The share of the TuranAlem Bank in the capital of
the Armenian `InterInvestBank’ CJSC is 49%, and investments may total
30mln USD in 2005.

ARKA: What new banking technologies does the TuranAlem Bank intend to
offer its clients in Armenia?

E. Sultankulov: A special program will be offered for banks working
with card products by acquiring and emission. The elaboration of
joint co-branded projects and the implementation of a discount
program for holders of plastic cards of the TuranAlem Bank Invest are
expected.

The Bank will offer its clients the payment for public utilities and
mobile communication services through cash dispensers, as well as one
of promising banking technologies for the regional branch network
development – Internet banking.

ARKA: What are the Bank’s plans in crediting. Specifically, does the
TuranAlem Bank intend – and on what scale and terms – to lend
mortgage credits to the population, as well as to businesses?

E. Sultankulov: Mortgage crediting, as well as crediting of small and
middle-sized businesses are one of the most important directions in
the Republic of Armenia. The Bank intends to place mortgage funds
totaling 10mln USD.

ARKA: Do You intend to place Your own bills, bonds and other
securities in Armenia?

E. Sultankulov: The Bank intends to carry out effective operations on
securities markets, placing available resources and securities. P.T.

‘October’ cinema opens in Gyumri

‘OCTOBER’ CINEMA OPENS IN GYUMRI

The Gyumri-based “October” cinema reopened its doors to the cinema lovers.
This cinema has been a favorite place for many generations of Gyumri
residents and one of the most important cultural centers of the city. The
building was planned by Ghazaros Sargsian, the architect, in 1926. After the
earthquake in 1988, the building was reconstructed and used as a restaurant.

But last year, by the decree of Gyumri Municipality, the building was sold
to the Yerevan based “Moskva” Cinema ltd. The company fully renovated the
building. At present, it keeps in line with the modern criteria and is
equipped in the best way.

Many famous artists of Armenia, actors and directors, the officials of the
city were present at the opening ceremony of “October” cinema. Ridley Scot’s
“The Kingdom of Heaven” was the newly shot film was the first to be shown
here after the opening ceremony.

The leadership of the cinema house promised to provide the cinemagoers with
all the new films and restore the good traditions of “October” cinema.

ist 1924 als Sohn armenischer Eltern in Paris geboren worden. Der
Sänger und Schauspieler gehört zu den wichtigsten Stimmen der
armenischen Diaspora.

ist er optimistisch, dass die Versöhnung zwischen Türken und
Armeniern gelingt.

Herr Aznavour, Bob Dylan, dessen armenische Vorfahren ebenfalls aus
der Türkei geflüchtet sind, hat gesagt, dass “In a Turkish Town” von
Richie Valens das Lieblingslied seiner Jugend war. Was bedeutet Ihnen
die “türkische Stadt”?

Meine Mutter ist in Izmit geboren. Istanbul war eine Legende, eine
wunderbare Stadt. Ich war zweimal dort. Das erste Mal habe ich dort
gesungen, das zweite Mal habe ich einen türkischen Freund besucht.

Wann haben Sie Ihr Konzert in Istanbul gegeben?

Das war Anfang der 50er Jahre. Ich war nicht so bekannt. Ich habe in
einem Kabarett gesungen und war glücklich, in Istanbul zu sein. Ich
bedaure, später nicht mehr die Stadt der Legenden besucht zu haben.

Sie haben das Gedicht “Lettre à un ami turc” (Brief an einen
türkischen Freund) geschrieben. An wen ist dieser Brief gerichtet?

Ich habe ihn für das ganze türkische Volk geschrieben. Der “türkische
Freund”, das ist die ganze Türkei.

In diesem Gedicht sagen Sie: “Wenn Du ihn herauszögest/den Stachel in
meinem Herzen/dann verschwände auch der andere/den Du in Deinem Fuß
hast/und wir wären, Du und ich/befreit/und Brüder . . .”

Seit meiner Kindheit denke ich so. Ich habe eine besondere, geteilte
Kindheit erlebt. Ich habe zwischen meiner Mutter und meinem Vater
gelebt. Meine Mutter hat ihre ganze Familie verloren. Mein Vater hat
nie in der Türkei gelebt. Er hat meine Mutter auf einer Reise in
Istanbul kennen gelernt. Ich gehöre so zu zwei Arten von Armeniern.
Ich kann daher alles besser verstehen als andere.

Was muss getan werden, um diesen Stachel herauszuholen?

Die vernünftigen Menschen beider Seiten müssen zusammenkommen. Die
Türkei will der EU beitreten. Wenn in Frankreich (wie Präsident
Chirac angekündigt hat, d. Red.) darüber abgestimmt wird, dann haben
auch die 400 000 armenischen Franzosen dazu etwas zu sagen.
Vielleicht wird mindestens die Hälfte Ja sagen, weil sie das Land
ihrer Großeltern besuchen und kennen lernen will. Ich glaube, die
Armenier in Frankreich sind für die Türkei ein großer Trumpf. Auch
ich bin ein großer Trumpf für die Türkei. Denn ich bin die wichtigste
armenische Stimme in der Welt. Beide Seiten müssen ihre Haltung
ändern. Wir müssen die Grenze zwischen der Türkei und Armenien
öffnen. Und wir müssen auch unsere Herzen öffnen.

Sind Sie 90 Jahre nach dem Völkermord wieder optimistisch?

Ich war immer optimistisch. Eines Tages wird der Völkermord anerkannt
sein. Und an diesem Tag werden wir ein großes Fest organisieren, nur
ein Fest, auch in der Türkei.

Das Leben mit diesem Stachel ist nicht leicht, wie es in Ihrem
Gedicht heißt . . .

Ich habe bewusst von einer Rose geschrieben. Die Rose ist für die
Türken und die Armenier eine mythische Blume. Wer sind die Türken?
Sie sind eine wunderbare Mischung. Sie sind aus vielen anderen
Völkern entstanden, so wie wir, die Armenier in Frankreich, immer
französischer werden.

Was hat Ihre Mutter über die Türkei und die Türken erzählt, als Sie
klein waren?

Nichts. In unserem Haus wurde nicht viel über den Völkermord
gesprochen. Mein Vater hatte nicht dort gelebt. Meine Mutter sagte
nichts, aber manchmal weinte sie allein in einem Zimmer. Es gibt
keine schlechten Völker. Nur einige schlechte Menschen und Politiker.
Welches Land hat keinen Völkermord begangen? Alle Nationen haben die
gleiche Schuld. Zum Beispiel die Franzosen: Sie haben einen
Völkermord in Algerien begangen. Heute hat die ganze Welt Blut an
ihren Händen. Das Wichtigste ist, solche Schuld zu akzeptieren.

Der Völkermord ist in der Zeit des Osmanischen Reichs organisiert
worden. Einige Jahre später, 1923, wurde die moderne Türkei
gegründet. Wurde damals eine Chance zur Versöhnung vertan?

1926 wurden Verantwortliche des Völkermords von einem Gericht in der
Türkei verurteilt. Das heißt, Atatürk (der Gründer der Türkischen
Republik, d. Red.) hat den Völkermord anerkannt. Die Armenier haben
nichts gegen ihn, sondern gegen Sultan Abdülhamit (den osmanischen
Sultan zur Zeit des Völkermords, d. Red.).

Ihre Biografie wurde auch in der Türkei herausgegeben. Was bedeutet
das für Sie?

Ich bin glücklich. Denn meine Biografie ist in beide Sprachen,
Türkisch und Armenisch, übersetzt worden. Ich wünsche mir, in
Istanbul spazieren zu gehen, am Strand, in den Restaurants zu essen.
Istanbul ist meine Quelle. Meine Quelle ist nicht Armenien. Aber für
diese Reise will ich eine offizielle Einladung bekommen. Die
Regierung in Ankara muss das entscheiden, da ich einen diplomatischen
Pass Armeniens habe. Ich bin zum Filmfestival nach Istanbul
eingeladen. Aber ich warte auf die staatliche Einladung. Diese
Einladung wäre wunderbar für die Armenier in der Diaspora.

at the contact line of the Karabakh and Azeri armed forces in the
Mardakert region of NKR. The monitoring was held according to the
schedule and no violations of the cease-fire were fixed. On the part
of the Karabakh defense army the monitoring was conducted by Personal
Representative of the OSCE Chairman-in-Office Adnrzej Kasprzyk, who
also met with NKR Deputy Foreign Minister Masis Mailian in Stepanakert,

Armenian National Committee of Aust. Condemns

Vandalism of Armenian Genocide Plaque

The Armenian National Committee of Australia joins the
Armenian-Australian Community in condemning the deliberate removal
by vandals of the Commemorative plaque in Meadowbank Memorial Park
marking the 90th Anniversary of the Armenian Genocide.

The plaque was dedicated on 24 April 2005, on the 90th Anniversary
of the Armenian Genocide, during a solemn ceremony presided by
Archbishop Aghan Baliozian, Primate of the Armenian Apostolic Church
of Australia and New Zealand together the Mayor and Councillors of
Ryde City Council, and the State Member for Ryde, Hon. John Watkins,
as well as hundreds of members of the Armenian-Australian Community.

Two weeks earlier, Ryde City Council unanimously passed a resolution
recognising and condemning the Armenian Genocide, as well as condemning
all attempts to deny it.

“This criminal act of vandalism is a shameless example of the extent
to which certain denialist of the Armenian Genocide will go to
eradicate the memory of the 1.5 million men, women and children who
fell victim to the first genocide of the 20th Century. Such people
forget, however, that they live in a democracy where public officials
will not be intimidated or deterred by such criminal behaviour” said
Armenian National Committee of Australia President Dr Tro Kortian.
He added “We are confident that the law enforcement authorities will
bring these criminals to justice”.

The New South Wales Government also today condemned this crime, Jusice
Minister Hatzistergos calling it a “disgraceful and cowardly act”.

It has been said that the truth is the final victim of genocide.
The Ryde City Council and the New South Wales Parliament (which in 1997
also unanimously passed a resolution condemning the Armenian Genocide
and all attempts to deny it) have added their unequivocal voice to the
growing international call that the memory of the Armenian Genocide
must never be allowed to be erased so that another Hiltler will
never dare to again utter the words “After all who today remembers
the extermination of the Armenians”.

Today the Prime Minister and several Ministries were not present in
the NA question-answers to the Government; they were abroad on business
trips. The opposition was rather passive too; only Aram Sargsyan, son
of Gaspar had questions to the Government, about allotting office to
his party, and Tatoul Manaseryan. The questions of the other delegates
were mainly directed to the Urban Development Minister.

Particularly, secretary of the «Democratic Delegate» fraction Vahram
Baghdasaryan asked what the fate of the Vanadzor main project will be,
and when the city will resemble a city, «It is not a city but a group
of stones. People build whatever they want wherever they want. When
shall we have the city project? »

Urban Development Aram Haroutyunyan announced that there is already
the project of Vanadzor and they will soon start to build the city
according to the project. As for the deconstruction of the already
built constructions and the compensation for them, Aram Haroutyunyan
could not give a clear-cut answer.

The Armenian Revolutionary Federation in the face of Levon Lazarian
offered to help the Urban Development Minister to solve the problem of
the village Jrashen of the Lori region where people live in temporary
container-houses. Aram Haroutyunyan informed that the budget has
allotted 880 million drams to the Lori region, and 340 houses have
been investigated in the region. But the problem has not been solved,
and the calamity zone remains a calamity zone till now.
